Ochrana proti nesprávnému postupu zadavatele / Protection against irregular practises of contracting authority

This thesis deals with the protection against irregular practises of the contracting authority in awarding public contracts. I analyzed part of the Government Procurement Act on Review Procedures, including some of the regulatory impacts. The introductory part of the thesis is followed by a chapter explaining the basic concepts of the issue. In the chapter three, I deal mainly with the institute of objections and blocking deadlines that prevent the contracting authority from entering into a contract. Next chapter is dedicated to the proceedings before the Office for the Protection of Competition, from the submission of the petition, through the deposit institution or the newly established obligation to pay the claim fee, the specific differences in the proceedings before the Office against the standard administrative procedure are highlighted, up to the possible ways and reasons of the termination of the administrative procedure. Appeals against the Office's decision, including possible appeals to the administrative court, are the subject of chapter five. In the end, I summarize the lessons learned, I respond to the questions asked in the introduction and I come up with considerations about legislation. This Master's thesis examines the sharing of articles of printed newspapers - Hospodářské noviny and Mladá fronta DNES - on their respective websites. Firstly, research of scientific papers presents how foreign newpapers deal with digitalization and which models of sharing and paid content they apply. Using quantitative analysis this thesis examines, which of the two newspapers shares more free articles on-line (Mladá Fronta DNES on the server iDNES.cz and Hospodářské noviny on iHNed.cz and Aktuálně.cz). The quantitative analysis compares the content of the National news section in January 2015 and January 2016, so it also observes the development of the respective article-sharing policies over time. The hypothesis is that Hospodářské noviny share more free articles than Mladá fronta DNES. The reason is that Hospodářské noviny have a single editorial office for their printed and online articles. More details regarding the policies of paid content are provided through semi-structured interviews with representatives of the respective publishing houses. This diploma thesis consists of three main parts that are further divided into chapters and subheads. The object of thesis is to describe models of drawing EU funds in chosen member countries and compare them, idenify their strengths and weaknesses, their successfulness and demands. First part concentrates on common bases which are macroeconomic state, european funds as a tool of economic and social solidarity policy, legislation and national strategic documents. Second part focuses on the analysis and comparison of the main aspects of drawing funds system, implementation structure, institutional ensurance, financial flows and also mentions the area of controls and certification. Third, the last, part evaluates chosen models in terms of their financial allocations, drawing successfulness and administrative and time demands which are demonstrated on realized projects and plays in fact a role of before dicussed problems recapitulation. The whole work ends by conclusion and evaluation of reaching the given object. The text itself is enriched by a number of graphs, tables and pictures clarifying and supporting the explained matter. All the literature, methodical and programme documents as well as other used sources are listed in the list of sources. Annexes refered in text are listed and enclosed at the very end of this work.

The first part characterizes geographic, climatic, demographic, political and historical profile of Mongolia. The second part analyzes the Mongolian economy as a whole, its structure, foreign trade and foreign direct investments. In the third part is mapped position of Mongolia in Asia, Mongolian relations with neighboring states and foreign policy. The fourth part deals with the evaluation of economic relations between the Czech Republic and Mongolia, their history, present and prospects for the future.

In recent years there has been a significant increase in the production of concretes for agricultural buildings, especially in the area of exposure to higly chemically aggressive environments. The aim of the thesis is to describe and summarize the existing knowledge about the durability of concrete exposed to the effects of highly chemically agressive environment. Furthermore, emphasis is placed on the description of individual additives and admixtures increasing the resistance of concrete to the effect of harmful substances. In the experimental part, the effects of individual types of additives, admixtures and sealing coatings on increasing the resistance of concrete against the effect of highly chemically aggresive environment are investigated in the laboratory.

This diploma thesis focuses on financial crisis from 2007 and its impact on Czech economy. Special attention is given to four macroeconomic indicators in Czech Republic and their transformation during this crisis and after it. First part focuses on definition and description of characteristics and stages of business cycles, first in general and then specifically when talking about 2007's economic crisis. Subsequent practical part analyses specific economic repercussions stemming from the crisis, pointedly in macroeconomic indicators, state budget and mortgage market. In the final part of this thesis, the knowledge and findings about these areas, which accurately depict overall status of Czech economy during the crisis and after it are evaluated and commented on. This thesis may be used by humanities' teachers to illustrate the functioning of business cycles and their impacts on economies.
