Common components of inclusionary zoning ordinances are then detailed, and legal and economic considerations are explained. Sense Your Neighbor: Design for Bridging Social Capital in Diverse Spaces

This thesis is concerned with the social impacts of urban design. It responds to the extensive history of race-based and class-based exclusion in American cities and offers a critique of postmodern planning strategies that seek to encourage social diversity but often undermine it. The Braddock Metro Neighborhood in Alexandria, Virginia, encompasses the historic community of Uptown, at one time the largest African-American community in Alexandria. Uptown, like most African-American urban neighborhoods in the United States, has been shaped by the forces of racism, segregation, displacement, public housing, white flight, economic disinvestment, crime, historic districting, and - recently - redevelopment and gentrification. The Braddock Metro Neighborhood Plan, a small-area master plan for accommodating transit-oriented redevelopment while affirming neighborhood character and connecting diverse residents, serves as the foundational document for neighborhood redevelopment. Central to the Neighborhood Plan is the replacement of public housing projects with mixed-income communities. These communities, which accommodate an influx of middle-income residents while retaining a percentage of low-income residents, are expressing a new type of residential diversity in the neighborhood, particularly in terms of the spatial proximity of different social groups. Proponents of mixed-income communities cite the potential for the formation of Bridging Social Capital (i.e., benefits, such as improved educational or employment opportunities, shared via casual ties among residents of different social groups). However, researchers have observed self-segregation occurring among residents of mixed-income communities, suggesting that spatial proximity alone does not guarantee the mixture of different social groups. This thesis posits that social mixing in diverse neighborhoods depends upon the presence of carefully designed social spaces, and it offers a set of streetscape interventions intended to support the formation of Bridging Social Capital in the Braddock Metro Neighborhood. The selected site consists of two historic street segments that are not yet fully redeveloped or gentrified. Design decisions are grounded in a careful assessment of site conditions, including existing social conditions, and supported by academic research in history, sociology, urban planning, and social-space design theory. Precise, small-scale interventions engage edges, affirm site character, and encourage residents to linger, sense one another, and tolerate challenging conditions of diversity. Shaping an Inclusionary Zoning Ordinance for Post-Katrina New Orleans

This thesis examines the Louisiana legislature's justifications for supporting inclusionary zoning to address the shortage in affordable housing since hurricane Katrina and compares the model ordinance, passed in 2007, to ordinances in San Francisco, Denver, and San Diego. These large city ordinances offer an assessment of older versus newer ordinances as well as strict versus lenient provisions within a mandatory ordinance. This thesis acknowledges the model ordinance is strong and accepts its recommendation to convene a housing task force to study implementation in New Orleans. In order to maximize the benefits of inclusionary zoning this task force should be convened quickly to undertake local housing market research to determine the right set-aside, threshold, and incentives to create a strong mandatory ordinance. This group must also focus on implementing key model ordinance provisions like setting aside units for very low-, low- and moderate-income households within each development and determining the ideal density bonus.

As of 2017, 49% of all households in Miami-Dade County were housing cost-burdened (defined as paying more than 30% of household income on housing). The current housing crisis in Sweden affects more municipalities today than ever before. There is a high demand for all type of tenures and the housing shortage is primarily evident in the metropolitan cities. Sweden has during the last 15 year focused on building for high-income households, with the vision to create migratory chains providing other society groups with housing as well. The migratory chains unfortunately often become significantly short and the housing shortage remains for low-income households. Municipalities are now facing an unsustainable situation, with an urgent need to resolve the situation for low-income households. This needs to be performed without the stigmatization and segregation that clusters of only affordable housing brings. A Swedish pilot project, RiverCity, including affordable housing through inclusionary zoning is currently under development in Frihamnen, Gothenburg. The first phase of the RiverCity that will be completed is called "RiverCity 2021" and includes parts of Frihamnen and Ringön. The completion will coincide with Gothenburg's 400th anniversary in 2021.There are ongoing discussion, and some factors regarding rent setting and distribution of the affordable housing units are not yet determined. It is a new, interesting and innovative development project that has not yet been studied, and therefore considered suitable for a Master of Science thesis project. The thesis and case study was conducted through a qualitative inductive research approach, with a case study of the pilot project in Frihamnen, Gothenburg. The study indicates a high level of innovation among the actors to fulfill the requirements for the assignment of a land allocation. The impression is that the aktors are keen to determine criteria that ensure that the apartments are distributed to households without the financial ability to afford a lease in a new construction building. Inclusionary zoning and requirements in land allocation to develop affordable housing seems to be a prerequisite for the current development of affordable housing. The study provides a basis for further research on the outcomes of the current plans in the future. / Den nuvarande bostadsbristen i Sverige drabbar fler kommuner idag än någonsin tidigare. Efterfrågan på alla boendeformer är hög och bristen på bostäder är framförallt tydlig i storstäderna. De senaste 15 åren har Sverige fokuserat på att bygga för hushåll med relativt hög inkomst, med avsikten att skapa flyttkedjor som i sin tur förser övriga grupper i samhället med bostäder. Flyttkedjorna blir tyvärr ofta korta och bostadsbristen kvarstår för hushåll med lägre inkomster. Kommunerna befinner sig idag i en ohållbar situation; hushåll med lägre inkomster måste akut förses med bostäder, samtidigt som den segregation och sociala stigmatisering som kluster av billiga bostäder för med sig bör undvikas. Ett svenskt pilotprojekt, Älvstaden, som inkluderar affordable housing-lägenheter bland lägenheter med marknadshyror är just nu under utveckling i Frihamnen, Göteborg. Byggstart av den första etappen, Älvstaden 2021, är planerad till 2017 med färdigställande till Göteborgs 400 års jubileum år 2021. En del faktorer angående hyressättning och fördelning av affordable housing-lägenheterna är inte fastställda och diskussion pågår fortfarande. Projektet är innovativt och väldigt intressant för bostadssituationen i Sverige, samt har inte analyserats ännu, vilket tillsammans motiverar en kvalitativ fallstudie av projektet som ämne för denna master uppsats. Studien indikerar på hög innovation ibland de utvalda aktörerna för att uppfylla de krav som ställts i markanvisningarna. Intrycket är att aktörerna är måna om att utforma kriterier som gör att lägenheterna fördelas till hushåll utan ekonomiska förutsättningar för att klara en nyproduktionshyra som inte är subventionerad. Inclusionary zoning och krav i markanvisning om att utveckla affordable housing verkar vara en förutsättning för utveckling av affordable housing. Studien utgör en grund för vidare forskning kring utfallet av de nuvarande planerna i framtiden.

Cape Town is a city with a complex housing problem due to the apartheid planning and the design of the current housing programs. Apartheid planning has segregated the city, leading to a more divided and spread out city. With the current affordable housing programs, most houses are being built in poorly located areas, resulting in inhabitants feeling more separated and isolated from the city center. To develop a more integrated society, the concept of Inclusionary housing has had a growing appeal in South Africa. The purpose of the study was to examine the concept of inclusionary housing and how it can be implemented in Cape Town to fight segregation and housing inequalities. Interviews were conducted with various stakeholders from the private sector, public sector, NGO’s and academics with the aim to provide their perspectives on inclusionary housing and to answer the question if inclusionary housing is the right tool to help Cape Town become a more integrated city. A closer investigation was made on a specific development project in Sea Point where an inclusionary housing pilot project was going to be implemented. The majority of stakeholders agree that getting an inclusionary housing policy in place in Cape Town is a step in the right direction towards a more integrated and affordable city. / Kapstaden har ett mycket komplicerat bostadsproblem på grund av det tidigare apartheidsystemet samt utformningen av de nuvarande bostadsprogrammen för låginkomsttagare. Apartheidsystemet har lett till en uppdelad och segregerad stad. Med de nuvarande bostadsprogrammen byggs de flesta bostäder i sämre belägna områden, vilket leder till att invånarna känner sig mer separerade och isolerade från stadens centrum. För att utveckla ett mer integrerat samhälle har konceptet Inclusionary housing fått en växande uppmärksamhet i Sydafrika. Syftet med denna studie var att undersöka konceptet inclusionary housing och besvara frågan hur det kan implementeras i Kapstaden för att bekämpa segregering och den rådande bostadsbristen. Intervjuer genomfördes med olika intressenter från den privata sektorn, den offentliga sektorn, icke-statliga organisationer och akademiker med syftet att ge sina perspektiv på inclusionary housing samt besvara frågan om inclusionary housing är det rätta verktyget för att hjälpa Kapstaden att bli en mer integrerad stad. En närmare undersökning gjordes av ett specifikt bostadsprojekt i Sea Point där inclusionary housing skulle implementeras.  Majoriteten av intressenterna är överens om att ett implementerade av en inclusionary housing policy i Kapstaden är ett steg i rätt riktning mot en mer integrerad och prisvärd stad med avseende på boende.

The Comparison of Authoritarian Corporatism in Taiwan and Indonesia

The study compares the use of authoritarian corporatism in Taiwan and Indonesia. The comparison is made for the purpose of obtaining a more balanced relation between the state and the society in these two countries. The adopted definitions of corporatism in the study are by Wiarda and Stepan. Wiarda defined corporatism as a system of social and political organization in which the major social and interest groups are all integrated into the government system. The integration is on a monopoly base so that the state can reach a balanced development by means of directions, protections, and control over these groups. Stepan divided corporatism into two kinds: exclusionary and inclusionary corporatism. Specifically, the study adopts the theory of exclusionary and focuses the comparison on the establishment and operation of trade union system. The research results of the study are as follows. First, both in Taiwan and Indonesia, the use of authoritarian corporatism has social and political backgrounds. The social background refers to the prevailing traditional values of Confucialism in Taiwan and Pancasila Industrial Relation in Indonesia. Both values systems place a premium on a harmonious and cooperative interaction between the employers and the labors. Therefore, the idea is denied that labors have the right to fight for their own benefits against the employers. Second, both Taiwan and Indonesia governments choose authoritarian corporatism as the tool to control the society. The choice is made not out of the need to moderate benefits of various social classes or to cope with economic crisis. Instead, it is for setting up functional, not competitive social organization systems. These organizations are the paths connecting different interest groups. At the same time, some organizations which are not favored by the state are kept from being formed. The participation in politics is limited to a certain scale. Such measure is considered preventive authoritarian corporatism. The application of the authoritarian corporatism makes the trade union systems both in Taiwan and Indonesia become the marginal parts of the political framework. It¡¦s hard then to have the labors own more rights. So the corporarism is also exclusionary authoritarian corporatism. The labor organization is naturally an expansion of the political control of the state over the labors. Third, it is found that under the framework of authoritarian corporatism, the operation of labor organizations varies according to the changing goals of state¡¦s development. However, there is a difference in the manner and extent of Taiwan¡¦s control over the operation from that of the Indonesia government. Taiwan government controls the operation in an active manner while the Indonesia government controls the operation in a passive manner. Fourth, at the end of authoritarian politics in Taiwan and in Indonesia, the demands for changes are appearing in both countries. It¡¦s inferred that there may appear inclusionary corporatism which will lead to a more balanced relation among the labors, the employers and the states both in Taiwan and Indonesia.
