Starting from the analysis of two radio programs, Momento Saúde (Health Moment) and Força da Mulher Solidária (The strength of the Solidary Woman), presented by Edson’ Queiroz’s Community Radio station, in Dendê neighborhood, in Fortaleza, discursive sceneries are elaborated on which it can be identified how the individual from the outskirts emerges from the environment of the broadcasting station. Momento Saúde, produced by students in Nursing School, takes on a one-way speech when dealing with health issues in the neighborhood; in its narrative, it allows a glimpse at the popular notions under which the academic knowledge still lies when related to health matters. The speech marks, in this case, allows the perception that in the students’ talks there is a lack of community voices, visible from the common listening by the Women’s Group of the Solidary Socioeconomics that works in the neighborhood. This reception study, when identifying this silence, allows the organization of the program A Força da Mulher Solidária, an experience carried out by the women, who, moving around these “between-places”, give up the role of listeners and take on the role of producers of speech and meanings about life in the neighborhood. The methodological procedures combine consultations to reference books on the topic, especially Martín-Barbero and field research, through interviews, observation and interventions that occurred with the women’s program. The A Força da Mulher Solidária experience shows that, enriching the political sphere in the culture that weaves everyday life, the outskirts individual rises. / Esta pesquisa relata como se dá a produção do sujeito no espaço da periferia a partir das mediações de cotidiano, cultura, linguagem e educação. Partindo da análise dos programas radiofônicos Momento Saúde e A Força da Mulher Solidária, apresentados na Rádio Comunitária Edson Queiroz, no bairro do Dendê, em Fortaleza, elaboram-se os cenários discursivos sobre os quais se identifica como se erige, a partir do ambiente da emissora, o sujeito da periferia. O Momento Saúde, produção de estudantes do Curso de Enfermagem, assume um discurso de mão única, ao tratar das questões de saúde do bairro e deixa entrever na sua narrativa a concepção de popular sob a qual ainda repousa o saber acadêmico relacionado aos conteúdos de saúde. As marcas discursivas, neste caso, possibilitam perceber que nas falas das estudantes há uma ausência das vozes da comunidade, visíveis a partir da escuta coletiva pelo Grupo de Mulheres da Socioeconomia Solidária que atua no bairro. Este estudo de recepção, ao identificar esse silenciamentos, possibilita a organização do programa A Força da Mulher Solidária, experiência realizada pelas mulheres, que, ao se moverem nesse “entre-lugares”, saem de condição de ouvintes para o de produtoras de um discurso e de sentidos sobre a vida no bairro. Os procedimentos metodológicos combinam consultas às obras de referências sobre a temática, especialmente de Martín-Barbero, e pesquisa de campo, mediante entrevistas, observações e intervenção ocorrente com a criação do programa das mulheres. A experiência de A Força da Mulher Solidária mostra que, valorizando a dimensão do político no cultural no tecido da vida cotidiana, se erige o sujeito na periferia.

The problem of this study was to determine if there are differences in the perceptions of elementary principals and special education administrators across selected variables toward their expected and actual, role responsibilities in implementing specific provisions of P.L. 94-142. Data were collected from elementary principals and special education administrators in Texas. As a measure of perceptions, the Special Education Responsibilities Questionnaire (SERQ) was completed by all elementary principals as it applied to their schools, and special education administrators as applied to their school districts. Data were analyzed using Chi-square test of independence, t-test for correlated samples, and one-way analysis of variance.

Cartographie et analyse de variations épigénomiques naturelles chez la levure Saccharomyces cerevisiae / Mapping and analysis of natural epigenomic variations in the yeast Saccharomyces cerevisiae

L'épigénome est défini par l’ensemble de l’information chromatinienne autre que celle fournie par la séquence ADN. Au sein d'une même espèce et pour un type cellulaire donné, chaque individu présente des caractéristiques particulières de l'épigénome. Les épi-polymorphismes, définis comme étant les différences inter-individus de marques chromatiniennes, sont encore partiellement caractérisés et peuvent être liés aux phénotypes de chacun. La première partie de mon travail a été d'identifier et d'interpréter chez S.cerevisiae l'impact des épi-polymorphismes de modification des queues d'histones. Pour y parvenir, j'ai cartographié les épigénomes de cinq modifications différentes (3 acétylations et 2 méthylations) chez trois souches de levures issues de différents isolats naturels. Par une méthode de ChIP-seq et le développement d'un outil informatique, j'ai comparé les épigénomes de ces souches à l'échelle de nucléosomes individuels. L'étude des propriétés génomiques des épi-polymorphismes m'a alors permis de découvrir certaines caractéristiques encore inconnues et décrites dans ce manuscrit.Par ailleurs, j'ai voulu aborder le lien entre épi-polymorphismes et réponse transcriptionnelle à l'environnement. Pour cela, j'ai construit un jeu de souches mutantes dérivées de souches naturelles, où certains épi-polymorphismes ne peuvent plus être maintenus. J'ai analysé par RNA-seq les transcriptomes de certaines de ces souches avant et après un changement environnemental. Malheureusement, l'analyse des résultats a révélé que la qualité des données ne permettent pas d'établir le lien recherché mais les outils mis en place sont désormais disponibles.J'ai enfin étudié la dynamique d'évolution d'un épigénome en présence ou en l'absence de pression de sélection. Pour cela, j'ai suivi une modification d'histone (l'acétylation de la lysine 14 de l'histone H3) chez la levure pendant 1.000 générations dans deux conditions d'évolution expérimentale différentes : l'une sélective, l'autre neutre. J'ai mis en évidence des différences remarquables et inattendues entre ces deux régimes évolutifs. Des études mécanistiques détaillées restent à faire pour caractériser la nature et les propriétés de ces différences. / Epigenome is defined as the entire chromatin information other than the DNA sequence. Within a given species and for a given cell type, each indivual has specific epigenomic characteristics. Epigenomic differences between individuals (refered to as 'epi-polymorphisms') remain poorly characterized, although cases were reported where they could be linked to phenotypic differences. In my thesis, I used the model organism S. cerevisiae to identify histone modification epi-polymorphisms and study their biological impact. I profiled the epigenome of five different histone modifications (3 acetylations and 2 methylations) in three natural yeast strains. By ChIP-seq methods and software developments, I compared these strains at single-nucleosome resolution and discovered novel characteristics of these epi-polymorphisms which are described in this manuscript.Furthermore, I constructed a research framework to investigate the link between epi-polimorphisms and response to environmental cues. For this, I built a set of mutant strains derived from natural strains but where some epi-polymorphisms can no longer be maintained. I analyzed by RNA-seq the transcriptomes of some of these mutant strains before and after an environmental shift. Unfortunately, the quality of this initial data produced was not sufficient to link epi-polymorphisms to differntial responses, but the strain resources remain available for further investigations. Finally, I studied the evolutionary dynamics of epi-polymorphisms in the presence or absence of selection pressure. To do so, I followed the evolution of H3K14ac for 1.000 generations under two conditions of yeast experimental evolution ( selective or neutral). Marked differences were observed between the two regimes, revealing unexpected consequences of the presence of selection. Further mechanistic studies will be needed to elucidate the full properties of these differences.

Les exceptions préliminaires dans l'arbitrage sur le fondement des traités de promotion et de protection des investissements / Preliminary objections in investment treaty arbitration

Dans l’arbitrage relatif aux investissements, on entend par exceptions préliminaires les incidents de procédure par lesquels les Etats contestent la compétence du tribunal arbitral ou la recevabilité de la requête de l’investisseur. Avec le développement du contentieux arbitral, le recours à cette technique contentieuse se fait de plus en plus fréquent, mais la présentation des exceptions préliminaires par les Etats et leur traitement par les tribunaux arbitraux sont souvent sources de confusion. Notre étude propose de préciser les concepts clés du contentieux international de compétence et de recevabilité et de revenir sur leur distinction dans un domaine spécialisé du contentieux international – le contentieux arbitral fondé sur les traités de protection et de promotion des investissements. La réaffirmation de la distinction entre les questions de compétence et de recevabilité permettra d’en proposer une classification en fonction de l’objet de l’exception préliminaire et de mieux saisir la portée de la notion d’exception préliminaire qui constitue un moyen de leur mise en oeuvre dans l’arbitrage transnational. Cette classification commandera le régime qu’il convient de réserver à chaque type de défense, afin d’ordonner la présentation des exceptions préliminaires par les Etats et leur examen par les arbitres, examen qui détermine leur faculté d’exercer la fonction juridictionnelle. / In investment treaty arbitration, preliminary objections can be defined as procedural issues raised by the States in order to contest arbitral tribunal jurisdiction or admissibility of an investor claim. With the rise of investment treaty arbitration, recourse to this litigation technique is getting more and more frequent. However, the submission of preliminary objections by the States, as well as their examination by the arbitral tribunals are frequently confusing. Our research focuses on the core concepts of jurisdiction and admissibility in international litigation in order to reconsider their distinction in a specialised field of international litigation - investment treaty arbitration. On the basis of this distinction, we propose a classification of preliminary issues according to their object. This classification will order the legal regime to be applied to each type of preliminary defence, thus putting some order in the submission of preliminary objections by the States and their examination by the arbitrators, examination which relates to their capacity to exercise their jurisdictional function.

Cerebral venous outflow resistance and interpretation of cervical plethysmography data with respect to the diagnosis of chronic cerebrospinal venous insufficiency

No / PURPOSE: To investigate cerebrospinal fluid (CSF) dynamics in the aqueduct of Sylvius (AoS) in chronic cerebrospinal venous insufficiency (CCSVI)-positive and -negative healthy individuals using cine phase contrast imaging. MATERIALS AND METHODS: Fifty-one healthy individuals (32 CCSVI-negative and 19 age-matched CCSVI-positive subjects) were examined using Doppler sonography (DS). Diagnosis of CCSVI was established if subjects fulfilled >/=2 venous hemodynamic criteria on DS. CSF flow and velocity measures were quantified using a semiautomated method and compared with clinical and routine 3T MRI outcomes. RESULTS: CCSVI was associated with increased CSF pulsatility in the AoS. Net positive CSF flow was 32% greater in the CCSVI-positive group compared with the CCSVI-negative group (P = 0.008). This was accompanied by a 28% increase in the mean aqueductal characteristic signal (ie, the AoS cross-sectional area over the cardiac cycle) in the CCSVI-positive group compared with the CCSVI-negative group (P = 0.021). CONCLUSION: CSF dynamics are altered in CCSVI-positive healthy individuals, as demonstrated by increased pulsatility. This is accompanied by enlargement of the AoS, suggesting that structural changes may be occurring in the brain parenchyma of CCSVI-positive healthy individuals.

L’émission des comportements inadaptés au travail : adaptation ou explication quant à la relation entre la perception de la justice organisationnelle et la santé psychologique des individus au travail

La présente thèse de doctorat porte sur la relation entre la perception de la justice organisationnelle, l’émission de comportements inadaptés au travail et la santé psychologique des individus au travail. En plus de développer un outil de mesure des comportements inadaptés au travail et d’entreprendre un processus de validation de celui-ci, le présent travail propose que les comportements inadaptés au travail puissent occuper un rôle soit protecteur ou explicatif dans la relation qui unit la perception de la justice organisationnelle avec la santé psychologique des individus au travail. Au sein de cette thèse, le premier article recense la documentation scientifique quant aux variables de la perception de la justice organisationnelle, de l’émission des comportements inadaptés au travail et de la santé psychologique des individus au travail, ainsi que les liens qui unissent ces variables. Aussi, les modèles conceptuels des rôles modérateur et médiateur des comportements inadaptés au travail sont proposés au sein de la relation entre la perception de la justice organisationnelle et la santé psychologique des individus au travail. Le deuxième article a pour objectif de développer un outil de mesure des comportements inadaptés au travail et de tester ses propriétés psychométriques. Ainsi, des analyses statistiques exploratoires et confirmatoires ont été effectuées. Afin d’appuyer la valeur critériée de l’outil proposé, une analyse corrélationnelle a été réalisée avec le critère de l’adaptation. Certaines valeurs psychométriques de l’outil sont validées par les résultats obtenus. Le troisième article examine empiriquement les modèles conceptuels des rôles anticipés des comportements inadaptés au travail dans la relation entre la perception de la justice organisationnelle et la santé psychologique des individus au travail. La perception de la justice organisationnelle a été vue sous les composantes distributive, procédurale, informationnelle et interpersonnelle. De son côté, la santé psychologique des individus a été observée par le biais des éléments du bien-être et de la détresse psychologique au travail. Les différentes analyses de régressions multiples hiérarchiques ont permis d’observer l’absence du rôle modérateur des comportements inadaptés au travail. Pour sa part, l’utilisation du test de Sobel a démontré la présence du rôle médiateur des comportements inadaptés au travail dans certaines relations. Plus exactement, celles-ci sont la relation entre la justice interpersonnelle et le bien-être psychologique au travail, la relation entre la justice interpersonnelle et la détresse psychologique au travail, ainsi que la relation entre la justice distributive et la détresse psychologique au travail. Finalement, la conclusion de la thèse présente une synthèse des résultats et expose les limites et pistes de recherches futures. / The present doctoral thesis treats of the relation between perception of organizational justice, emission of misbehaviours at work, and individuals’ psychological health at work. In addition to developing and undertaking a validation process for a measuring scale of misbehaviours at work, the present thesis proposes that these behaviours may occupy either a protective or an explicative role in the relationship that unites the perception of organizational justice with individuals’ psychological health at work. Within the thesis, the first article lists scientific literature concerning the perception of organizational justice, the emission of misbehaviours at work, and individuals’ psychological health at work. This article also includes a revue of links that unite the variables presently at study. Following this review, two conceptual models about possible roles played by misbehaviours at work in the relationship between perception of organizational justice and individuals’ psychological health at work are developed. More precisely, these models are conceptualisation of the moderating and mediating roles of inadequate work behaviours. The second article’s goal is the development of a measuring scale for misbehaviours at work and testing its psychometric proprieties. In this context, exploratory and confirmatory statistical analyses were made. Also, in order to support the criterion value of the proposed tool, a correlation analysis was made with the criteria of adaptation. The results showed that certain psychometric values were validated. The third article empirically examines the conceptual models developed about the possible roles played by misbehaviours at work in the relationship between perception of organizational justice and individuals’ psychological health at work. Organisational justice perception was analysed under distributive, procedural, informational and interpersonal components. As for individuals’ psychological health at work, it was observed through the psychological well-being and distress elements. The different multiple hierarchical regression analyses helped observe the absence of a moderator role for misbehaviours at work. Using the Sobel test showed the presence of a mediator role for misbehaviours at work in the relationship between the interpersonal organizational justice component and well-being, as well as psychological distress at work. This same test highlighted the mediator role of misbehaviours at work in the relationship between the distributive component of organizational justice and the psychological distress at work of individuals. Finally, the conclusion of this thesis presents a synthesis of the results and highlights the limits and future research ideas.
