Urban informality as a generator for meaningful built form : towards a multi-purpose trade hub for Durban, South Africa.

Urban informality is a process established by people in the informal urban context to shape existing formal cities to form new informal cities that facilitate their everyday lives. This phenomenon has grown substantially in Latin American, Asian and African cities to a point that people have transformed many of their formal post-colonial cities within these regions to informal cities that can facilitate urban informality. Instead of seeing this process as a way where people living in the informal urban context are trying to create cities and infrastructure that suite their context and way of life, architects and urban design professionals are repeatedly adopting 'western norms‘ to solve urban informality rather than facilitating it. This starts to create a gap between the architectural built form and the way people live. The research was then undertaken to bridge this gap between built form making and the lived realities in the informal urban context by using the underlying principles of urban informality defined by the people to generate meaningful built form within the South African, African context. To achieve this, the research carried out investigations on current literature that dealt with three main principles that defined urban informality that could be used to generate an appropriate built form with the informal urban context. These principles were; socio- economic principles, emergence and the culture of urban informality and these started to suggest a flexible built form that can be adapted by its users to suit their needs. These principles were then tested against precedent and case studies to see their validity in the global and South African context. Qualitative interviews were conducted with a number of professionals that had a better understanding of the case studies than the author to make sure that the analyses and the conclusions based on those analyses were accurate. The research findings ultimately defined an indeterminate built form that is formed through a participatory process between the collaboration of urban design professionals and the future inhabitants of the built form. This built form is 'loosely‘ defined and its inhabitants can manipulate and reconfigure it, to a certain extent, to suit the future unforeseen states of urban informality. Street trading in South Africa : an investigation with the emphasis on the policies of major local authorities towards street trading

Since the earliest times, trade has played an important role in creating livelihoods for many people. In today's society - characterised by unemployment and underdevelopment - informal street traders have recognised that there is a gap in the market, and thus, by plying their trade they created a sustainable livelihood for themselves. It has to be admitted that town planning over the years neglected the role of the informal street trader, and not much was done by way of creating a city sphere to accommodate the street trader. In chapter two of this study the discussion addresses the historical role and activities of the informal street trader, and surveys aspects of legislation and racism that played a prominent role in previous times. Authorities did not regard informal trading in a positive light and many harsh steps were taken against street traders. This provides one of the reasons why no latitude was granted to informal street trading and why South Africa's existing efforts to accommodate informal street trade could at best be described as dismal. In chapter three the role and extent of informal trading in the economy is discussed. A study was made of the possible reasons why the informal street trade has emerged, and the contribution of the informal trade towards South Africa's Gross Domestic Product, is also dealt with. Today informal street trade is viewed as one of the ways by means of which to alleviate South Africa's existing employment crisis and accommodation of the informal street trade is seen as a top priority. When considering the phenomenon of informal street trading, it is impossible to ignore the people who are involved in this sector. They have created not only jobs for themselves, but a sustainable way of living. Chapter four attends to the characteristics of the informal street trader and also addresses the problems and challenges that these people have to face. Addressing these problems or challenges is not an easy task, and one of-the major problems in this respect has been the question of legislation. Informal street trading needs to be directed through laws and policies, aimed at addressing traders' needs and which are proactive in creating a positive trading environment. In chapters five and six the legislation and regulation of informal street trading in three of South Africa's major metropolitan cities - Cape Town, Port Elizabeth and Durban - are reported. Chapter seven contains the conclusions of the study, followed by some policy recommendations. These are based on the findings made in the study on informal street trading, and could possibly enhance the proactive control and development of informal street trading. / AFRIKAANSE OPSOMMING: Informele straathandel is 'n verskynsel wat volop in Suid-Afrikaanse stede voorkom. Migration patterns of foreign informal traders at the Hartebeespoort Dam

This study aimed to determine the applicability of western migration models to the movement patterns of foreign migrant traders at the Hartebeespoort Dam. After reflecting on theoretical dimensions of migration and the informal sector, an overview was provided of the historical development of migration patterns to and within South Africa. The complex nature of migration phenomena ensures the application of qualitative and quantitative research methodologies. A snowball sampling technique was used to select 30 respondents for the purpose of the questionnaire survey. Information obtained from this survey was supplemented by five in-depth interviews. Descriptive statistical techniques were used to analyse the information obtained from the survey. The study concluded that western migration models do not offer adequate explanation for the migration patterns observed among foreign migrant traders at the Hartebeespoort Dam. The study also established the merit of the combined use of qualitative and quantitative research methodologies in migration studies. / Geography / M.A. (Geography)

The role of the informal business sector in local economic development with reference to Buffalo City Metropolitan Municipality

Thesis submitted in fulfilment of the requirements for the degree Master of Technology: Public Management in the Faculty of Business at the Cape Peninsula University of Technology 2013 / This study investigated the role of the informal business sector in local economic development with reference to Buffalo City Metropolitan Municipality (BCMM) as one of the possible solutions to deal with socio-economic challenges in the region. This study described the state of the informal business sector, the contributions thereof in local economic development, and the level of responsiveness from local authorities in Buffalo City Metropolitan Municipality. A survey questionnaire was administered to informal business actors in BCMM and semi-structured interviews were conducted with BCMM managers in the Business Development and Local Economic Development Directorates who were purposively selected because of the positions that they hold in the municipality. This study found that the informal business sector is underdeveloped in BCMM, and is imbued with development challenges, namely; support services such as infrastructure (designated municipal trading stalls) and access to financial support and the lack of strategy/policy dedicated to the prioritisation of the needs of the informal business sector. The informal business sector in BCMM is dominated by small and micro businesses. The municipality acknowledges the contributions of the informal business sector in local economic development from a job creation (selfemployment) and poverty alleviation perspective. However, the business environment of the informal business actors requires urgent development and support to stimulate and encourage the gains of this sector and the role that it plays on local economic development.

Assessing the role of stokvels in the start-up and growth of Cameroonian owned businesses in the Cape Metropole

The most recent literature confirms the preponderance of immigrants in these economic activities. This phenomenon is unfolding against the backdrop of the contingent of challenges which they face which are not limited to discrimination, limited access to finance from formal financial institutions, inadequate skills, and language barriers. The limited access which they have to obtaining finance from formal financial institutions constitutes one of the most significant obstacles for many immigrant entrepreneurs. There is evidence to suggest that in response to this state of affairs, immigrants resort to unconventional means to obtain finance for their entrepreneurial activities. It has been found that, immigrants form self-help financial associations which are known as stokvels in South Africa as a means of obtaining the finances which are needed for the start-ups and even for the growth of their businesses. In fact, it could be asserted that the inability of immigrant entrepreneurs to obtain loans from commercial banks and other related financial institutions has resulted directly in the creation of immigrant-run informal financial institutions such as stokvels. Consequently, the main objective of this study was to assess the role which stokvels which are known in Cameroon as “njangis” or “tontines”, play in the start-ups and growth of businesses which are owned by Cameroonian immigrants in the Cape Metropole. Both quantitative and qualitative approaches and research methods were used to conduct this study. The quantitative and qualitative data was collected through the administration of a questionnaire and the conducting of face-to face interviews respectively, owing to the nature of the target population. The data which was collected from the respondents who completed the questionnaires was captured, categorised and analysed in relation to the research questions through the use of SPSS statistical software and the findings were presented in the form of frequency tables and pie charts. The study ascertained that “njangis” play a very important role in the businesses of Cameroonian immigrants and in their daily lives as they are not only a source of capital for the start-ups and expansion of the businesses of their members, but they also provide a means of saving money, as most of them do not have access to bank accounts. According to some of the respondents, some of the “njangis” even serve as forums for discussing business ideas. Like most other organisations, stokvels have their own unique challenges, which will be discussed comprehensively in Chapter Four, particularly with respect to the methods which are employed to overcome them. It is the considered opinion of the researcher that it is in the domain of entrepreneurship in particular that South African citizens could learn a great deal from immigrants from other African countries about the successful starting and running of small, medium and micro sized businesses as recent literature has demonstrated quite conclusively the significant contribution which their entrepreneurial enterprises make to the development of the South African economy, in terms of both earning revenue for the South African government and providing employment to South African citizens.

Nesta conjuntura, observa-se a tentativa de o governo federal enfrentar tal realidade socioeconômica quando, a partir da década de 1990, adota como estratégia institucional a Ideologia do Empreendedorismo e, na intenção de dinamizar determinados setores produtivos da economia, com o intuito de minimizar a pobreza, passa a incentivar a criação dos micros e pequenos negócios, estimulando o trabalho por conta própria. It is in this scenario that it is observed the attempt by the Federal Government to face such a socioeconomic reality when, from the Nineties, it adopts the ideology of Enterprising as institutional strategy. Aiming for making certain productive sectors more dynamic, and so minimize poverty, they begin to encourage the opening of micro and small businesses, stimulating autonomous (self governing) work. An example of this attempt is the intention of the Federal Government, in the Nineties, of transforming the artisans into businessmen. The present research work deals with public policies, mainly that one aimed for stimulating craftsmanship production - "Brazilian Craftsmanship Program" (Programa do Artesanato Brasileiro (PAB) established in 1991. What is made in the present work is the analysis of such program from its conception, institutionality and implementation according to the theoretical contribution of Rothstein. Formalisation, informalisation and the labour process within the minibus taxi industry in East London, South Africa

This thesis focuses on the labour process within the minibus taxi industry in East London, South Africa. This industry is structurally situated within the informal sector or economy but is marked by contradictory processes of formalisation and in-formalisation. Though the taxi industry seems to straddle the formal and informal economies in South Africa, the study is conceptually framed in terms of the informal sector but in a critically-engaged fashion. The very distinction between formal and informal economies, whether in South Africa or elsewhere, is open to dispute; and, even if accepted, there are differing conceptualisations of the relationship between the ‘two’ economies. Also, the conceptual clarity of the term ‘informal economy’ has been subject to scrutiny, given the vast range of activities it is said to incorporate. While the distinction between formal and informal economies may be a useful conceptual starting-point, this thesis demonstrates that it is analytically useful to speak of degrees and forms of formalisation and in-formalisation along a continuum, rather than to dichotomize economies. The thesis therefore analyses in depth the competing and tension-riddled processes of formalisation and in-formalisation in the minibus taxi industry, and with a specific focus on the labour process.

The Integrated Development Plan as a strategy to employer informal traders: the case of Thohoyandou

MAdmin / Department of Public and Development Administration / This study focused on The Integrated Development Plan as a strategy to empower informal traders using Thohoyandou as the case study. The study was conducted at Thulamela Municipality and at the informal markets of Thohoyandou. The researcher used two population groups; the municipal officials and the informal traders. The researcher made use of both qualitative and quantitative methods as the study was explorative in nature; 50 informal traders were sampled and took part in the study and on the other hand, 20 municipal officials were sampled and participated in the study. The researcher made use a pilot survey to two groups of population to test the efficacy of the interviews schedule as well the questionnaires as data collection instruments. SPSS and Microsoft excel were used as tools for data analysis. The results show that Thulamela Municipality’s IDP strategy is not doing enough for the informal markets in Thohoyandou. However, respondents indicated that shortcomings such as Limited Budget affect the success of IDP on informal trading. Initiatives such as the provision of loans, workshops, training and promotion of LED programmes were indicated as having been put in place in an effort to empower informal traders, although a number of informal traders in the Thohoyandou area are forever increasing, through urbanisation and migration which pose serious control challenges to the municipality. To manage informal trading in Thohoyandou, the researcher recommended that there could be: preferences on trading fee/levies; provision of services and infrastructures to informal traders; enhancing public participation; limiting overtrading, integrated management planning, policy formulations and that future researchers can be more specific on aspects such as: situation of foreign traders; constitutionality of by-laws and trading at intersections.

Informal sector, corruption and economic development in Africa: an empirical analysis based on panel data

The informal sector has emerged as an important sector in Africa where many countries are striving to attain Sustainable Development Goal (SDG) number 8 on decent work and economic growth. The presence of a growing number of individuals and firms in the informal sector in Africa and the need to attain SDG 8 through formalisation have reignited the debate on informality and its possible causes and effects on the growth trajectory of African economies. Empirical questions on the determinants of informality are still not adequately answered. One question which continues to generate a lot of debate and contrasting results is the relationship between the informal sector and corruption. Both informality and corruption have emerged as ‘twin challenges’ in Africa, with a far reaching impact on economic development. The relationship between the informal sector and corruption has been an inconclusive and a polemical issue in both academic and developmental discourse. From a theoretical perspective, the two can be substitutes or complements, but the exact nature of the relationship is not clear. The main objective of this study is to empirically investigate the relationship between the informal sector, corruption and economic development in Africa, over the period 2005 to 2015. The objective of the study was answered through two ways: theoretical and empirical methodology. In the theoretical methodology, a classical approach was applied. The classical theory suggests that in the presence of a market for corruption, corruption control can reduce the size of the informal sector through reducing the supply of corruption, thereby raising the price of corruption. The negative relationship between corruption control and the size of the informal sector is supported by the described empirical data for Africa. The results from descriptive statistics, in particular the scatter plots, demonstrate that control of corruption, government effectiveness and economic development as measured by the Human Development Index (HDI) are negatively associated with the size of the informal sector. The negative association between the control of corruption and the size of the informal sector entails that corruption increases the size of the informal sector. With regards to the empirical solution, the total population of 54 African countries was considered for the study. However, a panel of 46 countries was analyzed as the other eight countries, although considered together with the rest, were scientifically isolated from the panel due to data challenges. Robustness checks were carried out to check if estimates are not sensitive to sample size or region. Further, for purposes of this study, the sample was also divided into Southern and Eastern Africa, and Northern and Western Africa. Panel data was applied in order to account for both time and country-specific heterogeneity. The use of panel data allows one to study variability through comparability of the level of informality in countries such as Zimbabwe where the economy has remained largely informalised. Four panel estimators, namely, the Pooled Effects, Fixed Effects or Within Effects, Random Effects or GLS, and Dynamic Panel Model (Arrelano-Bond), were applied. Model specification tests identified the Fixed Effect Model as the most appropriate model. Hence, the discussed results are largely from the Fixed Effects Model. On measurement of informality, the study relied on the shadow economy estimates constructed by Medina and Schneider (2018) for 158 countries from 1991 to 2015. On corruption, the study used the Control of Corruption Index (COCO) published by the World Bank, in the Governance Index Report. Unlike previous studies which used GDP per capita only as a proxy for economic development, this study went a step further and used Human Development Index (𝐻𝐷𝐼) as a proxy for economic development. Profit tax as a percentage of GDP was also tested as a potential determinant of informality. The endogeneity of the corruption variable was corrected using an instrumental variable. The findings show that an improvement in the control of corruption or government effectiveness reduces the level of informality in Africa while, an increasing informal sector is a breeding ground for corruption. The two variables are complements or jointly determined. Countries with large underground economies possess high levels of corruption, and countries with high levels of corruption are associated with large underground economies. The complementarity of corruption and the size of underground economy implies that policies that target one of the two will also help in tackling the other. In addition, the results show that economic development reduces the magnitude of informality, while a larger informal sector today implies a bigger informal sector in the future. One of the findings of this study is that previous studies which applied GDP per capita as a measure of economic development largely underestimated the impact of economic development on the size of the informal sector. The findings of the study show that the negative association between the control of corruption and the size of the informal sector holds for both the Northern and Southern regions of Africa. The impact is however bigger in the Northern Region, as a marginal improvement in corruption control has a bigger impact in reducing the size of the informal sector compared to the Southern Region. The results from the study also show that the level of informality in a country has a memory. A bigger informal sector today is likely to propel the level of the informal sector in the future. The findings show that a growth of the informal sector by one percentage point today will increase the informal sector by about 0.185 percentage points in the following year. The results from time dummies also indicate that the size of the informal sector in Africa started to grow significantly during the financial crisis period in 2009. The main implication of these findings is that African countries can target one of the two in order to reduce both the size of the underground economy and corruption. The other implication is that a policy that targets curing one of the problems will have positive external effects in curing the other unintended problem. Furthermore, the findings imply that African countries with large underground economies may continue to experience growing informal economies due to lack of regulatory capacity and weak enforcement.
