A Assistência Farmacêutica (AF) é um conceito de prática profissional onde o usuário que precisa do medicamento é o mais importante beneficiário das ações do farmacêutico e dos demais profissionais de saúde que atendem este serviço, ou seja, o usuário é o centro da atenção destes profissionais. Ela, entretanto, não pode ser visualizada apenas pela função de dispensar medicamentos, mas sim como um serviço que complementa as ações em saúde, com um enfoque amplo, incorpora a multidisciplinaridade e a integralidade. O sucesso deste processo depende da participação das diferentes classes de profissionais da saúde, além dos usuários. Este trabalho tem como objetivo analisar os papéis, as formas de comunicação e os fluxos de informação que influenciam nas operações multiprofissionais de atendimento ao usuário na Assistência Farmacêutica. Para tanto, foi escolhido o município de Arroio do Tigre/RS onde foram entrevistados os médicos, enfermeiros, técnicos de enfermagem, farmacêuticos, agentes de saúde, dentistas, psicólogos e assistentes sociais envolvidos na rede multiprofissional de Assistência Farmacêutica do município. Os dados obtidos nas entrevistas foram analisados qualitativamente, com o apoio de planilhas no software Excel para identificação de padrões entre os respondentes. Os fluxos de comunicação/informação foram analisados com o auxílio da ferramenta de análise de redes sociais, o NodeXL. O estudo permitiu observar que há uma necessidade de melhoria da comunicação e do fluxo de informação existente entre os profissionais além de um aumento da clareza do conceito do sistema entre os envolvidos na rede de atendimento ao usuário, esclarecendo as responsabilidades e papéis de cada um dentro da rede para uma gestão de atendimento na AF mais eficaz. / The Pharmaceutical Services consists of a set of people with different relations among them, exchanging lots of information on a daily basis. Thus, it cannot be seen as just a function of dispensing drugs, but as a resource complementing healthcare actions, with a wide approach that incorporates a multidisciplinary and integrality. The success of this process depends on the participation of different classes of healthcare professionals, besides users. The aim of this paper is to study the roles, the forms of communication and information flows that influence multidisciplinary operations of service to users in Pharmaceutical Services. Therefore, the city of Arroio do Tigre/RS was chosen and interviews occurred with professionals such as doctors, nurses, nursing technicians, pharmacists, health workers, dentists, psychologists and social workers involved in the city’s Pharmaceutical Services multidisciplinary network. The data obtained from the interviews were qualitatively analyzed, with the support of Microsoft Excel’s spreadsheets for the identification of patterns among the interviewed. The communication/information flows were analyzed with the aid of NodeXL, a social network analysis tool. The study concluded that there is a need of communication and information flow improvement as well as a more clarity regarding the system concept among the professionals involved in the user service network, clarifying the accountabilities and roles of each one inserted in the network for a more effective drug management.

Este trabalho apresenta uma proposta de método para a melhoria de fluxos de informação em ambientes administrativos usando princípios da mentalidade enxuta e da reengenharia de processos. O método foi criado através de características encontradas em duas metodologias existentes da mentalidade enxuta e de soluções desenhadas pela reengenharia de processos com este propósito. Estas características foram identificadas, selecionadas e adaptadas para uso no método seguindo um modelo de gestão de mudança. Em seguida, o método foi aplicado em um fluxo de informação em uma empresa do interior de São Paulo, seus resultados foram medidos apresentando boas melhorias em relação à maior velocidade de processamento de informações, redução da quantidade de pessoas necessárias e maior porcentagem de tempo de agregação de valor. Por último, foram apresentadas observações sobre as limitações do método e da generalização dos resultados da aplicação apresentada. / This work presents a proposal of method for the improvement of information flows using the principles of lean thinking and solutions from business process reengineering (BPR). The method was created using characteristics encountered on two existing lean office methodologies, and with the solutions presented by business reengineering. Those characteristics were identified, sorted and adapted to be used in the method based on a change management model. The proposed method was implemented in an information flow of a company in the brazilian state of São Paulo, and its results were measured, presenting significant reduction of the information flow lead time, reduction of people needed to process the information and a larger percentage of added-value time. Finally, limitations of the method and the application results were presented.

O caso de gestão estudado discutiu a precisão dos inputs informacionais para o fluxo do Sistema Integrado de Administração de Pessoal (SISAP) da Superintendência Regional de Ensino de Ubá (SRE/Ubá); especificamente, o processo de codificação das informações transmitidas pelas instituições de ensino através dos Relatórios de Pessoal (RP1) e Guia de Ocorrência (GO). Os objetivos definidos para este estudo foram: pesquisar, analisar e aprimorar a qualidade informacional oriunda das instituições estaduais de ensino pertencentes à SRE/Ubá. Levantou-se como hipótese que os erros observados no processo de codificação das informações advindas das escolas podem causar prejuízo ao Estado ou ao servidor público. Para tanto, foi empregada como metodologia a pesquisa de campo, em termos quantitativos e qualitativos, de forma exploratória e descritiva, utilizando instrumentos de pesquisas como questionários e análises documentais. Os resultados confirmaram a existência do problema de pesquisa e demonstraram distorções comportamentais na rotina do fluxo informacional Escola/SISAP. Essas distorções foram principalmente em relação aos veículos de comunicação; à não empregabilidade do conhecimento institucional; e ao processo de dispersão desse conhecimento institucional. O Plano de Ação teve duas perspectivas de intervenções para as evidências apuradas: uma ideal (desejável) e a outra real (factível). O motivo para tal secção é a atual Calamidade Financeira decretada para o estado de Minas Gerais. O Plano ideal propôs, basicamente, a criação de um software para o preenchimento do RP1 e uma ferramenta de busca para o site oficial da SRE/Ubá. Por sua vez, a proposta factível está apoiada principalmente na educação informacional dos operadores do fluxo e na melhoria do processo de disseminação do conhecimento institucional. O objetivo principal dessas propostas de intervenções está no desenvolvimento da cultura informacional dos operadores do fluxo Escola/SISAP. / This dissertation was developed within the scope of the Professional Master in Management and Evaluation of Education (PPGP) of the Center for Public Policies and Education Evaluation of the Federal University of Juiz de Fora (CAEd/UFJF).The management case studied discussed the accuracy of the informational inputs to the flow of the Integrated System of Personnel Administration (SISAP) of the Regional Superintendence of Teaching of Ubá (SRE / Ubá); specifically the process of coding information transmitted by educational institutions through the Personnel Reports (RP1) and Occurrence Guide (GO). The objectives defined for this study were: to research, analyze and improve the information quality coming from state institutions of education belonging to the SRE/Ubá. The errors observed in the coding process of the information coming from the schools were hypothesized that they may cause damage to both, the State and the public servant. To do so, field research was used as a methodology in quantitative and qualitative terms, in an exploratory and descriptive way, using research instruments such as questionnaires and documentary analyzes. The results confirmed the existence of the research problem and demonstrated behavioral distortions in the routine of the School/SISAP’s information flow. These distortions were mainly in relation to the vehicles of communication; the non-employability of institutional knowledge and the dispersion process of the same institutional knowledge. The action plan had two perspectives of interventions for the evidences cleared: the ideal one (desirable) and the real one (feasible). The reason for such a section is the current financial calamity decreed by the State of Minas Gerais. The ideal Plan basically proposed the creation of software to fill out the RP1 and a search tool for the official SRE / Ubá website. The feasible proposal is based mainly on the informational education of flow operators and on improving the process of disseminating institutional knowledge. The main objective of these proposals of interventions is in the information culture development of the operators from the School/SISAP flow.

Information flow in virtual organisations

The main aim of the study is to investigate the flows of information and the impact and added value of Information and Communication Technologies (ICTs) on the integration of information flows. This concept is related to the optimal design of organisational (and other) systems that allow the right decision to be made by the right person at the right time in an appropriate location. Clearly, information that is often distributed needs to come together in an efficient way to allow the best use of resources to maximize the information value. The virtual organisation (VO) is a new style of working that allows completion of tasks across time and location. The use of ICTs is viewed as a facilitator of these tasks and their application provides good examples to extend their use. The most common types of VOs are home offices, teleworking centres, mobile offices and `hotelling'. Teleworkers still face several problems, such as managing their work, lack of appropriate communications to complete their work efficiently, and isolation. This study applied an information-driven approach to investigate the current problems in the teleworking environment, and solutions are proposed to improve the flow of information in the VOs. The data required were collected by questionnaire survey, semi-structured interviews, and document analysis. Members of the Telework Association (TCA) in the UK were invited to take part in this survey, and 153 out of 800 respondents came from this source. From subsequent analysis of the data collected, there is indeed an issue with the use and integration of information flows in VOs. An in depth study of six individual cases revealed a lack of information sharing, poor understanding of information needs, and low rates of access to online information. Soft solutions can be achieved through understanding information needs, developing information policy, and training. Hard solutions can be achieved through using online information, using workflow software, upgrading the speed of Internet connection, using information sharing systems, and arranging more open access to information. Some indicators of future research can be mentioned, particularly in conducting the second generation of information audit in teleworking practice, to study knowledge management (KM) practices in teleworking, to develop information policies to enhance teleworking practices, to focus on the information needs of teleworkers, to evaluate the impact of software applications (such as workflow software), to implement information sharing systems, and to study the impact of training on information retrieval and use.

In this age, too much information is provided to the users. So that they face information overload problem and spend more time in finding the right information according to their needs. The information available to the right person on the right time can make significant difference in the work tasks and business processes in an organisation. This thesis work is on improving information flow within an organisation for a person having a certain role. The concentration of the work is on finding the factors (Qualifiers) which affect the information needs of the user and the actions which should be carried out to fulfil them, as well as suitable IT tools. All these have been presented as Final Result Table. This table shows the information needs, their qualifiers, and suggested actions that can be taken tocarry out a specific need. Besides, we found that there are some General Actions. These kinds of actions are not related to any specific need. Rather, while working to fulfil any of the needs, they can be taken for enhancing the work quality and speed. Further, these actions were classified into two groups: Information System Classification and Organisational Measures.

In an information system which includes plenty of information services, we are always seeking a solution to enhance efficiency and reusability. Emergency medical service system is a classic information system using application integration in which the requirement of information flow transmissions is extremely necessary. We should always ensure this system is running in best condition with highest efficiency and reusability since the efficiency in the system directly affects human life. The aim of this thesis is to analysis emergency medical system in both qualitative and quantitative ways. Another aim of this thesis is to suggest a method to judge the information flow through the analysis for the system efficiency and the correlations between information flow traffic and system applications. The result is that system is a main platform integrated five information services. Each of them provides different unattached functions while they are all based on unified information resources. The system efficiency can be judged by a method called Performance Evaluation, the correlation can be judged by multi-factorial analysis of variance method.

Confidentiality enforcement using dynamic information flow analyses

The notion of noninterference is typically used as a baseline security policy to formalize confidentiality of secret information manipulated by a program. This notion, based on ideas from classical information theory, has first been introduced by Goguen and Meseguer (1982) as the absence of strong dependency (Cohen, 1977). "information is transmitted from a source to a destination only when variety in the source can be conveyed to the destination" Cohen (1977) Building on the notion proposed by Goguen and Meseguer, a program is typically said to be noninterfering if the values of its public outputs do not depend on the values of its secret inputs. If that is not the case then there exist illegal information flows that allow an attacker, having knowledge about the source code of the program, to deduce information about the secret inputs from the public outputs of the execution. In contrast to the vast majority of previous work on noninterference which are based on static analyses (especially type systems), this PhD thesis report considers dynamic monitoring of noninterference. A monitor enforcing noninterference is more complex than standard execution monitors. "the information carried by a particular message depends on the set it comes from. The information conveyed is not an intrinsic property of the individual message." Ashby (1956). The work presented in this report is based on the combination of dynamic and static information flow analyses. The practicality of such an approach is demonstrated by the development of a monitor for concurrent programs including synchronization commands. This report also elaborates on the soundness with regard to noninterference and precision of such approaches.
