Access to and use of library electronic resources at the National Open University of Nigeria

The aim of this study was to investigate the extent of access to and use of library electronic resources and their implications on remote users at the National Open University of Nigeria. Specific objectives were formulated to: find out the different types of electronic resources available in the NOUN Library; investigate academic staffs’ and students’ level of awareness of electronic resources available in the NOUN library; explore the various types of electronic resources used by academic staffs and students of NOUN; find out how academic staffs and students access and use electronic resources in NOUN library; analyze the policies that enable access to and use of electronic resources by academic staffs and students at NOUN; find out the perceptions and attitudes of academic staffs and students toward the electronic resources available in the NOUN library; and identify the challenges associated with access to and use of electronic resources by the academic staffs and students of NOUN. The study adopted a quantitative research approach and survey research method was employed. The study targeted 1,680 population samples of which include 1,513 Students, 140 Academic staffs, and 27 Academic Librarians. Probability (Stratified random and systematic) sampling and nonprobability (purposive) sampling methods were adopted. Two sample frames were used: Students - classified into subgroups (Level) in each selected study centers and Academic staff - classified into subgroups (academic staff/academic librarian). Online (Google form) self-administered closed-ended questionnaire was sent to participants’ email. Data collected were analyzed through Statistical Package for the Social Sciences (SPSS). This finding revealed that electronic journals and electronic books are readily available in the NOUN library. Academic staff most likely, interact with the library staff or visit the library to be aware of library electronic resources, however, the students struggled to be aware through personal efforts. NOUN library creates awareness through the email and notice boards. The academic staff and students access and use the library electronic resources for various multidimensional purposes, however, there is a low patronage of these electronic resources by academic staff and students as less than 40% of academic staff and students access and use the library electronic resources. Electricity outage, low internet connectivity speed and high cost of access to internet were presented as challenges encountered while accessing and using electronic resources. Recommendations: the library management should develop awareness programmes that is appropriate for an ODL university community through the use of modern communication tools, and emphasy should be on the use of electronic resources in the university curriculum. / Information Science

Text in German / In dieser Untersuchung werden Fragen zu der pastoralen Seelsorge der ungarischen Baptis-ten beantwortet. Die Pastoren werden in ihrer Ausbildung in Poimenik und Psychologie unterrichtet und tragen offiziell die Verantwortung für den Seelsorgedienst in ihrer Ge-meinde. Ausgangspunkte für die Untersuchung sind eine allgemeine Einführung, die theologische Grundlegung der Begriffe und ein historischer Überblick über die verschiedenen europäi-schen Seelsorgeverständnisse. Dabei werden die Einflüsse der modernen Wissenschaften, Psychologie, Psychotherapie und Pastoralpsychologie auf die Seelsorge ab dem 19. Jahr-hundert aufgezeigt und ihre Wirkungen auf das heutige Seelsorgeverständnis vorgestellt. Zunächst werden die Bestände jener Bibliotheken und Archive in Ungarn auf Publikatio-nen zu Seelsorge hin untersucht, zu denen baptistische Pastoren bzw. deren Lehrer typi-scherweise Zugang haben. Um Informationen zu den verschiedenen Seelsorgerichtungen zu bekommen, werden ferner Facharbeiten, Gemeindezeitschriften und Handreichungen herangezogen. Insbesondere wird die aus verschiedenen Sprachen ins Ungarische übersetz-te Seelsorgeliteratur vorgestellt. In der empirischen Untersuchung werden anhand der gewonnenen Informationen aus der Literaturstudie Pastoren interviewt und diese Ergebnisse mit ihren praktischen Konsequen-zen aufgezeichnet. / This study will answer questions about the pastoral care in Hungarian Baptist churches. In their education, pastors are taught in poimenics and psychology, and are thus officially responsible for the pastoral care in their churches. The starting point for this study will be a general introduction, then the theological explanation of the terms used, and finally a historic overview over the different European understandings of pastoral care. The influ-ences of the modern sciences psychology, psychotherapy and pastoral psychology since the 19th century on pastoral care will be shown as well as their impact on presentday under-standing of pastoral care. First, the holdings of those Hungarian libraries and archives will be screened for publica-tions about pastoral care to which Baptist pastors or their teachers primarily have access. To gain information about the different understandings of pastoral care, research papers, church magazines and handouts will be consulted. In particular, pastoral care literature will be presented which is translated into Hungarian from other languages. In the empirical study, pastors will be interviewed on the basis of information gained from the literature analysis. Esta pesquisa trata do uso de uma metodologia de design participativo no desenvolvimento de um repositório de recursos educacionais abertos, o Arcaz. Discute aspectos da neutralidade e do determinismo da tecnologia dentro do contexto dos Estudos Sociais da Ciência e da Tecnologia e apresenta alguns conceitos da teoria crítica da tecnologia relacionados à construção democrática dos artefatos tecnológicos. Discute a herança filosófica dos movimentos que levaram ao surgimento do software livre, da educação aberta e dos recursos educacionais abertos e defende que o design participativo compartilha ideais similares. Apresenta conceitos de interação humano-computador e design de interação, além de design centrado no usuário, importantes para aprimorar a experiência do usuário em sistemas de informação. Aborda o design participativo como metodologia que possibilita a participação democrática dos usuários na construção tecnológica, promovendo o aprendizado mútuo e a voz ativa aos participantes. Desenvolve uma metodologia de design participativo adaptada ao contexto de uso do Arcaz e apresenta os procedimentos para a realização das reuniões conduzidas para aplicar as técnicas de design participativo ao repositório e os resultados obtidos. Conclui com um estudo de algumas das intervenções sugeridas no sistema e orientações para futuras aplicações de práticas participativas no desenvolvimento do repositório e uma lista de boas práticas, com foco nos princípios éticos que devem guiar o design participativo. / This research deals with the use of a participatory design methodology to develop a repository of open educational resources, the Arcaz. Discusses key aspects of neutrality and determinism of technology within the context of Social Studies of Science and Technology and presents some concepts of critical theory of technology related to the democratic construction of technological artifacts. Discusses the philosophical heritage of the movements that led to the emergence of free software, open education and open educational resources and argues that participatory design share similar ideals. It presents concepts of human-computer interaction, interaction design and user centered design, important to enhance the user experience in information systems. It addresses the participatory design as a methodology that allows the democratic participation of users in the technological construction, promoting mutual learning and active voice for the participants. Develops a participatory design methodology adapted to the Arcaz context of use and provides the procedures for the meetings conducted to apply participatory design techniques to the repository and the results obtained. It concludes with a study of some of the interventions suggested in the system and orientations for future applications of participatory practices in the development of the repository and a list of best practices, focusing on ethical principles that should guide the participatory design.

Managing resource sharing in selected Seventh-day Adventist tertiary institutions in Sub-Saharan Africa: problems and prospects

Universities in the new millennium find themselves in a knowledge-driven economy that is challenging them to produce a qualified and adaptable work force if they are to contribute to societal development. Owing to the structural change in the economy, entrepreneurs require high level scientists, professionals and technicians who not only have the capability to create and support innovations by adapting knowledge to local use but also people with managerial and lifelong learning skills. Such are they who can accelerate changes and make organizations more productive and efficient in the services they render. Consequently, universities in Sub-Saharan Africa are challenged to transform learning so as to produce graduates who have both knowledge and competencies. Such a system will create a balance between university education and the changing labour market. Satisfying these new educational demands are only possible through research and unhindered access to global information resources. Paradoxically, some private university libraries, because of limited funding, find themselves fiscally constrained in the provision of unhindered access to global stores of information particularly at a time of exponential growth both in number and cost of information resources. This had led libraries to re-examine resource sharing as a viable option to meeting the new demands placed on universities. It is for the reasons above that this study examines the practice, problems and prospects of resource-sharing in selected Seventh-day Adventist university libraries in Sub-Saharan Africa. It examines scientifically the causes of poor sharing practices that are unique to each library, the situational and environmental factors that can enhance resource sharing. It provides also research-based information that will help to determine the best ways by which each library can have greater access to information resources. There are proposals for resolving the problems, and there are recommendations for dealing with the matter on a more permanent basis. The study advances resource-sharing model called Consortium of Adventist University Libraries in Africa (CAULA) as a resource sharing network for Seventh-day Adventist libraries in Africa. The organizational structure for CAULA are outlined and discussed. Providing services for culturally diverse students in academic libraries

The purpose of this study was to investigate the role of academic libraries in providing services to culturally diverse student populations. In this study the information needs and information-seeking behaviour of the culturally diverse students of the Technikon Witwatersrand were analysed. The study also tried to establish whether there are differences in information needs and information-seeking behaviour of various cultural groups. The empirical investigation was conducted by means of focus group interviews and a questionnaire survey on a sample of undergraduate students of the Technikon Witwatersrand. There were assumptions that African students have limited experience in using the academic library, have no computer and information handling skills and might have language difficulties. Therefore, the expectation was that African students might have problems in the use of the academic library. However, the results of the empirical study show that English and Afrikaans speaking students are experiencing more problems than African students. / Information Science / M.Inf.

A theoretical framework of corporate online communication: a marketing public relations (MPR) perspective

This study identifies, tests and modifies factors for effective corporate online communication using a marketing public relations (MPR) perspective. An MPR perspective entails an integrated cross-disciplinary approach with a strong product and/or service focus. The need for the study is underscored by the fact that there is undoubtedly a lack of a theoretical framework in which to practise corporate online communication in the context of selling the organisation's products or services. In order to test the identified factors for effective corporate online communication, namely credibility, trust and long-term relationships, this study uses Q methodology as a research method and applies Q sorting as a means of data collection. Participants are asked to sort statements about corporate online communication in their preferred order of importance on a large board in the presence of the researcher. This is known as the Q sorting process. The identified factors are tested among 20 communicators and 20 receivers of corporate online communication. The participants' sortings of statements are compared by means of Q factor analysis and then analysed. The results of the study indicate that only one factor is perceived as an absolute significant factor for effective corporate online communication and that two of the factors necessitate modification. Consequently, based on the results, four factors are identified for effective corporate online communication, using an MPR perspective. These four factors are derived from the perspectives of both the communicators and receivers of corporate online communication and are included in a proposed theoretical framework of corporate online communication using an MPR perspective. / Communication / D. Information literacy and lifelong learning in the National Open University of Nigeria

This study was conducted at the National Open University of Nigeria (NOUN) and it considered the information literacy and lifelong learning skills of the students in the University. The National Open University is an Open and Distance Learning (ODL) system that encompasses education for all, education for life, lifelong learning, life-wide education, adult education, mass education, media-based education, self-learning and part-time studies. The ability to recognise the need for the available information, retrieve, evaluate and use this information is a hallmark towards the direction of information literacy in any society. Developing lifelong learners is central to the mission of higher education institutions like universities, especially for distance learners. The purpose of the study was to investigate information literacy skills amongst the students in the National Open University. This study utilized the case study method of quantitative research mixed with a qualitative strand in its data collection process. The dominant quantitative approach (questionnaire) was used to investigate the information literacy and lifelong learning skills of the students in the National Open University whilst the qualitative approach (interview and document analysis) was used to collect qualitative data needed to clarify areas that were not adequately covered in the quantitative data collection phase. This study used the questionnaire, interview and document analysis as its data collection methods. The study was conducted in five selected study centres out of the seventy-two centres of the National Open University. This study utilized the Krejcie and Morgan (1970) formula, where the sample size of 384 was chosen because the total number of the sampled students’ population was 170 830. From the quantitative perspective of the study, data analysis involved the use of simple frequency and percentage distribution, mean, median and standard deviation. The descriptive statistics were generated on all the variables in the instrument and this was accomplished with the aid of a computer software programme known as the Statistical Package for Social Sciences (SPSS) version 20. A thematic method of data analysis was used for this qualitative strand of the study. The results of the study revealed that the information literacy library facilities available at NOUN were course materials and University websites. The study confirmed that there were no facilities in relation to information literacy development in all the schools and there was no form of information literacy integration curriculum in the University. The study established that there were no information literacy programmes put in place to support, promote and create awareness of information literacy for lifelong learning and no methods were put in place to assess or measure the information literacy competency levels of the students in the National Open University of Nigeria. The study revealed that the link of collaboration between the academics in the school and the professional librarians was weak and not coordinated. The documents analysed brought to light information that provided insights on information literacy development in the University. In the documents analysed, University documents were in place concerning information literacy development but these resources only stated in print, the development processes towards information. The results of the study revealed that there was still so much work to be done with regards to the implementation of policies by the University management and staff towards information literacy development. The students in the University also have a role to play in developing their information literacy skills for lifelong learning. A recommendation that was made from this study was for the University management to integrate information literacy to become part of the university curriculum for all students. Information literacy (IL) policies should be formulated and channelled to support IL education in the University so that students will attain the necessary competencies and skills needed to access, process and assess information. Arising from the results gained from this study, it was recommended that information literacy educators should be trained in the area of information resources and ICT in order to enhance job performance. There is a serious need for the University to engage the librarians through regular training and re-training through professional development workshops. The library staff in conjunction with the Information and Communication Technology (ICT) unit of the University should create seminars and workshop for students and staff towards the improvement of information literacy instruction. For effective IL implementation in a distance learning environment, the University should work towards developing an information literacy course that is designed for asynchronous online delivery. A further empirical study on the development and implementation of information literacy skills for students in the University is also recommended. / Information Science / D. Litt. et Phil. Knowledge retention at a platinum mine in the North West Province of South Africa

Knowledge retention plays an important role in combating organisational knowledge loss. However, some organisations, including mining companies, still lose organisational knowledge due to employees retiring, resigning, downsizing, attrition and so on. This leaves the companies with a shortage of qualified and senior, experienced employees to meet production needs, which has a negative impact on the running of the operational functions on a day-to-day basis. This qualitative study utilised the knowledge-retention model as a theoretical framework to investigate knowledge-retention strategies at a platinum mine in the North West province in South Africa. Data were collected through semi-structured interviews with 10 employees of the platinum mine in North West province who were chosen purposively, as well as organisational document review. The key findings revealed that although the mine has a knowledge-retention policy, some of the employees are not aware of its existence and there is no enough investment in knowledge-retention initiatives within the organisation. The study concludes by arguing that having knowledge retention policy, strategies and initiatives on paper but failing to implement is as good as not having it. The study recommends that management become involved, support knowledge-retention initiatives, and ensure that knowledge retention policy is implemented in the organisation. / Information Science / M.A. (Information Science)

A strategic theoretical framework to safeguard business value for information systems

The phenomenon of business value dissipation in mature organisations as an unintended by-product of the adoption and use of information systems has been a highly debated topic in the corporate boardroom awakening the interest of practitioners and academics alike. Much of the discourse tends to focus on the inability of organisations to unlock and realise the intended benefits to be harvested through large information systems investments. While the business case for investing in large technology programmes has been thoroughly investigated, the human agent that causes value erosion through his interaction with information systems (IS), has not received the studied attention it deserves. This study examines the use of technology in organisations by considering the dichotomy inherent in IS where its introduction for the purposes of creating new or sustaining existing business value subsequently also inadvertently dissipates value. The study proceeds to investigate the root people-induced causes resulting in the unintentional dissipation of value and presents an empirically validated model suggesting that human agents do not only create value for organisations through their use of IS, but at the same time, deliberately or inadvertently, dissipate value. The root people-induced causes resulting in the unintentional dissipation of value is delineated within a Theoretical Technology Value Framework that is constructed from a review of the extant literature, and delineates the overall unintentional value destroying causes and effects of IS on organisations. The Theoretical Technology Value Framework is forthwith applied as a basis for the development of a set of questions to support both qualitative and quantitative investigations from which an Archetypical Technology Value Model was derived. Finally, an Archetypical Technology Value Model is presented as a benchmark and basis to identify, investigate, mitigate and minimise or eliminate the unintentional value destroying effects of IS on Information Technology driven organisations. The study concludes with implications for both theory and practice and suggestions on how value erosion through the activities of the human agent may be identified, modeled and mitigated.
