Ãndice de esforÃo fiscal dos municÃpios: uma aplicaÃÃo aos municÃpios paraibanos / Tax effort index of municipalities: an application to municipalities in ParaÃba

nÃo hà / Este trabalho apresenta estimativas para o Ãndice de EsforÃo Fiscal â IEF dos municÃpios paraibanos nos anos de 2007 e 2009. O IEF à a razÃo entre a arrecadaÃÃo prÃpria efetiva dos municÃpios e a arrecadaÃÃo potencial que à estimada por meio dos parÃmetros de uma regressÃo cross-section, que inclui vÃrios fatores econÃmicos, institucionais e localizacionais como preditores da receita prÃ-pria dos municÃpios. Em linha com outros estudos, os modelos estimados demonstram que hà desincentivo da arrecadaÃÃo prÃpria dos municÃpios em funÃÃo do aumento das receitas de transferÃncias intergovernamentais. Comparando os Ãndices de eficiÃncia estimados, o municÃpio de Santa Rita monstrou-se o municÃpio mais eficiente nos dois anos analisados, arrecadando por volta de 185% de sua capacidade fiscal estimada em 2009. Por outro lado, um dos destaques negativos à a capital do Estado, JoÃo Pessoa, que em 2009 arrecadou apenas 40% de sua capacidade fiscal estimada. / This paper presents estimates for the Fiscal Stress Index - IEF municipalities of ParaÃba in the years 2007 and 2009. The IEF is the ratio of own tax revenues of municipalities and effective storage potential that is estimated by the parameters of a cross-section regression, which includes various economic factors, institutional and locational as predictors of own revenue of municipalities. In line with other studies, the estimated models show that there is a disincentive of own tax revenues of municipalities due to the increase in revenues from intergovernmental transfers. Comparing the efficiency ratios estimated, the municipality of Santa Rita demonstrated to be the more efficient in the two years analyzed, raising around 185% capacity in 2009 estimated tax. On the other hand, a key negative is the state capital, JoÃo Pessoa, that in 2009 earned only 40% of their estimated fiscal capacity.

And then, find the importance of this revenue on their Gross Domestic Product. The results show that the municipalities depend strongly on the intergovernmental transfers. There is no doubt on the importance of intergovernmental transfer systems in a country like Brazil that has federalism as a form of government. The system of intergovernmental fiscal transfers is an important instrument for reducing the interregional inequalities and also an important factor for minimizing the existing conflicts in the federation. / Esta dissertação, considerando como estudo de caso os municípios amazonenses, teve como objetivos analisar, primeiramente, a relação existente entre as transferências constitucionais intergovernamentais da União para os municípios, classificadas como redistributivas, e as principais receitas daqueles municípios. Depois, saber qual a participação das receitas no Produto Interno Bruto dos municípios. Os resultados encontrados evidenciam que os municípios dependem fortemente das transferências intergovernamentais. Não há dúvida sobre a importância de um sistema de transferências intergovernamentais dentro de um sistema federativo de governo, como o do Estado brasileiro. Este mecanismo se constitui, efetivamente, em um importante instrumento para a redução das desigualdades inter-regionais e um fator relevante para minimizar os conflitos existentes na federação.

O Governo federal prioriza seus aliados locais na provisão de recursos públicos? Utilizando dados do Projeto Mais Médicos para o Brasil - programa do Ministério da Saúde que visa a provisão de saúde básica e o aumento da densidade médica nos municípios brasileiros -, esta dissertação estima o impacto do alinhamento partidário entre governos federal e municipal sobre os indicadores de médicos transferidos e de probabilidade de participação dos municípios no programa. São testadas ainda a existência de punição a municípios governados por partidos de oposição e efeitos diferenciados do alinhamento partidário para subamostras de municípios. Os resultados sugerem que não há privilégio aos municípios governados pelo partido do Governo Federal nem punição aos governados pela oposição. As evidências sinalizam também uma má focalização do programa e a existência de efeito do alinhamento partidário sobre a participação municipal no programa entre municípios governados por prefeitos em segundo mandato. / Does the federal government prioritize its local\'s allies on the provision of public resources? Using data of the Projeto Mais Médicos para o Brasil - an ongoing program from the Brazilian Ministry of Health that targets the provision of basic health services and the increase of the physicians per capita rate by transferring professionals to the Brazilian municipalities -, this dissertation assesses the impact of the political alignment between federal and local governments on the number of physicians transferred to municipalities and the municipalities\' probability of participation. The results suggest that the current federal government does not prioritize same-party municipalities nor penalizes the ones governed by the opposition parties. Evidence also indicate poor targeting of the program and the existence of party alignment effect on municipal participation among municipalities governed by second term mayors.

A análise teve como base a realização de estudo de caso em dois municípios paulistas, sendo um destes, considerado como "prioritário" e o outro como "não-prioritário", segundo classificação do Ministério da Educação (MEC). Foram realizadas observações de campo, análise documental e entrevistas em ambos os municípios, e junto a representantes do MEC envolvidos com esta ação. A partir dos dados coletados foi possível estabelecer três eixos de análise: a) as implicações da elaboração e monitoramento do Plano de Ações Articuladas (PAR) e constituição do respectivo Comitê do Plano na gestão e planejamento municipal; b) os usos do Índice de Desenvolvimento da Educação Básica (IDEB) e suas implicações na gestão local; e c) o lugar do município na política educacional brasileira, considerando o enlace proposto pelo PDE entre educação e território. O primeiro eixo foi delineado com base nos aspectos introduzidos pelo governo federal, no âmbito do PDE, como uma nova forma de atuação junto aos municípios. O segundo eixo de análise concentrou-se na reformulação e usos da avaliação externa realizados pelo MEC, e em suas implicações na gestão municipal da educação. O terceiro eixo de análise buscou confrontar a proposta do MEC com a realidade encontrada em cada um dos municípios estudados. Considerouse, neste sentido, a ênfase no município como espaço privilegiado da atuação dos diversos níveis governamentais bem como do encontro de diferentes redes de ensino. Constatou-se, por um lado, que as dinâmicas introduzidas pelo PDE no âmbito do planejamento e da participação social, pouco interferiram na gestão local da educação, enquanto, por outro lado, a gestão local continua sendo intensamente influenciada pelos mecanismos de avaliação externa, mesmo considerando as alterações realizadas em seu formato e uso dos resultados pelo governo federal. Apesar de alguns avanços, a dinâmica proposta pelo PDE tem, de maneira geral, tratado os conflitos presentes nas relações intergovernamentais como se fossem decorrentes de problemas técnicos, desconsiderando os embates que historicamente têm consolidado o formato do federalismo brasileiro e da oferta educacional. Tem-se, assim, encoberto alguns dos problemas e conflitos vivenciados pelos municípios, na gestão da política educacional local. / Abstract: This dissertation aims to analyse intergovernmental relationships, particularly those between the National level and municipalities, in the enactment of local educational policies, identifying the conflicts, interests and social demands which permeate the implementation process of the "Education Development Plan". In order to support this analysis, case studies were carried out in two municipalities in the state of Sao Paulo; one of them was classified by the Ministry of Education as a 'priority municipality' and the other one as a 'non-priority municipality'. Field observations, document analysis and interviews were conducted in both municipalities and with representatives of the Ministry of Education involved with this Plan. From the data collected, it was possible to establish three lines of analysis: a) the implications of the elaboration and monitoring of the "Articulated Actions Plan" and the constitution of its Committee; b) the uses of the "Index of Basic Education Development" and its implications for local management; and c) the place of the municipality in the educational policy agenda, considering the link proposed by the Plan between education and territory. The first set of factors analysed was established with basis on the aspects introduced by the national government under the Education Development Plan, as a new relationship established with the municipalities. The second line of analysis focused on the reformulation and use of the national evaluation conducted by the Ministry of Education, and its implications in the local management of education policies. The third line of analysis has sought to confront the Ministry proposal with the reality in each of the municipalities studied. In this sense, municipalities were considered as a privileged space in the performance of the various governmental levels as well as the intersection of different school systems. It was noted, in one hand, that the new dynamics promoted by the federal policies related to the planning process and social participation, barely changed the local management. On the other hand, it was observed that the local administration remains strongly influenced by mechanisms of external evaluation, even considering the changes made in its format and use of its results by the federal government. Despite some advances, the dynamics proposed by that Plan have dealt with the intergovernmental conflicts as they were merely the reflex of technical problems, disregarding the role of historical conflicts which have been consolidated in Brazilian federalism and its educational system. A critical assessment of the Eastern Cape Provincial Government intervention in dysfunctional municipalities : a case study of Sundays River Valley Local Municipality

The research seeks to assess the effectiveness of the provincial intervention in accordance with section 139 of the Constitution, 1996 in dysfunctional municipalities in the Eastern Cape as a viable instrument vis-à-vis the implementation of the continuous support in terms of section 154 of the same Constitution. Both sections are legislative obligations on the part of the national and provincial spheres of government. The two sections are legal instruments of monitoring and support and their implementation in municipalities by the then Department of Local Government and Traditional Affairs (now known as Department of Cooperative Governance and Traditional Affairs) in the Eastern Cape is the focus of the study. However, the two instruments are not achieving their objectives as more municipalities continue remaining dysfunctional despite provincial interventions. The government set out a broad vision of developmental local government. This is essentially a vision that calls on municipalities to find means of confronting the legacy of underdevelopment and poverty in their local areas. Whereas section 154 seeks to ensure support and strengthen capacity of municipalities, section 139 presupposes intervention in areas where a municipality has failed to perform. The latter section is usually invoked when everything else has failed by way of the continuous support provided by section 154. The study examined critical aspects on the implementation of the two instruments by DLGTA, particularly at Sundays River Valley Local Municipality. It looked at the challenges that necessitate the provincial government to intervene in dysfunctional municipalities as well as at implementation challenges. It also looked at the impact of the provincial intervention and checked on the section that is likely to make an impact between the two. In so doing, the municipal functionaries; Mayor/Speaker, Section 56 Managers, departmental officials of DLGTA and stakeholders representing citizens of Sundays River Valley were interviewed. The results of the study reflect challenges in the implementation of the two instruments by the DLGTA and it would be advisable for the DLGTA to consider the findings and recommendations in an attempt to contribute in overcoming the section 139 challenges.

Selecting and Prioritizing Projects : A study on Intergovernmental and Non-profit Organizations

Nowadays, organizations are shifting towards project-based management strategies in order to implement more flexible structures that allow them to respond and compete in complex business environments. In this way, project management has been regarded as a valuable competence, providing the organization and its management teams the opportunity to adapt the knowledge, skills and tools necessary to meet project requirements as well as organizational goals. Among the wide array of decisions project managers have to evaluate project selection (PS) and project prioritization (PP) are crucial in order to maximize stakeholder’s value through the effective management and allocation of resources to projects that are in alignment with the organization’s strategic objectives. Moreover, the integration of management techniques, guidelines and practices has also become a necessity for intergovernmental (IGOs) and non-profit organizations (NPOs), especially because they do not possess a conventional bottom line and in most instances, their main goal is rarely profit maximization. Although the main objective of operations of IGOs and NPOs is also success, this is difficult to be defined and evaluated. As a matter of fact, studies related to project management in IGOs and NPOs argue that the literature available has ignored the public good sector to a great extent, since the majority of the portfolio management tools available are tailored for commercial and for-profit organizations (FPOs). Consequently, this study explores the project portfolio management (PPM) process in intergovernmental and non-profit organizations focusing specifically on the decision-making process regarding project selection and prioritization. It provides an understanding of the main criteria these organizations take into consideration when selecting and prioritizing projects and the impact these methodologies have in terms of achieving project and organizational success. In addition, it examines the role of the project management office (PMO) and individual project managers based on their influence on the decisions concerning project selection and prioritization, as well as project success and organizational success. The key findings of this study confirm the relevance of the priorities determined by the main stakeholders as one of the principal criteria for project selection, followed by the allocation of funding and resources and the need for strategic alignment. Furthermore, in terms of determining a ranking among the selection criteria, this study has found that within these organizations all the different requirements encompassed in the selection process should be treated as equal. Additionally, it has been possible to determine that for intergovernmental and non-profit organizations the project selection and project prioritization phases are not isolated from one another; and are in fact treated as on single criteria. Conversely, the findings of this study contradict the proposition that the project management office is highly influential in the decision-making process of IGOs and IGOs; however, it emphasizes the role of the project manager in project and organizational success as highly valuable since they possess the hard and soft project management skills that increase the chances to achieve the organizational goals.

The nature of the study is qualitative with a focus on the use of eGovernment in the public sector and whether it can facilitate intergovernmental forums business processes in an effective and efficient manner. The scope of the study is confined to the intergovernmental fiscal system but focused on eGovernment, intergovernmental relations, and cooperative governance. The primary objective of the study is to explore the use of eGovernment whether it can facilitate, coordinate, and integrate intergovernmental relations. Some studies portray that there are challenges in the coordination of intergovernmental forums which have resulted into a disintegration of services. The study further investigates options that could mitigate these challenges through acknowledging the effective application of ICTs (eGovernment) in government services. The study has found that South Africa has a functioning system of intergovernmental which are not effectively coordinated in terms of engaging each other in matters of mutual interest. On the other hand, eGovernment promised to bring about cohesion and transparency when they are effectively employed. The study revealed that the application of eGovernment in the intergovernmental forums has the capability to improve their operations, respond to its ineffective coordination and improve delivery of services. In a nutshell, the study has found that there is a need for a radical planning outlook that recognises proper utilization of eGovernment in the intergovernmental forums to promote cooperative governance. / South Africa

The role of inter-governmental relations in the local economic development processes of the Cacadu District Municipality

The primary aim of this study was to examine the role of inter-governmental relations in the local economic development processes of the Cacadu district municipality. The sample for the study was selected from Cacadu District Municipality, with five respondents participating in the survey. A qualitative methodology was used in the data collection and item analysis. This showed that the research instrument had good reliability. The literature review reveals that municipal local economic development in South Africa does not rely exclusively on competition. The Cacadu district municipality developed an inter-governmental relations policy that outlines the inter-governmental system and structures that need to be established in the district. In terms of this policy, a number of inter-governmental structures were established, ranging from the Cacadu District Mayor’s forum through Communications and AIDS structures to the Integrated Development Planning and LED Forums. Apart from the Local Economic Development (LED) forum, the findings of this study reveal that there are two further LED-related structures in the Cacadu District Municipality (CDM), namely: an operational District Support Team and a Rural Economic Development Initiative. The co-ordination takes place at the IDP forum, during the IDP processes, and at the Mayor’s and Municipal Managers’ forum. During the time of the research, the CDM was reviewing its economic growth and development strategy. The findings of the study suggest that the district is moving away from planning for isolated local economic development projects. The case study of Camdeboo Satellite Aquaculture Project (CSAP) illustrates the impact of inter-governmental relations and co-ordination in the Cacadu District Municipality. The design of the Project took place between November 2007 and June 2008.A detailed Business Plan for both farming and factory operations over a ten-year period has been compiled and subjected to a thorough evaluation by the CSAP Project Steering Committee, which includes the Industrial Development Corporation, the Development Bank of South Africa, the Eastern Cape Development Corporation and Department of Agriculture, Forestry and Fisheries – with financial support from Thina Sinako (a joint venture between the European Union and the Eastern Cape provincial Treasury).

What about the local views? : A study on Swedish municipalities interactionswith higher tiers of governments

Despite twenty-five years of membership in the European Union (EU), academic contributionsfor understanding a possible impact of the EU membership on Swedish municipalities hasshined with their absence. Thus, municipalities make up a largely un-explored character in thefield concerned with European integrational aspects. The issue of how the EU affects a memberstate has hitherto been biased to the usage of a top-down lens and has mainly focused oncomprehending larger institutional bodies. This thesis takes its point of departure from thisdelivered criticism, by contributing to the burgeoning literature on how municipalities act andinteract with higher tiers of government in a multi-level governance system. Assessing the caseof four municipalities residing in northern Sweden this thesis offers insights into howmunicipalities interact using intergovernmental relations with the Swedish national governmentand the EU through a creation and implementation of strategies for advocating territorialinterests. By conducting interviews, the thesis confirms that a wide array of intergovernmentalrelations or interactions are used in order for promoting ‘northern positions’ to both a nationaland European level. A pattern shows that advocacy actions from subnational actors are directedvertically, while at the same time coordinated horizontally. Individual actors, mainly electedlocal politicians, plays a rather central part in these actions, by using a party channel foradvocating local views. In conclusion, this thesis reveal amongst all that the EU has in factimpacted municipalities in northern Sweden by creating incentives for them to advocate theirinterests towards the central government.
