Le résumé en français n'a pas été communiqué par l'auteur. / Administrative registers maintained by statistical offices on vastly heterogeneous firms have much untapped potential to reveal details on sources of productivity of firms and economies alike. It has been proposed that firm-level shocks can go a long way in explaining aggregate fluctuations. Based on novel monthly frequency data, idiosyncratic shocks are able to explain a sizable share of the Finnish economic fluctuations, providing support to the granular hypothesis. The global financial crisis of 2007-2008 has challenged the field of economic forecasting, and nowcasting has become an active field. This thesis shows that the information content of firm-level sales and truck traffic can be used for nowcasting GDP figures, by using a specific mixture of machine learning algorithms. The agency problem lies at the heart of much of economic theory. Based on a unique dataset linking owners, CEOs and firms, and exploiting plausibly exogenous variations in the separation of ownership and control, agency costs seem to be an important determinant of firm productivity. Furthermore, the effect appear strongest in medium-sized firms. Enterprise group structures might have important implications on the voluminous literature on firm size, as large share of SME employment can be attributed to affiliates of large business groups. Within firm variation suggests that enterprise group affiliation has heterogeneous impacts depending on size, having strong positive impact on productivity of small firms, and negative impact on their growth. In terms of aggregate job creation, it is found that the independent small firms have contributed the most. The results in this thesis underline the benefits of paying attention to samples encompassing the total population of firms. Researchers should continue to explore the potential of rich administrative data sources at statistical offices and strive to strengthen the ties with data producers.

Value chain constraints analyses of selected medicinal and aromatic plants indigenous to South Africa

Text in English / The introduction of the New Growth Path (NGP) and the New Industrial Policy Framework (NIPF) have created an opportunity for the industrialisation of indigenous medicinal and aromatic plants (MAPs Amarula (Sclerocarya birrea), Buchu (Agathosma betulina), and Pelargonium (Pelargonium sidoides) for job creation and economic development in South Africa. The aim is to create a locally sustainable industry which creates jobs as well as improvement of the balance of payments. The National Growth Plan highlights some of the opportunities for industrialization as well as creation of decent jobs. There is increasing pressure on the harvesting of wild indigenous medicinal and aromatic plants (MAPS). The establishment of a local pharmaceutical and nutraceutical industry for processing MAPS remains a challenge in South Africa and many low income countries. The objective of this study was to assess the challenges and their impact looking at particular species, Amarula, Buchu and Pelargonium by using structured focus group interviews with users in communities and businesses in KwaZulu Natal Province, Eastern Cape and the Western Cape. More data/information was also collected from key stakeholder companies including desk-top reviews. Data/information was analysed using the SPSS computer programme and the Atlas software to summarize data and the results. Graphs and tables were used where necessary. The qualitative research reported on some qualitative assessments and challenges facing the establishment of medicinal and aromatic plants in South Africa. Comparative findings from BRICS were also reported. The results of the study indicated that there is continuous exploitation of several medicinal plant species, for plant trade, from the wild and substantial loss of their habitat. The research identifies a number of challenges such as: poor standards for raw materials, lack of research and development linking industry driven revenues, demand exceeding supply, regulatory risk, community risk, lack of understanding of judicious agronomic practices, ethical challenges, liquidity risk as well as political instability fail to attract foreign direct investments. The research concludes that for the establishment of a viable local pharmaceutical industry, iii beverage industry and nutraceutical industry with sustainable harvesting, there are serious hegemonic challenges which will require multi-stakeholder analysis. However, for the South African (SA) industry to be competitive, detailed feasibility studies need to be done comparing SA with other BRICS countries. There is also a need for the Research and Development to be strengthened. It must also be linked into industrial development in the industry. Furthermore there is a need to initiate the incentivizing of the pharmaceutical manufacturing to lower the cost of setting up the businesses in the industry and lessen the need to harvest from South African forests. The effects of globalisation on the South African automotive industry

This has been, to a larger extent, due to global industrial restructuring In most countries the effects have been felt mostly in the manufacturing sector, and these were evident in areas such as technology, employment pattern and composition of labour force. Globalisation introduces a tendency to create a division of labour between a core of relatively well paid, skilled and secured workers, and a large pool of workers doing non-regular forms of work e.g. 'casual' jobs or part-time contracts, and with much of the work sub-contracted to companies with less unionised and low paid workers. This research assignment explores the effects that changes in global production have on the South African automotive industry. As South Africa is becoming increasingly integrated into the world economy it certainly will not be unaffected by effects of globalisation. The auto industry, and Volkswagen in particular will be use as a case. The industry is one of the largest export industries in South Africa at the current moment, and is said to have embraced the realities of globalisation. It is also a fairly well developed industry, technologically. The auto industry has always epitomised 'Fordist' forms of production with inward-looking industrial activity. The waves of changes in the sphere of production globally have both positive and negative etfects on the automotive industry. They are spurring development and innovation in an ailing industry, and thrusting it on a path towards 'world-class' manufacturing. On the other hand festructuring trend which is an outflow of global isation poses a great threat on employment patterns, and in the long run may lead toil"'decline in formal employment and introduction of non-regular forms of work e g. part-time, casual employment, and subcontracting. This will happen as pressures mount on the industry in line with the logic of international competitiveness to rationalise and cut costs. / AFRIKAANSE OPSOMMING: Die konsep "globalisering" lok reeds sedert die laat tagtigerjare wydverspreid debat uit. Die kontensieuse aard van die begrip kan grootlike toegeskryf word aan die verskynsel van globale industriele herstrukturering. Wereldwyd is die impak van laasgenoemde veral gevoel in die vervaardigingsektor. Hierdie tendens het by uitstek in aspekte soos tegnologie, indiensnemingspatrone en die samestelling van die arbeidsmag gemanifesteer. Globalisering het die geneigdheid om 'n verdeling van arbeid te bewerkstellig in terme waarvan 'n kern van relatief goed besoldigde, geskoolde en beskermde werkers onderskei kan word van 'n relatief swak besoldigde groep wat stukwerk verrig. Die tweede groep verrig deeltydse werk, wat in baie gevalle uitgekontrakteer word aan maatskappye met lae vakbondverteenwoordiging. An evaluation of the theory behind the South African Expanded Public Works Programme

Thesis (MA)--Stellenbosch University, 2013. / Bibliography / ENGLISH ABSTRACT: This thesis evaluated the theory behind the South African Expanded Public Works Programme (EPWP) during its first phase from 2004-2009. The research examined how sound the EPWP theory was which explains the logic that links programme objectives and programme activities and resources. The data for this study comprised of government departmental documents on the EPWP, the context of the EPWP and the policies that informed it. Evaluation of the EPWP theory revealed that the programme was based on a sound theory if focusing solely on projected objectives, activities and resources. However, the evaluation also revealed deficiencies in the programme theory with regard to the EPWP reaching its larger policy goals. The theory construction and evaluation framework by Rossi, Freeman and Lipsey (2004) is an evaluation tool that was used to evaluate the EPWP. More theory based approach evaluations would add value to the lack in theory based programme evaluations in South Africa. In brief, the problem of unemployment is structural in South Africa and requires long term solutions. The policies and policy programmes should thus be designed with permanent employment measures in mind. However, employment through one of the largest policy programmes in South Africa, the EPWP, was short term. It is therefore recommended that this method of programme evaluation be utilised in more studies prior to implementation of a programme, because if the logic behind a programme is sound, its chances to succeed could be improved. / AFRIKAANSE OPSOMMING: Hierdie tesis evalueer die teorie agter die Suid-Afrikaanse Uitgebreide Openbare Werke Program (UPWP) tydens die eerste fase van 2004-2009. Die navorsing ondersoek hoe grondig die teorie die logika tussen program doelwitte en program-aktiwiteite en hulpbronne verduidelik. Die data vir hierdie studie bestaan uit departementele dokumente oor die konteks van die UPWP en die beleid wat die program ingelig het. Evaluering van die UPWP-teorie het aan die lig gebring dat die program gebaseer is op 'n grondige teorie, met die fokus uitsluitlik op geprojekteerde doelwitte, aktiwiteite en hulpbronne. Die evaluering van die UPWP-teorie het ook die gebrek met betrekking tot die bereik van groter beleidsdoelwitte aan die lig gebring. Die teorie konstruksie-en evalueringsraamwerk deur Rossi, Freeman en Lipsey (2004) is 'n evaluering instrument wat gebruik was om die UPWP te evalueer. Meer teoreties-gebaseerde evaluerings sal waarde toevoeg tot die gebrek van teorie-gebaseerde program evaluering in Suid Afrika. Utility-scale renewable energy job creation : an investigation of the South African Renewable Energy Independent Power Producer Procurement Programme (REIPPPP)

Thesis (MPhil)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: The South African Government developed the REIPPPP to ensure the implementation of Green Economy and job creation policies, while mitigating the current power crises with the short lead times of RE technologies. Current South African literature is ambiguous when discussing the legitimacy of the REIPPPP and the overall understanding of the programme and its associated outcomes in terms of job creation, are therefore, vague. A need therefore exists to unpack the quantitative job creation submissions of the REIPPPP and to carry out an investigation into the opportunities and challenges associated with meaningful job creation. Through a non-linear iterative exploratory design, hinging on the researcher’s position within industry, this empirical research comprises of two components. Firstly, a literature study informs the development of a meaningful job creation framework which is used to analyse the programme’s bid documentation and publicly available data. Secondly, mixed-methods are utilised to collect quantitative data from the DoE and qualitative data from job creation stakeholders. The result is an enriched understanding of the REIPPPP in terms of meaningful job creation, identifying trends, similarities and unexpected outcomes across methods. The study concludes that the programme does create meaningful jobs yet data is misaligned and currently unavailable to the public. Secondly, since job creation is a feature of South African Government development policy, a more robust emphasis is required in the REIPPPP weighting and auditing process, which includes further research of intended benefits and suggested improvements to align job creation data. / AFRIKAANSE OPSOMMING: Die Suid-Afrikaanse regering het die hernubare energie onafhanklike kragprodusent verkrygingsprogram ontwikkel om die voorsiening van die werksskeppingsbeleid en groen-ekonomiebelied te verseker. Huidige Suid-Afrikaanse letterkunde is dubbelsinnig wanneer die wettigheid van die program bespreek word. Die algehele begrip van die program en sy geassosieerde uitkoms is dus vaag. Daar is n behoefte om die kwantitatiewe werkskeppingvoorleggings te analiseer en om ondersoek in te stel in die geleenthede en uitdagings wat geassosieer word met betekenisvolle werkskepping. Deur n nie- lineêre iteratiewe ondersoekende ontwerp, wat gebaseer is op die navorser se posisie in die industrie, bestaan hieride empiriese navorsing, uit twee komponente. Eerstens, lig n literatuurstudie die ontwikkeling van n betekenisvolle werkskeppingsraamwerk in, en word gebruik om die program se boddokumentasie en publieke data te analiseer. Tweedens, word gemengde metodes gebruik om kwantitatiewe data van die departement van energie te versamel asook kwalitatiewe data van werkskeppingbelanghebbendes. An evaluation of the expanded public works programme in the infrastructure sector in the Western Cape

The Expanded Public Works Programme was introduced by Government to not only address these but to half unemployment by 2014. This study assesses the Expanded Public Works Programme’s performance in terms of creating jobs within the Infrastructure Sector in the Western Cape. Since the jobs being created by the Expanded Public Work Programme are only temporary, the study explores what, if any, additional support or training is provided to beneficiaries to aid their exit into long term employment. The findings reveal that unfortunately job creation targets are not being met. Furthermore the training provided to beneficiaries are inadequate to impact their transition into the market. Consequently beneficiaries are left unemployed yet again. Some barriers that the programme encounters include: inefficient institutional arrangements caused by complex and intergovernmental structures, lack of commitment by role-players to implement labour intensive construction methods which are fundamental to the achievement of creating jobs in the infrastructure sector and the lack of delegated authorities driving the objectives of the programme.

The South African Government has been involved in a number of initiatives, together with the advancement of a labour-intensive Expanded Public Works Programme (EPWP) in order to reduce unemployment and poverty. The EPWP was initiated in 2004 with the aim to place the jobless into productive work in the public sector social services where these EPWP beneficiaries are provided with relevant training and transfer of appropriate skills. However, the EPWP only creates temporary work opportunities that have limited influence on the lives of the beneficiaries. The main objective of the study was to examine the performance of the Youth Work Project (YWP) as an EPWP in a selected department of the Western Cape Provincial Government in order to determine its sustainability of job creation. The secondary aims of the study were to explain the process of the YWP as implemented through the EPWP by a selected department of the Western Cape Provincial Government. A third objective was to examine whether the Public Works employment opportunities enhance subsequent employability of participants once they exit this programme. Fourthly, recommendations was forwarded as to how best the EPWP can be used as a tool for helping unemployed youth with a permanent work opportunity. The sample frame computed of thirteen (13) individuals, therefore purposive sampling was considered the most suitable technique to use in this study. The semistructured interviews were conducted with five (5) management officials responsible for the EPWP and unstructured questionnaires were administered to eight (8) available EPWP beneficiaries placed at a selected department of the Western Cape Provincial Government.

L'efficacité du microcrédit dans les pays industrialisés : le cas de la France / The effectiveness of micro-credit in industrialized countries : a French case study

Le but de cette thèse est de déterminer si les objectifs que se fixent les institutions demicrofinance (IMF) en France en matière de lutte contre la pauvreté et l’exclusion, et en matièrede soutien au micro-entrepreneuriat, se traduisent dans les faits. Il s’agit plus précisémentd’apprécier la performance sociale des IMF tant en termes de portée sociale qu’en termesd’impact. Nous montrons dans une première partie que le microcrédit extra-bancaire en France aclairement un impact social car octroyé principalement aux personnes les plus pauvres et à cellesles plus en risque d’exclusion. Sa capacité à servir durablement le plus grand nombre estcependant remise en cause compte tenu du fait qu’aucune institution étudiée ne répond à lacontrainte de pérennité qu’est l’autosuffisance financière. Le maintien des subventions dans cecontexte s’avère donc indispensable. Nous trouvons en outre une adaptation de l’offre auxbesoins de la clientèle et mettons en évidence l’existence d’une stratégie dichotomique dans lesecteur (sociale vs économique), ce qui entraine un traitement différencié de la clientèle suivantl’objectif poursuivi par l’IMF. Dans une seconde partie, nous trouvons que dans un contextemarqué par la persistance de la crise économique, le microcrédit démontre une certaine capacité àsoutenir la création d’entreprises et d’emplois de qualité. Cette capacité dépend cependant dutype de microcrédit dont il s’agit (entrepreneurial vs insertion sociale). L’accompagnement serévèle fort utile dans l’ensemble, mais nous montrons des différences de perception parmi lesbénéficiaires. Le microcrédit se révèle en outre avoir un fort impact psychologique mais sesretombées économiques sont de faible ampleur. Nous trouvons en effet une amélioration globalede la situation professionnelle des bénéficiaires, mais soulignons la précarité des emplois occupéset la faiblesse des revenus. Ceci suggère un contraste entre perception et réalité économique / This thesis aims at determining whether microfinance institutions (MFIs) in France succeed inovercoming poverty and exclusion and in supporting entrepreneurship. More precisely, we assessthe social performance of the MFIs both in terms of outreach and impact. We show in a firstsection that non-bank MFIs in France reach the poor and individuals at high-risk of exclusion,and their offer is adapted to their clientele. However, because none of these IMFs are viable,their capacity to durably serve the largest number is questioned. This underlines the need formaintaining subsidies. We also highlight the existence of two types of strategy within the sector(social vs economic), which leads to a differentiated treatment of customers according to theobjective pursued by the MFI. In a second section we show that in a time of persistent economiccrisis, microcredit demonstrates some ability to support business and job creation. However, thisability depends on the type of microcredit in question (micro-enterprises lenders vs socialinclusion lenders). Business support shows itself very useful on the whole, but we bring to theforeground differences in perception among the beneficiaries. Besides, microcredit proves tohave a strong psychological impact even when economic gains are low. There is an overallimprovement in the working position of beneficiaries, although gains are limited by theprecariousness of jobs and relative low incomes. This suggests a contrast between perception andeconomic reality.
