Abstract In marketing, the operation of port is similar to that of fast food restaurants in many kinds. When we operate a fast food restaurants, we should consider its¡¦ location, the amount of customer and connect with contiguous commercial circle. As well as the operation of port, the most important of that is not the facilities or management, but it¡¦s measure of area of commercial circle¡Xthe hinterland scope. Only the hinterland scope is large enough and its¡¦ economic development well, can support the huge investment of port building up, and also can keep or attract the shipper or the owner of cargo by more preferential fixed price. In economic development of the hinterland, the present economic development of mainland China can make up a deficiency of Kaohsiung Port¡¦s reducing of amount of cargo by shortage of inner market demand. When we consider the competition of Kaohsiung Port in the point of view, we analyze the proposition through Information Electronics Industry. Because of Global Logistics Management, the logistics mode between Cross-straits is providing mainland China the key to components by Taiwan, deep going processing in Taiwan. To export cargo to Overseas Configuration Center commonal from Taiwan and Mainland, Taiwan or mainland China Direct shipment, to estabilish Local Buffer Center in mainland China. Basing on this five logistics mode, there have high demand of physical distribution of Information Electronics Industry between Cross-straits, port play the important role in this process of distribution. And we presume that Kaohsiung Port can promote its competition by the situation. So in this thesis, we demonstration the close relation between the development of industry and the developing of port by comparing the Information Electronics Industry development in hinterland of Kaohsiung Port with of Shanghai Port. And we further analysis the development strategy for the hinterland of Kaohsiung Port and city. As follows is the conclusion of this thesis: I. In port aspect, we should replan the development tactics of Internation Distripark and Free Trade Port. II. In port city aspect, we should perfect the joint of air transportpion and marine transporzation, and regulate the industrial structure. III. In the aspect of the cooperation of Cross-straits port, first of all is to solve the directshipment problem between cross-straits to promote Kaohsiung Port to the pirot of Global and mainland China. Second to construct the group of cross-straits port based on the cooperation of Taiwan and mainland china. IV. In the aspect of government policy, we emphasize the development of Global Logistics Management into the logistics center of region or global gradually based on this policy.

The Analysis of Administrative Appeals of Kaohsiung City Government

Administrative appeal, as a critical part of the administrative remedy system, refers to a civil remedy action against any illegal or improper administrative act implemented by all levels of government, as well as any passive act that hinders fulfillment of their obligations. Administrative appeal is a basic right of citizens in a democratic country under the rule of law. Through the appeal procedures, regulations may remain accurate and adequate, and legalization of administrative measures may be ensured. In recent years, due to the rapid boom in commercial activities and advancement of technology, the social structure has drastically changed, and the amount of public affairs concerning economy, society, labor, transportation, and environmental pollution has gradually increased, resulting in a closer and more complicate relationship between government and people. As administrative actions by the government occur more frequently, it becomes difficult to ensure that every action is legal or proper. Furthermore, with higher levels of education and increased awareness of their rights, most citizens understand how to follow legal procedures to seek remedies when they refuse to accept the administrative acts implemented by government agencies. Hence, a solid administrative remedy system and its enforcement are essential to democratic countries under the rule of law. This study targets the administrative appeal cases filed to Kaohsiung City Government, and explores the influence of relevant regulations and procedures for administrative appeals on appeal practice following the enforcement of the new Administrative Appeal Act. It also discusses the increase and distribution of administrative appeal cases, as well as the reasons for administrative litigations, in order to make comparisons with the appeal conditions in Taipei City Government. It aims to understand the actual situations concerning appeal practice and the difficulties that appellants may encounter, draw up a corresponding improvement plan, and provide suggestions on policy adjustment and regulation revision, in the hope of eliminating the source of disputes and maximizing the function of policy feedback. This study consists of seven chapters, including: foreword, introduction to the administrative appeal system in Taiwan, administrative appeal procedures, Comprehensive analysis of administrative appeal cases filed to Kaohsiung City Government and its business, as well as the review and analysis of concrete administrative appeals filed to Kaohsiung City Government, concrete implementation plans for improving administrative appeal business, and conclusions and suggestions. It is hoped that the findings can help effectively resolve all of the problems exist in appeal practice, enhance the quality and accuracy of appeal case processing, refine administrative appeal business performance, and safeguard legitimate interests of appellants.

Fault Emergency Operation Analysis of Power System for Kaohsiung Mass Rapid Transit System

The main purpose of this thesis is to study the emergency power-supply system analysis for red and orange lines of Kaohsiung Mass Rapid Transit(KMRT). First of all, the configurations of KMRT power-supply were introduced. Then the traction power required and station substation demand were analyzed by computer program. The suitability of planning and the power-supply system were examined by considering their target year requirements based on the headways of both 2 and 3 minutes. The dispatch strategic is investigated when one of Bulk Supply Substation(BSS) was outaged. To analyze the system transient stability for the islanding operation of KMRT system when all 161kV circuits tripped, the mathematical models of the standby diesel generators with excitation system and governor system as well as the loads are considered in the computer simulation. The Ferranti effect due to 22.8kV cables for the transmission of energy backup power to send the critical loads in the train station is investigated, it is found that the shunt reactors is required for the mitigation of over voltage problem introduced by the Ferranti effect.

Possibilities of Late Opening at Kaohsiung Museum of Fine Arts

Collection, research, exhibition and education are traditional functions of a museum. With the taking off of the economy and change of social pattern, people have more time to do leisure activities which brings about the focus on museum as a potential destination. The museum opening hours, as a result, has to adjust accordingly, and late opening becomes a worldwide trend. The goal of the present study is to find out the conditions and essential factors regarding late opening of museums, and to assess the possibility of a late opening for Kaohsiung Museum of Fine Arts, and the related industries. The research has adopted different approaches including literature review, case study and in-depth interview in the project. Four categories were included in the research: 1. The original policy and reasons of museum late opening; 2. The implement of late opening; 3. Cooperation in hardware facilities, public transportation, restaurants and museum stores; 4. Assessment of the outcomes. We found that: 1. Late opening is usually a policy from higher authority; 2. A clear and definite objective and targeted visitors is the key to a successful late opening; 3.Choose a better time for the highest cost benefit; 4. Using various activities to attract visitors during late opening; 5. Wisely make use of available budget and active fund-raising; 6. Utilizing special events to strengthen the marketing forces; 7. Well established public transportation, lightning, and catering facilities. According to the results of the study, some suggestions are provided for the Kaohsiung Museum of Fine Arts: 1. Staff of Kaohsiung Museum of Fine Arts should be leisure-oriented in managing the museum. 2. Strengthen the symbolization of the museum as the art exhibition center in Kaohsiung. 3. Co-Marketing with other municipal activities and establishing an effective marketing strategy for the residents. 5. Seeking corporate sponsorship for late opening and recruiting volunteers to support the late opening 6. Making circumspect assessments regarding the late opening.

The Population Re-distribution and Transitional Trend of Urbanization Process in Kaohsiung Metropolitan Area

This study utilized historical population statistics data and related reports to investigate the population distribution and transition trend of Kaohsiung Main Urban Area. There were four purposes of this study; firstly to understand the current population distribution pattern of Kaohsiung Main Urban Area, secondly to investigate the change trend of Kaohsiung Main Urban Area in the past 36 years, thirdly using Kaohsiung Main Urban Area population data to verify the population density model and to examine the correspondence with the current society, and fourthly to explore the impact of the establishment of Kaohsiung Mass Rapid Transit System and Taiwan High Speed Rail to the transition and distribution of population in Kaohsiung Main Urban Area. This study employed the population statistical database from year 1972 to 2007, and divided the Kaohsiung metropolitan area into 32 sub-divisions. The population data was re-organized accordingly in order to perform the systematic analyses and exploration in making the understanding of the current population status and transition process. Furthermore, employing the population data of Kaohsiung metropolitan area, the validation of negative exponential model and quadratic exponential model, the population model proposed by Clark and Newling respectively 58 year ago, were performed to verify the applicability of the theories to modern society. In addition, this study also performed the exploration of population transition and distribution in Kaohsiung metropolitan area during the construction period of Kaohsiung Mass Rapid Transit System and Taiwan High Speed Rail and could be of reference to urban planning and development in the future. This study found that both Clark and Newling¡¦s population model still has high interpretation capability after 58 years later. The Kaohsiung metropolitan area population distribution model and trend forecast proposed by Ho in 1991 is still true. However, because of the slow down in overall development trend of Taiwan, the transition trend of Kaohsiung metropolitan also mitigated. Besides, due to the trend mitigation, the volcano peak phenomenon which was mentioned in the literature review will be postponed and expected to happen in year 2018.

Over the past decade¡A Kaohsiung City Government showed immense concern about the development of tourism¡Aactive in the large-scale tourist activities, such as a Love- River Lantern Festival¡BWannian festival etc. According to the studies of the non-governmental tourism organizations, showed that those activities didn¡¦t attract the crowd in the proceeds. The major problems pointed to lack of a dedicated agency resources for the Tourism Bureau to integration in Kaohsiung City and also a long-term vision for the tourism policy. Tourist groups are asking for the establishment of the Kaohsiung City Government Tourism Bureau which may create a better tourism policy for the development. What are benefits of the tourism industry? World Travel & Tourism Council concluded three functions, including to the activating of industry's economy, the development of the tourism and the employment opportunities. Being the Asia¡¦s second-largest tourist attraction was the remarkable achievement of the Hong Kong tourism in 2004. Tourism revenues more than NT:360 billion, as well as a whole accounted for 12.4 percent of GDP for Hong Kong. Although Hong Kong is a habor city, it develops a large-scale tourism. Hong Kong Tourism Board , the establishment of a national-level institutions, promotes the tourist industry to the global. On the other hand, the Goverment established the Department of Tourism which is responsible for the internal integration of tourism resources. The government and quasi-government partnership model plays an important role in the Hong Kong¡¦s Tourism industry. The operation of The Dual Organizations has the advantiage of the tourism development. Tourism in Hong Kong made an example of success, It¡¦s fit for Kaohsiung City to study.

Exploring Kaohsiung City Marketers' City Image Using Zaltman Method of Eliciting Techniques

We live in an image world nowadays. The government propagates policy to civilians using various kinds of visual media for communication. Dwellers make sense of temporality and space of the city through eyes and brain. Yet, any official expectation that citizens would agree with the city image will not be achieved without prior knowledge of citizens' value system. In the meantime, building city image is a strategy of enhancing competitiveness of a city. Adopting Zaltman method of elicitation technique (ZMET), this research explores the mind maps of six Kaohsiung city marketers, also city dwellers, by a series of visual elicitation. The end result is the consensus map that reflects their common thought or value system. Research finds that the prime values of their city image are aesthetics, romance, vigor, happiness, subjective well-being, and localism. Their importance is in that order. These findings not only reflects city marketers' core value but contributes to future projection and marketing of Kaohsiung's city image.

A Survey of the Current Organization and Training of String Orchestra at the Elementary and Junior High Schools in Kaohsiung

To increase the trend of placing more importance on arts and humanity in the current wave of educational reform, Ministry of Education endeavors to promote the "one school, one art group" project to realize the education of the arts and humanity and to urge the necessity of interdisciplinary teaching in the art category, in combination with the "One person, one musical instrument" project to pursue a wider range of learning. In an environment that art subject and after class activities used to be neglected but now attract more attention, string orchestra is gradually being developed. The members of junior high school and elementary school string orchestras are mostly the basic members of senior high school orchestras and even the music majors in universities. The promotion of basic string education will be beneficial to a higher level of the string music. The first chapter mainly researches into the motivation, purpose, objects, scope and method of this study. The second chapter primarily focuses on the understanding of the development of string orchestras in other countries, and the approach of development, function and meaning of string orchestras in Taiwan. The third chapter introduces string orchestras in junior high school and elementary school, including the preparation of the string orchestra, the recruitment of members, the training and the teaching materials applied in an orchestra, and so on. The fourth chapter explores the current situation of the junior high school and elementary school string orchestras in Kaohsiung city, including current teaching conditions, practicing repertoires, teaching materials, the problems encountered, and so on. Conclusion and suggestions are proposed in the fifth chapter .The development of string orchestras in Taiwan have gradually matured with an effort from many forerunners and string teachers in recent years. As a music educator, I hope that more relevant information about the teaching situations in junior high school and elementary school string orchestras in Kaohsiung City can be acquired through this study and that I can make a contribution to string music.
