A study of the Residents' sense of Community and Its Relationship with their Cognition of Community Empowerment ¡X the case of He-ti Community, Kaohsiung

The purpose of this study was to understand residents¡¦ sense of community and their cognition of community empowerment of metropolitan communities, and to investigate the relationship between residents¡¦ sense of community and their cognition of community empowerment in He-ti Community, Kaohsiung City. Hopefully, this study might offer related suggestions to boost community empowerment of metropolitan communities. The methodology of this study was using questionnaire survey to collect data on the He-ti Community for analysis. The subjects of this study were community residents of 20 year-old and above. ¡§Questionnaire about residents¡¦ sense of community and their cognition of community empowerment¡¨, which was developed and based on related literatures, was adopted as tool for this survey. 600 questionnaires were issued while 505 valid questionnaires were received, with valid sample rate 84.17¢H. The main conclusions of this study are as follows: 1. Residents of the community have the above average degree on sense of community, especially on the ¡§community identification¡¨ domain, but the domain of ¡§community familiarity¡¨ in need of improvement. 2. The cognition of community empowerment among the residents¡¦ are below the middle with the highest on the domain of ¡§actual boost¡¨ and the lowest on the domain of ¡§policy content¡¨. 3. The residents of male, the age above 50, the education below junior high school, married, having children with the age below 18, with house self-having and filling the autonomy post, have higher degree of sense of community. 4. The residents of male, the age between 50 and 59, having no children with age below 18, living in community 5~9 years and filling the autonomy post, have higher degree on cognition of community empowerment. 5. There is a positive correlation between residents¡¦ sense of community and their cognition of community empowerment. 6. Residents¡¦ sense of community has a significant prediction on their cognition of community empowerment. The prediction capacity of factor ¡§community concern¡¨ is the highest with the factor ¡§community familiarity¡¨ the second highest. Based upon the above conclusions, this study offers several related suggestions to the governments, community autonomies and future researchers for their reference to boost ulterior community empowerment and researches.

A Study on Supervision and Administration of Private Participation in Major Transportation Facilities ¡Ðthe Case of Kaohsiung Mass Rapid Transit¡Ð

It is been an international trend to introduce the private participation ideas to improve the public service quality. Based on the most concerned issues, such as quality and cost, in the construction and operations phases, the private sector plays an important part in major transportation projects. It is important that the government and private sectors works together to promote construction of infrastructure. It is common to implement the BOT approach to the public major construction project. The BOT approach,which needs the cooperation of both government and private sector, is often implemented in the major construction projects. Unfortunately, due to lots of abuses and corruption happened in the process recently, both of them have to face not only challenges by public but also integrity in every government employee. We find out this is very controversial for the Kaohsiung Mass Rapid Transit project, the most media criticized. That is the reason we the KMRT project is chosen as an example for the study on the private participation in the major government projects. It is necessary to establish a mechanism to control the government and the private sector to balance both benefits. The study will focus on the supervision and management of the administration of government to the private sectors, participating in the major transportation projects. The aim of investigation is to establish the optimal supervision and control operation model based on the maximum participation of private sector and the interest of government. The supervision and control operation model and the project progress in BOT management must according to the rules:standard operation procedures, a robust financial audit system, responsible supervision and management mechanism, and a good partnership of both parties. Therefore, the mechanism has an important function, which reflects effectiveness, efficiency, profit, prevent from abuses, response, and prospects. The study is based on documentation, information research, case study, and suggestions from: Laws and regulations: avoidance of old law and review and modification of new law. System: establishment of audit management meeting and implementation of contract fulfillment management mechanism. Practice: evaluation of planning and the feasibility study, establishment of fair and open selection process, the evaluation of the implementation ability of the private sector, the fair risk sharing in concessionary contract and the enhancement of the management operation.

The motive of this is to treat [The study on the correlation between the media exposure rate and the ways of interpellation of the representatives and their interactions with the press.---The case of The Kaohsiung City Council]¡CAccording to Yuon-Mau Chao(1988), through practicing the interpellation by the representatives, the city council is able to oversee and to check and balance the administrative department, to reveal the administration deficiency and abuse, make people understand the problems of the their township and reflect the opinions of the citizen; The interpellation is not just the right but also the obligation of the representatives, but not all the topics concerned by the representatives are favored by the press. Therefore, this thesis is to study how would the ways of interpellation of the representatives and their interaction with the press correlated with the media exposure rate¡D According to the historical documents of Kaohsiung City Council, After Taiwan was recovered from Japan, a bill named "the Plans for Establishing Representative Organizations at Different Levels" was implemented on December 26,1945 to carry out local autonomy. According to the promulgated regulations of "Organization Act of City People's Political Councils" and "Election Act of City Councilors", Kaohsiung City People's Political Council was founded on April 13, 1946. It was renamed as Kaohsiung City Council on January 11, 1951 and was subjected to Taiwan Provincial Assembly. On July 1, 1979, Kaohsiung City was elevated to a special municipality under the direct supervision of Executive Yuan and The City Council shifted to Kaohsiung City Provisional Council. On December 25, 1981, the councilors of the first term of the City Council of Kaohsiung special municipality were inaugurated¡CNowadays, the 7th term of the City Council of Kaohsiung has 44 councilors, including the KMT¡BPFT¡BDPP¡BTSU and NPA et al but they can be grouped into two main factions : the Blue faction(KMT¡BPFT) and the Green faction(DPP¡BTSU); No matter which faction the councilors are belonged to, most of them would strive for more government resources through official or nonofficial to be denoted to local constructions in order to consolidate his influence and votes¡D The councilors directly elected by the people are responsible for speaking for the people and have the right to canvass the bills and the budget for the city government¡CTherefore, the action of the councilor is going to affect some people, and become one of the resources of important news¡CBut not all representatives¡¦ speeches and actions are going to be favored by the press and gain a positive report, the correlation between the media exposure rate and the ways of interpellation of the representatives and their interaction with the press is the key theme of this research¡D This study takes the 7th term councilors of the City Council of Kaohsiung as the research population, and apply the [case study method] to study the correlations between the interpellation of the councilors in the parliament¡Bthe public hearing outside the parliament¡Bsymposium¡Bmediation council¡Bpress conference¡Bprotest led by the councilor et al and the councilors¡¦ interactions with the press and the media exposure rate. Composition and Seasonal Variation of Chaetognaths in the Coastal Waters of Kaoshiung and Liu-chiu Yu Island

Abstract There are 22 species of chaetognaths belonging 11 genera and 4 families found in coastal waters around the Kaohsiung and Liuchiu Yu Island from March 1997 to February 1998. The average abundance of chaetognaths was 2527 ¡Ó1659 ind./100m3. The 5 most dominant species were Flaccisagitta enflata, Aidanosagitta crassa, Sagitta bipuncata, Ferosagitta ferox and Serratosagitta pacifica, and comprised > 95% of total chaetognaths. Fl. efnlata was the most common and abundance species, its number occupied 70% of total chaetognaths and occurred in every station. These dominant species showed significant seasonal succession, in that, Fl. Enflata could be found in all seasons, while S. bipuncata was found only in fall and winter. Most of chaetognaths found in this study were pelagic, tropical and temperate species, and most of them are widely distributed in the Pacific, the Atlantic and the Indian ocean (50% of total species), and in the Indian and the Pacific ocean (41% of total species). In terms of ecological distribution patterns, warm euryhaline species (i.e. Fl. Enflata and Fe. ferox), and warm hyperhaline species (i.e. S. bipuncata and Se. pacifica) dominated in this study areas. The abundance of chaetognaths was higher in fall (4721 ¡Ó8435 ind./100m3) and the lower in spring (1077 ¡Ó995 ind./100m3). The horizontal distribution of chaetognaths was apparently influenced by the runoff of Kaohsiung Habor and Kaoping River, and the peak abundance was usually found in the front of Kaoping river plume. Most chaetognaths (over 60% of total amount) were found in the surface waters (0-5 m), and its abundance abruptly decreased with depth. The scales of day/night vertical migration of chaetognaths were small (generally less than 50 m). Three types of vertical migration were distinguished in this study: Nocturnal migration (i.e. Fl. Enflata and Se. pacifica). Reverse migration (i.e. S. bipuncata ), and Non-migration (i.e. Fe. ferox). The vertical distribution and the distance of vertical migration of most chaetognaths, however, varied seasonally.

This research summed up the future development of every international business port in Taiwan, and took Kaohsiung port as an example to explore the effects and achievements after the implementation of free trade zone. Because the policy of free trade zone has been implemented for a period of time in the neighbor countries of Pacific Asia, this study aimed to explore the definition of free trade zone as well as compare the similarities and differences of its implementation in other free trade zones in the world. According to the characteristics of free trade zone establishment, this research also analyzed the superiority and inferiority which Kaohsiung port encountered at the moment. Related strategies and suggestions were provided to enhance Kaohsiung port¡¦s competitiveness in Pacific Asia region based on the implementation and outcome of Kaohsiung Free Trade Zone. The findings were discussed and draw a conclusion as follows: 1) Kaohsiung port zone should develop the character of outside custom inside territory and create re-export business due to its limit interior region. 2) Accelerate to develop outside port zone, and set up value-added logistics port. 3) Cultivate professional sales managements; enhance effects on attracting and spreading business iii 4) Promote One-stop Window (Customer Service) to circulate goods freely inside the zone.

A Study of the Relationship between Junior High School Teachers¡¦ Perception and their Use of Services Provided by Compulsory Education Advisory Group in Kaohsiung Municipality.

The purpose of this study was to understand the current situation of junior high school teachers¡¦ perception and actual use of services or support provided by Compulsory Education Advisory Group in Kaohsiung Municipality, and to investigate the relationship between the perception and actual use of junior high school teachers. This researcher, through this study, aimed to offer related suggestions for Compulsory Education Advisory Group in Kaohsiung city in order to improve its operation model in the future. The methodology of this study was a questionnaire survey. The subjects of the study were certificated junior high school teachers in Kaohsiung city. ¡¥¡¥Questionnaire about perception and actual use of the services or support provided by Compulsory Education Advisory Group in Kaohsiung city¡¦¡¦, which was developed based upon literature review, was adopted as tool for this survey. 700 questionnaires were issued while 569 valid questionnaires were received, with valid sample rate of 81.3¢H. The collected materials were analyzed to obtain conclusions through a variety of statistical methods, such as descriptive statistic, T-Test, One-Way ANOVA, Pearson Correlation, and Simple Regression Analysis. The main conclusions of the study are as follows: 1. Junior high school teachers¡¦ perception of services by Compulsory Education Advisory Group in Kaohsiung Municipality are below the middle level, with the highest on the domain of ¡§holding curriculum and teaching workshops¡¨. 2. Junior high school teachers¡¦ use of services provide by Compulsory Education Advisory Group in Kaohsiung Municipality are below the middle level, with the highest on the domain of ¡§holding curriculum and teaching workshops¡¨. 3. Teachers of male, social study field, with part-time administration chores and in smaller schools, have generally higher degree of perception of Compulsory Education Advisory Group¡¦s services. 4. Teachers of male, aged between 31 and 50, years of teaching between 6 and 20, social study field, with part-time administration chores and in smaller school, have generally higher degree of use of Compulsory Education Advisory Group¡¦s services. 5. There is a positive correlation between junior high school teachers¡¦ perception and actual use of services provided by Compulsory Education Advisory Group in Kaohsiung Municipality. 6. Junior high school teachers¡¦ perception of services by Compulsory Education Advisory Group in Kaohsiung Municipality has a significant prediction of their actual use, with the highest with the domain of ¡§providing teachers teaching materials¡¨. Based upon the above conclusions, the researcher offers several related suggestions to the education authority, Compulsory Education Advisory Group, junior high schools, advisory group members, and junior high school teachers as references to operate the Group more effectively in the long run.

The aim of this thesis is to compare specific parts of the value systems in Hungary and Taiwan. Although there have been many cultural comparisons between Asia and Europe these are often undertaken with a broad focus such as comparing ¡§east and west.¡¨ The decision to focus the current study on Hungary and Taiwan was made because these two countries have not been included in direct comparisons, meaning that an opportunity to contribute new knowledge is a real possibility. The two countries are different in that while Taiwan is only a third of the size of Hungary, it has nearly two and a half times the population of Hungary. This huge difference in population density contributes to differences in housing values, but the main focus of this study is value differences. This study investigates the Budapest and Kaohsiung housing market using hedonic price functions (HDF) in order to investigate whether hypothesized differences in consumer preferences are reflected in market price data. Suburbanization is a process that is occurring in Hungary, much as it is throughout the rest of Europe despite the fact that Hungary¡¦s earlier history as part of the communist east block makes the nation slightly different from Western Europe. While this process is based on doing what is necessary to find larger living quarters at an affordable price, similar consumer activity is not typical of Taiwan¡¦s housing market. One characteristic of Hungary that differentiates it from Western Europe is that it has one of the highest percentages of single-family housing in Europe. In contrast, this type of dwelling is very uncommon in Taiwan. Differences in data availability for the cities involved make precise comparisons difficult, but these difficulties can be partially redressed through the use of hedonic price estimation.

Thesis Abstract In recent years, each county and municipal government and parliament is leading separately by different political parties, form the so-called ¡§ the divided government¡¨ and it has already become normal gradually.This divided pattern is extended from local to the central government after 2000 General Presidential Election.So, as for central or local level, the government pattern built by administrative and legislative department, which no matter is handling by different or the same political party, the implied executive-legislature relations, leadership efficiency and administrative result then become topic and focus that scholars pays close attention to. This text drafts to such divided government¡¦s system in Kaohsiung county, under the situation of most seats controlling long-term by KMT, discussing about the executive-legislature relation in the name of YU Zheng Xian, Yang Qiu Xing, representing of DPP, who take over the county business of Kaohsiung county for 16 years (1993-2009).It is aim to find out, under the few seats of ruling party, the influence between three factors of the political relationship, interests inducement and human feeling, made by the leading strategy which administrative chief uses.Also to inspect if the structure of great power of opposite party, and the reciprocation of leading behaviors of leaders, will influence directly or indirectly the executive-legislature relations, such as like the bad inquiring atmosphere, the deducting budget widely, forcing to lay aside or reject the important bill etc. ¡@¡@In other words, under the inferior position of a few seats kept by a ruling party, the administrative chief¡¦s leading behavior and style seems extremely important.As for YU Zheng Xian, he knows ¡§political art¡¨ and local political ecology very well.He uses many kinds of strategy to achieve political support and cooperation by striving for Congressmen of different parties and he leans to the transactional leadership.However, Yang Qiu Xing is great different from Yu Zheng Xian's leadership style.After Yang Qiu Xing is on board, he is focusing in developing the vision of organizations.He does not like Yu Zheng Xian, using some strategies to trade off benefit with Congressman of different political group.Yang Qiu Xing usually judges people by facts, ot by identity, so he leans to transformational leadership.Hence, what¡¦s the influence both leadership and structure will make in the interaction of executive ¡Vlegislature of Kaohsiung county? This text tries to review, within the era of Yu Zheng Xian and Yang Qiu Xing, by literate description and statistic analysis in using the three important indicators : ¡§the executive-legislature supervising status of inquiring¡¨, ¡§deleting range of annual budge in Kaohsiung county¡¨ and ¡§adopt proportion of bill proposed by Kaohsiung county¡¨. ¡@ The result of study finds, Yu Zheng Xian would like to bend his knees and compromise with the Congressmen, therefore he won¡¦t meet too much obstructions in inquiring atmosphere, bill promotion and budget delet.This should result from his application of transaction leadership behavior.What is interesting is Yang Qiu Xing has different leading style from Yu Zheng Xian's, so have minor difference with the theory in such aspects as budget checking and the bill promotion.Therefore it shows Yang Qiu Xing's leader has not performed its function well, which should be referred to influence by structure of political party.And more, his attitude is relatively tough and has his own personal judgments, he will suffer more obstructions in various than Yu Zheng Xian in the case of lacking benefit interchange with Congressmen. In sum, if the leaders make good use of the leading behavior, regardless of its structure, can cause good executive-legislature interaction, and in promoting bill of different fields will be even relatively smooth.Therefore, the result of study find out that leading behavior do influence the operation of executive-legislature relations.
