¡@The Port of Kaohsiung is an international commercial port, situated in the geographic center of Southeast Asia, linking China as a key hub. It links Japan and Korea to the north, and the Emerging ASEAN Market ¡V 10 nations in the Association of Southeast Asian Nations down south. There is no doubt that Port of Kaohsiung is now playing the key role as a worldwide Transshipment Center. Though there are many logistic related firms surrounded by the Port of Kaohsiung, most of them are running Container Storage and Freight Distribution business only. Lacking big logistic center of cold chain, marine products cannot be processed efficiently after unloading from refrigerators on ships. These seafood, needed to be packaging and exporting after processing, must be unloaded at general cargo berths and then moved to the frozen warehouses outside the harbor. ¡@This research applies a qualitative method of focus group interview. Through the comments given by VIP, professionals, and other members of focus groups in the selected firms, this research was hence capable of analyzing the problem and policy of creating a logistic center of seafood cold chain in the Kaohsiung Free Trade Zone. ¡@Kaohsiung is a main fishing port with numerous large ocean vessels and plenty marine products, it cannot be too far to assume that the creation of the logistic center for the cold chain would have huge contribution to attract customer, reduce operation cost, and enrich the competitive niches of related industry. As a result, the center will ultimately help to develop the ocean fishing business and to increase the trading volume of Kaohsiung. ¡@Finally, the conclusion of this research is expected to be applied in practice, all the issues found and suggestions made are for the references of both public and private sectors to help establishing the logistic center for cold chain as the ultimate goal of the research.

Since 1990, Asia was the fastest-rising market of global airline transportation in an area. Due to the demand of airline passenger and the volume of freight transportation in this area have increased apparently and also have potential demand, so a lot of Asian countries have followed to open up the new airport or have enlarged the existing facilities incessantly to meet this trend, and they always look forward to becoming the main international pivot airport in the area by these efforts. For the reason to response the trend of environmental changes and to impel the improvement of the airport¡¦s competitiveness, the Legislative Organization of Republic of China had approved ¡§The regulations of International airport garden¡¦s development ¡§at 2009. By this process, it has encouraged the competitiveness of the airport to become an important topic in Taiwan, and has also opened the Taiwanese's cognition about the competition of International airport. The purpose of this research includes: First, try to build up and construct the assessment index which can influence airport competitiveness and index weight via the arrangement of numerous literatures. Second, analyze the assessment project of the urban competitiveness to find out about the relation among the airport and urban competitiveness. Third, draft the basis of the development tactics for the Kaohsiung International airport by comparing the diversity of competitiveness in all respects among Kaohsiung International airport, Taipei airport and Xiamen airport. This research uses the study mode of professional questionnaires, and chooses government officials that have the background of management for air transportation and city development, scholar or airport users to fill out the questionnaire. By the way, this research by the analytical method of Analytic Hierarchy Process,¡]AHP¡^, can calculate each composition in structural frame and weight value of index, and then utilize the simple weighting method to compare the diversity of airport competitiveness among Kaohsiung, Taipei and Xiamen. We find that via the result of this study: First, in the aspect of building the evaluated index in airport competitiveness: The" safety "' is the most important item for assessing airport competitiveness, secondly in order is" management"',"' service ", "space" and "installations". However, the "demand" is the lowest important item that influences the airport competitiveness. Second, in analyzing the relation among competitiveness of airport and urban: There are the difference between main assessment and emphasized items for urban and airport competitiveness, but there are the relevance among the subsidiary index items of assessment. This demonstrates that between airport and urban competitiveness still has the characteristic to promote competitiveness each other. Third, in the aspect of carrying on the positive analysis to Kaohsiung, Taipei and Xiamen airport to draft the development tactics: (1) By the analysis of scenario analysis for the airport competitiveness among the Kaohsiung, Taipei and Xiamen airport, can find that the most competitiveness airport is Xiamen airport at the present stage. Moreover, the competitiveness for Kaohsiung airport is between Xiamen and Taipei airport in this competitiveness analysis result. (2) To improve the airport competitiveness of Kaohsiung, it can be achieved by strengthening it in the position of pivot traffic, improving the transport facilities, outside traffic and service of the airport, setting up logistics and Convention and Exhibition Center, strengthening marketing tactics, improving the political environment, cooperating with the tourism policy of country, strengthening relevant industries etc..

Abstract In recent years (2011), whether atypicality and global warming affect seriously all species and living environment of mankind. It activated a trend of local caring and environment protection throughout the world, and advocating green living has been one of the fashion affairs. Nevertheless, how can we understand and quantify people¡¦s acceptance of green living? How to design a scale of green living, with which we can apply consumer behavior analysis and the research technique of market segmentation, so that for promoting green living styles to people of all ranks. The current research tried to building up a scale of green living style, with three constructs: green values, cognition of environment protection, and green behavior and habits, in addition to a brief test of knowledge over environment protection. The contents of the questionnaire cover such topics as water resources, global warming, renewable energy sources, international trend in sustainability and related industrial policy, warm chamber effect, carbon emission and the status and policy of environment protection in Taiwan. Office workers and current students in the Kaohsiung metropolitan area were the main participants undertaking the questionnaire survey of the research, with effective sample size of 603 subjects. The research tested the scale¡¦s reliability and validity through factor analysis and verified it¡¦s construct validity with local recognition. After those validation for the scale, the study conducted cluster analysis for market segmentation based on green lifestyle. The main works and findings of the current research including: (1) building a scale of green lifestyle with reliability and validity; (2) discovery of four segments of the green lifestyle in the market; (3) there are different approaches to evaluate the government¡¦s performance of environmental protection; (4) sustainability values and green cognition influence behavior of environmental protection; (5) local recognition positively affect the green index of people; and (6) youth in the society and college students are relatively lacking of sustainability conducts, although they presents in a higher level of the environmental protection knowledge.

Recently, the festival activities who hold in Taiwan not only promote the development of related industries, but also directly rise regional ecomomic productivity value. In past, the related study about the festival activities usually focused on North Taiwan. Generally speaking, the administrative and financial resource who were gotten by North Taiwan was better than South Taiwan. To understand the marketing strategies of festivals in South Taiwan, the study will focus on the festival activity in South Taiwan to Further speaking, the study will focus on the ¡§Neimen Song Jiang Battle Array in 2009¡¨. By this case study, we will discuss whether the government supports the activity by administrative recourse. On the other hand, we will explore the effect on marketing strategies whether impact on festival activity. In research method, we will take on the relative of difference population statistic variables and the scatification on customers. Second, we will take interview method to understand the practice situation by different groups. In our result, we find the marketing strategies of festivals almost lack the support of government sector and only depend on civil groups. The role of festival acaticities can satisfy the demand of consumers, and promote visitors who can experience the culture meanings and infrastructure. On the other hand, the visitors pay attention on the level of restaurant and hotel side, but unsatisfy on walking line and commodity sale side.

The pan-green coalition¡¦s perspectives towards development of Kaohsiung under cross-strait pattern are investigated in this disquisition. The gist of the study, that adopts Dr. Ming-shen Wang¡¦s original PAM (Public Affairs Management) and SDM (Social Development Matrix) methods as a foundation of its theory, and that combines MOORE¡¦s V.C.S. ( Value, Capacity, Support ) policy characterized in triangle interview issues, looks into whether the management and operation are available for Kaohsiung government¡¦s communicating of cross-strait trades. After dealing with the pan-green opinions, by interviewing 55 persons who belong to pan-green and neutral constituencies, including delegates, scholars, media, public officials, all sorts of trades, and citizens, the conclusion appears their common believes and various values of their statements. However, the conflict exists among the constituencies¡¦ knowledge towards the development of Kaohsiung city under the cross-strait circumstance. For example, at the controversial film festival year when Rebiya Kadeer was displayed without being censored, there are convincing conflicts over it between public officials and citizens. In the official group, 100 percent reveals that in democratic Taiwan, it is unnecessary to be censored at all. Comparing the citizen group, 29.4 percent suggests that it is unnecessary either, 12.6 percent accounts for the fact that it related nothing to administrators¡¦ abilities, 25.2 percent says that it needs censorship before displaying, 21 percent shows that it belongs to an ideological subject, 12 percent is miscellaneous. The final goal of two groups¡¦ statistics proves the necessaries of the equally developments between northern Taiwan and the southern, draining foreign institutional investors into Kaohsiung, promoting its development of economy, increasing the opportunities of employment, stable living and people owning their houses, prosperity in all.

Kaohsiung Harbor is one of the major commercial ports in Taiwan, located at the hub of northeastern and southeastern Asia shipping lanes. Therefore there are a considerable number of commercial shipping channels distributed around Kaohsiung Harbor. The security of Kaohsiung Harbor becomes more difficult to defense than others due to the complexity of channels. In this study, Automatic Identification System (AIS) system is used to collect the ships information from June 1, 2010 to June 30, 2011. The collected AIS data were decoded, converted, corrected, integrated and analyzed systematically, which will become the base of future database. The information of the AIS includes Maritime Mobile Service Identity (MMSI), latitude and longitude, heading, course, speed, and others. The activities of ships can be monitored by AIS, so the density and distribution of ships on each major channel can be obtained by grid computing. By the results of one-year AIS data, three major shipping channels of Kaohsiung Harbor can be identified, which are north-western, north-southern, and east-western. Based on this kind of long term shipping statistics, possible novel harbor security defense may be founded. Although the AIS was designed to monitor the ship activities, but it can be viciously shut down, or signal is out of range sometimes, then it will become the possible security breach. Nevertheless, ships at sea will generate certain kind of noises, such as from engine and propeller. With efficient propagation of sound waves in water, acoustic technology may compensate the limitations of AIS, to be a feasible method of detecting unknown ships. In this study, acoustic modeling code ¡§Acoustic Module for Sea-surface Noise¡¨ (AMSN) is applied by using the ship position information from AIS, to calculate the related underwater noise sound field of Kaohsiung Harbor. Discussions were made on the dependence of noise level variation with ship density. As a conclusion, with sufficient understanding of sound field statistics of harbor, any anomaly of noise level can be an indication of hostile intrusion, thus harbor security can be further assured.

A Study on the Feasibility of the Official Appointment of Sub-ward (Li) Chiefs ¡X A Case of Kaohsiung City The purpose of this study was to propose the results of the empirical investigation utilizing the SWOT analysis of the official appointment of sub-ward (Li) chiefs, which revealed the high feasibility of the official appointment. The data germane to this study were disposed through documentary analysis research along with questionnaire survey research and observation research. The subjects of this exploration were categorized into two major groups. One is the public surveyed by telephone resulting in 1017 successful samples; the other is the local officials surveyed by questionnaires including 463 sub-ward (Li) chiefs with a return rate of 74.3% (310), and 271 sub-ward (Li) clerks with a high return rate of 88.2% (239). The results of the survey reveal high credibility which can be seen in chapter three. The results of official appointment were depicted as follows: 1. The advantages of the official appointment: (a) downsizing the administrative organizations, simplifying the administrative procedures, and increasing the effectiveness; (b) slimming down the manpower and cutting down the spending; (c) improving the relationships between the sub-ward (Li) administrative organizations and the community development associations; (d) reducing the expenditures for election and rectifying the vicious election practices; and ; (e) promoting the administrative efficiency without violating democracy. 2. The disadvantages of the official appointment: (a) violating the principles of democracy; (b) violating the principles of local self-governing; (c) increasing the workload after merging the positions of sub-ward (Li) chiefs and clerks; (d) diminishing sub-ward (Li) chiefs¡¦ enthusiasm towards their work; and (e) lowering the functions of community development associations. 3. The reflection of the official appointment: (a) enhancing the local harmony; (b) incurring criticism from the self-benefiting of without-pay elected sub-ward (Li) chiefs¡¦; (c) requesting the government to examine the overlapping functions of sub-ward (Li) chiefs and clerks; and (d) the official appointment of township chiefs becomes the best paradigm of that of sub-ward (Li) chiefs. 4. The threat of the official appointment: (a) accumulating resentment; (b) damaging people¡¦s rights by failing to precisely respond to local situations. Finally, the findings and recommendations of this study were as follows: 1. The author suggests that the government should be more determined to reasonably adjust the boroughs for sub-ward (Li) and village chiefs¡¦ ¡§equal pay for equal work;¡¨ meanwhile, as the number of boroughs decreases, the resistance for official appointment could be reduced and the workload of appointed sub-ward (Li) chiefs would be more even as well. 2. Not only does the official appointment of township chiefs promote administrative efficiency and economizes enormous expenditures, but whose successful experience in reform can be the example for the reform of sub-ward (Li) and village offices. 3. It is believed that appointed sub-ward (Li) chiefs will perform better than elected sub-ward (Li) chiefs. Although there are no existing rules about disciplining elected sub-ward (Li) chiefs, appointed sub-ward (Li) chiefs will be subjected to administrative disciplinary measures or even removed from positions for not fulfilling their duty. Hence, it would be easier to carry out the official appointment of sub-ward (Li) chiefs if borough offices can strengthen sub-ward (Li) chiefs¡¦ functions of reflecting people¡¦s opinions before the cancellation of the sub-ward (Li) chief elections. A Study on the Development Strategies of the Bank of Kaohsiung ABSTRACT There has been a trend toward financial deregulation and globalization since 1980. During this period, both Britain and France started the system of privatization of state-owned firms. And Taiwan, R.O.C. also kept up with the trend to construct the framework of economical deregulation and globalization. Meanwhile, being against the global trend fearlessly and courageously, the Kaohsiung city government, to the contrary, established the Bank of Kaohsiung (B.O.K.) to bring prosperity to residents. However, under the big pressure of the global tendency, the Kaohsiung city government finally changed its policy to implement privatization and completed all the tasks on Sep. 27, 1999. Through the establishment of privatization of state-owned firms, the B.O.K. modulate development strategies, progress enterprise renovation and upgrade the operation performance to face the increasingly strict challenges and the tendency of bank consolidation. However, privatization is not a panacea for the sustainable development of the B.O.K. Therefore, this study aims to discuss the development strategies of the B.O.K. from three aspects of employees, employer and the government, to achieve win-win-win results. The results and suggestions of this study are as follows: I. The Operation Performance The operation performance after privatization of the B.O.K. still acts as a role of state-owned bank of the Kaohsiung city government. Basically speaking, the quantities of the municipal loans of the city government will comply with the performances of the bank¡¦s assets, liabilities, and incomes. The higher the former one is, the more the latter ones are. II. The Industrial Competitive Position In late 2004, the market shares of assets and liabilities of the B.O.K. didn¡¦t exceed 1%. Besides, the scale of B.O.K. fell behind the other firms. Its operation performance was fair. Except for the growth rate, the capital adequacy, asset quality, profitability, liquidity ability, and interest rate sensibility respectively are in high-middle rankings among the domestic banks. And the competitive position of deposit, loan, and profit-risk fell in the area of the third quadrant. The major rivals against the B.O.K. on business and consolidation strategies will be Kao Shin Commercial Bank, Taiwan Cooperative Bank and First Commercial Bank. But the potential rivals against the B.O.K. on consolidation strategy include Chinese Bank, Chinfon Commercial Bank, Hwatai Bank, Cota Commercial Bank, Lucky Bank, Taitung Business Bank, Taipei Bank, China Development Industrial Bank. III. Employee Satisfaction The survey of questionnaires shows that the employees in the B.O.K. recognize the business principles of this enterprise and feel satisfied with the payoff, but express non-trust on executive officers and unfairness on personnel system. With the impact of privatization and bank consolidation, the B.O.K. Union adopted the strategy of law-compliance to complete establishing employment regulation, signing collective agreement and electing worker director, which are considered three pillars of the Union, for protecting the working rights. IV. The Competitive Strategies and Operation Policies The overall application on competitive strategies is not excellent. Especially, the implement in development strategy is the worst. The priority that the B.O.K. should do is to establish clear developmental strategies to upgrade its competitive potential through the following steps. A. Risk Management: Comply with the regulation of Basel II to enhance the ability of managing risk. B. Finance Management: Improve assets quality to increase the bank¡¦s profitability. C. Business Management: Develop diversified businesses on the basis of municipal loan. D. Human Resource: Plan proper manpower placement and hold in-service training to raise the degree of employee satisfaction. E. Interior Procedure: Implement responsibility center management and enhance financial information system. F. Developmental Perspective: Found the basis of ¡§small is beautiful, small is professional, and small is strong¡¨, and develop into the biggest financial holding company in southern Taiwan in the future. G. Organization Restructure: Consider establishing corporate banking group, consumer banking group and wealth management group. In Kaohsiung area, the B.O.K. should focus on the plan of establishing region center, and mini-individual bank with specific task outside Kaohsiung area. V. Proposal Evaluation for development strategies of the B.O.K. Considering the recognition over competitive developmental strategies of the B.O.K. from three aspects including labors, employer and the government, the study offers the following suggestions under the limitation for implement. A. The best strategy of the B.O.K. for sustainable management is to adopt the principle of ¡§small is beautiful, small is professional, and small is strong¡¨, and to expand business across the whole nation in the future. B. If the Kaohsiung city government adopts the strategy of capital withdraw, the proposal of selling to domestic general public should be the first priority to be taken into consideration. C. If the Kaohsiung city government adopts the strategy of niche, the proposal of consolidation with varied small financial holding company or being merged by non-banking financial holding company will gain the best benefits. D. Not launch the proposal of increasing capital to avoid the public¡¦s anxiety. VI. Intrinsic Value Evaluation for the B.O.K. Based on the evaluation criteria of bias, accuracy, explanatory, and investment performance, the study shows that model D of discounted free cash flow (FCF-D) ranks number one, model B of Edwards-Bell-Ohlson (EBO-B), model B of price/earning ratios (PE-B) rank number two and three respectively. The rest six ones are not recommended. Also the study suggests that the B.O.K. should adopt FCF-D to evaluate its intrinsic value. It is estimated that the intrinsic value per stock is NT$22.24 on May 3, 2005.

Abstract Nowadays civic participation is a significant activity in the commonwealth. According to civic participation, it can be realized the development of the democracy in a country. Although Kaohsiung city is the second biggest status of special municipality directly administered by the central government, Taiwanese Central Government has been disconsidering the growth of South Taiwan. As a result, it cause that Kaohsiung city has become the center of the industry and Taipei city has become the center of the policy and economics. Due to this reason, people in the south Taiwan are not concern with the public affairs which need to be considered. Almond is the first precursor to research civic society. Almond refers that people highly participate with political culture can be called Civic Culture. Inglehart is the second researcher to research in this subject. Inglehart discovers technical upgrade, economic development, the standard of education improvement, information technology and mass communication spread could effect the social value. People may focus on post-materialism which are the standard of living, and self-fulfilling instead of the materialism value that are included the creature comfort and personal security. Mass communication not only offers the useful information to the mass but also effects the mass behavior, in particular newspaper. Newspaper spread presents the news and multi-information to everyone and it also can fulfill each one¡¦s inner life as well. Besides this, it is also a very leaven to people because of its content such as the edit and so on. This research is divided two sections. The first section refers to the integration of the public affairs management (PAM). It discusses the condition of the aspect of socioeconomic in Kaohsiung city. The second section V.C.S dimensional in-depth interview¡Aanalyze the power of the local newspaper, the limit of the local newspaper and the public value of the local newspaper in Kaohsiung. According to the development of the socioeconomic, it can be discussed weather Kaohsiung city is qualified for public society or not. And also , in the process of time whether the media exerts generate a discussion and provoke issues or not. According to the research, it discovers that the current and past employment market and social organization do not change a lot. But the phenomenon of generation effect ¡Awith disposition and potentiality to post modernized civil society. Due to several elements such as economic depression, open media market and new competitors appearance, local medium in Koahsiung are forced to adjust the management strategy and constitution in order to breakthrough difficulty. However, in order to achieve the goal and promote the public value it often become dilemma because of searching market support and lifting organizational capacity on the current limited resources and condition. As a result, it can define that the function of the forth right to medium is consistently challenged. In the sum, local newspaper and medium can make the public value become valuable. It also can say that mass medium is like a light that can let each one see the value of public society clearly and easily. However, the life cycle of the news events are very short. Therefore, the elements of economic development, guidable assistance instead of critique and control and the third section may achieve the goal of the public society quickly.

Abstract Because of the trend of globalization and liberalization, every enterprise has actively developed the operation model for their global expansion in order to raise their competitive advantage. In the supply chains of international enterprises, there are a lot of serious competitions which are not just between company and company, but between country and country as well. Every country in the world has legislated the special law which is to give some special areas and eliminate the obstructers which would hold back activities of multinational from internal enterprises in order to satisfy with the demands from all multinationals in the world. Currently, there are about two thousands to five thousands free trade zones or the trade zones that are similar to free trade zones in the world, and they have turned into a very important circulation core and transaction core for international trade. On July 23, 2003 Taiwan was published the operation statute and the operation order of free trade zone by our president. After that, its related accessory schemes have established continually, and amply expanded their utilities. Because of that, this situation has helped free trade zone to have successfully performed its strength and to have assisted to break the predicament of industry development. Currently, In Taiwan, although it has five free trade zones that are Kaohsiung Port, Keelung Port, Taipei Port, Taichung Port and Taoyuan Airport Cargo Terminal, are stationed by eighteen manufacturers, the result of the operation has not reached our expectation. However, this research would be focused on the manufacturers¡¦ satisfaction with the recent standard of free trade zone. The result of this research which is gotten by information collection and data analysis shows the recent statutes and regulations of free trade zone should be revised the following issues: 1. Cancel the regulation of 5% aborigine employment limitation. 2. Simplify the transiting customs formalities and autonomous management methods. 3. Abolish employment regulation of the foreign labors` salary which must to conform to the basic salary regulation. 4. Loosen restrictions on business scope in free trade zone for mainlander. However, there is a suggestion which is our government would need to revise the related statutes and the regulations as quickly as possible in order to operate free trade zone successfully! .
