It has as goal to identify the enhancements occurred in the UFC’s Library System during the last seven years, especially those resulting from the implementation of the REUNI Program. This research is exploratory of the documental kind and its relevance is due to the identification of the improvements occurring in the Library System of the UFC as result of the REUNI, to the extent of being able to reveal whether the strength of the Law of the Evaluation System of Higher Education (SINAES), no. 10.861 from April 14th of 2004, as a tool to improve the SBU. Thus, we analyzed the UFC’s investments applied to that system, comparing them with those made from the installation onward. The data were about the actions and inversions in the period from 2001 to 2006, before the REUNI, when the evaluation system, SINAES, still was taking the first steps at the federal institution of higher education. The data were compared to the inversions from 2007 to 2014, which was born from the REUNI and analyzed by this study. The results showed that the REUNI was a relevant factor and an effective tool to both, the modernization of the library systems and its management in the UFC, and that somehow SINAES has contributed to the improvement and the increase in the collection of the University Libraries System. / O estudo apresenta a avaliação do impacto do Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais (REUNI) no Sistema de Bibliotecas Universitárias (SBU) da Universidade Federal do Ceará (UFC). Tem por objetivo identificar as melhorias ocorridas no Sistema de Bibliotecas da UFC nos últimos sete anos, especialmente a partir da implantação do REUNI. A pesquisa é exploratória e torna-se relevante por possibilitar a identificação das melhorias ocorridas no Sistema de Bibliotecas da UFC com o advento do REUNI, ao tempo em que busca desvelar se a força da Lei nº 10.861, de 14 de abril de 2004, do Sistema de Avaliação da Educação Superior (SINAES) como instrumento de melhoria da qualidade da educação superior, proporcionou o avanço de maiores investimentos no SBU. Para tanto, tentou-se analisar os investimentos da UFC no referido sistema antes do REUNI, comparando-os com os que ocorreram a partir da sua implantação, o que culmina também com as ações demandadas do Sistema Nacional de Avaliação da Educação Superior (SINAES). Os dados apresentados referem-se às ações e investimentos do período de 2001 a 2006, anterior ao REUNI, e quando o sistema de avaliação, SINAES, ainda estreava seus primeiros passos nas instituições federais de ensino superior. Os dados referentes aos anos de 2007 a 2014 analisados nesta pesquisa permitem conferir que houve significativo aumento do acervo, reflexo do considerável investimento de recursos. Esses dados foram importantes para a conclusão de que o REUNI foi um fator preponderante e instrumento eficaz tanto para a modernização do sistema de bibliotecas como para a gestão desse sistema na UFC e que, de alguma forma, o SINAES vem contribuindo para a melhoria e para o aumento do acervo do Sistema de Bibliotecas Universitárias.

Public-Private Partnerships in the Presidential Library System

Public-private partnerships have become an important aspect of public administration theory and practice both in the United States and internationally. The National Archives and Records Administration, in partnership with private support foundations, administers 13 individual presidential libraries that make up the Presidential Library System. These privately constructed, publicly supported archives not only preserve official presidential records, but through their museum displays, also offer visitors a glimpse into the life and times of specific presidents. Although many consider these partnerships vital for the continued success of the Presidential Library System, relatively little is known about them. This qualitative case study explores the nature and extent of the public-private partnerships in the Presidential Library System, focusing on libraries established following the Presidential Records Act of 1978. Key themes related to the nature of these simultaneously mandated and voluntary relationships are their informal governance, decentralized administration, and increased reliance on private resources. This research has implications for both theory and practice of public-private partnerships in general as well as those supporting sites of collective memory such as archives, museums, monuments, and memorials. / Ph. This master thesis examines the development of the two earlier independent IR protocols Z39.50 and SR (Search and Retrieve, ISO 10162/10163), now Z39.50/SR, from the beginning of the 80s to 1996 and their functionality in the client/server environment. Z39.50 applications in library systems will allow easy access to information regardless of platform or location. The use of Z39.50 will create a new user environment. Almost all the library systems of the market support the Z39.50 and surprisingly the use of it in Sweden lied on a very low leve! in 1996. This thesis was followed-up by an interview and a questioner among the Swedish Z39.50 users. They could see a huge potential of development concerning the future IR process. Z39.50 will change the libraries' traditional IR structure and the behaviour of the end-users.

Staff assessment of the success of the integrated library system : the case of the University of Ghana Library System

Library automation in Ghana began barely 13 years ago with the University of Ghana Balme Library being the first to start automation in 2003. Library automation is attained by means of a specific type of information system, an integrated library system (ILS). Given that modern academic libraries rely heavily on their ILS to meet user needs, the success of the ILS is vital. In 1999 Farajpahlou published a set of 26 criteria to assess the success of ILS in university libraries that was subsequently validated in both developing and developed countries (Iran and Australia). In this case study of the University of Ghana Library System (UGLS) Farajpahlou‟s original set of criteria was assessed for applicability and used to assess the success of the UGLS by surveying 28 randomly selected library managers, IT specialists and selected paraprofessionals who work with the UGLS ILS. The study showed that, in the opinion of these respondents, the UGLS ILS conclusively satisfies 13 out of the 16 criteria accepted by the research respondents out of the 26 criteria that constitute the Farajpahlou (1999, 2002) success criteria. This outcome suggests that the UGLS ILS may not be conclusively deemed to be successful. Furthermore, the study also suggests that, although Farajpahlou‟s success criteria can serve as a basis for the assessment of ILS success in academic libraries, some criteria may need to be altered or removed and additional criteria added to make it a more robust set of criteria to assess ILS success globally. This research contributes to studies that seek to assess the success of library automation in academic libraries in Ghana and also contribute to the development of potentially suitable success assessment criteria, which may be of value to both researchers and practitioners. A voice interface for VTLS

The objective of this study was to develop a voice interface for the on-line catalog of VTLS. Three major components of the system, namely, voice recognition system, text-to-speech synthesizer, and screen review program, were identified. These components were selected after a comparative study of several commercially available systems. Once the components were selected they were integrated to form a complete voice recognition and synthesis system. Using this system, a voice interface was realized to suit the operations of VTLS. A telephone interface for the system was investigated and recommendations were made for future research. / Master of Science
