Integrated development planning as a poverty reduction strategy in the King Sabata Dalindyebo Municipality, Eastern Cape ProvinceSikrweqe, Ndanduluko Patrick 24 October 2013 (has links)
There is consensus that the majority of South African citizens, as a result of being unable to participate in local economic activities, are poor and it is increasingly difficult to bridge the divide between the rich and the poor. Apart from being a challenge for the South African government, poverty reduction is a challenge to most African countries as well. Though there are interventions by international development agencies to assist African countries reduce poverty, such efforts are derailed by, amongst other factors, lack of resources to provide for the multiple needs of the poor in countries. Poverty is a dynamic and multidimensional phenomenon that needs to be clearly measured to allow governments to design appropriate measures to reduce it. In South Africa the prevalence of poverty is associated with the legacy of apartheid and amongst other initiatives, the Integrated Development Planning (IDP) approach, is seen as a distinctive local government initiative to help municipalities in reducing poverty. Municipalities, through this initiative are central to development planning.
This study used a quantitative research method consisting of both the survey questionnaire and semi-structured interviews, respectively targeting households’ heads in the broader community of the KSD and directors of departments in the KSD municipality. From the findings of this study, King Sabata Dalindyebo Municipality's IDP contributes towards achieving the goals of poverty reduction. Like in most municipalities, the KSD municipality started implementing the IDP in 2000. Though the municipality has made a significant progress in the provision of services, it still is faced with many challenges such as an insufficient IDP consultation process, poorly maintained infrastructure, budget constraints, poor coordination of activities between municipal departments and lack of monitoring and evaluation. / Public Administration & Management / M.A. (Public Administration)

The study aims to evaluate the Entrepreneurial Seed Fund Programme (ESFP) of the Cape Winelands District Municipality (CWDM). This Programme aims to provide seed funding to emerging and established businesses in order to start and/or grow their businesses. The Programme provides funding through a grant-in-kind by procuring the goods and equipment that the business needs. The businesses qualifying for the funding are not solely focusing on profit-making; they are addressing social issues through business activities in their communities. The population of the study includes five successful and unsuccessful beneficiaries and a questionnaire was designed in order to determine the contributing factors to the success or failure of the business and if the objectives of the Programme was realised. In conclusion, the ESFP can be regarded as a sustainable programme which contributed to job creation and social upliftment. 在全球化趨勢下,地方競爭將取代國家的競爭,地方是國家能否與全球競爭之關鍵,提高地方的競爭優勢與發展地方經濟是各國政府努力的目標。財政制度對長期地方發展扮演重要角色。透過政府間的權限與財源之劃分,一方面可使政府所提供之財貨和勞務適應不同地方人民偏好之制度效率目標,進而使所得成長;另方面可維持全國一致性和地方間的發展平衡,避免各地方所得分配過度懸殊的公平目標。良好的財政制度必須能提升各政府部門自我負責性及經濟效率,促進地方所得成長卻不會傷害地方間均衡發展之公平目標。本文以單根檢定法分析發現民國72年至93年間我國政府部門財政制度變遷,以及民國88年以後財政收支劃分法修正後財政制度調整,的確使政府間財政資源分配更趨向公平,但多個地方政府間財政自主程度並未提升且差異大。又透過民國79年至93年23個直轄市與縣市地方政府長期追蹤資料,分析發現我國財政制度在地方發展上扮演非常重要角色。財政分權制度與地方政府財政收支制度的確對各地方所得成長率與地方所得分配有顯著影響效果。但地方政府財政收支制度無法發揮效率,對地方發展有不利影響。88年財政制度調整後地方財政制度對地方發展之不利影響並未有所改善。本文根據研究結果提出制度建議,以作為未來制定地方財政制度與地方發展政策之參考。 / Local governments faced severe fiscal imbalance problems for a long time, caused in part by long-term structural imbalances between their spending and revenue requirements. May be financial structural has positive consequences on local economic development. The article examines the relationship between the fiscal structure of local government and local economic development. Although most prior empirical studies present inconsistent findings about the effects of local taxing and spending policies, but more empirical works conclude that local income growth relates negatively to tax increases if the revenue finances income redistribution, but not if the revenue finances public services. The study examines these issues with more recent panel data of Taiwan and with more careful attention the effects of fiscal decentralization. We conclude that local economic development relates negatively to local tax increases if the revenue finances local public service . Local Financial structural and fiscal decentralization have negative consequences on local economic development.

An analysis of the benefits of the growth in tourism to the local communities in the Panorama region, Mpumalanga ProvinceMonakhisi, Ngwako Philemon 29 February 2008 (has links)
In recent decades tourism has asserted its importance as the biggest employer
and foreign exchange earner in both the developing and developed countries.
Consequently, there has been increasing attention to tourism development as a
strategy to stimulate economic growth, local economic development and poverty
alleviation, especially in the developing countries. This study was undertaken
with the objective of determining the direct benefits of the growth in tourism to
the local communities in the vicinity of protected areas in South Africa's
Mpumalanga Province.
The tourism sector is strategically located within the economic mainstream as it
links easily with other sectors of the economy such as agriculture, hospitality,
transport and entertainment. It has added advantages, including the fact that the
tourist product is consumed at the destination. This offers local communities
opportunities in job creation, skills development, economic empowerment and
social development.
The study found that meaningful involvement of local communities in the
tourism industry through ownership of tourism-related enterprises was almost
non-existent. There were no meaningful linkages between the industry and the
local communities other than the communities' supply of unskilled labour.
There were also no programmes aimed at harnessing the phenomenal growth in
South Africa's tourism for the economic empowerment of local communities.
The economic empowerment of local communities need not be achieved through
the ownership of tourism-related enterprises only, but may also include
shareholding, outsourcing, affirmative procurement and social responsibility
programmes by the industry.The continued marginalisation of the local communities by the tourism industry
was attributed to unsatisfactory progress with the industry's transformation.
The launch of the Tourism Black Economic Empowerment Charter and Scorecard
in 2005 provided impetus for the transformation of South Africa's tourism
industry. However, more work still needs to be done in the identified areas of
ownership and control of tourism-related businesses, distribution of tourism
benefits and the development of tourism-related skills and entrepreneurial
culture in local communities.
The role of the private sector in stimulating community involvement in tourism
is particularly important. The private sector is singled out because of government
policy that tourism development would be regulated by government and be
private-sector driven. Furthermore, the private sector has the capacity and the
resources to mobilise, not only to improve the attractiveness and marketing of a
destination and the overall management of the tourism industry, but also to

Mission in an African city: discovering the township church as an asset towards local economic development in TshwaneMangayi, Lukwikilu 09 1900 (has links)
This multidisciplinary, applied study investigated whether the township church can be repositioned or re-discovered as an asset, which could be used to form strong community
structures in local communities and in turn be the foundation for community development
and Local Economic Development (LED) for Tshwane (specifically Soshanguve and
Hammanskraal (S&H)). The concept of oikos is of central importance in the understanding of
the ecological dimension of mission in relation to LED and was used in this thesis defined as
oikomissiology which has a Christological basis and broadens the scope of mission by reinterpreting missio Dei and various socio-theological themes in order to realise the vision of
collective wellbeing or shalom). Oikomissiology provided a framework / worldview for
analysis, description, reflection and planning for action which releases the world, economics,
the church and conventional Christian theology / missiology from the traps of anthropocentrism. A narrative approach enabled the “uncovering” of the voices of grassroots
communities, giving grassroots participants (i.e. local church ministry representatives)
freedom to tell their stories and share their experiences as far as LED is concerned, such
that major economic concepts were spoken of in these stories in laymen’s language. The
narratives were supplemented by interviews with experienced practitioners and church
leaders, which resulted in gaining richer perspectives on LED and on how township
congregations that participated in this research are attempting to respond to current
socioeconomic crises in Tshwane (S & H). A literature study and a study of the physical
space were performed in dialogue with narratives and interview findings. The findings of this
applied study established that the township church, in relation to other community
organisations and structures, is an asset that could play a number of vital roles towards
