Abstract From 1992, the economy of Mainland China grew up faster, and the supply of stainless steel fell serious short of demand, the sample company will plan to produce at 2005 in China. Our research focuses on their marketing strategy in China, and bases on the research result. We conclude as below: 1. The advantage of culture different ¡@¡@The interaction between Taiwan and Mainland China is very frequently, no matter in commerce activities, political and so on. Related to other foreign companies, the Taiwanese companies get more advantage in culture parts, like same language, living situation and also avoid the culture shake, so, the Taiwanese companies could get more information than the foreign companies. But the companies still pay attention to deal with the localization. 2. The better managerial abilities Related to local companies, the Taiwanese companies have a complete managerial system, for a new comer, it will help company to gain more performance, but the Taiwanese companies still need to keep the organization flexible to hold the competitive advantage. 3. Quality control Related to local company, the Taiwanese companies have perfect manufacture procedure, for a new comer, it will help company to gain best quality, but the Taiwanese companies still need to develop new products continually, to hold the competitive advantage. 4. Product price setting flexible When company sets price in China market, the price setting system should let the customers feel they had been treated fairly and reasonably, when the companies use quantity discount, allowance, payment term system, flexible price will make the customers feel more valuable. 5. Effective in promotion activities When companies hold promotion activities, the salesman should notice the customer¡¦s feeling, they play an important role in face to face presentation, and they have to pass the knowledge and information to customers, the technical personnel and agent also can co-operate the promotion, in charge of new market development and enhance the interaction between the customers and companies. Abstract The fishery labor force is one of the essential productivity also it is the most influence on the whole development in fishery. Because the foreign fishermen join the production line in Taiwan, and it generates two effects on here. The positive effect is to balance the human resource of labor force market here in Taiwan, on the other hand, the negative effect will cause some public security problems for our society and industrial structure on this field of fishery. To manage effectively and to make use of it are two incentives for the this author to do this research, and to achieve the following purposes in this study: 1. Analyzing the causes of fishermen employed abroad currently by doing this research, we will know more the supply and demand of fishermen and may arise some related problems. 2. In this study, we can realize the status of employing mainland Chinese and foreign fishermen in the Port of Kaohsiung Area, and also discuss the extended problems and influences. 3. Discussing the laws of immigration about fishermen employed abroad, and then offering the appropriate strategies for each question. The study is to discuss fishermen employed abroad in the Port of Kaohsiung Area through connecting¡uResearch method of literature analysis¡vand ¡uResearch method of interview¡v. The questions related are found as follows: I. Based on the changeover of fishery, the willing of our citizens is not high to engage I fishery, therefore we employ foreign fishermen to supply the lack of labor force. Owing to rely on it overly, the complement labor force and it results in the influence of developing fishery itself. II. Due to the characters of fishery and cross-strait relation between Taiwan and mainland, the employment of foreign fishermen is belong to Council of Labor Affairs and Council of Agriculture, therefore, it is not easy to postpone the working time by each own norm. III. Since there are not clear regulations for the placement and management when foreign and mainland fishermen arrives in the Port of Kaohsiung, then it causes the manageable problems. According to the result of ¡uThe Efficiency Study of Fishermen Abroad Employment in the Port of Kaohsiung Area¡v, the government has been trying to amend the laws related timely and there is still no answerable ways to deal with the problems appropriately. The following suggestions as follows: 1. Making an initial draft to alternative domestic labors and hopefully to solve the questions on the demands and developments of labors. 2. Avoiding overly relies on the complement labor force that it is necessary to make the entire norms and regulations of employment. 3. Lately we should focus on the controlling and placement of foreign labors that it prevents causing public security problems. What kinds of business environmental problems do Taiwan small and medium-sized enterprises that invested in Mainland China have faced? On the other hand, what kinds of factors influence the enterprises management in China¡¦s business environment? How do Taiwan small and medium-sized enterprises cope with business environmental problems in mainland China? In the past, many studies were mainly to investigate problems of the business environment in mainland China by the way of questionnaire which can only realize where the problem have existed, however, it is hard to understand the environmental states which impact on Taiwan enterprises clearly. Because of special culture and social background in China, a lot of problems interlock and coincide with each other, which can not solve the problem in a systematic way. Furthermore, the way of Taiwan small and medium-sized enterprises cope with the business environment in mainland China is related to the role of the owners and how long the owners stay in mainland China. In order to understand how the owners of small and medium-sized enterprises cope with the business environment in mainland China. This study has adapted case study method, a way of qualitative research to collect and analyze data. The propositions are as follows¡G Proposition 1: The basic influence of the business environment in mainland China on Taiwan small and medium-sized enterprises is unable to estimate a cost; therefore, it is difficult for the Taiwan enterprise to finance in mainland China, and cause the enterprise unable to plan its future development. Proposition 2: The owners of Taiwan enterprises are often limited to the experience of life and the way of management in the past, this phenomenon causes the misunderstanding of business environment in mainland China. Proposition 3: In mainland China, a lot of problems interlock and coincide with each other, Taiwan small and medium-sized enterprises can not solve the problem in a systematic way. Proposition 4: The role of the owners of Taiwan small and medium-sized enterprises is the person who solves problems; so it needs to depend on those owners to solve any problems of the business environment in mainland China. Proposition 5: The owners of enterprises must spend whole time and energy on the business, in order to cope with business environmental problems in mainland China. Proposition 6: If the owners of Taiwan small and medium-sized enterprises want to overcome environmental impact in mainland China, they need to keep establishing trusting Guanxi with stakeholders.

The Cross-Strait between Taiwan Area and Mainland Area has been ruled separately for over five decades since 1949 after losing the Chinese mainland as a result of the Chinese Civil War (1947), the ROC government under the Kuomingtang (KMT) relocated to Taiwan. After long time of separated ruling of Cross-Strait, there are major differences in political system, government decision, legal system and style of social society. And also the end of martial law was declared by the government in July 15 of 1987. In the same year of November 2, it was also allowed visits to relatives on the mainland. In 1992, the government allowed Chinese spouses to settle down in Taiwan. And Taiwan has implemented the enforcement rules for the Act Governing relations between peoples of the Taiwan area and the Mainland area and its articles which will be the legal base among the people of Taiwan and mainland China for their social interactions. Prior to Taiwan government allowing its nationals to travel to China, people of China area have been smuggling to Taiwan to work and prostitute for a long time. Early, people of China area who smuggled to Taiwan working and prostitution were arranged by ¡§snakeheads¡¨ or people smugglers, using the fishing boats by sea route to enter Taiwan, then prostituted agency or middle man will control and arrange them to do work and prostitute. Because of the high risk that is involved in smuggling, Chinese nationals seem to favor other means of entering the country. Since the government opened private exchanges between the two sides of Taiwan Strait, based on the ¡§Regulations for Permitting the Spouse Residency; Long Duration of Stay, and Permanent Residence of Mainland People in the Taiwan Area¡¨, the spouse who is from Mainland Area applying for family reunion or family visit is quite easy to get a permit, that provides a great opportunity for the snakeheads. The snakeheads and people smugglers are using the legal reason to help the People of Mainland Area entering Taiwan Area illegally. It also creates corrupted police problems and affects seriously on the public security and safety of the Country. This study aims to discuss how to prevent and regulate Chinese citizens trying to enter Taiwan with fake marriage.The research approach of the study is while Chinese citizen of faked marriage in Taiwan, Chinese female who has disregarding the regulations of the relations of Cross-Strait and performing or working the non-permitted criminal activities. Using the police agency prevent and regulate the Chinese citizens of faked marriage to come to Taiwan as an issue boundary. The research purpose: Reviewing since 1990 the Cross-Strait marriage has begun, under established the legal system of the governing law and governing structures, the current situation of prevention and regulation of legal system for the problem of faked marriage of Chinese citizens, truly understating the practical structure of prevention and regulation system. Making sure we have fully understood the current situation of prevention and regulation system and concerning the thoughts of governing management and those directly involved party to discover the existed issues of related legal structures, andmaking legislation to regulate and solve the problems of Chinese citizens getting faked marriage to enter to Taiwan. Also using the structure of the Governing law with 5 major points¡V Theory, Organization, Authority, Relief and Supervisor, we expect to establish a completed legal system of prevention and regulation focusing on ¡§People of Mainland Area fake-marriage to enter to Taiwan problem¡¨.
