Принятие оптимального управленческого решения является одним из самых сложных обязанностей руководителей предприятия, поскольку с ростом неопределенности и количества независимых переменных решаемой проблемы, решения становятся более сложными, что требует надежных методов, помогающих менеджерам сделать более разумный выбор среди альтернативных вариантов действий. Целью магистерской диссертации является разработка теоретических и методических подходов к повышению эффективности процессов принятия управленческих решений на основе математических и статистических методов. В работе рассматривается важность использования математических и статистических методов как информационно-аналитической основы выбора и принятия оптимального решения. В качестве источников использовалась научно-исследовательская и методическая литература, и финансовая отчетность организаций в открытом доступе. В магистерской диссертации был предложен алгоритм принятия управленческих решений на промышленных предприятиях, предполагающий использование разработанного автором алгоритма принятия управленческих решений, основным элементом которого является использование математических и статистических методов как информационно-аналитической основы выбора и принятия оптимального решения, что позволяет повысить эффективность процесса принятия управленческих решений на промышленных предприятиях. / Making an optimal management decision is one of the most difficult responsibilities of enterprise managers, because with the growth of uncertainty and the number of independent variables of the problem being solved, decisions become more complex, which requires reliable methods that help managers make more reasonable choices among alternative options for action. The aim of the master's thesis is to develop theoretical and methodological approaches to improving the efficiency of management decision-making processes based on mathematical and statistical methods. The paper considers the importance of using mathematical and statistical methods as an information and analytical basis for choosing and making an optimal decision. Research and methodological literature and publicly available financial statements of organizations were used as sources. In the master's thesis, an algorithm for management decision-making at industrial enterprises was proposed, involving the use of an algorithm for management decision-making developed by the author, the main element of which is the use of mathematical and statistical methods as an information and analytical basis for choosing and making an optimal decision, which makes it possible to increase the efficiency of the management decision-making process at industrial plants.

The purpose of Oregon's Nearshore Research Inventory (NRI) project was to inventory and map the current and future use of Oregon's nearshore environment by the scientific research community for use in Oregon's marine spatial planning process. Spatial and qualitative data on the use of Oregon's ocean and coast by the scientific research community was collected using ethnographic research methods, including the geographic distribution of research, the people who are conducting scientific research, timeline for scientific research, and more. Through the NRI project, Oregon's Territorial Sea amendment process became the first marine spatial planning process in the world, other than through ocean zoning (e.g. Australia's Great Barrier Reef and China), to comprehensively recognize the scientific community as a stakeholder. This thesis contains the methods used to create the NRI database, interview the scientific community, and includes future recommendations for managers and the scientific community based on the results of the NRI. As new uses, such as wave energy extraction, get proposed along coastlines and in the ocean, marine spatial planning (MSP) can be a tool to reduce conflict and find compatible uses of ocean and coastal space. Sound science needs to be used to understand social, ecological, and economic components to ocean and coastal resources and make tradeoff decisions about ocean and coastal space use in the MSP process. The results of the NRI project demonstrate the need to recognize that the scientific research community as a stakeholder in the MSP process. Their use of ocean and coastal space helps provide the sound scientific information that is needed to make ecosystem-based management decisions. Interruptions in long-term scientific research and monitoring could limit the availability of scientific information for use in future management decisions. There are also other values to comprehensively inventorying use of the ocean and coast by the scientific community. Spatial data about where people conduct scientific research provides information for potential collaboration amongst the scientific community and between scientists and non-scientists. It also identifies data gaps, which can then be filled to help have a more comprehensive understanding of ocean and coastal issues. The NRI can act as a template for other states to include the scientific community as a stakeholder in a MSP process, and as a template for a regional inventory of scientific research which can be useful for ecosystem based approaches to management. Overall, there should be value placed on sound scientific information for management decisions and the scientific community as a stakeholder in the marine spatial planning process, as demonstrated through the NRI. / Graduation date: 2013

The foreign economic activity of enterprises producing precious metals, in fact, determines their economic and social development. The company must organize its foreign economic activity in such a way as to ensure maximum income, as well as choose the most optimal solution for maintaining the effectiveness of foreign economic activity. In the first chapter, the conceptual framework and the interpretation of the basic essential categories of foreign economic activity. FEA is a commercial activity of business entities related to their participation in international economic relations. The analysis of foreign economic activity in the second chapter led to the conclusion that, in general, there is a negative downward trend in revenues from the export of goods, while the level of transportation costs increases. Revenue growth can be achieved both by reducing transportation costs and by reducing management costs. So, increasing the efficiency of foreign economic activity of JSC “EZ OCM” can be achieved by introducing outsourcing of all logistics. The paper proposes an algorithm for improving the foreign economic activity of an enterprise, based on a factor analysis of sales profitability, differing by the influence of the external market, which allows to increase the effectiveness of management decisions and foreign economic activity in general. / Внешнеэкономическая деятельность предприятий по производству драгоценных металлов, фактически, определяет их экономическое и социальное развитие. Предприятие должно организовывать свою внешнеэкономическую деятельность таким образом, чтобы обеспечить получение максимального дохода, а так же выбрать наиболее оптимальное решение поддержания эффективности ВЭД. В первой главе рассмотрены понятийные основы и толкование базовых сущностных категорий внешнеэкономической деятельности. ВЭД – это деятельность, связанная с их участием в международных экономических отношениях. Анализ внешнеэкономической деятельности во второй главе позволил сделать вывод о том, что в целом наблюдается отрицательная тенденция снижения доходов от экспорта товаров, при этом возрастает уровень транспортных расходов. Рост выручки может быть обеспечен как за счет снижения затрат на транспортировку, так и за счет снижения управленческих затрат. Итак, повышение эффективности внешнеэкономической деятельности АО «ЕЗ ОЦМ» может быть достигнуто введением аутсорсинга всей логистики. В работе предложен алгоритм совершенствования внешнеэкономической деятельности предприятия, базирующийся на факторном анализе рентабельности продаж, отличающийся учетом влияния внешнего рынка, позволяющий повысить эффективность принимаемых управленческих решений и внешнеэкономической деятельности в целом.

The perception of this program by some of its beneficiaries shows that the program faces some management problems. Therefore, the objective here is to take the student of Public Administration (undergraduate or graduate level) to make management decisions to address these issues after analyzing and evaluating them. It aims at making students rethink the implementation of the policy from the point of view of its protagonists, who also need to anticipate potential problems in order to solve them either before or pari passu with the implementation process. In other words, the case intends to train managers in the process of implementation, by working on correction of ways the students perceive in the initiative that is implemented. / Este caso para ensino enfoca o estágio de implementação de uma política pública de internacionalização do ensino superior no Brasil por meio do programa Ciência sem Fronteiras. A percepção desse programa por parte de alguns de seus beneficiários mostra que o programa enfrenta alguns problemas de gestão. Por conseguinte, o objetivo deste caso é levar o aluno de Administração Pública (de graduação ou de pós-graduação) a tomar decisões gerenciais para solucionar esses problemas após a análise e a avaliação deles. O caso visa a levar os estudantes a pensar a implementação da política pública do ponto de vista de seus protagonistas, isto é, dentro da visão de que os formuladores precisam também antecipar-se a potenciais problemas e corrigi-los, se não antes da implementação, pari passu com ela. Quer isso dizer que pretende atuar na formação de gestores do processo de implementação, instrumentalizando a correção de rumos mediante a captura das impressões dos alunos, na medida em que a iniciativa é implementada.

This work deals with Multi-Criteria Analysis which represents an effective tool for solving complex decision-making situations. This paper describes the various methods of multi-criteria evaluation. One of the chapters also focuses on the software support. The main objective of this document is to demonstrate how to apply Multi-Criteria Analysis in real life. The practical part of this study refers to the structural policy and deals with the evaluation of regions of the Czech Republic after its entry into the European Union. The study mainly concentrates on the detailed analysis of South Bohemia region.

<p dir="ltr">Precision agriculture has been around for many, many years but as technology has rapidly grown with the population, farmers are looking for more ways to improve their operation with the help of these tools. These tools help farmers manage, understand, and decide when, how and what should be done regarding the tough decisions in the field based on their machinery statues. The tools that utilize GPS location and provide farm managers with useful information and feedback on large scales of value in the Harvesting and planting operation. With previous works done focusing on identify state machine activity utilizing GPS location data with the use of loggers and algorithms this study carries on from one field to the next identifying the truth data set for each and the accuracy of the algorithm. The goal is to add a more realistic view to the states identifying turning and transporting throughout the harvesting operation in truth data and from algorithm results. Also diving into truck activity with lower standard GPS tracking to see how accurately they can be predicted to complete the harvesting cycle from vehicle to vehicle. Overall, the combine and grain cart held at 88% accuracy for labeling all state activity during the harvesting operation for multiple fields, while for the model algorithm with the grain trucks having an overall accuracy of 94%.</p>
