Os papéis dos executivos em empresas orientadas a projetos / Managerial roles in project-oriented businesses

Os projetos são implantados cada vez mais nas organizações, seja para melhorias de produtos, processos e serviços, seja como fonte de receitas. Esta tese tem o objetivo principal de identificar os papéis do executivo em empresa cuja alocação e captação de recursos está no desenvolvimento e comercialização de projetos, as denominadas empresas orientadas a projetos. Esse modelo de negócios apresenta particularidades quanto a estrutura, estratégia e gerenciamento dos projetos. Gerenciar as empresas cujo modelo de negócio é a produção de projetos faz com que o gestor desempenhe papéis direcionados à condução, controle e entrega de valor aos clientes. Aos executivos cabem as tarefas de gerenciar pessoas, buscar informações de dentro e de fora da empresa e tomar decisões quanto aos projetos a serem executados e recursos disponíveis. Esta tese baseia-se nos estudos sobre a natureza do trabalho do executivo de Mintzberg, publicado em 1973 e revisado em 2010, com a análise das atividades gerenciais observadas em papéis interpessoais, informacionais, decisionais e competências gerenciais. A pesquisa de caráter quantitativo, realizada por meio de questionário estruturado com a aplicação de e-survey, traça o perfil do executivo com base em papéis e competências gerenciais nas empresas orientadas a projetos. Os executivos que fizeram parte da pesquisa são de empresas dos setores de construção civil, tecnologia da informação (hardware e software), agência de publicidade, consultoria, petróleo, financeiro, transporte e auditoria. As conclusões, com o tratamento dos dados utilizando a análise fatorial exploratória para validação do instrumento de pesquisa e a estatística descritiva para os dados coletados demonstram que os papéis decisionais, têm maior média em comparação com os demais papéis do gestor, e principalmente como Alocador de Recursos nas ações voltadas à melhoria do fluxo de trabalho e a gestão de projetos por meio de delegação e supervisão das atividades desenvolvidas. Nos papéis informacionais prevalecem as tarefas relacionadas ao Monitor como responsável pelo recebimento de informações de dentro e de fora da empresa e nos papéis interpessoais ressaltam-se as atividades de Contato desempenhadas pelo executivo como representante da empresa. Em relação às competências são percebidas com maior presença as Decisionais nas ações de tomada de decisões e gerenciamento das mudanças no ambiente organizacional. / Projects are increasingly deployed in organizations, whether for product enhancements, processes and services, either as a source of revenue. This thesis has the primary objective of identifying the roles of the executive in the company whose allocation and fundraising is on the development and commercialization of projects, so-called project-oriented businesses. This business model has peculiarities as the structure, strategy and project management. Manage companies whose business model is to produce projects makes the manager play roles aimed at driving, controlling, and delivering value to customers. Executives fit the tasks of managing people, seek information from inside and outside the company and make decisions regarding the projects to be executed and available resources. This thesis is based on studies on the nature of the work of Mintzberg executive, published in 1973 and revised in 2010, with the analysis of management activities observed in interpersonal, informational, decisional roles and managerial competences. A quantitative research study, conducted through a questionnaire structured with the application of e-survey, traces the profile of the executive based on roles and managerial skills in business-oriented projects. Executives who took part in the survey are companies of civil construction, information technology (hardware and software), advertising agency, consulting, oil, finance, transport and auditing. The findings, to the processing of data using exploratory factor analysis to validate the survey instrument and the descriptive statistics for the data collected show that the decisional roles, have higher average compared with the other roles of manager, especially as Resource Allocator on actions to improve workflow and project management through delegation and supervision of activities. The informational roles prevail tasks related to the Monitor as responsible for receiving information from inside and outside the company and interpersonal roles we emphasize the Liaison activities performed by the executive as a representative of the company. With regard to decision-making competences are perceived with greater presence in taking actions and management decisions of changes in the organizational environment

The master's thesis focuses on project management. The basic terms of project management, the lifecycle of a project and project stakeholders are decribed in the theoretical part of the thesis. The EVM method and survey are characterized in the methodological part of the thesis. Afterwards Komerční banka, a.s. and its project management practice are presented. The essential part of the thesis consists of the analysis of a selected project and a survey in Komerční banka, a.s. The final part of the thesis presents recommended measures resulting from the analysis.

A framework for improving pre-project planning

In recent yerars there has been a general concern over the performance of the UK construction industry. This has been reflected in the reports of Latham (1994) and Egan (1998) stating that the UK is still suffering from underachievements and low productivity. Clients critisise the industry for not always achieving what they need and the majortiy of them are not satisfied with the quality of the construction industry. Many of the problems encountered in the design and construction phases orginate from from the pre-project planning phase. The main problems are frequently attributed to poor planning and poor identification of client needs which act as contributory factors to poor project performance. These problems have led to the need for a change in the construction industry by focusing on the roots of the problems attributed to poor performance. One approach that could help to improve construction performance is to pay more attention to the pre-project planning phase since major decisions concerning the project are made during this phase. The main aim of the research is to develop a framework for improving pre-project planning to enable construction clients overcome the problems that they encounter with other project participants. Such a framework would assisst construction clients to identify and communicate their needs more clearly to other stake holders. The framework provides a comprehensive tool to help solve problems that occur during pre-project planning with respect to project objectives and goals of the construction project to enable performance to be measured and improved. This thesis presents a framework for improving pre-project planning of construction projects. The methodology adopted to conduct the research involved a comprehensive literature review. Critical pre-project planning functions have been presented and tested through the questionnaire survey and case interviews to determine how clients perform pre-project planning

Exploring strategy translation in projects

Many management studies report poor implementation of organisational strategy into practice (Yukl and Lepsinger, 2007; Li et al., 2008) and the absence within the literature of the question of how to translate strategy into effective practice provides the encouragement for this study. There are suggestions that by adopting a project management approach, organisations can better implement their overall strategies, meaning that what they do is properly and totally aligned with their goals (Pellegrinelli and Bowman, 1994). However, recent studies have concluded that project management makes little contribution to the achievement of organisational objectives, and possibly causes failure in this respect (Young and Grant, 2014). That said, Young and Grant (2014) have not provided any detailed information on the reason for such failure. At the same time, some management studies have revealed a number of challenges that confront organisations when approaching strategy implementation. Given these observations, this study aims to explore how organisations in Saudi Arabia are practising project management. It does so by adopting a qualitative method, involving thirty (30) face-to-face semi-structured and unstructured interviews undertaken in two phases with five organisations from the banking, property development, and higher education sectors. Two exploratory case studies (IT and Construction) were used to investigate the translation challenges in respect of strategy and project management implementation. From these, the study has identified a number of challenges confronting the participating organisations, and shows these challenges to be inter-related. Furthermore, it arrives at an understanding of why these challenges arise by investigating how the practice has been translated in these organisations. The tools and materials which resulted as objects from the translation are used to establish common knowledge, but are insufficient to create a clear view of the strategy within the participating organisations. Three main challengers related directly to the translation of project management practice emerged, namely: change, individual influences, and the role of the objects. The study makes several recommendations to improve the translation concept so that strategy implementation and overall project management practice can be enhanced. Additionally, it makes recommendations for further research to continue the efforts in this field of enquiry.
