Environmentální migrace a právní instrumenty jejího předcházení v České republice / Environmental migration and legal instruments of its prevention in the Czech Republic

The thesis deals with the issue of environmental migration and with possible legal instruments of its prevention in the Czech Republic. Based on an analysis of the extent of the issue, it identifies three areas of environmental migration causes that are relevant in the conditions of the Czech Republic: (1) climate change and its impacts, (2) implementation of development projects, and (3) industrial accidents and pollution. It analyses and evaluates important legal instruments of prevention and protection of the inhabitants in these areas. In particular, climate protection, adaptation to climate change impacts (floods and droughts), protection against excessive resettlement due to development projects (mining, water reservoirs and building of roads), protection against industrial accidents and air protection are assessed. In conclusion, the findings are summarized and the most important legal deficiencies are formulated, eventually some modifications de lege ferenda are proposed.

Tématem diplomové práce je mezinárodní pracovní migrace Slováků na českém trhu práce. Míra ekonomické aktivity v České republice klesá, čeští specialisté opouštějí zemi a nepříznivě se vyvíjejí také hlavní demografické ukazatele. Migrace slovenské pracovní síly by mohla alespoň částečně řešit tento problém. Tato práce se zabývá historickým vývojem českého a slovenského trhu práce. Další část této práce analyzuje legislativní, ekonomické a demografické postavení Slováků žijících a pracujících na území ČR. S ohledem na makroekonomický vývoj České republiky je v poslední části naznačen také předpokládaný vývoj mezinárodní pracovní migrace ze Slovenska.

The goal of this diploma thesis is to describe the tendency of European Union migration. First of all, I define the basic concepts relating to migration and the legislation. I focus on economic, political, social and demographic consequences of the spatial distribution of population. In these consequences, I concern with the impacts on economic variables in different countries of European Union. I will try to explain the impact of migration, advantages or disadvantages and possible solution of this issue. Finally, I refer to the issue of migration in terms of political and economic interest of migrants, such as economic instability and change of living standards, rapid demographic growth, war, religious and ethnic conflicts and environmental degradation.

Since the beginning of the 1990s, Europe has been confronted with an increase of irregular migration in connexion to the collapse of the communist regimes. Today, it is estimated that there are from about 2 to 4 million irregular migrants living in the European Union. Most of them take part in local informal economies. Besides traditional immigration countries of Western Europe, the southern European countries have also become a destination region of irregular migration. Recently though, the same can be said about some post- communist European countries, namely Czechia. The dissertation focuses on irregular migration in Czechia. More specifically, it deals with irregularly working migrants in the period preceding the global economic crisis. As there is insufficient level of knowledge of the phenomenon in Czechia, the dissertation delivers empirical material regarding forms and reasons of irregular migration and structure, volume and strategies of irregularly working migrants. These characteristics are framed within the European context. Moreover, from the terminological point of view, the dissertation tries to bypass the limitations of the Czech literature and presents own terminology of the given processes and their actors. The Czech Republic is one of the most attractive European destinations for Ukrainian labor migrants. In 2012, there were 114 481 Ukrainian persons there and thus Ukrainian community in the Czech Republic is one of the largest in Europe, even though after the economic crisis around 30 000 Ukrainians left the county. Therefore, I will examine in this thesis, why is the Czech Republic so tempting for Ukrainian labor migrants. In other words, I will focus on main pull factors, which motivate Ukrainians to come to the Czech Republic. Because the majority of Ukrainian migrants are labor migrants, I will pay special attention to so-called ?client system?, a special system involved in organizing employment, accommodation and documents for Ukrainian labor migrants. I will discuss why the ?client system? was established in the Czech Republic and why Ukrainian labor migrants use its services to such an extent.

The diploma thesis deals with migration of human population in the Czech Republic, with a focus on position of the capital city of Prague in the process. The thesis concerns on migration trends among regions of the Czech Republic, and deals with the process of suburbanization within the specific relationship between Prague and districts of the Central Bohemian Region. The subject of my diploma is also internal and external migration of foreigners as a more significant phenomenon in czech society, with the emphasis on Prague as well. The thesis includes evaluation of the basic structural characteristics of inmigrants and outmigrants (migration by age, sex, educational attainment) and also examination of reasons of migration in the area and its consequences with expectations about future trends. There are common used, relative indicators of migration in the thesis. The analysis was carried out in 1994--2007, in some cases in shorter period.
