"A Nation On the Move" : A Discourse Analysis of Namibian Policies for DevelopmentJansson, Elise January 2010 (has links)
This thesis is approaching the concept of development in Namibian plans for development, its Vision 2030 and Third National Development Plan. The aim is to analyse discourses of development in the Namibian political context of planning for development. I have done this through the theoretical and methodological framework of Norman Fairclough’s critical discourse analysis, CDA. I have identified four contrasting and complementing discourses in the way that the documents talk about development. Two of them, discourse of tradition and discourse of modernity, are connected to meanings of development. The two others, a social equity and justice discourse and a neo-liberal market discourse, are connected to structures of development, which shape how the documents vision development to happen. I have seen that there is a struggle between the discourses in the way they are described as both complementing and conflicting.

After the Cold war, the economic and political cooperations between the regions has gradually replaced the relations between individual countries. European Union and ASEAN are the two regional orginazations in Eurasia which interacte and cooperate through these three organizations: Asia-Europe Meeting, ASEAN Regional Forum, and EU-ASEAN Ministerial Meetings. This thesis is based on neo-functionalism to analyze the cooperation between EU and ASEAN, and study the process of the ramification effects on the sectors of natural resources of EU and ASEAN, and the possible ¡§spill-over¡¨ effect to political and security cooperations. The result of this thesis could be provided as the suggessions for the government of Taiwan making decisions on the foreign policy.

In the process of cooperation in the East Asia, the relationship between economic cooperation and security regime is complementary, which could solve the North Korea's nuclear problem.
The process and frame of the relationship between economic cooperation and security regime in the East Asia, will be analyzed in this thesis for offering the government¡¦s decision-making about the possibility of Taiwan¡¦s engagement in the regional cooperation in East Asia.

Abstract
Whether the public affairs are executed by central or local government in Taiwan is based on the constitution, law and orders. The clauses of constitution were derived from the ¡§Principle of proper separation of competence¡¨, asserted first by Dr. Sun Yet-sen. From these clauses local and central governments in Taiwan should deal with different things which are properly divided according to their nature. But those clauses were not executed because of the unpredicted failure in mainland. For the reasons to initiate and regulate the local-self government institution, many acts and decrees had enacted after 1949, which gradually twisted the meaning of previous clauses that are ought to be obeyed. Besides, the increasing chaos happened recently about the struggle of expenditure in local and central authorities, showed the problems as the result of deviation.
This thesis elaborates on the articles of institution which combines the clauses in the constitution and the ultimate aim of local self-government, includes democracy, separation of power in vertical level, and how the local governments are protected by law. This thesis also describes and analyses the whole juristic construction in separating local and central affairs, and, with a new-institutionalist approach, tries to find the key factors which make this institution evolved, changed and disobeyed the principles which they should be fulfilled. With these factors, this thesis finds that the deviation of the institution which is ought to be fulfilled is evolved by the ¡§path¡¨, the way it changed the previous aim or purpose. Consequently, once the ¡§path¡¨ had formatted, the actors of institution-local governments and central governments, will not obey the constitutional clauses and will keep exercising the deviated system of institution about the separation of central and local affairs.

Studies on the economic interaction between ROC and PRC in case of Garment IndustryChen, Kuo-hui 28 June 2004 (has links)
This study makes an analysis on the modernization process across the Taiwan Straits by taking the garment industry as an example and probes into the background factors of modernization, key points of economic development at different stages, and the non-government exchange as well as economic and trade interaction between both sides of the Straits after Taiwan announced the policy of open-up to allow its citizens to visit their relatives in Mainland China. This article focuses on the analysis of the effects of investments made by the Taiwanese garment businessmen in Mainland China, which promote the transit trade and export of textile materials from Taiwan to Mainland China. After the garment industry of Mainland China becomes prosperous, the production of textile materials is insufficient to meet the demand of the garment industry. Consequently, a huge market is formed to attract the investments of Taiwanese textile industry in China, which not only benefits the textile industry of Taiwan, but also promotes the economic cooperation of both sides of the Taiwan Straits.
It is possible that economic cooperation between Taiwan and Mainland China in manufacturing industries such as garment industry, etc. may ¡§spill-over¡¨ to direct ¡§three-links¡¨ between both sides of the Taiwan Straits. This in turn promotes the division of labor in the garment industry across the Straits and expand the bilateral trade and possible political interaction.

In the Post-Cold War era, the shape of international system has been changing into the ¡§One Super Power with Multiple Powers¡¨ which differs from the ¡§Bipolar System¡¨ in the Cold War era. Due to the new situation, states have to adjust their foreign policies. This thesis, based on theories of Neo-Realism and Neo-Liberalism, is focused on the bilateral foreign relations between PRC and European Union (EU).
The diplomatic relations established between PRC and EC in 1975 and the ¡§EC-China Trade and Cooperation Agreement¡¨ in 1978 did not help to tighten the bilateral relations in the Cold War era. Considering the multi-faced factors such as economy and politics, etc., EU finally realized the importance of the Asia and PRC in the early 1990s. Since 1995, EU had announced six documents regarding its China policy: ¡§A Long Term Policy for China-Europe Relations¡¨ in 1995, ¡§Building a Comprehensive Partnership with China¡¨ in 1998, ¡§Report on the Implementation of the Communication "Building a Comprehensive Partnership with China" COM(1998)181¡¨ in 2000, ¡§EU Strategy towards China: Implementation of the 1998 Communication and Future Steps for a More Effective EU Policy¡¨ in 2001, ¡§Country Strategy Paper 2002-2006¡¨ in 2002, and ¡§A Maturing Partnership - Shared Interests and Challenges in EU-China Relations¡¨ in 2003. EU upgraded PRC to be one of six global strategic partners in 2003. To carry out its China policy, EU appealed to political and human rights dialogues, economic and trade relations, and EU-PRC cooperation.
PRC¡¦s rapid economic growth in the early 1990s attracted EU¡¦s attention. PRC, in pursuit of continuous economic development and enhancement of its international prominence, happily accepted the friendliness expressed by EU. In order to develop good relations with EU, PRC made flexible changes in terms of internal and external policies.
Despite the fact that the PRC-EU relations were significantly improved in the Post-Cold War era such as EU surpassed the US in 2004 as PRC¡¦s greatest trade partner, some disagreements remained in the areas of human rights and economic interaction. Therefore, the common goal and priority of cooperation between PRC and EU was to pursue ¡§economic and trade interests,¡¨ whereas ¡§same bed, different dreams¡¨ continued in universal value and strategic interests because of difference emphases.
Both Neo-Realism and Neo-Liberalism have their limits in interpreting the overall situation between PRC and EU. Kenneth Waltz¡¦s Neo-Realism, stressing the international system and national interests, is ideal for this thesis subject but can hardly explain the yet-to-be-established balance of power, economy and cooperation. On the contrary, the Neo-Liberalism perfectly interprets the economic and trade interaction, cooperation, and institution between PRC and EU, but is limited in detailing the long-term PRC-EU relations since WWII.
