Como consequência, a redefinição das relações entre o público e o privado tem modificado o significado do que é a cidade enquanto lócus da diversidade e confronto entre as diferenças. Essa nova estruturação, marcada por novas práticas socioespaciais, tem gerado dinâmicas de fragmentação socioespacial, o que exige que se observe a articulação entre formas, conteúdos e valores, para se compreender as novas lógicas da produção desigual do espaço urbano e as dimensões do controle social que lhes são atinentes. Com base nestas premissas, esta pesquisa propõe-se a contribuir para o estudo da fragmentação socioespacial, a partir de duas cidades paulistas de porte médio: Marília e São Carlos. Recolheu-se elementos para avaliar em que medida os sujeitos autossegregados destas cidades optam por espaços residenciais fechados e pelo consumo seletivo da cidade, nos quais, estejam presentes aspectos de uma sociabilidade segmentada / The current production forms and of appropriation of the urban space has accentuated the tendency of socio-spatial segregation, promoting alterations in the contemporary urban life and in the socio-spatial practices of the city dwellers. Also, the redefinition of the relation between the public and the private has changed the meaning of what is the city, while place of the diversity and confrontation among the differences. This new structuring, marked by new socio-spatial practices, has generated dynamics of socio-spatial fragmentation. This requires an examination the articulation between forms, contents and values, to understand the new logics of the unequal production of the urban space and the dimensions of the social control that are them concerning. Based on this, this research intends to contribute with the study of socio-spatial fragmentation, starting from two middle-size cities, located in São Paulo State: Marília and São Carlos. It was collected elements to evaluate in that measured the subjects self-segregated, in these cities, opt for residential spaces closed and for the selective consumption of the city where present aspects of a segmented sociability be. The United Nation’s New Urban Agenda : - The long Journey to Commitment on Global Urban Policy

With the adoption of a New Urban Agenda at the United Nations Habitat IIIconference in 2016, it is the first time a comprehensive global policy commitment on cities is introduced in Global Governance. Together with Sustainable Development Goal 11, we witness a pro-urban shift in global discourse. Urbanization’s celerity has instead appertained to one of the distinctive development phenomena for a long time. In the light of its pace, it comes as a surprise that committing on global urban policy took that long. This thesis aims at examining the long path to the New Urban Agenda. It will investigate its forerunners, the conferences Habitat I and Habitat II and will unfold undergone shifts in Global Governance and development discourses. It will finally assess the means of the pro-urban discourse on cities in the New Urban Agenda while problematizing the limits of its normative core.

Právo na město a územní plán / Right to the city and spatial plan

This paper focuses on the concept of right to the city and tries to link it to the topic of spatial planning in Prague. It introduces the view on the world of global neoliberalism, which comes from critical social geography and was elaborated especially by David Harvey, but originates from the French philosopher Henri Lefebvre. Through the optics of this approach the paper tries to grasp the complex problems of spatial planning on the example of Prague. Through a qualitative questioning of the representatives of CSO's, the paper attempts to show the relevance of the concept for public participation in decision making in urban development. The thesis presents a fundamental critical frame of theories, which evaluates the condition of society in the stage of late neoliberalism, and also the basic approaches to the city in social theory including the context of post-socialism. From these it continues to the analysis of urban space presenting a belief, which gives to the inhabitants of a city the right to make decisions about its shape instead of the capital. It puts emphasis on demarcation of the role of social movements and also the concept of place attachment, which becomes one of the key determinants for the involvement of inhabitants into the processes of urban development. Landscape architects, many of whom practice the design principles of the New Urbanism, have become increasingly involved with the participatory planning process. A key principle of New Urbanism, the participatory planning process is incorporated in an attempt to ensure that any new development - or alteration of an existing development - meets the needs of the community for which the design is created. This study examines data gathered from a web-based survey addressing the alternate, stakeholderess charrette approach. It was distributed to participants of charrettes facilitated by the Mississippi Main Street Association and is an attempt to understand the perceptions of those actively involved in the process. The purpose of this study was to examine this alternate approach to charrette facilitation and identify trends associated within. The analysis of stakeholder perceptions may prove beneficial in identifying trends that threaten charrette efficiency while highlighting trends worthy of replication in future charrettes.

Ho Chi Minh-Ville (Saigon) est reconnue universellement en tant que ville historique végétale et hydraulique. Trente ans après le lancement de la politique de Renouveau (1986), elle s’est transformée en une métropole trépidante de plus de 10 millions d’habitants faisant face à une urbanisation accélérée, tant horizontale que verticale. Alors que son centre est métamorphosé par la construction de nombreuses grandes tours résidentielles, commerciales et de bureaux, ses territoires périurbains et ruraux s’urbanisent et se modernisent par le biais des Nouvelles Zones Urbaines (KDTM) construites depuis 1996. Dans cette fabrique spatiale concrète, les interventions des investisseurs et opérateurs privés jouent un rôle déterminant. Ils sont actuellement des acteurs clés des KDTM qu’ils orientent vers un cadre de vie mondialisé en direction des classes aisées. Cependant ces nouveaux quartiers ne correspondent pas toujours à leurs objectifs initiaux, ni même à leurs concepts et à leur communication publicitaire. Cet écart découle en premier lieu d’une gestion urbaine hiératique. Les textes officiels et les plans directeurs sont encore trop peu consolidés, les autorités municipales et locales ne contrôlant dans les faits que difficilement une expansion métropolitaine galopante. A partir de recherches documentaires, cartographiques, photographiques et d’analyses in situ et in vivo, la thèse traite la question centrale des modalités de privatisation des KDTM de 1996 à nos jours. Elle met en lumière les modes opératoires de la production urbaine des acteurs privés ainsi que les effets en retour des KDTM sur les mutations spatiales et sociétales de la grande métropole économique du Vietnam. / Ho Chi Minh City (Saigon) has been universally and historically known as a planted and hydraulic city. Thirty years after the beginning of the Renewal policy (1986), it has become a hectic megalopolis inhabited by more than 10 million people. Moreover, it is facing an accelerated urbanization, which is both horizontal and vertical. While its center is transformed through the construction of many high residential, commercial and office towers, its peri-urban and rural areas are urbanized and modernized thanks to the construction of New Urban Areas (KDTM) whose construction starts from 1996. In this concrete urban fabric, interventions of private investors and operators play an important role. They are currently key developers of KDTMs, who contributes to the development of globalized living environments for the upper class. However these new neighborhoods do not always match their initial purposes, concepts and advertising. First, this gap results in a hieratic urban management. Official texts and master plans are still not accurate, and municipal and local authorities have difficulties to control a quick metropolitan expansion. Based on documentary, cartographic, and photographic research, as well as in situ and in vivo analysis, the thesis looks into the KDTM privatization’s modalities, from 1996 to the present day. It highlights the modes of private actors’ urban production, as well as the impact of KDTMs on the spatial and social changes of the great Vietnamese metropolis.

Orientador: Paulo José dos Reis Pereira / Resumo: O Rio de Janeiro inseriu-se, fortemente, nos circuitos internacionais de interesses econômicos e políticos através da possibilidade de sediar megaeventos esportivos de portes globais. Dessa maneira, a “cidade maravilhosa dos encantos mil” precisou modificar-se, adequar-se a modelos e padrões internacionais que possibilitassem essa inserção. Dois grandes projetos se estabeleceram na dinâmica urbana carioca. O primeiro diz respeito à execução de grandes intervenções urbanísticas de transformações e remoções violentas sem precedentes, como no Porto Maravilha, ditadas por um modelo de cidade neoliberal aberta à iniciativa financeira internacional. O segundo é talvez o mais cruel e persistente, a militarização do cotidiano das periferias realizada pelas ocupações militares e, principalmente, pela implementação das Unidades de Polícia Pacificadoras, que foram orientadas por tecnicidades de controle e monitoramento de cunho coercitivo e violento. Esses dois projetos instruíram a imagem de uma cidade que, muito além de ser somente atrativa para investimentos, ela se tornaria, primordialmente, segura e ordenada. Thus, the “wonderful city of the thousand charms” had to be modified, adapted to international models and standards that would allow this insertion. Two major projects were established in Rio's urban dynamics. The first concerns the execution of major urban interventions of unprecedented violent transformations and removals, such as Porto Maravilha, dictated by a neoliberal city model open to international financial initiative. The second is perhaps the most cruel and persistent, the militarization of the daily life of the peripheries carried out by the military occupations and, mainly, by the implementation of the Pacifying Police Units, which were guided by coercive and violent control and monitoring techniques. These two projects shaped the image of a city that, far from being just attractive for investment, would become primarily safe and orderly. In this sense, the work aims to analyze in parallel the convergence of these two phenomena and their implications for urban dynamics in Rio de Janeiro, which tried to project internationally an image of a perfect, militarized, modified, neoliberal and pacified, showcase global city to be sold as a synonym for development. Slovene national theatre in the centre of Ljubljana as a part of existing city block. The composition of buildings creates new urban areas as a continuation of the urban axis of Josip Plečnik. The basic principle was to resolve the issues of entry into building, the definition and organization of space inner block, the creation and cultivation of new and existing urban areas. Unifying element of the whole composition is solution to the facade, which paraphrases the high order, typical for the surrounding buildings and significant not only for cultural buildings. As a contrast to massive and heavy mass of facade stand glass facade which makes lighter impression. White facade adds significance to the composition.

Il concetto di rete dell'informazione può diventare uno schema logico con cui descrivere l'evoluzione delle politiche sulle energie rinnovabili e sulla sostenibilità? La ricerca è stata svolta analizzando l'architettura delle due reti (internet e reti energetiche) e l'evoluzione del bene prodotto e distribuito nella rete energetica, l'energia, esplicitando l'accessibilità da parte della distribuzione mondiale delle risorse petrolifere tradizionali e delle risorse rinnovabili. La struttura metodologica del progetto di ricerca si basa due tipi di analisi teorica: 1) l'analisi della nascita delle società in rete attraverso le teorie di Manuel Castells (concetto di spazio di flussi) e di Saskia Sassen e l'evoluzione delle città (cap.2 e cap.5) 2) le analisi dei flussi dei materiali e delle energie avendo come riferimento metodologico l'approccio ecologico ideato dai ricercatori dell'istituto per il Clima, l'Ambiente e l'Energia di Wuppertal, Germania (cap.3 e cap.4) La contraddizione tra città innovative e città che sono ai livelli di enormi discariche o di baraccopoli è esposta nel cap.6 attraverso casi studio e progetto dei Programmi Europei. Nell'ultimo capitolo (cap.7) si riassumono le ipotesi di partenza e i risultati della ricerca e si espongono le questioni aperte. / Can internet logic scheme be used as a basis to describe public policies evolution on renewable energies production and sharing in urban areas all over the world? The research project analyses the two networks (internet and energetic grids) architectures in actual and future urban areas. This analysis is connected with present and future forecasts energy productions from traditional fuels and from renewable sources. Theoretical analysis is conducted following a double conceptual pathway: - societal networks (Manuel Castells theory) and urban areas evolution (Saskia Sassen and Mike Davis) in order to picture the evolution of cities and towns in modern economies and in developing countries (Chapters 2 and 5); - Material and Energy Flow Analysis (approach by Wuppertal Institute for Climate, Environment and Energy) applied to renewable energy (Chapters 3 and 4) In Chapter 6 case studies are exposed on the deep cleavage between two different worlds: innovative, rich towns on a side and the landfills cities, slums on the other side. In the last part hypothesis and thesis are put together and open questions are explained (Chapter 7).
