<p>This thesis deals with the problematic question of aid as a helping hand to states that are in the process of developing democracy. It focuses on the Sub Saharan African region as a critical case, and furthermore upon the aid contributions made by the European Union during the time period of 1996-2006. The main ambition is to explore the real effect of aid on the democratic process, but also to explore other variables that might have effect. The method used is regression analysing of a database called The Quality of Government database Cross – Section Time-Series May 2008. The database has later been modified to suit my specific needs and aid has been recoded. This thesis is meant to be a theory testing study, and the theories tested will be related to the independent variables such as aid as a democratic helping hand as well as theories of corruption, political participation and military rule in the search for democracy. </p>

This study argues that the correct positioning of a chief information officer (CIO) is vital to achieving effective service delivery. On the contrary, empirical evidence shows that CIOs in the South African public sector tend not to have the necessary influence to use ICTs strategically to change the plight of the millions of poor South Africans, through service delivery. Using Structuration Theory as a lens, the contribution of this study is towards improving the rigor with which we understand chief information officers and their place in the improvement of South African public service delivery.

This Master thesis analyzes how often the specialists of health care, education and law enforcement are facing suicidal behavior, what is their knowledge and attitude toward suicide and its prevention and possibilities to participate at suicide prevention.
Aim: to analyze the attitudes, possibilities and readiness of different specialists towards suicide prevention.
Objectives: 1. to assess how often the specialists of health care, education and law enforcement are facing suicidal behavior; 2. to evaluate knowledge and attitudes of specialists of health care, education and law enforcement toward suicide and its prevention; 3. to analyze to possibilities of different specialists to participate in suicide prevention; 4. to submit recommendations to regional community authority for community empowerment in suicide prevention.
Methodology: Cross-sectional anonymous questionnaires were used for the survey. The questionnaire consists of 27 questions, including the open and closed type questions. The questionnaires were distributed in the institutions and were collected next day. The data was proceeded and analyzed using statistical data analysis batch SPSS 12,0 The research was made in the randomly chosen institutions; medical institutions of all types and police commissariats of the region.

Disertacijoje nagrinėjamas policijos pareigūnų teisinis statusas, tiriant šio viešosios teisės instituto veiksmingumą, nustatant ir įvertinant pagrindinius veiksmingumo determinantus ir modeliuojant teisines priemones, leidžiančias greitai reaguoti į kintančias policijos pareigūno veiklos sąlygas. Teisinio statuso veiksmingumas tiriamas vertinant teisinio statuso elementus, klasifikuojamus į keturis tarpusavyje koreliuojančius segmentus. Vertinama veiksmingumo pokyčio dinamika aštuonių metų laikotarpyje ir jo sociologiniai rodikliai policijos tarnybose, vykdančiose viešųjų vietų patruliavimą, eismo kontrolę ir objektų apsaugą. Disertacijoje įvertinama socialinės aplinkos (visuomenės), politinių ir ekonominių veiksnių įtaka teisinio statuso veiksmingumui apskritai ir kiekvienam teisinio statuso segmentui, analizuojamas segmentų teisinis reguliavimas, nustatant jo nepakankamumą ar ydingumą, vertinama policijos pareigūnų parengtis funkcijoms vykdyti, analizuojant ir lyginant Lietuvos Airijos ir Suomijos pirminės grandies policijos pareigūnų mokymo programas. [toliau žr. visą tekstą] / The thesis addresses legal status of police officers by scrutinizing efficiency of the institution, identifying the key determinants of the efficiency and modeling legal measures that would allow prompt reaction to the unstable environment of the police service. Efficiency of Legal Status is analyzed via assessment of elements of the legal status and classification of those into four correlative segments. The work comprises an eight year evolution of the efficiency, its sociological indexes in police services exercising patrolling of public places, control of traffic safety and protection of secured objects. The thesis evaluates effects of social environment (community) and political and economic factors upon efficiency of legal status in general and, by scrutinizing legal regulation in each segment individually, identifies faults and shortcomings in the efficiency and evaluates readiness of police officers to exercise their functions by comparison of training programs for primary pack police officers in Lithuania, Ireland and Finland. The thesis ends with a range of proposals on legal regulation of individual segments of the legal status that would allow enhancement of efficiency of legal status and on compensatory mechanisms to maintain restored efficiency of legal status. Magistro darbe analizuojama Lietuvos privačių miškų kontrolės sistema.
Darbo objektas – Lietuvos privačių miškų valstybinės kontrolės sistema.
Darbo tikslas – išanalizuoti privačių miškų valstybinės kontrolės sistemą Lietuvoje bei ištirti miško kontrolės pareigūnų ir miško savininkų požiūrį į jos funkcionavimą.
Darbo metodai: dokumentų analizė, anketinė apklausa ir loginė analizė.
Darbo rezultatai: Lietuvos privatus miškų ūkis sąlyginai smulkus. Savininkams trūksta žinių ir pasiruošimo. Nors dauguma savininkų pelno nesiekia, privatūs miškai naudojami intensyviau nei valstybiniai. Valstybinę privačių miškų būklės, naudojimo, atkūrimo ir apsaugos kontrolę vykdo bei miško savininkus konsultuoja regionų aplinkos apsaugos departamentų rajoninės agentūros. Pareigūnų darbą apsunkina netobula teisinė bazė bei resursų trūkumas. Kontrolė daugiau grindžiama tiesioginiu reguliavimu, veiklą ribojant draudimais arba išduodant leidimus, o ne informacinėmis (mokymu ir konsultavimu) ar ekonominėmis (subsidijomis ir mokesčiais) priemonėmis. Nors dabartinė kontrolė respondentų vertinama gerai, dalis jų pripažįsta, kad ji perdėta, o dauguma sutinka, kad ateityje jos apimtys turėtų mažėti ir būtų taikomi mažesni reikalavimai. Respondentai nurodė, kad šiuo metu konsultacijų savininkams nepakanka, o ateityje jų turi daugėti. Object of the work – the state control system of Lithuanian private forests.
Objective of the work - to analyze the state control system of Lithuanian private forests and to survey the attitude of control officers and forest owners towards its functioning.
Methods: Document analysis, questionnaire, logical analysis.
Results: Private forestry in Lithuania is relatively small scale. Private forest owners lack knowledge. Even if most of the owners do not seek for profit, private forests are used more intensively than state ones. The control of private forests state, utilization, regeneration and protection is carried out by the agencies of regional environment protection departments. The work of control officers is hampered by lack of recourses and imperfect legal acts. The control of private forest owners in Lithuania is mostly based on direct regulation (restrictions and permissions), but very little on extension services and economic incentives. The present control is described as good by the respondents, but some agree that it is too strict and most declare that its amounts and requirements should be reduced in the future. Respondents indicated that there is a lack of consultations at the moment and consulting amounts should grow in the future. Where individuals standing outside of the corporation have been harmed by the acts of one of its directors or officers, the question becomes whether they have only a claim against the corporation or whether they may have also a personal claim against the executive inflicting the harm on them. / The issue of how far it should be possible to hold directors and officers personally liable for tort has been a contested one and even courts within one and the same jurisdiction provide different solutions. On the one hand, there is the general basic principle that individuals causing harm to others should be held responsible. On the other hand, the fact that directors and officers act as agents on behalf of the corporation might call for an exception to this basic tort law principle. / This thesis will compare the solutions proposed by Common law (with focus on the law of Ontario) and German law as an example of a Civil law jurisdiction. An attempt will be made to see in how far the proposed solutions are consistent with legal principles like the separate legal entity of the corporation and the concept of limited liability as well as with arguments related to economic efficiency.

LIFTING AS WE CLIMB: EXPERIENCES OF BLACK DIVERSITY OFFICERS AT THREE PREDOMINANTLY WHITE INSTITUTIONS IN KENTUCKYJohnson, Erica NićCole 01 January 2010 (has links)
Recently, colleges and universities across the country have created executive level positions responsible for institutional diversity. The origins of this work within higher education lay in the civil rights movements and its consequences for desegregation of higher education. Early diversity officer positions usually resided within student affairs. However, as the responsibilities of these offices have changed, the reporting lines have also changed such that diversity officers are now commonly situated within academic affairs. This exploratory study examines these administrative positions responsible for diversity at southern white institutions. The research takes an in-depth look at how these positions have shifted over time and how people who hold these positions understand their work.
This study presents an analysis of nine personal narratives of diversity officers at three predominantly white institutions in Kentucky from the early 1970s to the present. Counterstories, or stories that challenge majority accounts, are used to elicit the experiences of the black diversity officers. The analysis uses critical race theory to begin telling stories that have been muted. Pigeonholing and its relevance to the counterstories of the administrators are discussed to contextualize the administrators’ experiences at predominantly white institutions.
The shift in responsibilities and reporting lines and changes in required credentials resulted in tensions, including intraracial tensions, among the diversity officers. Despite the tensions between generations of officers, these administrators shared a common interest in racial uplift. This was evident as they discussed what attracted them to positions responsible for diversity. In the past, scholars writing on black diversity officers suggested that the positions were the result of tokenism; however, administrators holding these positions view themselves and their roles as an opportunity to help others on their educational journeys.

The Army Reserve Officer Training Corp (ROTC) at Ball State University is a program designed to indoctrinate, train, and prepare students for careers as officers in the United States Army. In addition to military science classes held on campus cadets are required to attend the Leadership Development and Assessment Course (LDAC) at Fort Lewis, Washington, a 33-day long course that focuses on combat related competencies. It is during this training that students are first taught the precepts of cultural awareness inside a military context. This research argues that cultural awareness training, introduced to cadets as a battlefield obstacle that can impede mission completion, is incompatible with the organizational culture of the Army. Using ethnographic methods as a theoretical framework, this research focuses on Ball State Army ROTC culture and the broader issue of culture as an obstacle. The data reveals the assumptions and symbols that inform the practical application of cultural awareness and mission orientation as well as the difficulties of securing reliable anthropological information. The goal of this paper is a practical body of knowledge that will bridge gaps in the literature and serve as an
