Motivation i en arbetsmiljö präglad av säkerhet : En kvalitativ studie om varför kriminalvårdare väljer att arbeta innanför murarna

Syftet med denna uppsats är att kartlägga motivationsfaktorer bland anställda inom Kriminalvårdens anstaltsverksamhet. För att undersöka detta utformades en huvudfrågeställning som besvarades med hjälp av tre delfrågor om vad som motiverar individer att ta anställning hos Kriminalvården, om denna motivation förändras över tid samt hur kriminalvårdarna reflekterar kring arbetsmiljön utifrån ett motivationsperspektiv. För att samla in det empiriska materialet genomfördes sex stycken semi-strukturerade intervjuer med kriminalvårdare på anstalter med säkerhetsklass ett. Det resultatet genererade var att motivationen förändras över tid. Vid början av anställningen är det faktorer som inkomst och framtida karriärmöjligheter samt viljan att testa något nytt som motiverade. Efter en tid inom yrket hade motivationen skiftat till att klienterna och sina arbetslaget som utgör den främsta motivationsfaktorn, arbetsmiljön väger in på så vis att kriminalvårdarna behöver utföra sitt arbete på ett säkert sätt då detta skapar en god sammanhållning. I slutsatsen framkommer även att en motivation till att ta anställning som kriminalvårdare är att det kan vara en språngbräda för framtida yrken. Arbetsmotivation grundar sig i en avvägning och kombination av flera olika faktorer. / The purpose of this study is to identify the motivational factors among Prison Officers working in a high security prison. To investigate this purpose, a key issue was formulated and answered with the help of three sub-questions regarding why Prison Officers choose to take employment in the prison service, if their motivation changes over time and which views they have towards the working environment from a motivation perspective. In order to collect data, six semi-structured interviews were carried out with Prison Officers in a high security prison. The results of these interview showed that motivation among Prison Officers changes over time. Initially it was the need to have an income, the possibility of future career opportunities as well as wanting to test new career paths that drove their motivation. Later, motivation shifted to it being their colleagues and the clients who contribute to their work motivation. The work environment also has an impact on Prison Officers’ motivation as safety at work it is an important factor in creating good cohesion. The study also shows that one reason for becoming a Prison Officer can be that it provides a springboard for future work opportunities. Also, work motivation is based on a balance and a combination of several factors.

The masculinization of everyone? : a study of a profession in gender transition

This thesis is an exploration of how professional status is gained and sustained. Sociologists, in taking for granted which occupations are universally identified as professions have concentrated their studies on elite occupations, primarily law and medicine. Their attention has been focussed on the occupational, organizational and behavioural characteristics of these professions, rather than the personal or social characteristics of the incumbents. Consequently, although acknowledging that class, gender and race can provide or limit the resources for professionalizing, these personal attributes have not been considered central to the understanding of the term profession. The research is concerned with the relationship between professional status and gender in probation during a period in its history when it faced considerable threats. It traces the profession's history and maps its rise and fall in relation to its changing gendered composition, culminating in the government's decision to remove the prior qualification for practice in 1995 in order to attract ex-servicemen into probation. The reconstruction of probation into a credible profession is the substantive focus of this study. The analysis of the reconstruction is through a gendered lens and a discourse analytical approach is used to examine texts prepared by probation to promote its cause. This thesis concludes that the status of an occupation is directly related to its gendered construction and to be considered a 'full' profession requires middle class masculinity. Whilst masculine characteristics continue to be necessary for influence and success, the constant drift towards the masculinization of everyone undermines the contribution women can make to organizations and services. In retrospectively revealing the processes through which masculinization and professionalization are discursively achieved, the study opens up the possibility for future challenges to the devaluation of occupations dominated by women.

An Exploratory Assessment of IT Management Issues in Ontario Hospitals

Background and context: Given the constant evolving developments in information technology (IT) in healthcare in Canada and Ontario, and the relatively nonexistent body of literature on IT management issues from the perspectives of top IT managers (i.e. Chief Information Officers, IT directors, IT top managers) in hospitals, a follow up study of IT management issues to the study done by Jaana et al. is conducted. Purpose: To develop an authoritative list of IT management issues in Ontario hospitals and compare the results to the earlier study and the literature. Methods: Using the Ranking Type Delphi technique, the responses from IT top managers in three main panels of Ontario hospitals were solicited through a controlled iterative feedback process. The hospitals were divided into the academic panel (n = 6), community panel (n = 12), and the rural panel (n = 8) for a total of 26 out of 33 participants who completed the study. Results: 26 issues were raised and a total of 24 issues were ranked in the study. Among the 14 common issues between the three panels, the top five issues were limited funding, keeping infrastructure current, external security threats, increasing cost, and managing demands for IT projects. Comparing with the study by Jaana et al. (2011), a total of 7 new issues emerged which are concerned with technology, regulatory challenges, and human issues. A total of 10 issues were dropped from the earlier study spanning areas of strategic, technological, organizational, and human issues. The participants in the study did not significantly differ individually based on their background characteristics, where the only significant difference observed between the hospital panels was due to hospital characteristics. During the brainstorming phase a total of 195 issues were provided which were consolidated by two researchers to form a list of 26 IT management issues, with an inter coder reliability of 88%. The issues with a 4.5 out of 7 rating and higher on a Likert scale were retained to narrow down the list. This resulted in 19 issues for the rural and community panels, and 21 issues for the academic panel, with 14 of the 26 issues being common to all three panels. The ranking phase was conducted with two rounds of ranking due to the low consensus levels during the first round. The consensus level after two rounds was; W academic = 0.235, W community = 0.254, and W rural = 0.381. Contributions: This study presents a significant contribution to the management of medical informatics field by providing an approach to categorize IT management issues to observe trends overtime as well as present the application of a seminal framework to explain the changes in these issues as organizations change and grow overtime. At the management and practical levels, the list of prioritized issues provides an evidence base for top IT managers to make IT related decisions at the organizational level. The list also acts as a second benchmarking tool to evaluate hospital performance overtime with the various issues. At the policy development level, provincial governments can use the list to devise comprehensive IT management strategies to address the various regulatory issues reported. Future research can focus on exploring the resonating behind the rankings provided and replicating this study over time and across various geographies so that a large survey can be developed to follow the evolutions of IT management issues in healthcare over time.

For both, beyond the analysis of curriculum documents and official evaluation systems, countersign us on theoretical assumptions related to curriculum field, the main bias the concepts of cultural capital and habitus developed by Pierre Bourdieu. From these discussions and concepts are organized interviews with Portuguese teachers of 9th grade of elementary education in public schools of São Paulo, in which we seek to problematize the Official Curriculum, targets and performance results established by SARESP, the power relations and ideology present in the curriculum guidelines at the meeting with the religious cult Capital of students. So, this study observed a wide range of practices that mobilize the educational, with reflections on the school run, as well as teachers and students; and then questions the establishment of curriculum guidelines, the establishment of official curricula and its uniqueness, the results from systemic reviews, power relations and ideologies that cross the official documents and their influence on the schooling of students. / Esta dissertação - Entre números e palavras: diferenças que colidem no fracasso escolar - procura observar, inicialmente, as diretrizes curriculares e os sistemas avaliativos, com ênfase sobre o Currículo Oficial, instituído em 2008, e o Sistema de Avaliação do Rendimento Escolar (SARESP) do Estado de São Paulo, para, posteriormente, buscar compreender as relações que se estabelecem quando observados pelo discurso dos professores, que em sala de aula são o ponto de contato entre o currículo e os alunos. Para tanto, além da análise dos documentos curriculares e dos sistemas de avaliação oficiais, referendamo-nos em pressupostos teóricos relacionados ao campo curricular, tendo como principal viés os conceitos de Capital Cultural e Habitus desenvolvidos por Pierre Bourdieu. A partir destas discussões e conceitos se organizam as entrevistas realizadas com professores de Língua Portuguesa do 9º ano do ensino fundamental da rede pública do Estado de São Paulo, em que buscamos problematizar o Currículo Oficial, as metas e resultados de desempenho estabelecidos pelo SARESP, as relações de poder e ideologia presentes nas diretrizes curriculares no encontro com o Capital Cultual dos alunos. The intention is to understand how to establish an explanatory logic featuring work as a part of the subject’s illness – as it is revealed by these social actors, characterized by the discourse of medicalization as “subjects in crisis” and “diagnosed” as carriers of psychological diseases. For such an enterprise, an intensive fieldwork research of seven months was conducted inside one of the military institution’s treatment unit in Fortaleza, Brazil: the Corporation’s Biopsychosocial Center. Within this interactional context, the access to these subjects and a part of their treatments were selected as the focus. Following these subjects’ symbolic categories, they attribute a share of their illness to two kinds of problems perceived as constituents of their work routine. First, as problems directly affecting the individual’s body, such as unhealthy working conditions, lack of security equipment leaving the subject vulnerable to the unpredictable, and the exhausting work schedules, with long hours standing on foot under the sun, among others. The second problem is based on the symbolic violence that directly affects an individual’s mind, inflicting an invisible pain capable of generating suffering, such as moral harassment, humiliation, abuse of authority and covert punishment. The second problem is the most recurring in these subjects’ narratives. For these social agents, such problems affect their bodies in the form of illnesses, which reverberate as professional pressure directly influencing their ways of being in society. For some of them, these illnesses are also used for justifying acts of violence. An ethnographic experience was carried out as a methodological approach inside this treatment Center, from which the life trajectories of three military police officers and fragments of life stories were selected to feature as clarifying sources of this problem. The justifications are initiated by the aforementioned conditions conducive to illness, passing to therapeutic monitoring and concluded by adherence to religious groups as a possible path of cure. Another case to be highlighted is one of tragic outcome, which led to suicide. In this perspective, categories of humiliation, suffering and fear are mobilized by the individuals and their colleagues in uniform to explain their dramas. Ultimately, we aim to promote comprehension of how these subjects understand their work considering this condition. / Este estudo parte da perspectiva subjetiva de policiais militares no que se refere a sua atividade laboral. A pretensão é compreender como se estabelece a lógica explicativa sobre a atividade fim como parte do adoecimento do sujeito, sendo revelada por estes atores sociais, caracterizados pelos discursos de medicalização, como sujeitos em crise, “diagnosticados” como portadores de doenças de cunho psicológico. Para tanto, foi realizado trabalho de campo de sete meses intensivos em uma unidade de tratamento da própria instituição militar, o Centro Biopsicossocial da Corporação. O acesso a estes sujeitos, bem como parte de seus tratamentos foi privilegiado, neste contexto interacional. Nas categorizações simbólicas destes sujeitos, parte de seu adoecimento se deve a dois tipos de problemas detectados como constituintes de sua rotina de trabalho, primeiro como problemas que afetam diretamente o corpo do indivíduo como, em alguns casos, as condições de trabalho insalubres, falta de equipamentos de segurança deixando o sujeito exposto ao imprevisível, às escalas de trabalho exaustivas, com horas consecutivas em pé, em pelo sol, entre outros. O segundo problema está baseado em violências simbólicas que incidem diretamente na mente do indivíduo, provocando uma dor invisível capaz de gerar sofrimentos, como o assédio moral, humilhação, abuso de autoridade e as punições veladas, este segundo problema é o mais recorrente nas narrativas destes sujeitos. Para estes agentes sociais tais problemas incidem em seus corpos em forma de doenças, sendo reverberadas em pressão profissional agindo diretamente nos modos de ser e de estar em sociedade. Para alguns, são usadas também como justificativa para ações de violência. Como aporte metodológico, parte-se da experiência etnográfica nesse Centro de tratamento sobre a qual foram selecionadas as trajetórias de vida de três militares e fragmentos de histórias de vida como fontes explicativas dessa problemática. As justificações se iniciam pelas condições elencadas como propiciadoras de adoecimentos, passando pelo processo de acompanhamento terapêutico e a adesão a grupos religiosos como possibilidade de cura. Em último caso destaca-se um dos casos cujo fim trágico se configura como suicídio. Nesta perspectiva, categorias como humilhação, sofrimento e medo são usadas pelo próprio indivíduo e pelos colegas de farda para explicar os seus dramas. Por fim pretende-se compreender como estes sujeitos entendem seu trabalho a partir desta condição.

A mulher encarcerada na visão de agentes de segurança penitenciária nas prisões do Estado de São Paulo

Programa de Pós-Graduação em Políticas Públicas, 2016. / Esta dissertação de mestrado discute a visão e atuação de Agentes de Segurança Penitenciária (ASPs) no contexto das prisões de mulheres no estado de São Paulo. Frente ao crescimento alarmante da população de mulheres presas no Brasil nos últimos anos e às situações de invisibilidade e desrespeito aos direitos humanos que atingem esta população, este trabalho analisou, a partir do enfoque teórico da burocracia de nível de rua, quais são os fatores que influenciam o exercício de discricionariedade por esses agentes e em que medida isto contribui para a garantia ou supressão dos direitos humanos das mulheres em situação de privação de liberdade. Foram realizadas revisões bibliográficas sobre os temas das prisões, do encarceramento de mulheres, de implementação de políticas públicas e de gênero, bem como entrevistas em profundidade com seis ASPs e uma profissional de saúde do sistema prisional paulista. Em relação à estrutura do texto, em primeiro lugar elaborou-se um panorama do encarceramento e das prisões de mulheres, apresentando dados sobre a criminalidade de mulheres e as situações de desrespeito aos seus direitos humanos durante o cumprimento de pena. Em seguida, foi levantado o rol de leis e normas supranacionais, nacionais e estaduais que garantem a custódia digna e todos os direitos das mulheres encarceradas. A profissão de Agente de Segurança Penitenciária e as situações de estresse, problemas de saúde e o estigma decorrentes do exercício dessa profissão, bem como a análise de sua atuação em relação às pessoas presas sob a ótica da discricionariedade apresentada por Lipsky (2010) aparecem em seguida. Por fim, são discutidas as percepções de ASPs em relação às mulheres encarceradas e seu comportamento, chamando atenção para os aspectos em que os papéis socialmente impostos às mulheres são reforçados, ao mesmo tempo em que é buscada e incentivada por ASPs certa "masculinização" de suas condutas. / This master¿s dissertation discusses the vision and actions of Prison Officers (ASPs) in the context of São Paulo¿s State women¿s prisons. Due to the alarming growth of the female prison population in Brazil since past years and the situations of invisibility and disrespect to their human rights that affect this population, this work analyzed, through the theoretical approach of street-level bureaucracy, which are the factors that influence discretionary work by these agents and in what way that contributes to incarcerated women¿s human rights¿ suppression or guarantee. The research involved literature review about the themes of prisons, women¿s incarceration, implementation of public policies and gender, and six interviews with Prison Officers and one interview with a prison healthcare professional. About the text¿s structure, at first it presented an overview regarding women¿s incarceration and prisons, presenting data about women¿s criminality and the situations of disrespect to their human right throughout their time of imprisonment. Then, the supranational, national and local legislations and norms that guarantee the right to dignified custody and incarcerated women¿s rights are presented. The occupation of ASP and the situations of stress, health issues and the stigma related to the exercise of this profession, as well as the analysis of their actuation related to imprisoned people throughout the lens of discretion as presented by Lipsky (2010) are the next topic discussed. Lastly, the research discusses the perceptions of ASPs in relation to incarcerated women and their behavior, with special attention to the aspects in which socially imposed roles to women are reinforced, at the same time in which certain "masculinization" of their conducts is pursued and encouraged by ASPs.

The methodology employed included bibliographic research in books, scientific articles, theses and dissertations which dealt with the issue; documentary research in the School of Prison Management; and interviews with ten prison officers who work at the Maria Julia Maranhão Centre of Female Re-education (CRFMJM). Data collection was carried out between October 2013 and February 2014. The interviews were recorded and the data organised and analysed making use of Bardin‟s (2002) technique for the analysis of content. The dissertation is organized in fourth chapters: the first deals with questions about the prison as a social system and the work of the prison staff; the second discusses the education and training of prison staff considering the guide-lines offered by specific legal documents; the third discusses the issue of education in human rights in the process of prison officer training; and the fourth is dedicated to reflections on the data collected. Our systematisation of the discussion on the data allowed us to conclude, in general terms, that the course informed more than formed the officers concerning their functions in the prison and did not take the training of officers based on the principles of human rights as its chief goal. For this reason, we propose the use of a methodology founded on education in human rights for the training of prison staff. / O objetivo da pesquisa foi analisar o curso preparatório para Agentes Penitenciárias Feminina, realizado na Paraíba entre 2008 e 2013, e sua relação com a formação em Direitos Humanos. A metodologia utilizada compreendeu-se em pesquisa bibliográfica nos mais diversos livros, artigos científicos, teses e dissertações que tratam do assunto; pesquisa documental na Escola de Gestão Penitenciária; e, entrevista com 10 Agentes Penitenciárias que trabalham no Centro de Reeducação Feminino Maria Júlia Maranhão (CRFMJM). A coleta dos dados foi realizada entre os meses de outubro de 2013 e fevereiro de 2014, as entrevistas foram gravadas, os dados foram organizados e analisados considerando a técnica da análise de conteúdo discutida por Bardin (2002). O trabalho foi organizado em quatro capítulos: o primeiro, abordou questões sobre o sistema social da prisão e o trabalho dos servidores penitenciários; o segundo tratou sobre educação para os servidores penitenciários, considerando as orientações de alguns documentos legais; o terceiro discorreu sobre a Educação em Direitos Humanos no processo de formação dos(as) Agentes Penitenciários; e, no quarto tem-se as reflexões acerca da análise dos dados coletados. Assim, a sistematização da discussão dos dados permitiu-nos concluir, em linhas gerais, que o curso informou mais do que formou as agentes acerca de suas funções na prisão e não teve como objetivo maior formar as agentes considerando os princípios de Direitos Humanos. Por isso, propomos uma metodologia à luz da Educação em Direitos Humanos nos processos de formação dos Servidores Penitenciários.

Managing these fluxes became part of a specific professional activity, the press office – which gained boost regarding the news release with these function occupied by journalists. The present work shows how this class conquered, developed and exercise its mediator role between power and society, both yesterday and today, in media times. The technologic evolution brought changes in diverse social areas, reaching significantly the media functions. Therefore, it is important to describe the press office work in the institution, focusing the functions and challenges faced by the journalist, especially after the social and digital medias creation. As research’s objectives we have: to contextualize the exercise of the press office profession in general and local levels. To characterize the nature of the journalistic work developed in institutions – especially publics institutions (conflicts, tensions, interests). To distinguish the journalistic practice in press and in the institutional environment. To point the changes faced in social fields and, mainly, in communication, with the digital creation. To discuss culturally and professionally the press officers identity, investigatin if the “ciberculture” creation and the social medias rise brought changes in press officers identities and production routine. For this, besides the bibliography revision, we resorted to the study of the experience in the Paraíba Government case, which has sort of 65 press officers. As methodology, the study uses, in addition, the researcher’s direct participative observation, who is part of the group, and did interviews and applied questionnaires, in a pattern, as a sample of the government press officers. Starting from these resources, the results point that the use of the digital devices, digital and social, are part of the routine of most of the press officers, optimizing the journalistic disclosure and the relationship with the public. The majority of the press officers sees that the new tools, though beneficial, bring function accumulation and overwhelming, because the routine is not restrict to work journey, but full time, to answer the demands coming from everywhere anytime. The press officer also exercise various media activities, establishing a multitasking and technological profile. / A evolução histórica da democracia trouxe uma necessidade crescente de comunicação e liberação de informações de interesse público dos governos para os cidadãos. Administrar esses fluxos passou a fazer parte de uma atividade profissional específica, a assessoria de imprensa – que ganhou impulso quanto à divulgação noticiosa com a ocupação desta função por jornalistas. Neste trabalho, mostra-se como essa classe conquistou, desenvolveu e exerce o papel de mediador entre o poder e a sociedade, tanto ontem quanto hoje, em tempos de midiatização. A evolução tecnológica trouxe mudanças nas diversas esferas sociais, atingindo significativamente as funções de mídia. Por isso, cumpre-nos descrever o trabalho de assessoria de imprensa nas organizações, com foco nas funções e desafios enfrentados pelo jornalista, sobretudo depois do advento das mídias digitais e sociais. Como objetivos específicos da pesquisa, temos: contextualizar o exercício da profissão de assessor em nível geral e local; caracterizar a natureza do trabalho jornalístico desenvolvido em organizações – sobretudo públicas (conflitos, tensões, interesses); diferenciar a prática jornalística na redação e no ambiente organizacional; apontar as mudanças vividas nos campos sociais e principalmente na Comunicação com o advento do digital; discutir cultura profissional e descrever o perfil dos assessores; investigando se o advento da cibercultura e a ascensão das mídias sociais traz mudanças na identidade e nas rotinas de produção do assessor de imprensa. Para isso, além da revisão bibliográfica, recorremos ao estudo de caso da experiência do Governo do Estado da Paraíba, que emprega uma média de 65 assessores. Como metodologia, o estudo utiliza, ainda, a observação direta participante da pesquisadora, que integra a equipe em questão, bem como a realização de entrevistas e a aplicação de questionário padrão com uma amostra de assessores do governo. A partir desses meios, os resultados apontam que o uso dos dispositivos de mídias - digitais e sociais - fazem parte do dia a dia da maioria dos assessores, otimizando a divulgação jornalística e o relacionamento com os públicos. A maior parte dos profissionais enxerga que as novas ferramentas, embora benéficas, trazem acúmulo de função e sobrecarga - pois a rotina não mais é restrita às horas de trabalho, mas “full time”, para atender as demandas advindas de todos os meios e em qualquer momento do dia. O assessor também passa a exercer diversas atividades de mídia, estabelecendo-se com um perfil multitarefa e tecnológico.
