CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / O presente trabalho objetiva compreender a visÃo de participaÃÃo e a valorizaÃÃo que o Poder Legislativo brasileiro, na figura da CÃmara dos Deputados, faz acerca de mecanismos de participaÃÃo, a partir de um estudo de caso do Portal e-Democracia, patrocinado pela referida instituiÃÃo. As ferramentas do e-Democracia, por permitirem aos cidadÃos participaÃÃo na discussÃo de tÃpicos advindos de pauta legislativa, trazem à tona a utilizaÃÃo da internet como elemento possivelmente eficaz de ligaÃÃo entre representantes e representados. Em outras palavras, a proposta do e-Democracia consiste na geraÃÃo de debates, tanto entre os cidadÃos quanto entre estes e seus representantes, a fim de contribuir para a formulaÃÃo de polÃticas pÃblicas. A pesquisa se concentrou em observar o desenvolvimento das Comunidades Legislativas abrigadas na experiÃncia em questÃo, aptas a envolverem qualquer usuÃrio interessado, sendo possÃvel identificar no processo que nelas se desenvolve uma tentativa de reproduÃÃo do modelo ideal baseado no binÃmio deliberaÃÃo-votaÃÃo, desenhado para guiar o funcionamento do processo de produÃÃo da decisÃo polÃtica no Ãmbito das ComissÃes. Constata-se, contudo, a falta, no portal, da sistematizaÃÃo requerida por esse modelo ideal, uma vez que nÃo se efetiva a ligaÃÃo entre as etapas de debate e decisÃo. Nessa perspectiva, delimitaram-se como corpus empÃrico duas Comunidades cujas discussÃes sÃo de fundamental importÃncia para o paÃs â aquelas que visam à participaÃÃo na construÃÃo das leis ligadas ao orÃamento brasileiro de 2013 (Lei de Diretrizes OrÃamentÃrias e Lei OrÃamentÃria Anual). Os parÃmetros sob os quais foi realizada a anÃlise subdividiram-se em dois nÃveis: 1) Participativo (Provimento de informaÃÃo, MotivaÃÃo aos cidadÃos; Perfil dos Canais) e 2) Deliberativo, sendo este, ainda, posto em duas instÃncias: 2.1) Estrutura dos fÃruns (IdentificaÃÃo; Abertura/Liberdade; Agenda; ModeraÃÃo; EspaÃo PÃblico Forte x Fraco) e 2.2) ConteÃdo das postagens (Provimento de razÃes; Reciprocidade; Respeito mÃtuo; OrientaÃÃo para o Bem-Comum). Por meio da anÃlise empÃrica, conclui-se que, a iniciativa apresenta bons resultados quanto aos critÃrios participativos adotados como parÃmetro na pesquisa. Em relaÃÃo à deliberaÃÃo, contudo, o portal ainda nÃo apresenta ser bem sucedido, justamente por concentrar-se em atuar na condiÃÃo de dispositivo dotado de mÃltiplas ferramentas, o que privilegiou a ampliaÃÃo da participaÃÃo em vez de encaminhar os cidadÃos a contribuÃrem de forma mais qualificada, atravÃs das discussÃes desenvolvidas nos fÃruns. / This work aims to understand the vision of participation and the valorization the Brazilian Legislative Power, specifically the Chamber of Deputies, makes about political participation mechanisms by the case study of the Portal e-Democracia, sponsored by that institution. The tools of e-Democracia, by allowing citizens to participate in the discussion of topics arising from legislative agenda, bring up the use of the internet as, possibly, an effective link between representatives and the represented. In other words, the proposal of e-Democracia is to generate discussion, both among citizens and between them and their representatives in order to contribute to the formulation of public policies. The research observed the development of Legislative Communities housed in the experience in question, able to engage any interested user, and it could identify an attempt to play the optimal model based on the binomial deliberation-voting, designed to guide the operation of the process of political decision production within the committees. It appears, however, a lack of systematization, at the portal, required by this ideal model, since there is an effective link between the stages of debate and decision. From this perspective, we have delimited as empirical corpus two communities whose discussions are of fundamental importance for the country - those aiming to participate in the construction of laws related to Brazilian budget 2013 (Budget Guidelines Law and the Annual Budget Law). The parameters the analysis is based on were divided in to levels: 1) Participative (Information, Motivation, Channels layout) and 2) Deliberative, which was sectioned into: 2.1) Structure of the forums (Identification; Openness; Agenda; Moderation; Public Space Strong x Weak) and 2.2) Content of posts (Reason-Giving; Reciprocity; Mutual respect; Common-good orientation). By that analysis, it is concluded that the initiative gives good results in relation to the participatory criteria adopted as a parameter of this research and suitable for an experiment that aims to enhance the participatory potential preferences of their users. Regarding the deliberation moment, however, the portal has not yet be successful, just to concentrate on being a device of multiple tools, which favored the expansion of participation instead of forwarding the citizens to a more qualified contribution through the discussions developed in the forums.

The empirical object had to be cut to make the search feasible. Therefore, was analyzed the 10 most voted proposals of the Virtual Conference of the 1st CONSOCIAL - National Conference on Transparency and Social Control. The 1st CONSOCIAL was a public lecture organized by the Comptroller General of the Union, with the purpose of discussing public policy. Within the various stages, the Virtual Conference took place in the online environment, where participants were able to suggest ideas and decide on the proposals to be brought forward to the National Conference. To understand the context of the empirical object, some concepts were discussed along the theoretical research. Public communication, internet and deliberative democracy are essential elements chatting throughout the research in order to understand how this new way of communicating permeates the daily life of Brazilian civil society connected to the internet. Deliberative democracy, proposes a democratic model based on dialogue, communicative action, where the best argument should prevail. This conversation between state and society, is nothing more than public communication achieved, a process that is still being established in Brazil, and that was only possible after the legitimization of publicity of administrative acts of public character. / Este trabalho contempla uma investigação empírica e teórica sobre a maneira como o cidadão brasileiro conversa com o Estado por meio da internet. O objeto empírico teve que ser recortado para tornar a pesquisa viável. Por isso, foram analisadas as 10 propostas mais votadas da Conferência Virtual da 1ª Consocial – Conferência Nacional sobre Transparência e Controle Social. A 1ª Consocial foi uma conferência pública organizada pela Controladoria Geral da União (CGU) com o objetivo de debater políticas públicas. Dentro das várias etapas, a Conferência Virtual aconteceu no ambiente on-line, onde os participantes puderam sugerir ideias e deliberar acerca das propostas para serem levadas para a Conferência Nacional. Para entender o contexto do objeto empírico alguns conceitos foram abordados ao longo da pesquisa teórica. Comunicação pública, democracia deliberativa e internet são elementos essenciais que conversam ao longo da pesquisa a fim de compreender como esta nova maneira de se comunicar permeia o cotidiano da sociedade civil brasileira conectada na internet. A democracia deliberativa propõe um modelo democrático baseado no diálogo, no agir comunicativo, onde deve prevalecer o melhor argumento. Esta conversa entre Estado e sociedade nada mais é que a comunicação pública concretizada, processo que ainda está sendo instaurado no Brasil, e que só foi possível depois da legitimação da publicidade dos atos administrativos de caráter público.
