<p>Background: Generally, operation management includes a set of complicated systems interfacing each other. Most important systems which impact and impacted by the operations management system are production management system and maintenance management system. But to treat the interfacing losses has been difficult as interact and partially overlap each other. In this study, case-operational system was treated with developed model that analysis and design integrated operational system in order to make it easier and cost effective to manage.</p><p>Methods: A model was developed based on latest literature survey work using systems paradigm methodology and systems engineering approach.</p><p>Results: Among five analysis techniques, four types of interfacing losses were identified, seven requirements were extracted, nine conceptual solutions were generated, one of them was selected and based on it the integrated operational management system were designed.</p><p>Conclusions: The results suggest that the operational system in case-company shall be integrated by organization management, process management, and control management, in addition to data management.</p> / <p>Bakgrund: I allmänhet har operations verksamhet en del komplicerade system där friktion kan förekomma. De viktigaste systemen som har påverkan på operations verksamhet är produktion och underhålls system. Att behandla friktions förluster har varit svårt eftersom de både samverkar och delvis överlappar varandra. I dem här studien har olika fall av operationssystem behandlats med att först utveckla en modell, analysera och designa den integrerade operationssystemet för att få den billigaste och dem mest kostnads effektiva sätt att klara av.</p><p>Metod: En modell har utvecklats baserat på de senaste metoderna genom att använda system paradigm metoder och systemtekniska angreppssätt.</p><p>Resultat: Genom att använda fem sätt att analysera, sju bestämmelser extraherade, nio lösningar generade, valdes en av lösningarna och med lösningen som grund designades operations verksamhet.</p><p>Slutsats: Resultatet förslog att operations verksamhet skall integrera organisation, process och kontroll ledningar och inte bara data ledningen.</p>

Operační a krizové řízení v rámci Policie ČR / Operational and Crisis Management within the Police of the Czech Republic

This thesis deals with the issue of operational and crisis management within the Police of the Czech Republic. The organizational structure and the staffing of operational centers and emergency management centers is described as closely related to police activities, with emphasis on the responsibility for executing tasks resulting in particular from internal acts of the Police management as the essential component of the Integrated Rescue System (IRS). The issue of emergency calls handling and the related communications between the basic components of the integrated rescue system, particularly between the Police and the Fire and Rescue Service, considering the technological and material and technical equipment of operational centers of the police of the CR is dealt with. The empirical section is focused directly on the "modern" Integrated Operational Centre of Regional Police Headquarters of the Vysočina region where questionnaires are distributed to workers (policemen) of this organizational element of the Police, the object of study is divided into three parts. The first part is focused on the IRS issues, the level of knowledge, orientation in this area and views on cooperation of the IRS components are identified by the questionnaire. The second part is focused on crisis management, the knowledge level of respondents in this area is determined. The third part of the questionnaire is directed entirely to obtain information and knowledge from practice of the staff members involved in special activities. The discussion and conclusion gives information about the progressive development and integration of operational centers, including the possible and most convenient way (system) of operational and crisis management within the Police of the Czech Republic.

This study emphasizes the operational management in the civil construction sector represented by the construction supervisors, remarkably known by their great experience and tacit knowledge of the productive processes. These supervisors, who have similar academic background comparing to the operational workers, have developed managerial competences that enabled them to mobilize big teams towards the defined objectives, in accordance with standards and cultural organizational values. However, there are peculiarities that differentiate civil construction sector from the others in the production industry, and that directly interfere in the professional development process. The main peculiarity refers to the mobility of the production site. In the civil construction sector, the finished product is delivered and the company withdraws from the production site. In other industries, instead, it is the product itself that leaves and the production site remains static. Other characteristic is the disruption of the productive process flow that needs to be started up each new enterprise and generally with construction workers hired locally. It highlights the importance of the supervisor, the man in charge of these workers and considered by them a legitimate organizational representative. Previous studies in this sector have shown that some years of experience will be necessary so as to go through the supervision level. Much of the knowledge and improvement of the main operations is generated by the operational teams and the supervisor acts as a catalyst of this process. So, the accumulated experience derived from knowing how to do seems to be restricted to few professionals in this level of supervision. The situation brings about the difficulty in hiring supervisors in the market and reinforces the importance of providing professional development for the function in the workplace. It also reinforces the need to consider new forms of development due to the mobility of the production site. Therefore the objective of this study was to analyze how the transition from construction worker to supervisor occurs, investigating the learning process of managerial competences. A qualitative case study was carried through in a great company in the civil sector, where supervisors and managers allocated in different enterprises and regions were interviewed. The analysis of the research findings was based on experiential learning theories, considering individual and organizational factors that can interfere in the process and in the acquisition of competences. The identification of competences in the construction supervisors were analyzed according to Zarifian s dimensions: a) taking initiatives and assuming responsibilities; b) practical understanding based on acquired knowledge; c) mobilizing the network of actors; and d) sharing implications and assuming responsibilities. This study contributed to the identification of experiences and nontraditional learning actions in the workplace, in order to develop competences that can accelerate the supervisor s learning process and to minimize the difficulties inherent in the sector. / A atuação gerencial e suas competências têm sido tema freqüente de estudos na literatura acadêmica, porém, a maioria das pesquisas versa o desenvolvimento gerencial em níveis estratégicos de atuação. Nesse estudo, destaca-se a gerência operacional no setor da construção civil representada por supervisores de obras, reconhecidamente com grande experiência e conhecimento tácito dos processos produtivos. Com formação escolar semelhante a dos demais trabalhadores operacionais, estes supervisores desenvolveram competências gerenciais para conseguir mobilizar grandes equipes em direção aos objetivos definidos e de acordo com os padrões e valores culturais da organização. No entanto, peculiaridades diferenciam o setor da construção civil de outros da indústria de produção, que interferem diretamente no processo de desenvolvimento de seus profissionais. A principal é a mobilidade do local no qual ocorre a produção, já que a empresa da construção civil deixa o produto pronto e se retira do lugar, diferentemente de outras indústrias, nas quais o produto é que deixa a planta da empresa. Outra característica é a descontinuidade do fluxo do processo produtivo, que precisa ser iniciado a cada nova obra e, geralmente, com operários contratados localmente, ressaltando a importância do supervisor como legítimo representante da organização no comando destes trabalhadores. Estudos realizados mostraram que são necessários muitos anos de experiência para alcançar a posição de supervisão no setor. Muito do conhecimento e aprimoramento das principais operações é gerado pelas equipes operacionais, e o supervisor atua como aglutinador desse processo. Assim, a experiência acumulada do saber-fazer parece ficar restrita a poucos profissionais deste nível de supervisão em relação ao todo de profissionais operacionais que atuam no setor. Isso reflete a dificuldade encontrada de contratação de novos supervisores no mercado e ressalta a importância de se propiciar o desenvolvimento de trabalhadores para a função no próprio local de trabalho e por novas formas, já que a condição nômade dificulta um processo de aprendizagem tradicional e formal. Por isso, o objetivo deste trabalho foi analisar como ocorre a passagem da posição de operário a supervisor, investigando o processo de aprendizagem das competências gerenciais demandadas pela função. Foi realizado um estudo de caso qualitativo numa empresa de grande porte no setor da construção civil, onde foram entrevistados supervisores e gerentes alocados em diferentes empreendimentos e regiões. A análise dos resultados da pesquisa teve como suporte teorias que tratam da aprendizagem pela experiência, considerando os fatores individuais e organizacionais que podem interferir no processo e na aquisição de competências. A identificação das competências dos supervisores de obras foi analisada a partir das dimensões da definição de competência de Zarifian: (a) tomar iniciativas e assumir responsabilidades; (b) entendimento prático com base em conhecimentos adquiridos; (c) mobilizar a rede de atores; e (d) compartilhar implicações e assumir responsabilidades. O estudo colaborou na identificação de experiências e ações de aprendizagem não-tradicionais no local de trabalho, para desenvolver as competências do supervisor de obras, que podem acelerar sua aprendizagem e minimizar as dificuldades inerentes ao setor.

Sustainability of quality improvement programmes in a heavy engineering manufacturing environment : a system dynamics approach

Companies realize to stay competitive they have to introduce quality improvement programs. Many companies are challenged today with the sustainability of these quality improvement programs. Generally the understanding of the dynamic behaviour of quality improvement programs is poorly understood with soft issues as factors of the system. System dynamics may solve this problem. This research was focussed on operational management of operations. The organising framework of this research has been qualitative research where the research design was a polar type research design where the case studies focussed on initiatives that were dramatic success or failures, with the expectation that their comparison would help identify those processes that prevent competence enhancing change. A dynamic hypothesis has been constructed from archival data, semi-structured interviews and direct observations, gathered during these case studies. A system dynamics model for quality improvement programs in an automotive environment has been tested and expanded to be applicable for a heavy engineering manufacturing environment. The structure of the system dynamics model has been expanded to include a sustainability feedback loop which also included a management support model. The management support model included soft factors such as management support, management pressure and managerial effectiveness. The complete quality improvement program system dynamics simulation model with sustainability has been tested and validated against a real system data, for a heavy engineering manufacturing environment, gathered during the case studies. The model parameters were determined from a calibration algorithm, by using the Vensim® simulation platform, that fitted the real system behaviour the best. A sensitivity analysis has been done on the model parameters determining the information cues for the management decision policies. From the system dynamics model of the complete quality improvement program, including the sustainability feedback loop, proposed management decision policies have been studied that could lead to sustainable quality improvement programs for a heavy engineering manufacturing environment. This thesis deals with the optimisation of the selected manufacturing process. The aim is to analyse the effectiveness of the selected welding and assembly lines. Another objective is to do a detailed analysis for the line with the lowest efficiency in terms of cycle time and the Overall Equipment Effectiveness and calculate the lost production time due to availability, performance and defects. The third objective is to identify possible measures leading to higher utilization of manufacturing line and to propose a possible implementation. The theoretical part is based on the literature examining the term standardization, the norms of labour intensity, the cycle time, the Total Productive Maintenance and the calculation of the Overall Equipment Effectiveness. In the practical part the profile of Car manufacturing is being presented, the analysis of secondary data to calculate the Overall Equipment Effectiveness is being done and the appropriate manufacturing line for the innovative plan is being selected. Furthermore, the analysis of secondary data regarding the effectiveness of the using time of the manufacturing line is being done, the calculation of the Overall Equipment Effectiveness and the collection of primary data is being carried out. Subsequently, the problematic spots of the manufacturing line are being found and the possible measures leading to higher efficiency of manufacturing line are being proposed.

Este documento de tesis aborda la problemática presentada en la gestión operativa de una compañía de servicios de monitoreo satelital que, debido a su naturaleza de mayorista comercial, oferta un conjunto de aplicaciones GPS a la medida de las necesidades de sus clientes. En el primer capítulo se aborda el problema, el planteamiento de una solución y la propuesta de desarrollo de un producto software que permitirá resolver la problemática presentada. Además, durante el marco teórico se revisa la literatura concerniente a la Automatización Robótica de Procesos, aplicaciones de monitoreo satelital y estrategias para el desarrollo ágil de proyectos. Luego, se describe los procesos de negocio de la situación actual y los procesos tras implementar la solución propuesta, se detalla la arquitectura y la lista de épicas e historias de usuario definidas. Finalmente, se demuestra el cumplimiento de los indicadores de éxito del proyecto, se describe el producto final y se realizan las conclusiones y recomendaciones. / This thesis document addresses the problems presented in the operational management of a satellite monitoring services company that, due to its nature as a wholesaler, offers a set of GPS applications depending on the needs of its clients. The first chapter addresses the problem, the proposal of a solution and the proposal for the development of a software product that will resolve the problem presented. In addition, during the theoretical framework review the literature concerning to Robotic Process Automation, satellite monitoring aplications and strategies for the agile development of projects. Then, describe the business processes as-is situation and the processes after implementing the proposed solution, describe the architecture and the list of epics and user stories defined. The study analyses current state of operational management of production and especially focus on physical and information flow. Based on the results of the analysis, study eliminates discovered defects. For that reason, design part is focused on optimization of informational flow by introduction of modular manufacturing information system. At the end of the thesis are presented benefits of mentioned solution and economic evaluation for the proposed options.

非營利組織在今日扮演了非常重要的角色,從提供獨特的服務到積極參與應付社會的需要,以增進社群福祉。更重要的是,非營利組織在各個區域以關鍵經濟力量之角色,滿足各地人們之需求。 當全球化的時代來臨,臺灣非營利組織仍然遭遇許多挑戰。因此,本研究的動機是希望藉由檢視國際非營利組織是如何成功地實現他們的使命以協助地方的非營利組織改進整體表現,以增進其對社會的影響以及如何充分地運用資源。因此本論文將分成以下四個主要議題進行研究: 1. 國際非營利組織的使命如何影響其運作? 2. 國際非營利組織如何組織其活動? 3. 國際非營利組織要與其他組織合作以達到其目標之原因? 4. 國際非營利組織是用何種方案或行動來更成功地達成其使命? 本研究採用質性個案研究法以及檔案紀錄蒐集法為研究方法。本研究並選擇了五個國際非營利組織進行研究,其各自在使命、組織結構、營運管理、方案行動以及策略聯盟上的選擇皆有所不同的。卻同時具備高聲望、數據可取得特性以及專注多元發展(diversity focus)等特性而有助本研究之資料探索及分析。 最後本研究的研究結果可以歸納如下: 1. 國際非營利組織在落實使命以及目標的同時總會謹慎專注於管理其操作執行流程以及如何提供產品及服務之流程。此外為求持續成長,國際非營利組織在其募款策略上增加多元性以確保組織強度。 2. 國際非營利組織有使用功能性架構之趨勢-此架構可精簡與迅速的整合組織各個專案計畫以及達成組織之目標與使命。此外,其聘任具有優越技能、專業經驗、外部關係(企業或非營利組織間)以及與社群有緊密互動的董事會成員、管理階層、委員以及志工。 3. 為了達到完成使命之目標,國際非營利組織會採取策略聯盟之作法,其主要理由有以下五種(1)成本以及風險考量(2)擷取更有實益之研究(3)獲取互補性之資源(4)取得合法性(5)取得公開曝光、聲譽以及公共關注。 4. 國際非營利組織不僅確保其各項專案計畫在操作以及發展上具有效益,同時也將各項專案計畫緊密的與組織整體使命結合。 本文不僅解釋了國際非營利組織在達成使命時為何較具效率也針對台灣非營利組織提供了若干建議以增進其執行目標或任務之效率。 / In this turbulent time, nonprofit organizations (NPOs) play significant roles since offering unique services and engaging in tackling the societal needs to benefit all human beings. Most importantly, the NPO sector served as a crucial economic force in most regions of the world fulfilling human needs. Nonetheless, as globalization approaches, the Taiwan NPOs still encounter the numerous challenges. Therefore, this research is motivated by a desire to examine how international nonprofit organizations (INPOs) function to accomplish their missions successfully as one means of assisting local NPOs to improve overall performance, increasing their impact on the society, and pinpointing how they can fully utilize their resources. Four major research questions to be addressed in this dissertation are as follows: 1.How does the mission of an INPO affect its operation? 2.How does an INPO organize its activities? 3.Why does an INPO collaborate with other organizations to achieve its objectives? 4.What programs and activities does an INPO create to fulfill its mission more successfully? The researcher focused on qualitative case study and the archival research method was adopted in this dissertation. Five INPOs, which differed in mission, organizational structure, operational management, program activities and strategic alliances and collaboration, were selected to be explored, investigated, and analyzed due to their high prestige, data availability and diversity focus. The findings of this dissertation can be summarized as follows: 1.INPOs always have made it a habit of following their missions when focusing on carefully managing the operational processes or routines to produce and distribute their products and services. In addition, in order to sustain growth, INPOs diversify their funding strategies to insure the strength of the organization. 2.INPOs have a tendency to use functional structure—lean and agile—to organize programs and achieve their goals and missions. Besides, they recruit outstanding board of directors, executives, other committees and volunteers with exceptional skills, professional experiences, connections to the firms and philanthropic organization and ties to the community. 3.With the aim of fulfilling their missions, INPOs pursue strategic collaboration and alliances for five reasons: (1) To share the costs and risk, (2) To receive more effective research, (3) To acquire complementary resources, (4) To get legitimacy, and (5) To obtain exposure, reputation and public awareness. 4.INPOs ensure that each program is not only developed and operated effectively, but also strongly associated with the organization's overall mission. To conclude, this dissertation not only explains how INPOs function so effectively in achieving their missions but also provides recommendations for Taiwan NPOs to fulfill their missions more successfully.

In this thesis, is compared to the basic operation of the integrated rescue system operating procedures in Pardubice and Hradec Králové region in the years 2008-2012 for the thesis were two objectives, the first objective is to assess the activities of the essential components of the integrated rescue system operating procedures, the second goal a proposal on measures to improve the activities that facilitate the work of the basic components of the integrated rescue system with mutual cooperation. It was determined one hypothesis, the basic operation of the integrated rescue system operating procedures in Pardubice and Hradec Králové is the same. The results will be presented with the basic elements of the integrated rescue system both regions to implement their own analysis, and streamline their operations. In the theoretical part of the thesis presents the basic components of the integrated rescue system, their brief description, basic tasks and historical development in the regions. Counties are also briefly described. In this work we discuss the operational management, Performance Operations and Information Centre of the Integrated Rescue System, Operations and Information Centre Fire Brigade, Integrated Operations Centre of the Czech Police and Health Operations Centre. Subsequently, the individual hotlines operating in the Czech Republic. The last section describes the basic types of intervention. The practical part deals with the comparison of the activities of the essential components of the integrated rescue system in Pardubice and Hradec Králové region in the years 2008 2012. Since the failure to obtain materials from emergency medical services in Pardubice and Hradec Králové, comparisons focused on the evaluation of cooperation Fire and Rescue choirs Pardubice and Hradec Králové region and the Police in both counties. On the basis of data obtained from statistical yearbooks affect activities of fire protection from the years 2008-2012 is compared cooperation Fire and Rescue Service and the Police regions of the Czech Republic in Pardubice and Hradec Králové, and cooperation Fire and Rescue Service regions and emergency medical services in Pardubice and Hradec Králové. The next section is compared cooperation Fire and Rescue Service Pardubice and Hradec Králové region and cooperation of the Police of the Czech Republic in Pardubice and Hradec Králové on the basis of information obtained from structured interviews with officials of both institutions. Planned statistical analysis, using bivariate methods has been carried out with regard to the lack of basic materials provided by the integrated rescue system. The research data collected from statistical yearbooks Pardubice and Hradec Králové region, and based on structured interviews with members of the Fire and Rescue Service Pardubice and Hradec Králové region as members of the Police of the Czech Republic in Pardubice and Hradec Králové, given hypothesis is confirmed. The activities of the essential components of the integrated rescue system is in operational management in Pardubice and Hradec Králové almost identical, with small variations.
