These factors have considerably difficult the achievement of expectations, which we hope to achieve in the teaching-learning process with the students. Facing this framework, with the development of this research, anchored in a case study, we present the attributions, perspectives and limits of a Continuing Teacher Training Program, according to procedures proposed by the Ministry of Education (MEC): National Pact for Secondary Education Strengthening. The purpose of the research is the following question: “How did the National Pact for the Secondary Education Strengthening contribute to changes in teachers' pedagogical work?” The research locus was Padre Anchieta State School from Salgado Filho PR (CEPA), a school institution that faces an educational reality not different from the other Brazilian schools, regarding the teaching and learning process. One of the main purpose of the Pact consists on the integral formation of the students of the High School, providing them conditions and possibilities of knowledge construction for autonomy and citizenship. Therefore, the results of the present research aim to analyze the objectives of the National Pact for the Secondary Education Strengthening in the view of high school teachers, pedagogues, principal and teachers of Higher Education Institutions to verify the results, through the implantation of this training, in this school institution. The methodology of the present research was based, mainly, on the case study carried out by Yin (2010), for the relevance that it presents regarding to the ways of analyzing a certain educational policy, in this case, teacher training and the possible results at pedagogical work. Besides the analysis of the work of 10 (ten) books used during the formation of the teachers by the Pact, we use Bernard Charlot, Marilena Chauí, Marai Ciavatta, Antonio Gramsci, Francisco Imbernon, among others, as basis for academic grouding. On this basis, we evaluated the results of this Teacher Training Program working with 17 high school teachers, who participated in the National Pact for the Secondary Education Strengthening, with 4 (four) members of the pedagogical team: three (3) pedagogues, the principal and three (3) teachers of Higher Education Institutions (IES) who participated in the execution of the Teacher Training Program. / Com vivência prática na educação, por mais de 15 anos, encontramos várias situações preocupantes, como a falta de motivação dos estudantes para os estudos, índices elevados de evasão escolar e número considerável de aprovações por conselho de classe como forma de ludibriar o índice de reprovação, o qual seria bastante elevado. Esses fatores têm dificultado, consideravelmente, o alcance das expectativas, para atingir no processo de ensino e aprendizagem. Diante desse quadro, com o desenvolvimento da presente pesquisa, ancorada em um estudo de caso, apresentamos as atribuições, perspectivas e limites de um Programa de Formação Continuada de Professores, conforme trâmites propostos pelo Ministério da Educação (MEC) denominado: Pacto Nacional Pelo Fortalecimento do Ensino Médio. O propósito da pesquisa contempla o seguinte questionamento: Como o Pacto Nacional Pelo Fortalecimento do Ensino Médio contribuiu para mudanças no trabalho pedagógico dos professores? Os lócus da pesquisa foi o Colégio Estadual Padre Anchieta de Salgado Filho - PR (CEPA), instituição escolar que vive sua realidade educacional não diferente das demais escolas brasileiras, no que se refere ao processo de ensino e aprendizagem. Um dos principais objetivos do Pacto consiste atingir a formação integral dos estudantes do Ensino Médio (EM), proporcionando-lhes condições e possibilidades de construção do conhecimento para autonomia e cidadania. Portanto, os resultados da presente pesquisa objetivam analisar os objetivos do Pacto Nacional Pelo Fortalecimento do Ensino Médio na visão dos professores do EM, dos pedagogos, do diretor e das professoras das Instituições de Ensino Superior (IES) para verificarmos os resultados, por meio da implantação desta formação dos professores, nessa instituição escolar. A metodologia foi fundamentada, principalmente, no estudo de caso, idealizado por Yin (2010), pela relevância que apresenta no que se refere às formas de analisar determinada política educacional, neste caso, a formação de professores e os possíveis resultados no trabalho pedagógico. Além da análise das obras de 10 (dez) Cadernos utilizados durante a formação dos professores pelo Pacto, utilizamos como base para fundamentação teórica, Bernard Charlot, Marilena Chauí, Maria Ciavatta, Antonio Gramsci, Francisco Imbernon, dentre outros. Com essa base, avaliamos os desdobramentos e os resultados deste Programa de Formação de Professores trabalhando com 17 professores do Ensino Médio, os quais participaram da formação pelo Pacto, com 4 (quatro) membros da equipe pedagógica, sendo 3 (três) pedagogos e 1 (um) diretor/gestor e mais 3 (três) professoras de Instituições de Ensino Superior (IES) que participaram da execução do referido Programa de Formação de Professores.

No desenvolvimento da pesquisa, foi utilizada a metodologia quantitativa, levantando-se informações através de visitas nas escolas utilizando-se roteiros de entrevistas. A política foi investigada sob a visão de pais, alunos, professores, gestores e servidores das referidas unidades escolares, onde foram aplicados questionários com perguntas abertas e realizadas entrevistas com estes. A fundamentação teórica deste trabalho tem como autores Carvalho (2008), Mainardes (2006), Lück (2000), Gadotti (1997), Nóvoa (1995), e Hoffmann (1991), que abordam o significado de uma política pública educacional, a interpretação, intervenção e recriação desta, destacando a importância da participação dos envolvidos na implementação, no monitoramento, acompanhamento e planejamento da política no processo ensino-aprendizagem, bem como a aproximação e interação da família ao ambiente escolar. Ao final, apresenta-se um Plano de Ação Educacional, cujo objetivo é fortalecer e ampliar as ações educacionais e cuja proposta de acompanhamento, que será utilizada como instrumento de intervenção, consiste em fazer um levantamento diagnóstico a partir da análise do processo e da prática em sala de aula, visando a melhorar o resultado das Escolas em estudo. O Plano de Ação Educacional, desenvolvido a partir da observação e acompanhamento das Escolas pesquisadas, busca identificar quais ações foram exitosas nas unidades de ensino e quais ações necessitam ser aperfeiçoadas. / This study analyzed the implementation of the Pact for Education, as a public policy aimed at educational improvement in three state schools in the South Forest region of Pernambuco, identifying which aspects of policy were positive in school management and proposals which require adjustments to contribute to the improvement of student learning. The research is justified by the fact that the selected schools are placed in municipalities with low Human Development Index (HDI) and have low results in the Pernambuco Education Development Index (IDEPE). The development of research, quantitative methodology was used, rising information through visits in schools using interview scripts. The policy was investigated from the perspective of parents, students, teachers, managers and staff of these school units, which were applied questionnaires with open questions and interviews with them. The theoretical foundation of this work is to Carvalho authors (2008), Mainardes (2006), Lück (2000), Gadotti (1997), Nóvoa (1995) and Hoffmann (1991), which address the meaning of a public educational policy, interpretation, intervention and re-creation of this, highlighting the importance of the participation of those involved in the implementation, monitoring, monitoring and policy planning in the teaching-learning process and the approach and family interaction to the school environment. Finally, we present an Educational Action Plan, which aims to strengthen and expand educational activities and the proposal of monitoring, which will be used as an instrument of intervention is to make a diagnosis survey from process analysis and practice in the classroom in order to improve the results of the schools in the study. The Education Action Plan, developed from observation and monitoring of the surveyed schools, seeks to identify what actions have been successful in teaching units and what actions need to be improved.

In 2010 the new Swedish national system for health care 1177.se was launched in order for users to have one place where to find health care related information. The primary stakeholders of this system, which is online based, are the counties and regions of Sweden. The purpose of the thesis is to identify what improvements can be made on the health care system in order to benefit new technologies and in the end the users. The main question that the thesis will address is: * How can a PACT analysis improve the design of health the health care system 1177.se to benefit new technologies in order to be as available as possible. The method that has been used in order to gain knowledge in the subject has been literature studies, observations, scenario building and also an interview. The analysis of the empirical and theoretical studies has shown that more attention should be placed on people that have different disabilities and people with other origins then Sweden. People that are not so comfortable with Internet technology also is a group of people that needs to be placed in focus. / 1177.se är det nya svenska informationssystemet för vård som lanserades 2010. Initiativtagarna är regioner och landsting i Sverige. Målet med 1177.se är att den ska bli den ledande resursen för de svenska invånarna när det kommer till information och råd om hälsa, sjukvård och tandvård. Det senaste decenniet har Internet utvecklats så pass mycket att vården kan använda dess kapacitet för invånarna i Sverige. Regionerna och landstingen såg en möjlighet att använda en gemensam plats för alla invånare att hitta information om hälsa, sjukvård och tandvård. Sverige har ungefär 9,5 miljoner invånare (SCB, 2011) som alla vid någon tidpunkt kommer i kontakt med det svenska sjukvårdssystemet. De kan lida av alla från sorters sjukdomar till att enbart söka information eller hitta information om vård i närområdet och leta efter fakta själva. Det finns flera olika användningsområden för informationssystemet 1177.se vilket betyder att hur man designar systemet är av yttersta vikt. En PACT (People, Activities, Contexts, Technologies) analys strävar mot att identifiera vilka olika aktiviteter som människor gör och i vilka kontexter samt vilken teknik man använder för att ge en indikation på vad man bör tänka på då ett informationssystem designas. Denna uppsats är ett försök att analysera informationssystemet 1177.se och ge min syn på vilka förbättringar som kan göras efter att ha gjort en PACT analys.

The interface between public administration and alliance politics the ANC-SACP-COSATU dialogue in South Africa

After three hundred and forty-two years of colonialism and apartheid, South Africans of all walks of life experienced their first democratic elections in 1994. Now, as the country is at the precipice of the 5th democratic elections, it has known no government other than the African National Congress (ANC). The ANC has had landslide victories at the ballot box and always managed to secure an electoral vote of around 66%. These victories have not been by accident and have been carefully managed through an Alliance Pact with the South African Communist Party (SACP) and the Congress of South African Trade Unions (COSATU). The nature of the Alliance has infiltrated and influenced the character of contemporary South African public administration. This study postulates vigorously that an alliance is not a coalition, but rather a partnership of ideological semblance and political decorum. This is most significantly expressed through the National Democratic Revolution (NDR). The study further elucidates the notion that the NDR remains the main political artery of the ANC and is seminal in the policy debates and critical platforms for each of the Alliance Partners. The study affirms that irrespective of this convergence of ideology, there is periodic divergence on the leadership role of the ANC viz a viz that of the Alliance as the strategic centre for policy and governance issues. However, the ANC has over the years successfully challenged this assertion and through practice, led the Alliance in a politically driven manner that is predicated on consultation, due diligence and functional purpose. However, any member of the SACP or COSATU who desires to be part of parliament or the executive is required to be a member of the ANC. This, the study asserts, is the new formation of a political partnership. The study adumbrates that the SACP (even though it is registered as a political party with the Independent Electoral Commission) and COSATU do not contest elections separately. As part of the agreement, only the ANC contests elections and as such leads the Alliance. While COSATU and the SACP provide advice through Alliance structures on the deployment of cadres in the public service, the deployment committee is an ANC structure and the final decisions in regard to deployment resides with the ANC. This study has reinterpreted the dialogue within the Tripartite Alliance and how this has moulded the political nomenclature of the ANC, and the solidified impact on the way in which public administration is affected and effected in South Africa and vice versa. The study presents with equanimity how the practice, for example, of dual membership of two political organisations (ANC and SACP) enriches the public service and the policy-making process in a developmental state. It furthermore points to the imperative for a clear underlying ideology (as provided for through the NDR) and certainty as to who leads in such an arrangement. This study finds that it is through the Alliance structures that individual leaders within the Governing Party (ANC) are held to account for their actions – and after a hundred years of existence, the ANC and Alliance structures have managed to address the challenges of time, the pressures of political stress and the coalition of a “broad-based political church”. The logic of maintaining this political marriage and developmental triangulation, and also interpreting the essence of consolidating party manifestos to its membership, and further to preserving democratic principles, while at the same time translating this into the action of good governance in South Africa, is complex, yet manageable. / Thesis (PhD)--University of Pretoria, 2013. / am2013 / School of Public Management and Administration / unrestricted

In the present work we strive to describe those political phenomena which influenced, directly or indirectly, Radiojournal Ltd., the only radio broadcaster in Czechoslovakia during 1923 - 1939. However, it is the period of the so-called 'second republic' that can be approximately set between the conclusion of the Munich Pact at the end of September 1938 and the occupation of the rest of Czechoslovakia on 15th March 1939, which is in the centre of our attention. At that time, the system of politics, power and social situation underwent a reconstitution marked above all by centralising efforts hand in hand with the suppression of liberal and democratic principles. Sometimes we talk about the so-called 'authoritative democracy'. Radiojournal could not escape these changes. Formally, it was a private company with 51 % of shares owned by the state. And civil servants or politicians themselves were members of the managing and supervisory bodies of this institution ever since 1925. This situation was maintained also during the 'second republic' when the grip of the state became even stronger. In the new situation, proposals were made to nationalize the institution. Analysis and Modulation of PACT, DICER and MBNL1 in the Context of Myotonic Dystrophy Type I

Myotonic Dystrophy Type I (DM1) is a multi-systemic genetic neuromuscular degenerative disease, has a prevalence in most populations of about 1:8000 and is caused by the nuclear retention of pathogenically expanded DMPK mRNA. A previous DM1 RNAi-kinome screen in our lab has identified kinases that reduced both count and area of DMPK mRNA foci in vitro. One such discovered kinase is PACT, which has showed to decrease foci count and area in DM1 fibroblasts by 30-50%. This study explored PACT as well as binding partner DICER involved in cellular RNA processing machinery, to highlight potential therapeutic targets in DM1. DM1 fibroblasts treated with PACT siRNA showed a non-significant trend of upregulation in MBNL1 mRNA and protein expression. PACT knockdown also showed trend of missplicing normalization in SERCA-1, more prominently seen in DM1-2000 human fibroblasts, whereas IR (insulin receptor) splicing remained unaffected. On the other hand, DICER knockdown did not have profound affect on foci integrity as well as MBNL1 RNA and protein xpressions in DM1 fibroblasts. SERCA-1 splicing in DICER siRNA treated samples also remained unchanged. We report here our findings in pursuit of potential therapeutic targets for the treatment of DM1.

Diploma thesis "Change of the Soviet Union image in the protectorate press based on comparison of the media content from the turn of August/September 1939 and June/July 1941" deals with the manner in which the protectorate newspapers informed about the Ribbentop-Molotov Pact and later about the German invasion of the Soviet Union. The examples of these events and their reflection in the Protectorate press demonstrate how flexibly the protectorate propaganda responded to the current political line. For the purposes of the thesis, there have been selected three newspapers: Polední list, Večerní České Slovo and Venkov. These periodicals were examined in two time-bound periods, from 23rd August till 27th September 1939 and from 16th June till 14th July 1941. The methodology used is a historical comparative analysis, which discusses the transformation of Protectorate propaganda attitudes in the dependence on the historical context, and semiotic analysis, which deals with period media discourse and reveals ideology sustained on the level of sign systems.

Quel type d’utopie aidera les Africains à promouvoir une vraie éthique de la compassion ?En effet, la question de la vieillesse en Afrique est avant tout une question existentielle et éthique, raison pour laquelle la solution ne passera pas par la pitié, la vénération, les soins médicaux, mais par la prise en compte de la justice. Justice put forward the very notions of responsibility, solicitude, compassion and intergenerational pact.Definitely, through aging question, we question fragility and living-together in African traditions.
