Konsensus eller kompromiss? : En studie om det offentliga och civilsamhället inom ramen för en välfärdsomvandling

Uppsatsens utgångspunkt är samverkansarbete mellan det offentliga och civilsamhället inom ramenför den nationella Överenskommelsen inom sociala frågor. Kontexten är den samhälleligaomvandling och de välfärdsförändringar som skett sedan 1970-talet. Tidigare forskning inom ämnethar visat att konfliktperspektivet saknats inom forskningen av samverkan mellan det offentliga ochcivilsamhället. Uppsatsen bygger på det emancipatoriska kunskapsintresset vars strävan är att identifiera orsakertill missförhållanden och missförståelse som ligger bakom vissa fenomen, i det här falletkonsensusbegreppet. Uppsatsen lyfter fram maktasymmetri som en begränsande faktor inomramen för samverkansarbete mellan det offentliga och civilsamhället. Uppsatsen visar att det råderen oklar rollfördelning inom samverkansarbetet och de idéburna organisationerna vet inte huruvidaman är en röstbärare eller en serviceutförare. De idéburna organisationerna är även rädda för attframstå som kritiska gentemot det offentliga eftersom man då riskerar att tappa ekonomiskt stöd. Uppsatsen lyfter det trilaterala sanningsbegreppet för att uppdaga dold mening, hur dennakorresponderar med verkligheten och slutligen hur detta kan komma till praktisk användning.Resultatet kan ses som både teorigenererande och kunskapsproducerande med anledning avambitionen att integrera den kritiska teorins metaperspektiv med konkret empiriskt material, dvs.den nationella Överenskommelsen inom sociala frågor.

Growth at the Sinomlando Centre for Oral History and Memory Work in Africa : power partnerships and policies.

Employees‟ perceptions regarding the role of powerful partners in developing the managerial leadership of small and recipient organisations are vital, given the research developments regarding partnerships. This research has focused on the power that governs the relationships between large and self-governing funding organisations and dependent recipient organisations. The emergence of developing managerial leadership, linked to powerful partnership systems, appears to be a vital field for research in the developed world. For instance, this is evident in the United States of America but not in Africa, especially in the sub-Saharan region. Partnership is simply conceived of as a relationship between one or more NGOs, and in such a relationship, power is understood as being one partner having the ability to influence another partner, or other partners, to do what they would otherwise not do. Intentional and observable power between organisations often results in a diverse and complex managerial leadership and organisational life for small and recipient organisations. In this regard, the recipient partner organisations striving for leadership, management- and organisational growth, and change, commonly struggle with internal and external power influences embedded in powerful partnerships. Sub-Saharan Africa‟s, especially South Africa‟s, development NGOs and funding partnerships are not an exception to this challenge. This dissertation is an embryonic qualitative but objective enquiry into managers‟ and employees‟ perceptions regarding the influences of donors and the University of KwaZulu-Natal on growth at the Sinomlando Centre for Oral History and Memory Work in Africa. The research adopted the narrative and interpretive paradigm, combined with the qualitative methods of data collection and analysis. Three data collection methods were used: 1) archival; 2) face-to-face interviews; and 3) participant observation. The Sinomlando Centre is an organisation originally conceived as a research and community development entity, based at the University of KwaZulu-Natal, South Africa. While existing within, and depending on the University, the Centre predominantly relies on international funding partnerships. This environment is solely driven by the founding director, who steers the organisation towards its full cognisance. It is this very environment that inspired the question of employees‟ perceptions regarding the influence of these powerful partnerships, in augmenting leadership and management at the Sinomlando Centre. This research project draws on library-, internet-, and archival searches to explore concepts pertaining to: systems and systems thinking; behaviour and learning in organisations; leadership and management development, and power and partnerships. This research harnesses the findings generated from the interviews and participant observation studies, with the academic studies linked to these concepts. This is done in order to discuss and highlight the fact that the employees at the Sinomlando Centre think and confirm that the donors, the Director, and the University, are all systems that influence their organisation. The research found that the University, the donors, and the leadership, are all system structures that limit the Sinomlando Centre‟s organisational and leadership growth. Thus, in consideration of the existence of the Sinomlando Centre within the University, the dependence on foreign funding partnerships, and the reliance on the Director, this dissertation concludes that developing managerial leadership can be possible only if the organisation considers: 1) re-positioning itself and self-organisation within its environment of existence; 2) openness to change-management; and 3) widening internal opportunities for managing powerful partnerships. / Thesis (M.Com.)-University of KwaZulu-Natal, Durban, 2012.

Partnership and outsourcing as tools for increased access to consular services : a case of South African High Commission in the United Kingdom / Johannes Kgotso Tiba

The provision of consular services is an obligation of every government to its citizens who are living abroad. In providing such services, efforts must be made to ensure that they are accessible to all citizens, wherever they may be. Under the current economic climate, maintaining an extensive network of embassies and consulates around the world is an expensive venture. It is against this background that governments must be innovative in providing services by ensuring that private and third sector organizations are involved, in order to complement their work of ensuring that consular services reach their citizens at affordable costs - wherever they are. Besides rendering consular services to South African (SA) citizens, consular offices can be a vital investment vehicle of the government abroad, by ensuring that much-needed investment is obtained. Furthermore, the consular services can serve as the first line of defence of a country, by ensuring that people who can cause harm to the country do not enter it. Despite the daunting challenges facing the post-apartheid government in SA, a number of changes have been undertaken to ensure that consular services are modernized. However, those changes have been inadequate and have fallen short of meeting the expectations of most South African citizens who are living abroad. This study makes a vital contribution on the concept of using partnership and outsourcing as tools for increased access to consular services in one of the critical missions of SA abroad - the United Kingdom, by showing that the traditional way of rendering consular services from a diplomatic mission is inadequate to reach potential customers scattered in parts of the host country. The study concludes with significant recommendations that, inter alia, include even using post offices and the internet to ensure that consular services reach all parts of the United Kingdom, where South Africans live. Given that consular services have inherent security implications, the study also notes that among factors that must be taken into account before outsourcing consular services, or even setting up a partnership, the chosen service providers must, amongst other things, be able to maintain and protect the confidentiality of their customers. / Thesis (M. Assessment of the economic partnership agreement between South Africa and the European Union / Joanna Wroblewski.

Trade agreements play a big part in international trade and have existed for as long as countries have been trading internationally. Countries often agree to sign a trade agreement with their trading partners because trade agreements can stimulate international trade by removing barriers. Trade agreements can also have a negative impact on a country, such as social injustice and economic inequality. South Africa has numerous trade agreements with various countries, one important agreement that South Africa is part of is the regional trade agreement between the European Union (EU) and the African, Caribbean and Pacific (ACP) countries which originated in 1976. The Economic Partnership Agreement (EPA) is a preferential trade agreement which evolved from the Cotonou Agreement which came into force in 2000 and envisioned the creation of mutual trade agreements. When this agreement expired in 2007, the (EPA) was created. The main objective of the EPA’s is to integrate the ACP countries into the world economy. The EU aims to combine trade, politics and development and enhance the political dimension of ACP countries by addressing issues such as corruption, poverty and inadequate development policies. The EU is in favour of the EPA because it will reduce the number of negotiations with various countries, which it currently holds simultaneously. South Africa had some reservations regarding the EPA. South Africa is currently governed by the Trade, Development and Co-operation Agreement (TDCA), which was created with specific goals and also acts as a strategic partnership between the EU and South Africa. If the EPA is implemented in South Africa, it will replace certain elements of the TDCA agreement. South Africa has characteristics of both a developed and developing economy and will be excluded from several of the general trade arrangements of the EPA. The EU is offering duty-free and quota-free access for all the countries except for South Africa. This will result in two different SACU tariffs for imports from the EU. South Africa also argues that various discrepancies will arise between the EPA and TDCA which will cause various challenges regarding political, legal and technical aspects between Southern African countries and this will hinder regional integration amongst these countries. There are various opinions as to which agreement will be more beneficial for South Africa. Where the EPA aims to create a single agreement for all ACP countries, the TDCA is an exclusive agreement between South Africa and the EU, and addresses issues specific to South Africa. The underlying problem is that South Africa has qualities of both a developed and a developing nation and is being excluded from some of the benefits that the EU is offering the other members. This rings some alarm bells, as South Africa and its neighbouring countries are working towards better regional integration. The EPA might have a negative influence on this regional integration because various African countries will benefit differently under the EPA. This Study analyses the possible effects the EPA could have on South Africa’s trade with the EU and South Africa’s neighbouring countries by means of a literature study and an empirical analysis. The first part of literature study gives an overview on trade theories and trade agreements, advantages of free trade, trade barriers and the likeliness of countries to trade with each other. The second part provides an in depth overview of regional and preferential trade agreements and economic integration. The Third section of the literature study gives a complete overview of South Africa and the EU’s economic and trade situation. The Fourth and final section of the literature study provides an overview of the TDCA and the EPA and compares the two agreements. The literature study is followed by an empirical analysis and an overview of the gravity model. The empirical analysis studied the impact of trade barriers on the historic trade between South Africa and the EU using a gravity model as a basis. The gravity model was used as a base for the regression models, because it has proven to give accurate estimations in previous studies done with similar trade data. This study used data for each variable for the time period 2000 to 2010 and was sourced from the World Bank and the International Trade Centre but there are data limitations. Separate models were estimated for exports from South Africa to the EU and imports to SA from the EU. From the import regression results, it was clear that the coefficients were very small and should all tariffs be eliminated, there will not be a significant increase in imports to South Africa from the EU. The export regression results were similar to the results of imports and indicated that if all tariffs should be eliminated with the implementation of the EPA, there will not be a significant increase in exports from South Africa to the EU. However the EPA stretches beyond only trade benefits and because the EU remains one of South Africa’s biggest trade and development partners, it is vital to consider the effects of the EPA. City Branding: A research on the collaboration between two organisations and their branding process of Jönköping

Background City branding is an emerging practice that is executed by an increasing number of cities all around the world. The concept is used to transform a location into a destination by applying different strategies. Jönköping is a growing city in terms of size, revenue and population. Two organisations, Destination Jönköping and Jönköping City AB, are constantly working with city branding in Jönköping to improve its city image. Purpose The purpose of this study is to identify and investigate the collaboration between Destination Jönköping and Jönköping City AB and if a partnership exists. Another part of the purpose is to recognise the main elements that have been used in order to achieve the same goal, which is to generate growth. Furthermore, an investigation will be performed of how significant these specific elements have been and still are for Jönköping’s branding process. Method In order to achieve the purpose of the thesis, primary as well as secondary data have been collected. Interviews, a case study and existing literature have provided a well-established foundation for the analysis and conclusion.   ConclusionThe authors found that the two organisations often help each other with different projects, however, they do not have a declared partnership. A partnership would be beneficial for both organisations regarding greater resources, larger networks and possibilities to reach wider target groups. The most important elements are Elmia and Jönköping University, which attract individuals to Jönköping. This results in an increase in the city’s growth.

Clustering as model for effective mannagement [sic] of schools in Namibia / Michael Joseph Uirab

This research study is based on the cluster system model for effective management of schools in Namibia. with special reference to Erongo Education Region. The cluster system introduces a new perspective on the way the schools arc managed. It radically differs from the historically isolated school, employing individualistic approaches and management practices characterised by strong hierarchical structures and top down decision-making. The cluster system advocates shared decision-making, teamwork, collaboration. integration and networking. In other words clustering provides a superb climate for teachers, principals, parents and learners to interface with one another within a legitimate framework. Clustering is an effective management model that has also been implemented in developed countries such as England, the Netherlands and the United States of America. The research study involved 60 principals as respondents to a questionnaire on the cluster system, its problems and prospects. The major findings indicate that clustering enhances the quality of education through sharing of resources, exchange of ideas among teachers, and closer cooperation between schools. The study identifies numerous challenges in the implementation of the cluster system. These challenges include disparity between schools in the rural and urban areas, lack of reliable transport, lack of facilities and teaching materials in most schools, large distances between schools, teacher isolation and increased workload among personnel. However, if the challenges and prospects of clustering are put on a simple scale, the latter would probably outweigh the former completely. This means that clustering holds encouraging prospects for the education system in Namibia in general and Erongo Education Region in particular. Partnership in UK financial services : achieving efficiency, equity and voice?

The existing British partnership literature is notoriously polarised. Two main streams of research have emerged. Early empirical work focused upon trade union representative capacity outcomes, in other words does partnership represent a threat or opportunity to the beleaguered trade union movement. Many of the conclusions have been negative, suggesting that partnership is a dangerous strategy for trade unions. More recent empirical work has focused upon the extent to which partnership offers mutual gains outcomes to employers, trade unions and employees. While much of the research has been pessimistic, various typologies of partnership have emerged, suggesting a variety of possible outcomes. However, despite the abundance of literature, three particular limitations are noteworthy. Firstly, few studies consider how partnership plays out in different contexts. Secondly, little attention has been given to understanding more about the process of partnership. Thirdly, there are limitations to the way outcomes have been assessed. Crude use of labour outcomes, such as job losses or pay levels may tell us nothing about the quality of employment relations. Accordingly, the study has five main objectives. Firstly, partnership is explored in a variety of organisational contexts. Secondly, particular attention is paid to what partnership means to organisational actors. Thirdly, the study focuses upon two indicators of partnership process: the nature of relationships between actors, and the way issues are handled and decisions are made. Indeed, it is argued that one cannot fully understand the outcomes without exploring both process and context. Fourthly, outcomes for management, unions and employees are explored, as well as wider societal goals. Finally, the study considers some of the main challenges to partnership in the UK. Given the nature of the research questions, qualitative methods were thought to be most appropriate. In particular, a case study research design was employed focusing on three organisations in the thriving financial service sector, thus offering a very different context to traditional IR - and partnership – research in manufacturing and public services. The study also offers insights into partnership in both union and non-union firms. The bulk of the data was obtained through semi-structured interviews with a range of managers, representatives and employees in each organisation, as well as interviews with trade union officials. This was supplemented by documentary analysis and non-participant observation. Thus, the thesis makes several important contributions. Firstly, it offers fresh empirical evidence into partnership working in the UK, drawn from a variety of contexts within the internationally important financial service sector. Since the outcomes of partnership are difficult to measure the study also considers issues of process which are overlooked in the existing research. Actor relationships and bargaining explored in relation to models of integrative and distributive bargaining as proposed by Walton and McKersie (1965). Decision making processes are also explored by developing the analytical framework proposed by Budd (2004), which has not been widely employed in British industrial relations research. The thesis therefore offers a different way of evaluating the outcomes of partnership for various stakeholders, and avoids conflating union attitudes with employee opinions. In this way, the research transcends the recent advocates/critics stalemate in the literature.
