In this thesis, a 4.7Å crystal structure of the human mitochondria DNA polymerase γ catalytic complex is reported. Though the DNA substrate-binding site is not identifiable in the structure, two conformational changes in the enzyme architecture are described: 1) rotation of the distal monomer of the accessory subunit towards the catalytic subunit, and 2) shift of the thumb motif of the polymerase domain towards the active site. Both conformational changes suggest a structure of Pol γ in the DNA-bound state and in its active site “closed” conformation. / text

No. of bitstreams: 1 RichardMA_TESE.pdf: 3793202 bytes, checksum: 5890dda5635196fda6b027474ba9793b (MD5) Previous issue date: 2011-12-28 / This thesis aimed to evaluate the implementation of the Food Acquisition Program(PAA) through CONAB RN in the period of 2003-2010 with the perception of all agents involved in the implementation of the government program.For the methodological trajectory it was adopted a descriptive bibliographical and documentary approach with triangular qualitative and quantitative, also called evaluative research.The theoretical model was supported by the authors Draibe (2001), Aguilar and Ander-Egg (1994) and Silva(2001), among others, that focused on family farming and evaluation of implementation of public policy having as a category of analysis the size implementation of policy and the latter divided into 10 theoretical dimensions.The universe consisted of three groups: the first were the managers and technicians from CONAB(RN and Brasilia), totaling 15 subjects. The second group was of associations/cooperatives that participated in the programin 2010, totaling a sample in each access of 15 representatives. The third group of subjects totaled with 309 representatives of governmental and non-governmental organizations that received donations of food for the same period. Semi-structured interviews and forms were adopted as instruments of data collection.The data were processed qualitatively by the analysis of content (interviews and documents) and quantitatively by means of statistical tests that allowed inferences and adoption of frequencies. Among the key find ingests that the program is not standing as a structure supported by planning. The interests of the performers do not necessarily converge with the objectives of the Food Acquisition Program (PAA). A shockof goals was identified (within the same program) when comparingthe financial agent (Ministry of Rural Development and of Social Development and Fight Against Hunger Ministry r) and the executor, CONAB/RN. Within the assessed dimensions, the most fragileis the sub-managerial decision-making and Organizational Environment and internal assessment, still deserves attention the sizeof logistical and operational Subsystem, as this also proved weak.The focusin the quest toexpand thequantificationof the resultsof theFood Acquisition Program (PAA)by CONAB/RN does forget a quality management focused on what really should be:the compliance with the institutional objectives of the government program.Finally, the perspective for the traded implementation should be re-examined because excessive discretion by managers along with technical staff has characterized there al role of the Food Acquisition Program (PAA) as public policy. We conclude that the implementation model, which apparently aggregates values to the benefitted citizens, has weakened the context of work on family farms having the management model of the implementation process be reviewed by the Federal Government and point too ther paths, which have as a guide line the emancipation and developmentof the field or in the field andat the same time enables the reduction of nutritional deficiency of beneficiaries in a balanced and coherent way / A presente Tese objetivou avaliar a implementa??o do Programa de Aquisi??o de Alimentos (PAA) pela CONAB RN no per?odo 2003-2010 na percep??o dos atores envolvidos no processo de execu??o do programa governamental. Para o percurso metodol?gico foi adotada uma pesquisa bibliografia-descritiva e documental com abordagem triangular qualitativa e quantitativa, denominada tamb?m de pesquisa avaliativa. O modelo te?rico foi suportado pelos autores Draibe (2001), Aguilar e Ander Egg (1994) e Silva (2001), al?m de outros que abordaram o tema agricultura familiar e avalia??o de implementa??o de politica p?blica, tendo como categoria de an?lise a dimens?o implementa??o da politica e esta dividida em 10 dimens?es te?ricas. O universo foi constitu?do de tr?s grupos, o primeiro foram os gestores e t?cnicos da CONAB (RN e Bras?lia), totalizando 15 sujeitos. O segundo grupo foi de associa??es/cooperativas que participaram do programa em 2010, totalizando uma amostra por acesso de 15 representantes. O terceiro grupo de sujeitos totalizou com 309 representantes de institui??es governamentais e n?o governamentais que receberam doa??o de alimentos no mesmo per?odo. Foi adotado como instrumento de coleta de dados entrevistas semi estruturadas e formul?rios. Os dados foram tratados qualitativamente pela analise de conte?dos (entrevistas e documentos) e quantitativamente por meio de testes estat?sticos que possibilitaram infer?ncias e ado??o de frequ?ncias. Dentre os principais resultados tem-se que o programa n?o est? situando como uma estrutura suportada pelo planejamento. Os interesses dos executores n?o necessariamente convergem com os objetivos do PAA. Identificou-se choque de objetivos (do mesmo programa) quando comparado o agente financiador (Minist?rio do Desenvolvimento Agr?rio e Minist?rio de Desenvolvimento Social e Combate ? Fome) e a executora, CONAB RN. Dentro das dimens?es avaliadas a mais fragilizada ? o subsistema gerencial decis?rio e Ambiente Organizacional e avalia??o interna, ainda merece destaque a dimens?o Subsistema log?stico e operacional, pois este tamb?m, se mostrou debilitado. O foco na busca pela amplia??o da quantifica??o dos resultados do PAA pela CONAB RN faz esquecer uma gest?o de qualidade focada no que deveria realmente ser, o atendimento aos objetivos institucionais do programa governamental. Por fim, a perspectiva da implementa??o negociada deve ser reanalisada, pois a discricionariedade excessiva pelos gestores junto aos t?cnicos vem descaracterizando o real papel do PAA enquanto politica p?blica. Conclui-se que o modelo de implementa??o aparentemente agregador de valores aos cidad?os beneficiados, vem fragilizando o contexto do trabalho na agricultura familiar, tendo o modelo de gest?o do processo de implementa??o ser revisto pelo Governo Federal e apontar para outros caminhos, que tenham como eixo norteador a emancipa??o e o desenvolvimento do/no campo e ao mesmo tempo possibilite a redu??o da defici?ncia nutricional dos benefici?rios de forma equilibrada e coerente

The criteria of representation is related to the quality of politics of the representative over the representings. Legitimacy is related to the politics` quality of the process of participation based on norms and rules that stipulate the participation, the base participation is a necessary political support so that the power authorization directed to the representings can be effective and the self-responsibility refers to the capacity of being responsible when it concerns to the public service or property. Through the descriptive and exploratory study a qualitative method was adopted to consider the conditions of the participation of the twelve council members of the City council of Health of Pedras de Fogo, through a formulated Instrument based on the criteria of DEMO (1993). It was concluded that the quality of the participation of the council members of the CMS of Pedras de Fogo understands essential aspects of the criteria of quality considered by Demo (1993) but it shows fragilities as unfamiliarity with the norms that legitimize the performance of the council; unfamiliarity of its condition of being an agent and the importance of the participation of the base for the reinforcement of its participation, as well as inertia related to the check and rendering of accounts on its performance. This way it makes sense that the participation of the council in the four criteria of quality of politics considered in this paper needs to improve / O presente estudo visa compreender o processo de participa??o do Conselho Municipal de Sa?de - CMS na formula??o, implementa??o e controle do Plano Municipal de Sa?de de Pedras de Fogo, atrav?s dos quatro crit?rios de qualidade pol?tica da participa??o propostos por DEMO (1993): representatividade, legitimidade, participa??o de base e auto-responsabiliza??o. O crit?rio da representatividade relaciona-se ? qualidade pol?tica do representante em rela??o aos representados; a legitimidade se relaciona ? qualidade pol?tica do processo de participa??o fundamentada em normas e regras que condicionam a participa??o; a participa??o de base representa o apoio pol?tico necess?rio para que a delega??o de poder ao representante seja efetiva; e a auto-responsabiliza??o refere-se ? capacidade de responsabilizar-se quanto ao bem ou servi?o p?blico. This study carried out in period from 2005 to 2006 searches to identify the effects of the actions proposed by Program in 1993-1994 about the current urbanistic configuration of the Africa community. It analyzes the effectiveness in the process of achievement of the considered objectives to habitation, communitity equipments, infrastructure and agrarian regularization. On the evaluation process, it has been as reference the works developed by Adauto Cardoso (2004), Blaine Worthen (2004), Ronaldo Garcia (2001) and Ros?ngela Paz (2006). About the Habitational Policy with approach to the Urbanistic Right and the right to the housing, the reflections by Raquel Rolnik, Nabil Bonduki, Erm?nia Maricato, Saule J?nior, Bet?nia de Moraes Alfonsin and Ed?sio Fernandes are main references. To gauge the execution of the objectives proposed by Habitar Brasil in 1993, it has searched in the documentary data of the time and in information gotten in interviews with technicians that had participated of the program, consistent references on what was considered, what was executed and the process of the intervention of Habitar Brasil in the Africa community. The area analysis in 2005-2006 has developed on the base of the urbanistic survey of the current situation from the four performance lines of the Program: habitation, infrastructure, community equipments and agrarian regularization, with a current urbanistic evaluation of Africa considering the intervention carried out in 1993 and 1994. The study points out the context of Brazilian Habitational Policy where the Programa Habitar Brasil was launched, explaining the main principles of the Program. In terms of local, it empahsizes the administrative-political factors that had contributed so that Natal-Rn city has been pioneering in the resources captation of Habitar Brazil (1993). Considering Habitar Brazil in Africa, the work argues and presents the intervention diagnosis and the proposal, developed by Program in 1993 evidencing the local problem of the time. After that, it makes a current reading of the area, identifying in 2006 representative elements of Habitar Brasil (1993-1994) for the Africa community. It identifies significant advances in the constitution of the institucional apparatus of the plaining system of Habitation of Social Interest for the city of Natal and points the fragilities in the implementation of the urban infrastructure actions and above all in the achievement of the objectives of the agrarian regularization / A presente pesquisa trata da avalia??o do Programa do Governo Federal para Urbaniza??o de Favelas Habitar Brasil (1993) realizado na favela ?frica -bairro Redinha em Natal. Through the communications media and popular manifestations, he has been trying to create a symbiosis between Micarande a Carnival party (not held in the traditional Mardi Gras week) and his own public image, elaborating a process that identifies him with that event. First, the symbolic dimension of politics and some of the elements that make up this universe, as the scenario, the representation, the myth, the spectacle, the media and the political and electoral marketing. We assume that the policy brings together a set of traits related to both reason and the human subjectivity, and can not be summed up in just a few calculations based on rationality. In the case of elections, in a process (ritual, according Irlys Barrier) of choice, there is a meeting of two systems of representations: to that transmitted by a political actor, in a scene from a particular context, based on a life trajectory unique, and the other from the public, crossed by social relations, situations own wishes, desires, expectations and unique perspectives. Between them there are the means of mass media (especially television), and with them the advent of language media and advertising applied to politics, changing the layout of public visibility and inaugurating what Rejane Accioly Carvalho will call the "aesthetics of mostrabilidade". This does not necessarily mean a preponderance of media on politics as a whole but only its adaptation to that with regard to contact with the public, the ad extra portion of the policy, according to Wilson Gomes. In a second aspect, try to apply these elements to a specific study to verify them in building an effective public image, in this case, the current governor of Rio Grande do Norte, Wilma de Faria. The concept of public image is from the book of Wilson Gomes The transformation was visible in the mass media, and relates to a conceptual image to fix "personality traits" through political history, personal conduct, action of image makers and the public reception. The research is based on the analysis and reflection of the intrinsic relationship between the health and political fields. It analyses the health field and its relationship with the dynamics and developments of the local political scenario relating it to the implementation of the Family Health Program and Community Health Agents Program (PACS/PSF health programs) in the city of Mossor?, State of Rio Grande do Norte which refers to the period 1991-2010; and falls into a methodological perspective of qualitative approach. The methodological tools and techniques used were based on semi-structured interviews, direct observation of the field, journalistic texts and documentary sources. The construction and questioning of the object of the research were based on theoretical contributions from authors discussing the social field and symbolic power: Bourdieu (2005); clientelist relationships and gifts from asymmetric exchanges: Rouland (1997), Lanna (1995), Martins (1999), Carvalho (1999), Diniz (1982); exercise of hegemony and political strategy from authors who analyse this subject: Gramsci (1995), Coutinho (1981), and Gruppi (1978). Furthermore, the research has established dialogues with authors who address the dynamics of Brazilian politics such as Baquero (2001) and Weffort (1993). The collected data were subjected to qualitative content analysis. The results showed that with the implementation of the PACS/PSF programs in the aforementioned city, the health field has established itself as a key scenario for the exercise of political hegemony of the factions that dominate this socio-political context, resizing clientelist practices, however, without modifying the power structures within this social scenario / A realidade vivenciada por in?meras fam?lias e indiv?duos que buscam e necessitam dos servi?os do Sistema ?nico de Sa?de SUS, as rela??es entre usu?rios, profissionais de sa?de, e representantes pol?ticos, instituem o cerne da problem?tica que norteia ? escolha e o interesse deste estudo sobre a proemin?ncia das pr?ticas clientelistas e d?divas que permeiam o campo da sa?de. Analisa o campo da sa?de e sua rela??o com a din?mica e os desdobramentos do cen?rio pol?tico local relacionando-o a implanta??o dos programas de sa?de PACS/PSF no munic?pio de Mossor?-RN que remete ao per?odo entre 1991-2010. Inscreve-se em uma perspectiva metodol?gica de abordagem qualitativa. Os instrumentos metodol?gicos e t?cnicas utilizadas pautaram-se em entrevistas semi-estruturadas, observa??o direta do campo, textos jornal?sticos e fontes documentais. A constru??o e problematiza??o do objeto da pesquisa fundamentou-se em aportes te?ricos de autores que discutem o campo social e poder simb?lico: Bourdieu (2005); rela??es clientelistas e d?divas a partir de trocas assim?tricas: Rouland (1997), Lanna (1995), Martins (1999), Carvalho (1999), Diniz (1982); exerc?cio da hegemonia e estrat?gia pol?tica em autores que analisam essa tem?tica: Gramsci (1995), Coutinho (1981) e Gruppi (1978). Ademais, a pesquisa estabeleceu di?logos com autores que versam sobre a din?mica da pol?tica brasileira como Baquero (2001) e Weffort (1993). Os dados coletados foram submetidos a uma an?lise qualitativa de conte?do. Os resultados evidenciaram que com a implanta??o dos programas PACS/PSF no munic?pio supracitado o campo da sa?de consolidou-se como um cen?rio essencial para o exerc?cio da hegemonia pol?tica das fac??es que dominam esse contexto sociopol?tico, redimensionando as pr?ticas clientelistas, entretanto, sem modificar as estruturas de poder no ?mbito deste cen?rio social

It is a theoretical study based in a historical method, using empirical camp from academic, corporation and institution researchs, along the period 2002-2006. Equality and effectiveness in health systems are analitical basic cathegories grap in the root of the doctrine, principles and organization of the Unique Health System, in which sectorial actions are inserted. Discuss the estructural prodution and determined those inequalities through some social determiners of health system: income, land, food securitiy, nutritional situation, basic sanitation, epidemiological inequities and public management policy. Carry out a thematic review over health social production, it formlation and the goals of social policies, as well as the insertion of the equality principle in the assistance system, in the frame of the running public health regulations. It uses reflections that enlighted the correlation between the process of political-institutional actions and equity on health assistance. Analized the pertinency of sectorial reorganizational strategies on basic attendance, confronting the hipothesis that those strategies reinforce social inequities in health system, because it organize diferential assistance levels over not equal baselines. The results show up that social inequalities, even remaining, have had a small decrease; that the selectiviness of actual public policies and the duplication of the health system, increases the differences within and between the social classes and configures the assistance as inequal. The basic care system has great shortages that also appeares in middle and complex assistance levels. As conclusion, it remarks that the health assintance system, even with it integrality has limits; structural problems on material conditions of living and health system could not be reversed only with institutional legal arragements; by the contrary, in border conditions, these strategies produce policies that reinforce inequities, neglecting the equity principle of the system in which frame, they work. A equidade e efetividade em sa?de s?o categorias anal?ticas imbricadas ? indissociabilidade dos princ?pios doutrin?rios e organizativos do sistema ?nico de sa?de. Analisa a produ??o estrutural das desisgualdades sociais e as caracteriza pelos determinantes sociais de p?so na quest?o da s?ude: renda, acesso ? terra, seguran?a alimentar, saneamento b?sico, desigualdades epidemiol?gicas e na assist?ncia. To comprehend it, is carried out in this work a inquiry, in different stages of analysis, based in the empirical data raised by the research Os Processos Sociais de Recep??o do Hor?rio Gratuito de Propaganda Eleitoral , made by the Grupo de Estudos M?dia e Poder, of the Universidade Federal do Rio Grande do Norte, during the local elections of 2004 in the city of Natal. Based in the focus group technique, such research raised an ample set of information about the decoding process of the electoral television programs, made by six different groups of citizens from the popular classes. Beginning from the presuppose which such process is influenced by the representations about politics made by those subjects, we use that set of empirical information to inquiry not only the decoding, but that same representations which this process is based. In this way, we analyse, in one side, the globally contrary decoding which subjects made from a conforming code of opposition and, in the other, the structure of feeling which it s based, called structure of feeling of the malaise with politics. Such structure is compound by generating themes which expresses the contraposition about the institutionalized politics and, in the same time, a resignation about politics which fortifies the dominant groups hegemony. We support the thesis which this set of representations about politics is caused by the denial of rights frame which those subjects are immersed / A presente disserta??o tem como seu principal objeto de estudo o fen?meno do mal-estar com a pol?tica. Para compreend?-lo, ? conduzida neste trabalho uma investiga??o, a partir de diferentes planos de an?lise, baseada no material emp?rico levantado pela pesquisa Os Processos Sociais de Recep??o do Hor?rio Gratuito de Propaganda Eleitoral , realizada pelo Grupo de Estudos M?dia e Poder, da Universidade Federal do Rio Grande do Norte, durante as elei??es municipais do ano de 2004 na cidade do Natal. Baseada na t?cnica de grupos focais, tal pesquisa colheu um vasto conjunto de informa??es sobre o processo de decodifica??o dos programas eleitorais televisivos, realizado por seis diferentes grupos de cidad?os advindos das classes populares. Partindo do pressuposto que tal processo ? influenciado pelas representa??es sobre a pol?tica elaboradas por aqueles sujeitos, utilizamos tal conjunto de informa??es emp?ricas para investigar n?o somente o car?ter da decodifica??o, mas estas mesmas representa??es nas quais tal processo se baseia. Desta forma, analisamos, por um lado, a decodifica??o globalmente contr?ria que os sujeitos realizam dos programas eleitorais televisivos atrav?s de um c?digo conformista de oposi??o e, por outro, a estrutura de sentimento no qual ela se baseia, conceituada de estrutura de sentimento do mal-estar com a pol?tica. In this perspective, the thesis entitled "The Cultural Corridor: space materialization of social exclusion in Mossor?-RN" is a moment of apprehension and analysis of the local reality from the urban policy implementation that emphasized an enterprising model, which has, as the concrete space to urban renovation manifestation, the cultural complex called cultural corridor. Because of the investigation and the directional hypothesis, it is possible to say that the urban development policy implemented in Mossor?, starting from the 1990 decade, based in the model of modernizing/enterprising management, has been causing an intensification of a society parcel exclusion from the city public space, since this public policy didn't prioritized job market increasing, as well as population incomes improving, poverty and social inequality reduction, at the same proportions it promoted geographic space reorganization with directional actions to build the "spectacle city" / Na sociedade contempor?nea a exclus?o social ? um tema atual e pertinente tendo em vista apresentar-se como desafio a gest?o e ao planejamento de pol?ticas p?blicas.
