of the South African Police Service in the Eastern Cape, members of the community and the
clerks of the court

Dissertation submitted in compliance with the requirements for Master's Degree of Technology: Marketing, Retail and Public Relations, Durban University of Technology, 2011. / The purpose of this study is to investigate the perceptions of members of the public towards South African Police Service (SAPS), service delivery in the Community Service Centre (CSC) in the greater Durban area. The focus of the study was based on measurement of service quality dimension and service delivery in order to generate quality models for SAPS CSC. This study focuses on the determination of client perception of quality at the SAPS CSC. The main objective was to develop an understanding of the clients‟ perception of the service delivery by the SAPS CSC.
The Servqual Model was used to establish the client‟s perceptions against their expectations of service quality at the SAPS CSC. The person-administered survey was used as the most appropriate technique. Four hundred respondents were surveyed. The data was analysed using Descriptive and Inferential statistics. The five service quality dimensions of the Servqual Model were used to measure client‟s expectations and perceptions.
The results indicated that in all five service quality dimensions; (tangible, reliability, responsiveness, assurance and empathy) there was a negative quality gap. The significant differences between perception and expectation of clients in all five service quality dimensions were noted. Improvement is needed across all five service quality dimensions to improve service delivery. Furthermore, the result has revealed that client‟s perception of service quality at the SAPS CSC falls below their expectations, presenting a great challenge to the organisation. In order to improve service quality, it is recommended that SAPS need to regularly assess and monitor employees, as well as clients experiences and provide feedback.

Respect for human rights and the rise of democratic policing in Turkey: Adoption and diffusion of the European Union acquis in the Turkish National Police.Lofca, Izzet 08 1900 (has links)
This study is an exploration of the European Union acquis adoption in the Turkish National Police. The research employed the Diffusion of Innovations, Democratic Policing, and historical background check theoretical frameworks to study the decision-making of the TNP regarding reforms after 2003 as a qualitative case study which triangulated the methodology with less-dominant survey and several other analyzing methods. The data were collected from several sources including semi-structured interviews, archival records, documentary evidences and the European Commission Regular Reports on Turkey. The research interest was about the decision mechanisms of the TNP towards reforms and the rise of democratic policing in Turkey. During the study, internationally recognized human rights standards were given attention. As the data suggested, the police forces are shaped according to their ruling governments and societies. It is impossible to find a totally democratic police in a violent society and a totally violent police in a democratic society. The study findings suggested that reforming police agencies should not be a significant problem for determined governments. Human rights violations should not be directly related with the police in any country. The data suggested that democratic policing applications find common application when the democracy gets powerful and police brutality increases when authoritarian governments stays in power. Democratic policing on the other hand is an excellent tool to improve notion of democracy and to provide legitimacy to governments. However, democratic policing is not a tool to bring the democracy, but a support mechanism for it.

Portland, Oregon's Long Hot Summers: Racial Unrest and Public Response, 1967-1969Bryan, Joshua Joe 01 January 2013 (has links)
The struggles for racial equality throughout northern cities during the late-1960s, while not nearly as prevalent within historical scholarship as those pertaining to the Deep South, have left an indelible mark on both the individuals and communities involved. Historians have until recently thought of the civil rights movement in the north as a violent betrayal of Dr. Martin Luther King, Jr.'s vision of an inclusive and integrated society, as well as coinciding with the rise, and subsequent decline, of Black Power. But despite such suppositions, the experiences of northern cities immersed in the civil rights struggle were far more varied and nuanced.
The explosion of racial violence throughout American cities in the late-1960s bred fear among many in the white political establishment who viewed the cultural shifts inherent in racial equality as threatening to undermine their traditional racial dominance. Partially the result of feelings of increased powerlessness, and partially in an effort of self-preservation, many in the ranks of government and law enforcement worked to oppose the seismic changes underfoot. This thesis makes a concerted effort to examine and evaluate the role that race played in the Albina community of Portland, Oregon in the late-1960s, with a particular emphasis on the motivations, impact, and legacy of two racial disturbances that occurred there in the summers of 1967 and 1969. It asserts that while racial prejudice and bigotry were certainly prevalent among members of both the city's political and law enforcement community, and did play a significant role in the deterioration of their relationship with the black community, there were many other factors that also contributed to the police-community discord in late-1960s Albina. Moreover, it asserts that the reactions of the white and African-American communities to the disturbances were, contrary to conventional wisdom, not monolithic, but rather diverse and wide-ranging.
The goal of this narrative history is not merely to analyze the racial unrest and public response to the disturbances, but also to integrate and link the experiences of Portland's African-Americans into the broader dialogue of the civil rights movement of the late-1960s. In short, the study of late-1960s Portland allows us to reach a greater understanding of racial inequality in America during this period.

A qualitative design was used, an approach that involved the analysing and interpreting texts as well as interviews. The study established that there is a poor relationship among stakeholders who actually maintain law and order and that the majority of them were the main contributing factors for the poor implementation of community policing which resulted in poor crime prevention as well. The aim of the study is to establish how clients of the Germiston police station experience service delivery from personnel at their local police station and how police officials perceive their service delivery. This research wants to determine the extent of knowledge skills and attitude within the SAPS. The main objective was to evaluate services delivered by SAPS personnel. A qualitative research approach was chosen because it is flexible. The results of the study identified gaps. A significant shortage of personnel in the client service centre was noted. Furthermore, the results revealed that there is poor management and evaluation of the service delivery process.
