A resiliência enquanto experiência de dignidade : antropologia das práticas políticas em um cotidiano de lutas e contestações junto a moradoras ameaçadas de remoção nas cidades sede da Copa do Mundo 2014 (Porto Alegre, RS e Rio de Janeiro, RJ)

A ameaça de remoção feita pelos governos municipais as moradoras de comunidades, vilas ou favelas é uma das marcas da habitação de famílias e sujeitos nesses locais. As narrativas sobre o cotidiano nesses territórios parecem ser tecidas cuidadosamente sob o signo da resiliência, que não raro é sintetizado na categoria luta, que nesse caso expressa a experiência de viver na comunidade, e que vincula, casa, corpo, diferentes relações sociais. A partir de alguns relatos elaborados nessa condição de resiliência, conhecemos outras marcas intrínsecas a trajetória dessas mulheres e como elas chegam e vivem nesses territórios, em meio a confrontos armados, coação feita por funcionários da prefeitura, e diversas outras violências. Sacrifícios e sofrimentos que compõem os seus argumentos mais profundos de permanência naquele espaço, já que nenhuma delas gostaria de ser removida dali. Nos aproximamos dessas mulheres através do percurso de uma pesquisa de campo realizada em Porto Alegre e no Rio de Janeiro, em meio a uma rede de contestação às obras dos megaeventos no Brasil– Copa do Mundo e Olimpíadas – que se fortalece a partir de 2010 quando as obras preparatórias se iniciam nas cidades sede. As contestações que aparecem nos relatos remontam a um esgotamento político profundo e a um fosso generoso entre algumas conquistas sociais conquistadas desde 1988 e sua efetivação. A moradoras diante desse cenário são compreendidas através de uma cidadania insurgente que tem, no exercício efetivo da luta, a resiliência como uma prática política que lhe garante a dignidade. / The threat of removal houses made by municipal governments for the residents of communities, towns or favelas is a hallmark of housing in these locations. The narratives about everyday life in these areas seem to be woven carefully under the sign of resilience, which often is synthesized in the struggle, which in this case expresses the experience of living in the community, and linking: home, body, different social relations. Witnessing some narratives prepared under this condition of resilience, I met other intrinsic marks the trajectory of these women and how they come and live in these territories, amid armed confrontations, threats made by city officials, and several other violence. The sacrifice and suffering that constitute their arguments deeper to stay in that space, since none of them would like to be removed from thence. This women are part of this field survey conducted in Porto Alegre and Rio de Janeiro, amid a network of opposition to construction of megaevents in the Brazil World Cup and Olympics - started from 2010, when preparatory works begin in the host cities. The disputes that appear in the narratives, are components to a deep political exhaustion and a generous gap between some social gains won since 1988 and its implementation. The residents in this scenario are understood through an insurgent citizenship, which has in the effective exercise of struggle, resilience as a political practice that ensures dignity.

Les pratiques politiques médiatisées des migrants marocains : entre écriture de soi et écriture du pays d'origine / The mediatized political practices of Moroccan migrants : between self-writing and writing the homeland

Cette recherche examine les pratiques politiques médiatisées des migrants marocains. En mobilisant une double approche diachronique et synchronique, on montre dans un premier temps que ces pratiques ne datent pas d’aujourd’hui mais qu’elles sont concomitantes aux premières vagues migratoires marocaines. A travers l’analyse d’un corpus de « presse militante », on approche la façon dont se manifestent les appartenances, les différentes stratégies de représentation d’un soi collectif ainsi que les formes d’expression des identités politiques de ces migrants, pendant la période coloniale et durant le processus de démocratisation du Maroc. On étudie dans un deuxième temps les pratiques politiques qui se construisent, circulent et se donnent à voir dans différents espaces en ligne pour comprendre comment elles participent à la construction et à la réécriture de la marocanité. Toutes ces pratiques politiques médiatisées ne se déroulent pas dans un vide social. Il est primordial de prendre en compte, pour leur appréhension, du cadre sociopolitique dans lequel elles se déroulent mais aussi de la question de la stratification sociale. Au delà de la question de la technique, c’est l’action symbolique d’écriture de la politique qui réunit l’ensemble des acteurs migrants engagés dans ce type de pratiques depuis les années 1930 et jusqu’à nos jours. Le geste d’écriture, comme action performative promettant d’obtenir une existence et une visibilité, est toujours accompagné par cet espoir de reconquérir une parole confisquée par un pouvoir politique dominant. A travers la médiation de l’écriture, ces pratiques médiatisées sont l’expression d’une volonté d’action de quelques groupes de migrants, déterritorialisés et non investis d’autorité, mais qui veulent prendre la parole pour s’exprimer sur ce qui se passe là-Bas, dans leur pays d’origine. / This research examines the mediatized political practices of Moroccan migrants. By mobilizing a double diachronic and synchronic approaches, this paper shows firstly that these practices are not new but concomitant with the first Moroccan migration waves. Through the analysis of an “activist press” corpus, this research shows how memberships, the different strategies of representation of collective, and political identities of these migrants during the colonial period and during the process of democratization in Morocco, are manifested. Secondly, this paper studied political practices, which circulate in different online spaces, to understand how they contribute to the construction and rewriting of the “Moroccaness”. For a better understanding, it is essential to take into account the socio-Political context in which these mediatized political practices are developed, in addition to issues of social stratification. Beyond the question of technology, it is the symbolic action of writing the policy that gathers all migrant actors who have been engaged in such practices since the 1930s until today. The act of writing as a performative action, which holds the promise of achieving existence and visibility, is always accompanied by the hope of regaining a voice, which has been cloaked by the dominant political power. Through the mediation of writing, these practices are the expression of the action of some migrant groups, who are deterritorialized and not invested with any authority, but who want to take the floor to articulate about what is happening in their homeland.

It interests to this study analyses the premise that the 1988 Constitution inaugurates the moment in which democracy starts to be reconstructed in the country, and that this reconstruction is made in such a brand new way, once it included the possibility of participation of the civil society in the deliberation of the public politics, what became possible with the creation of new spaces of a gestion shared by the three executive powers: federal; states; municipalities, and with the civil society, in the councils created in those spheres. In this way, this work wishes to focus the opening process to the civil society participation, wich became possible with the creation of the city councils of public politics. It?s about investigating the form in wich the relations set up in these hibrid spaces could be considered democratic, inclusive and promoters of effective participation, checking up tendencies, giving emphasis to regularities and some specifities encountered in the forms of participation, which have been observed in those councils. In order to comprehend the democratic process in construction in the country, the analysis of the relations established by the civil society and the local executive power in the obligatory municipal councils is taken as object of study, passing by the tensions wich evolves institutions and political practices, permeated by the local political culture. It starts from a briefly review of works already made on the subject / O presente trabalho pretende refletir teoricamente a respeito do processo de reconstru??o da democracia que podemos observar no pa?s, a partir, inicialmente, do processo de abertura pol?tica que tem in?cio no governo Geisel em 1974, prolongando-se com o primeiro presidente civil em 1985, pela Constituinte de 1986 e pela promulga??o da Constitui??o de 1988. Interessa ao trabalho analisar que a Constitui??o de 1988 inaugura o momento em que a democracia come?a se reconstruir no pa?s, e esta reconstru??o se d? de modo inovador, ao prever a inser??o da sociedade civil na delibera??o das pol?ticas p?blicas, com a cria??o de espa?os de gest?o compartilhada entre os executivos federal, estadual e municipal, e ? sociedade civil, nos conselhos gestores federais, estaduais e municipais. Neste sentido, o trabalho tem como preocupa??o focalizar o processo de abertura ? participa??o da sociedade civil que ocorre com a cria??o dos conselhos gestores municipais de pol?ticas p?blicas.
