Les travaux de thèse présentés s’intéressent à l’optimisation des systèmes hospitaliers. Une solution existante est la mutualisation de ressources au sein d’un même territoire. Cela peut passer par différentes formes de coopération dont la Communauté Hospitalière de Territoire. Différents problèmes sont définis en fonction du niveau de décision : stratégique, tactique ou opérationnel ; et du niveau de modélisation : macroscopique, mesoscopique et microscopique. Des problèmes de dimensionnement, de planification et d’ordonnancement peuvent être considérés. Nous définissons notamment le problème de planification d’activités avec affectation de ressources. Plusieurs cas sont dissociés : soit les ressources humaines sont à capacité infinie, soit elles sont à capacité limitée et leur affectation sur site est une donnée, soit elles sont à capacité limitée et leur affectation sur site est une variable. Ces problèmes sont spécifiés et formalisés mathématiquement. Tous ces problèmes sont comparés à un problème de bin packing : le problème du bin packing de base pour le problème où les ressources humaines sont à capacité infinie, le problème du bin packing avec interdépendances dans les deux autres cas. Le problème du bin packing avec incompatibilités est ainsi défini. De nombreuses méthodes de résolution ont déjà été proposées pour le problème du bin packing. Nous faisons plusieurs propositions dont un couplage hiérarchique entre une heuristique et une métaheuristique. Des métaheuristiques basées individu et une métaheuristique basée population, l’optimisation par essaim particulaire, sont utilisées. Cette proposition nécessite un nouveau codage inspiré des problèmes de permutation d’ordonnancement. Cette méthode donne de très bons résultats sur les instances du problème du bin packing. Elle est simple à appliquer : elle couple des méthodes déjà connues. Grâce au couplage proposé, les nouvelles contraintes à considérer nécessitent d’être intégrées uniquement au niveau de l’heuristique. Le fonctionnement de la métaheuristique reste le même. Ainsi, notre méthode est facilement adaptable au problème de planification d’activités avec affectation de ressources. Pour les instances de grande taille, le solveur utilisé comme référence ne donne qu’un intervalle de solutions. Les résultats de notre méthode sont une fois encore très prometteurs : les solutions obtenues sont meilleures que la borne supérieure retournée par le solveur. Il est envisageable d’adapter notre méthode sur d’autres problèmes plus complexes par intégration dans l’heuristique des nouvelles contraintes à considérer. Il serait notamment intéressant de tester ces méthodes sur de réelles instances hospitalières afin d’évaluer leur portée. / The presented work is about optimization of the hospital system. An existing solution is the pooling of resources within the same territory. This may involve different forms of cooperation between several hospitals. Various problems are defined at the decision level : strategic, tactical or operational ; and at the modeling level : macroscopic, mesoscopic and microscopic. Problems of sizing, planning and scheduling may be considered. We define the problem of activities planning with resource allocation. Several cases are dissociated : either human resources are under infinite capacity, or they are under limited capacity and their assignment on a place is given, or they are under limited capacity and their assignment is a variable. These problems are specified and mathematically formalized. All thes problems are compared to a bin packing problem : the classical problem of bin packing is used for the problem where human resources are under infinite capacity, the bin packing problem with interdependencies is used in the two other cases. The bin packing problem with incompatibilities is defined. Many resolution methods have been proposed for the bin packing problem. We make several propositions including a hierarchical coupling between heuristic and metaheuristic. Single based metaheuristics and a population based metaheuristic, the particle swarm optimization, are used. This proposition requires a new encoding inspired by permutation problems. This method gives very good results to solve instances of the bin packing problem. It is easy to apply : it combines already known methods. With the proposed coupling, the new constraints to be considered need to be integrated only on the heuristic level. The running of the metaheuristic is the same. Thus, our method is easily adaptable to the problem of activities planning with resource allocation. For big instances, the solver used as a reference returns only an interval of solutions. The results of our method are once again very promising : the obtained solutions are better than the upper limit returned by the solver. It is possible to adapt our method on more complex issues through integration into the heuristic of the new constraints to consider. It would be particularly interesting to test these methods on real hospital authorities to assess their significance.

Les régimes de protection sociale complémentaire constituent des outils à la disposition des employeurs afin de fidéliser leurs salariés. S’inspirant directement des principes encadrant le fonctionnement des régimes de base de la sécurité sociale, l’opération de prévoyance se caractérise, en partie, par une forte dimension collective. La création et la mise en oeuvre des couvertures de prévoyance et de frais de santé s’accompagnent de la poursuite d’idéaux d’égalité, de solidarité et de mutualisation. The enactment of the founding legislation in this area – i.e. the Evin and Veil Acts* – led to the setting up of mechanisms peculiar to corporate social protection systems and whose very existence is revealing of this collective dimension.The influence of insurance law is indisputable and having full command of it is naturally instrumental in ensuring the viability of corporate social protection. Corporate social protection systems indeed find themselves at the crossroad of several legal domains. They are therefore distinguished by the complexity of the relations between their actors as well as that of the rules governing the collective insurance contract through which they are implemented. This paper is focus on flowers recognition in an image and class classification. Theoretical part is focus on problematics of deep convolutional neural networks. The practical part if focuse on created flowers database, with which it is further worked on. The database conteins it total 13000 plant pictures of 26 spicies as cornflower, violet, gerbera, cha- momile, cornflower, liverwort, hawkweed, clover, carnation, lily of the valley, marguerite daisy, pansy, poppy, marigold, daffodil, dandelion, teasel, forget-me-not, rose, anemone, daisy, sunflower, snowdrop, ragwort, tulip and celandine. Next is in the paper described used neural network model Inception v3 for class classification. The resulting accuracy has been achieved 92%.

In 2005 Attilio Meucci presented his article Beyond Black-Litterman: Views on Non-Normal Markets which introduces the copula opinion pooling approach using generic non-normal market assumptions. Copulas and opinion pooling are used to express views on the market which provides a posterior market distribution that smoothly blends an arbitrarily distributed market prior distribution with arbitrarily chosen views. This thesis explains how to use this method in practice and investigates its performance in different investment situations. The method is tested on three portfolios, each showing some different feature. The conclusions that can be drawn are e.g. that the method can be used in many different investment situations in many different ways, implementation and calculations can be made within a few seconds for a large data set and the method could be useful for portfolio managers using mathematical methods. The presented examples together with the method generate reasonable results.

Tramping represents a uniquely Czech phenomenon as a form of leisure in contact with nature as well as a sort of informal pooling. It starts off at the beginning of the interwar period in Czechoslovakia, develops during the so called normalization Era (1969-1989) and continues to exist up to the present days. The main objective of this thesis is to highlight some of the basic conditions of the development of this phenomenon in certain examined periods of time by means of an analysis of life stories. The focus shall be located on specific forms of motivation for tramping, values associated with this activity by the trampers and the role of the collective in the activity. The Normalization Era is particularly interesting for an exploration of the relationship between tramping and power in authoritarian environments such as those from our recent History. The main, albeit not the exclusive research materials for this diploma thesis, has been taken from narrative sources. The study concentrates on the city of Brno as a particularly active location in which tramping activities have been taking place all along a extensive period of time in History. Macroeconomic Challenges in the Euro Area and the Acceding Countries / Makroökonomische Herausforderungen für die Eurozone und die BeitrittskandidatenDrechsel, Katja 17 December 2010 (has links)
The conduct of effective economic policy faces a multiplicity of macroeconomic challenges, which requires a wide scope of theoretical and empirical analyses. With a focus on the European Union, this doctoral dissertation consists of two parts which make empirical and methodological contributions to the literature on forecasting real economic activity and on the analysis of business cycles in a boom-bust framework in the light of the EMU enlargement. In the first part, we tackle the problem of publication lags and analyse the role of the information flow in computing short-term forecasts up to one quarter ahead for the euro area GDP and its main components. A huge dataset of monthly indicators is used to estimate simple bridge equations. The individual forecasts are then pooled, using different weighting schemes. To take into consideration the release calendar of each indicator, six forecasts are compiled successively during the quarter. We find that the sequencing of information determines the weight allocated to each block of indicators, especially when the first month of hard data becomes available. This conclusion extends the findings of the recent literature. Moreover, when combining forecasts, two weighting schemes are found to outperform the equal weighting scheme in almost all cases.
In the second part, we focus on the potential accession of the new EU Member States in Central and Eastern Europe to the euro area. In contrast to the discussion of Optimum Currency Areas, we follow a non-standard approach for the discussion on abandonment of national currencies the boom-bust theory. We analyse whether evidence for boom-bust cycles is given and draw conclusions whether these countries should join the EMU in the near future. Using a broad range of data sets and empirical methods we document credit market imperfections, comprising asymmetric financing opportunities across sectors, excess foreign currency liabilities and contract enforceability problems both at macro and micro level. Furthermore, we depart from the standard analysis of comovements of business cycles among countries and rather consider long-run and short-run comovements across sectors. While the results differ across countries, we find evidence for credit market imperfections in Central and Eastern Europe and different sectoral reactions to shocks. This gives favour for the assessment of the potential euro accession using this supplementary, non-standard approach.

Ride sharing—the bundling of simultaneous trips of several people in one vehicle—may help to reduce the carbon footprint of human mobility. However, the complex collective dynamics pose a challenge when predicting the efficiency and sustainability of ride sharing systems. Standard door-to-door ride sharing services trade reduced route length for increased user travel times and come with the burden of many stops and detours to pick up individual users. Requiring some users to walk to nearby shared stops reduces detours, but could become inefficient if spatio-temporal demand patterns do not well fit the stop locations. Here, we present a simple model of dynamic stop pooling with flexible stop positions. We analyze the performance of ride sharing services with and without stop pooling by numerically and analytically evaluating the steady state dynamics of the vehicles and requests of the ride sharing service. Dynamic stop pooling does a priori not save route length, but occupancy. Intriguingly, it also reduces the travel time, although users walk parts of their trip. Together, these insights explain how dynamic stop pooling may break the trade-off between route lengths and travel time in door-to-door ride sharing, thus enabling higher sustainability and service quality.
