Moving on : the effects of frequent childhood mobility on a low-income population

The purpose of this study was to explore the relationship between frequent childhood mobility and perceived social support, education level, and economic well-being in a sample of former Even Start parents. Theoretically the mechanisms for the disruption of frequent mobility are studied through both social capital theory and an ecological model. As individuals are uprooted and moved from one environment to the next they are faced with the developmental challenge of continuous adaptation. With each move losses of social capital at the individual, family, and community level are experienced. The most striking factor about the results of the qualitative analysis is the parallel it finds to previous quantitative studies on the outcomes and risk factors of frequent mobility. The participants who experienced frequent mobility in childhood described lives that were chaotic and uncertain. Frequent childhood mobility was directly mentioned by several of the participants as a factor increasing hardship in their lives, associated with participants' retrospective accounts of their poverty status in childhood and their economic status at the time of the interviews. A lack of significant parental social support in the group experiencing high childhood mobility, and its presence in the low childhood mobility group suggests the disruption frequent childhood mobility may cause in the ability of this group to obtain needed parental social support. In a population where risk factors are already present frequent childhood mobility seems to be a key factor in further reducing life chances. / Graduation date: 2004

The institutional framework of participatory mechanisms to identify the needs of poor people : the case of Vietnam

Is an institutional framework of participatory mechanism for identifying the poor needs? Institutions not only act to solve poverty : they also contribute to the persistence of poverty, as the core institutional problem is the unresponsiveness of many institutions to the needs of poor people. This study focuses on the case of contemporary Vietnam, with four empirical research questions: (i) what are the poor people’s needs? (ii) how to measure the needs of poor people? (iii) what are the elements and configurations of institutions offering participatory mechanisms? (iv) how are institutional rules of participatory mechanisms established? In the first part of the book, we develop a new approach to account for the multidimensionality of poverty : a ‘mixed methods’ approach that combines the selection of a static set of core dimensions with mechanisms of deliberative participation. Based on Sen’s theoretical framework, we apply participatory assessment methods and data reduction techniques together with linear regression models, so as to measure the capabilities of poor people. Theoretical contributions from political economy, political science and policy analysis are also brought in the picture. In the second part of the book, we use Qualitative Comparative Analysis (QCA) as well as models of regression analysis, to analyze the grassroots institutions and poor people’s participation at the local level (communes). One core conclusion is that the formal institutional logics do allow some needs of poor people to be taken into account, but that this does not empower the poor themselves. Further, a strong independent civil society, combined with the direct involvement of poor people themselves, empowers the poor people at the collective choice level and leads to the best responsiveness of institutions to the poor people’s needs. This study also opens up possibilities for comparisons with other developing or transition countries.

Filantropi under konstruktion : En undersökning av Sällskapet DBW:s samhällsengagemang 1814–1876

The 19th century was a time when a large number of voluntary associations were being formed both in Sweden and in Europe as a whole. Their ambition was to engage in health care and poor relief issues as well as in the educational system. Furthermore, the general idea was to promote temperance and foster a sense of thrift among the poor and the working class population. While the starting-point of the thesis was the question as to why the voluntary associations founded various charitable activities as well as how the philanthropy was designed, organised and modified throughout the century, the aim has been to elucidate the motive force and incentives for their social reforms. In order to answer the two main questions of the dissertation, the association De Badande Wännerna (the DBW), which engaged in several philanthropic activities in the Swedish province of Gotland as early as the 1810s, has been selected for a case study. In the literature a number of different reasons have been stressed as to why voluntary associations chose to engage in charitable activities. In order to shed light on what factors that underlay their philanthropic work, the process of negotiation regarding the various institutions established by the DBW, as well as the practical layout of the establishments, have been analysed from the perspectives of a theoretical model based on affinity groups. The study has shown that the incentives of philanthropy were complex. Furthermore, the incentives changed concurrently with the expansion of the public poor relief and educational system, which from the middle of the 19th century took over many of the humanitarian efforts hitherto run by the voluntary associations. The result of this development was that the voluntary associations created new spheres of activity. They continued to fulfil important societal functions, but their establishments also fulfilled a more internal desire for pleasure and delights.

Exploring protective factors in school and home contexts for economically disadvantaged students in the middle school

The purpose of this study was to explore the experiences of middle school students particularly focusing on the academic achievement of economically disadvantaged students. Existing data show that there is an increasing cohort of school children experiencing poverty, either short or long term. For poor middle school students, the risk for school failure is amplified by the general risks associated with middle school transition and early adolescence development. The cumulative nature of these risks is often associated with undesirable school outcomes including grade retention, behavior problems, absenteeism, delinquency, teenage pregnancy, school dropout, fewer years of schooling, and lower academic achievement. However, there is evidence that some students succeed in spite of adversity, which is often attributed to protective factors present in the students’ own immediate environment – school, home, and community. This current study, therefore, examined the relationship between two potential protective factors–parent involvement and school belonging–and student achievement. Previous research has established that parent involvement and school belonging are both associated with positive school outcomes including academic motivation, self-efficacy, internal locus of control, pro-social and on-task behavior, school engagement, educational aspirations and expectations, and better academic achievement. Consequently, this study examined three main questions: (a) How is parental involvement associated with academic achievement for economically disadvantaged eighth grade students? (b) How school belonging associated with academic achievement for economically disadvantaged eighth grade students? (c) Do the relations between parent involvement, school belonging, and eighth grade achievement vary as a function of prior achievement and middle school? To answer these research questions, this study used the nationally representative longitudinal data from Early Childhood Longitudinal Study, Kindergarten (ECLS-K) Class of 1998/99. The findings for this study showed that when parent involvement and school belonging were considered together, the association between parent involvement and student achievement diminished while school belonging consistently emerged as a significant predictor of achievement. However, while school belonging emerged as a significant predictor of achievement, this study established that students’ prior achievement was the single strong and significant factor explaining achievement for poor eighth grade students. / text

The survival strategies of rural low income mothers

Recent research suggests that rural people develop a rich array of informal support and exchange among their kin, neighbors and friends. These informal exchanges are argued to develop in response to the weak penetration of formal state structures and capitalist market relations in peripheral regions. This case study of the survival strategies of low income rural mothers who live in Quebec village demonstrates that these mothers' avenues for economic and social integration are restricted by the formal and informal sectors which constitute and reinforce one another. First, an extensive data and document analysis of the Quebec pronatalist and welfare policies reveals that they fail to provide low income rural women access to appropriate training and education, to transportation and adequately subsidized child care, or to secure jobs. This restricts these women's integration into formal or informal systems of support and exchange. The second section draws on interviews with 20 community leaders and on two years of participant observation. Contrary to the literature which suggests that extensive informal ties promote socially and economically inclusive rural communities, this case study reveals that centralized state development policies limit local community initiative and independence. Hence, community effort to aid low income families are limited to charity which does not fundamentally alter these families' marginal position. The third section draws on semi-structured interviews with 20 low income single and married (or common-law) mothers. Comparing the single and married mothers' strategies reveals that studies of the rural informal sector have narrowly defined the sector, by excluding unpaid domestic and child care work. It is shown that the married mother's strategy to stay in the home is a viable one because she alone performs the unpaid work of the home. This results in her isolation in the domestic sphere. This thesis deals with the Harambee as an indigenous lived philosophy and its capacity of empowering the poor in the Kenyan Anglican Church. From a historical perspective, it explores and scrutinises the origins, the definition and the philosophy behind Harambee. The thesis shows how Harambee was incorporated in the Kenyan Anglican Church and how it has been used as a survival strategy in the midst of the dominant development models which have failed to address the social-economic and political issues in Kenya. The thesis notes that even though Harambee is promoted in Kenya as a cultural, socio-economic and political philosophy its basic orientation is in harmony with the Christian theology. In this regard, the thesis offers a theological understanding of Harambee in the light of themes such as creation, imago Dei, incarnation, justice, redemption, love and solidarity. In undertaking this task, the thesis attempts to shed more light on how Harambee is in harmony with the principles and values of the Asset Based Community Development (ABCD) model. It argues that Harambee shares many concerns with ABCD even though Harambee has a Kenyan cultural flavour. Therefore, it affirms that Harambee as a lived philosophy is likely to empower the poor in the community, and the Kenyan Anglican Church should consider enhancing Harambee to mobilise the local resources. This dissertation examines the contribution that the Evangelical Lutheran Church in the Republic of Namibia (ELCRN) can make to poverty alleviation at local community level, through research in the Otjimbingwe rural community two hundred kilometers north-west of Windhoek, the capital of Namibia. It is clear from the historical background and current situation that the impact of poverty is severe on the lives of indigenous people. The question posed by the research is: How can the Church contribute to poverty alleviation in a rural community such as Otjimbingwe? To answer this question, this thesis analyses the real life situation that the people of Otjimbingwe experience daily. It further looks at the coping strategies of the people. The thesis identifies the capacities, skills and assets that the Church can develop and build on in its poverty alleviation process. The study argues that the Church has a vital contribution to play as both an 'insider' and an 'outsider' to the community at Otjimbingwe. The challenge of poverty for the church in Zambia : a response to the effects of the Structural Adjustment Programme (SAP)

The effects of the Structural Adjustment Programmes (SAP) that have been the International Monetary Fund's (IMF) prescribed economic reforms have accentuated poverty levels in Zambia. For the majority ofthe population, the Structural Adjustment Programmes have exacerbated poverty if not directly contributing to it. This paper argues that poverty has a historical aspect dating back to the colonial strategy of establishing and perpetuating rural-urban dual structures. The Zambian government upon attainment of independence continued this dual economic structure. The dualist approach favoured urban areas at the expense of rural areas in terms of social and economic development. To date it is estimated that 80% of Zambia's population of about ten million people (2000 Census) lives under conditions of abject poverty. The Zambian economy did well in the first ten years of independence (1964 -1974), but went on a continuous decline from that period to date. Both internal and external factors have contributed to the continuous steep decline ofthe economy and subsequent increase in poverty levels. Among efforts to turn round the economy, the Zambian government in cooperation with the IMF and World Bank embarked on the Structural Adjustment Programmes (SAP). President Kenneth Kaunda hesitatingly introduced the first SAP in 1981. The economic reforms, particularly the decontrol of prices and abolition of subsidies resulted in the increase of prices of foodstuffs leading to civil disobedience, violence, riots, looting and deaths in 1986. The SAP also contributed to income disparities. In 1991 when Frederick Chiluba won the presidency, he implemented the SAP fully. The implementation ofthe SAP meant the decontrol of prices and removal ofall forms of subsidies. The immediate effect was a rapid rise in prices and poverty levels. This paper argues that in the face of this poverty the involvement of the Church has not been as comprehensive as taught by the Gospel of Jesus Christ. Emphasis has r-emained on spiritual emancipation with little stress on material well-being. Equally there has not been participation in decision-making by the affected people as the government and the donor-community make most decisions without consulting the citizens. There also seems to have evolved a culture ofdependence on "handouts" or free things, and lack of good work ethics and standards. The improvement in the standards of life of the people may be realized if the Church through its prophetic ministry challenges global capitalism so that the powerful and rich western countries accept the New World Order that the Third World has been advocating for many years. The Church should also voice the fact that the Zambian politics and economic policies should not be motivated by profit making and individual gain but by a desire for hard work and fair distribution of the world and nation's wealth. It is further proposed that the best economic and development policies are those that sustain human life and bring a better life in every human community. Poor, unskilled and unemployed : perceptions of the English underclass, 1889-1914

From the families of dockside London to the cautious cabinets of the Edwardian 'new liberals,' the search was on, after 1889, for a class of men Charles Booth characterized as so low in moral character as to require elimination from society-at-large. Responding as best they could, the poorest third of England's workers attempted desperately, yet usually failed, to avoid the stigma of the 'loafer' as they weathered economic downturn, increased policing, the fallout of deskilling, and the hatred and hysteria of a society, particularly in the wake of the Boer War, that refused them the status even of 'men'. In laws and literature, England's reforming and governing classes found their answers in Idealism, a philosophical movement taking progressive, moderate and labour leaders under its fold, and encouraging an understanding of poverty, and responses to it, on the basis of character alone. Piecemeal programmes and partial remedies for a host of principally urban, predominantly working-class social problems were the result, and they point---in a period of ostensibly 'progressive' housing and unemployment reform---to a disturbing, quasi-authoritarian policy demanding nothing less than social apartheid.
