Employment, earnings and vulnerability in the South African labour market : an empirical investigation based on official survey data

Thesis (PhD)--Stellenbosch University, 2003. / ENGLISH ABSTRACT: The welfare challenge that faces South Africa in the post-apartheid period is, at its core, defined by the high levels of poverty and inequality in the society. The labour market, as a provider of wages to individuals and ultimately households, remains the key transmitter of these poverty and inequality outcomes in the society. This specific line of reasoning is the underlying intellectual thrust of this thesis: namely that the state of poverty and inequality in a society is mirrored by, and perhaps more strongly - determined and shaped - by the state of its labour market. The thesis therefore focuses in the first instance on employment trends in South Africa since 1970, across two discrete time periods. The intention is to sketch the changing patterns of labour demand in South Africa, with a particular focus on how these patterns have yielded differential gains for different occupation, race, gender and education cohorts. Ultimately, these uneven employment patterns remain one of the most significant factors shaping South Africa's poverty and inequality challenges. The inequality challenge, so often thought of in terms of households only, is analysed here purely in terms of the employed. The starting point once again, is that it is precisely these earnings that contribute to the extraordinarily high inequality levels in South Africa. This analysis imparts information about the manner in which intra-employed wage inequality is structured and furthermore, how South Africa compares in the international context. A major contribution of the thesis is to, through more formal measures of poverty, apply these to labour market-defined individuals, rather than households, which is the norm in the literature. The point of departure is of course that poverty, or vulnerability, expresses itself through individuals in the labour market, and is thereby transmitted at the household level. Hence a significant component of the dissertation attempts a formal measurement and modelling of the degree of poverty and vulnerability in the South African labour market. These welfare challenges for a society though, should not only be analysed, but rather solved as well. Hence the final two chapters of the dissertation attempts to examine two very recent policy options mooted in South Africa, and through using simulation techniques, attempts to estimate both the costs and benefits of instituting these two alternatives which are explicitly aimed at reducing poverty, vulnerability and inequality in the society. / AFRIKAANSE OPSOMMING: Suid-Afrika se welvaartsvraagstuk in die na-apartheidsperiode word deur die hoë vlakke van armoede en ongelykheid in die samelewing bepaal. Die arbeidsmark, as voorsiener van lone aan individue en uiteindelik ook huishoudings, is die belangrikste bepaler van die oordrag van armoede- en ongelykheidsuitkomste in die samelewing. Die sleuteluitgangspunt van hierdie proefskrif is dat die stand van armoede en ongelykheid in 'n samelewing in sy arbeidsmark weerspieël en selfs daardeur bepaal en gevorm word. Die proefskrif fokus daarom veralop Suid- Afrikaanse indiensnemingstendense sedert die sewentigerjare, in twee diskrete periodes. Die doel is om die veranderende Suid-Afrikaanse arbeidsvraagpatroon te skets, veral die ongelyke voordele wat hierdie patrone vir verskillende beroeps-, rasse-, gestags- en opvoedkundige groepe meegebring het. Hierdie ongelyke indiensnemingspatrone is uiteindelik belangrike determinante van Suid-Afrika se armoede- en ongelykheidsvraagstuk. Hierdie analise verskaf inligting omtrent die struktuur van loonongelykheid onder werkendes en hoe Suid-Afrika internasionaal vergelyk. 'n Belangrike bydrae is die toepassing van formele armoedemaatstawwe op individue in die arbeidsmark, eerder as die konvensionele toepassing op huishoudings. Die uitgangspunt is natuurlik dat armoede of weerloosheid in die arbeidsmark op die vlak van die individu ervaar word, en dat dit daarna na die huishouding oorgedra word. Daarom is 'n groot deel van die proefskrif op die formele meting en modellering van die omvangvan armoede en weerloosheid in die Suid-Afrikaanse arbeidsmark toegespits. Hierdie welsynsvraagstukke moet natuurlik nie net ontleed word nie, maar ook opgelos word. Daarom poog die laaste twee hoofstukke om die implikasies van twee onlangse beleidsvoorstelle te ontleed. Deur simulasietegnieke word probeer om die kostes en voordele van hierdie twee alternatiewe beleidsvoorstelle gemik op die vermindering van armoede, ongelykheid en weerloosheid in die samelewing te beraam.

Madumeleng is a village in Bolobedu(Modjadji) under the Greater Letaba Municipality in Mopani District. The Greater Letaba Municipality is one of the rural municipalities in the district of Mopani. The project was identified by the community members as a flagship towards addressing poverty within the village and eventually in the municipal area. The project was initiated by a group of women who started as volunteers. Their objective was to make the project big and viable within the society. The women had wishes also that the project should eventually create more jobs for the community members and thereby contribute in alleviating poverty and unemployment. The above resonates well with the objective of government and in particular the Department of Social Development in funding these projects. The study was ignited by the fact that after all the efforts by government to provide funding and ensure that the project members are capacitated, still the project collapsed. The project could not last longer than it was expected and this was the main reason for the study. The study should contribute in surmounting some factors which might have contributed into the collapse of the project. Government should also be able to draw lessons from the study to improve on the approach when they fund future projects.

An investigation of integrated development planning (IDP) as a mechanism for poverty alleviation in Grahamstown in the Makana Municipality, Eastern Cape, South Africa

Poverty among individuals, households or communities is not a static condition. There are many factors which contribute to its causes and depth. In South Africa the economic gaps imposed by the previous apartheid government aggravated economic inequalities and caused considerable disparities, which has resulted in high unemployment rates. Inequalities were also manifest in the neglect of infrastructural and service provision as well in the effective absence of independent governance among some race group. This led to a call for pro-active initiatives by the post-1994 democratic government to remedy the living condition of the previously disadvantaged people. As part of its poverty relief drive the South African government has embarked on a series of developmental initiatives in bringing infrastructure related services to the poor and to reduce the enormous prevailing backlog, with the aim of increasing community participation, improving service delivery and promoting the upliftment of the lives of poor people through the medium of local governance. This study investigated the Integrated Development Planning, which has been undertaken in Grahamstown in the Makana Municipality in the Eastern Cape to respond to the prevailing poverty and underdevelopment among the poor communities. Relying on their developmental mandate to initiate and co-ordinate all development activities within their area of jurisdiction through the IDP, the Makana Municipality has drawn up a development strategic plan in conjunction with the local communities and with other stakeholders and organisations to identify and assess development backlogs within the communities with the aim of addressing such backlogs. This study revealed from the interviews conducted with some municipal personnel and questionnaires administered to sampled residents of Grahamstown that some faces of poverty, such as unemployment and lack of access to some of the most basic of infrastructure such as, sanitation facilities, water, electricity, formal house, education, security and recreation facilities are apparent in Grahamstown. However, the Makana Municipality through, the IDP has achieved some notable feats in the provision of providing some of the basic amenities such as water, housing, electricity and sanitation albeit at a slow rate. The mechanism of delivery is hampered by bureaucratic settings within government and the ambiguity attached to some of the projects. The service and infrastructural developments targeted towards the poor and the involvement of communities in the affairs of the local government might be seen as a partially panacea for poverty alleviation in South Africa. However the capacity of the local governments to effectively carry out this developmental challenge assignment might be a new twist in the developmental challenge facing local governments in South Africa. The thesis provides an overview of the Makana Municipality IDP and the degree to which is serving as one mechanism to address poverty in the Grahamstown urban area

Local economic development and poverty alleviation in Nkonkobe Local Municipality

The purpose of this study was to investigate the impact of Local Economic Development (LED) in alleviating poverty in Nkonkobe Local Municipality in the Eastern Cape Province, a municipality that is predominantly rural in nature and also stricken by poverty. The research objectives were; to explore the implementation of LED strategies, to assess the degree to which various spheres of government work collaboratively to enhance efficiency and effectiveness in development planning; and to evaluate the extent to which job opportunities have been created as a result of LED practices in the municipality. To achieve these objectives, a qualitative research approach was utilised. The sample was selected using a purposive sampling technique whereby individuals who are directly involved in integrated development planning and LED planning were targeted. Those who met this criterion were considered suitable for providing relevant information regarding the implementation of LED in Nkonkobe Local Municipality. Based on the literature review presented in chapter 2, LED can be perceived as an integrated, multidisciplinary approach that seeks to alleviate poverty through pro-poor economic growth by promoting economic development initiatives in municipalities. Moreover, the legislative framework presented in the same chapter reveals that the South African government has employed various strategies in the implementation of LED in local communities. The study showed that the Nkonkobe Local Municipality LED strategy has limited impact on poverty alleviation due to a myriad of factors which reinforce and interact with each other, thereby limiting development and thus trapping residents in poverty. The findings suggest that there is significant room for a paradigm shift from predominantly pro-growth LED to pro-poor LED, and the need to adopt a comprehensive LED strategy that seeks to include both pro-growth and pro-poor strategies.

The transition period post-apartheid in South Africa since 1994 brought a number of changes in policy making process and the initiated programs by the government in all level with the aim of addressing inequality and poverty reduction strategies. In South Africa prior 1994 division in terms of location access to resources and information was meant for the certain group and participation in the Community development matters. The aim of this research study is to seek and find out the impact of the government policy projects, programme (strategies) in the community to poverty reduction and try to identify the reasons for the failure of other project and to what extend is the capacity building in community members in terms of skill development before the implementation of projects for sustainability and viability of those projects. Also is to explore the community participation or involvement in policy making process such as the formulation of Integrated Development Plan .The study attempts to answer community involvement into their own development, their role and impact to fight poverty and other socio-economic challenges that are faced by the community. The research design for the study could be classified as the mixed design which will include qualitative and quantitative approaches. A sample of 30 participants will be drawn from the community unemployed respondents, project employees, those searching for employment, 5 municipality officials from Blue Crane Route, Ward Councillor and projects leaders. On my findings community participation on community development issues must be strengthen for the sake of development .The issue of centralisation of offices for availability of resources to same of the communities makes it difficult to access resources. Lack of skills and training acquired in the job market for artisans, technical and management skills.

Developing assessment criteria for successful poverty alleviation with special reference to the Nomzamo Special Care Centre

While this study is partly theoretical it includes an exploratory case study in which theoretical insights are applied. In the theoretical part of this study, criteria for a successful poverty alleviation project were developed, guided by sustainability theory and complexity theory. It was proposed that researchers could assess existing projects according to these criteria to show where they were successful and where they could improve. The second part of this research consists of a case study, where an actual poverty alleviation project (The Nomzamo Special Care Centre, Peddie, Eastern Cape) was assessed according to the criteria developed in the first part. For this exploratory case study a non-random sample of 9 participants was drawn from the Nomzamo Special Care Centre and other stakeholders in the Ngqushwa Local Municipality in the Eastern Cape. Data was collected using questionnaires, observation and interviews. The results obtained from analysis indicate that project members particularly experience challenges pertaining to financial resources, infrastructure and maintenance. It is recommended that project members receive assistance from the government departments in order for the project to remain sustainable.

The assessment of factors contributing to the sustainability of poverty relief projects in the Eastern Cape

The current study aimed at assessing the factors contributing to sustainability of Poverty Relief Projects by the Department of Social Development. The study was conducted in the Eastern Cape within Chris Hani District at Sakhizwe Local Municipality. The study employed both quantitative and qualitative research methods. Purposive sampling procedures have been seen as most suitable for this study and have been utilized to identify participants of the study. The sample consisted of thirty project members from six different projects and also included five Community Development Practitioners from the Department of Social Development. Semi- structured interviews, document review and focus group discussion were used to collect data for the study. The data was analyzed using descriptive statistics and thematic methods. The study revealed factors that contribute to the sustainability of the projects. These factors include the capacity of the project members and the departmental officials to implement and monitor the projects. Management and organization of the project plays an important role in determining the sustainability. Active participation of the project members in the planning of the project is important. Stakeholder participation and sharing of expertise is another important factor in determining the sustainability of the projects. Lastly, the study shows that monitoring and evaluation of the progress is necessary to ensure that the project achieve the desired outcome. It is recommended that the Department of Social Development should consider these factors and add them in the checklist before the funding of the project is approved. It is also important to determine the duration of the project in order to be able to measure its impact in a given period of time.

O objetivo da análise foi o de avaliar o processo de implementação do programa sob o ponto de vista da capacidade do Estado em desenvolver políticas de combate à pobreza, com enfoque na organização social e incentivo à criação de redes comunitárias. A metodologia utilizada consistiu na análise da literatura sobre o tema, pesquisa nos sites oficiais do programa e documentos, tanto das instituições responsáveis pela criação e operacionalização do programa, quanto das instituições responsáveis pelo processo de implementação. Também foram utilizadas entrevistas realizadas com atores participantes do Comunidade Ativa nos municípios selecionados. A análise deste material nos levou a concluir que a estratégia do programa Comunidade Ativa se demonstrou bastante frágil para enfrentar os problemas derivados da situação de pobreza, bem como sua conseqüência nos municípios investigados. As fragilidades se concentraram tanto no aspecto metodológico da estratégia, impondo prazos bastante estreitos para a realização das ações, quanto na engenharia institucional do programa, que não produziu apoio suficiente para que as ações demandadas nos processos participativos nos municípios pudessem ter sido realizadas. Esses pontos foram de fundamental importância para o baixo impacto da política nos municípios em termos de fomento à organização comunitária e, conseqüentemente, impulsionar processos de Desenvolvimento Local Integrado e Sustentável como constavam nos objetivos do programa / Abstract: This work deals with an analysis of the implementation process of the program ¿Comunidade Ativa¿ in four cities from the State of Sao Paulo, Apiai, Capao Bonito, Itaporanga and Ribeirao Branco, in its pilot-phase, started in 1999. The aim of such analysis of to evaluate the implementation process of the program considering the ability of the State for developing policies against poverty, foccusing on the social organization and the encouragement for creating community nets. The applied methodology consisted of scrutinizing the literature about this subject, the oficial sites of the program and documents from institutions responsible for creation and operation the program, as well as from the institutions responsible for the implementation. In addition, people who participated to the ¿Comunidade Ativa¿ in the selected cities were interviewed in loco. The analysis of all this material leaded us to conclude that the strategy adopted by the program was deficient to face the problems which came out from the poverty itself, as well as the consequences of these problems on the investigated cities. The deficiencies were concentrated on the methodologic aspect of the strategy,which imposes very close deadlines to execute actions, and the institutional arrangement of the program that did not provide enough support to make the actions demanded in the participative processes in the cities.
