Madumeleng is a village in Bolobedu(Modjadji) under the Greater Letaba Municipality in Mopani District. The Greater Letaba Municipality is one of the rural municipalities in the district of Mopani. The project was identified by the community members as a flagship towards addressing poverty within the village and eventually in the municipal area. The project was initiated by a group of women who started as volunteers. Their objective was to make the project big and viable within the society. The women had wishes also that the project should eventually create more jobs for the community members and thereby contribute in alleviating poverty and unemployment. The above resonates well with the objective of government and in particular the Department of Social Development in funding these projects. The study was ignited by the fact that after all the efforts by government to provide funding and ensure that the project members are capacitated, still the project collapsed. The project could not last longer than it was expected and this was the main reason for the study. The study should contribute in surmounting some factors which might have contributed into the collapse of the project. Government should also be able to draw lessons from the study to improve on the approach when they fund future projects.

The impact of Extended Public Works Programmes on poverty alleviation in the Bushbuckridge Municipality in the Mpumalanga Province

Thesis (M.Dev.) -- University of Limpopo, 2011 / The study focused on the existence of Extended Public Works Projects (EPWP) and beneficiation in the village of Croquetlawn and Tsemamarhumbu village of Mkhuhlu in the Bushbuckridge Municipality. Many rural households live in situations of high unemployment and abject poverty, especially in the rural neighbourhoods of South Africa. The introduction of labour intensive projects of government in infrastructural development, under the auspices of the Department of Public Works, has brought a great relief in redressing unemployment and poverty in the country. While the provision of these short-term based jobs is life-saving, the question is whether or not these projects (EPWP) will provide a sustainable solution to unemployment and poverty with the skills and information they provide to the employees. The methodology used in this study was both qualitative and quantitative in nature. A small sample size of 40 people was selected using purposive sampling, targeting mainly beneficiaries of EPWPs, Municipal officials, CBOs, traditional leaders (indunas) and Ward Councillors. It is worth pointing out that the study findings indicated the positive impact of the EPWPs on beneficiaries; even though challenges were still enormous. At the delivery or grassroots point, the institutional arrangement of the Programme is virtually weak and non-existent in most instances resulting in poor governance. It is recommended that during the programme design stage, institutional arrangements and mechanism must be improved by the involvement of community structures to enhance good governance. It is recommended that gender mainstreaming forms part of the project management and programme design. This implies that vulnerable people such as women and orphaned children are given a special status in the programme. The programme design should also in the main address human basic needs related to infrastructural projects. Labour intensive programmes can create a greater demand for local products and services than do high technology programmes which may heavily rely on imported technology and equipment.

The impact of poverty alleviation projects on women's development in rural communities of Mogalakwena Municipality, Limpopo Province : a case study of Malokong, Masipa and Rooiwal Poultry Projects

Thesis (M.Dev.) -- University of Limpopo, 2012 / his study investigates the impact of poverty-alleviation projects on women development at Mogalakwena Municipality in Limpopo Province. Focus is on three projects, namely; Malokong, Masipa and Rooiwal poultry projects. The researcher has used the qualitative paradigm in this study, though limited aspects of the quantitative approach were also used. Convenience sampling has been used to collect data from a sample of forty (40) women from all the three identified poultry projects. All the respondents are women beneficiaries of different ages in the above-mentioned poultry projects. The study highlights employment generation and appropriate technology versions of growth with equity theories to justify the necessity of poverty-alleviation projects. It confirms the chief characteristic of the employment version that illustrates the projects’ ability to employ different groups of people, particularly those with very low educational backgrounds. These projects enable them to get income that can be used to pay school fees, buy food and pay medical bills in support of their families, thereby improving the overall wellbeing of women in rural communities The approaches (qualitative and quantitative) advocate for the use of local technologies and labour intensive methods to create more jobs and produce economic spin-offs. Poultry projects were chosen because they are appropriate and relevant to the needs of most communities of the Mogalakwena Municipality who are predominantly rural and poor. The study found out that the projects benefit local residents by providing affordable food security needs in the form of fresh chicken meat. These products are a vital source of protein which is necessary for good health. In addition, members derive both economic and social benefits from poultry projects. Given the threats to sustainability of these projects, the study recommends that the government employ more Agricultural Extension Officers and mobilise financial resources to support the activities of these projects. There is also an increased demand for more training on various aspects of management and production for members to maximise output. The study also identifies the significance of a continuous monitoring and evaluation of projects on a regular basis.

Empowering women through an NGO chain : Assessing development from a knowledge transfer perspective

Over the last decades the topic of microfinance as a method to alleviate poverty has been debated to a large extent in the academic literature. In India, the method of Self-Help Groups (SHGs) is today widespread among Non-Governmental Organizations (NGOs) and has been proven to empower women economically and socially. Alongside, NGOs have increasingly directed their efforts towards more long-term development strategies, in which knowledge has gained a larger attention as a component to sustainable development. Even though literature from different research streams has confirmed that there is a need for effective knowledge transfer between NGOs to reach and empower the female end beneficiaries in the NGO-sector, few theoretical attempts have been made to understand the organizational dynamics behind knowledge transfer in an NGO-context. That is why we wished to further understand knowledge transfer in an NGO-context. Our purpose is to explore what it is that makes knowledge become transferred throughout an NGO-chain in order to reach the end beneficiaries. To answer the research question of what variables affect knowledge transfer throughout the actors in an NGO-chain and what factors determine these variables, a case study was conducted on an NGO-chain working towards SHGs in Uttarakhand, Northern India. Interviews have been conducted with leaders and staff of one foreign and one local NGO and two focus groups have been held with participants of SHGs. The findings show that several of the variables that research within knowledge management previously have found, including trust, communication, organizational culture and absorptive capacity, do have an influence on the transfer of knowledge throughout the NGO-chain. Furthermore, the variables networks, relationships, and organizational strategy were also shown to impact the outcome of the knowledge transfer. Moreover there are several factors in the intra-organizational and inter-organizational dynamics of the NGO-chain that determine whether each variable has an inhibiting or enabling effect on knowledge transfer.

An exploration of revitalization strategies for rural areas : the case of the Northern Free State / Daniel Francois Meyer

Rural areas, globally, are characterized as poor regions, with two-thirds of the world’s poor people residing in rural areas. In South Africa, 70 percent of the poor population or 3.6 million households, live in rural areas. In the last three State of the Nation Addresses (SONA) in South Africa by President Zuma since 2011, rural development has been placed high on government’s developmental agenda. The formulation of a comprehensive rural development policy, with coordinated implementation by all spheres of government is however still lacking. This research project was undertaken to explore solutions for the revival and development of rural areas in South Africa. The northern Free State region was selected as the geographical focus area and “testing ground” for the research. Rural South Africa has been deteriorating over the last few decades mainly due to globalization and urbanization. Two specific tools to achieve accelerated rural development were identified and analysed namely, local economic development (LED) and spatial planning. The research has shown that rural development is a complicated and difficult process. It is not only about agriculture and economic development, but also about other aspects such as spatial planning, social development, the environment, politics and public management aspects. For the purpose of the research, the theoretical statement was stated as “the chronic state of underdevelopment, poverty and unemployment, especially in rural South Africa, with a specific focus on the northern Free State, can be turned around by means of the implementation of revitalization strategies, which include innovative policies and programmes of LED and spatial planning”. Rural development requires strong committed local leaders and “champions”, skills, patience and funding. The research methodology included a comprehensive theoretical analysis of the concepts relating to rural development, as well as global and local case studies. Local rural development policies were also analysed as currently being implemented by government. Primary research included a community socio-economic survey in the study area to determine levels of rural poverty, unemployment, services delivered by local government and skills. In this survey of poor rural areas and the socio-economic analysis of the northern Free State, it was found that: • close to 50% of all households were living in poverty, • 50.7% of all households lack employment, • 40% of households have an income of less than R 1 500 per month, • The average annual household income in the area relates to just less than R20 000, • The ratio between formal and informal jobs is 1: 0.25, which indicates a low level of informal job opportunities, • Most job opportunities are found in agriculture, manufacturing, community services and households. • The tourism sector only provides in 3.1% of the regional GDP. Local business chambers were also visited in order to determine their perceptions of rural development and local government as well as the level of partnerships with the various local authorities in the area. It was found that partnership formation and cooperation between local business chambers and local authorities in the region were limited, although business chambers are willing to cooperate and assist. Rural development needs a coordinated effort and partnerships between government, business and communities. The focus of the research was on the finding of possible solutions for rural development. Solutions such as a rapid rural assessment (RRA) and a strategy for the study area, which has been provided to the specific local government for implementation, have been formulated. Globally and locally no universally accepted definition of rural concepts such as rural development and rural regions exist. Definitions and classifications of rural areas were formulated for South African conditions. A major component of the research is the proposed rural development model known as the “Feza iSimangaliso” model. Pillars for rural development and best practice aspects for rural development were also formulated. Some of the main findings of the research regarding general rural development aspects are listed below: • Rural regions are slowly but surely becoming in “fashion” as popular regions again due to a number of reasons such as quality environments, the need for a sense of community and belonging and food security. • Well formulated strategic rural development strategies, which are implementable in a coordinated way, can make a positive impact. Rural areas could be seen as a viable alternative, but requires strong governance, especially at the local sphere. • The integration of spatial planning and LED could lead to accelerate rural development, especially when national policy exists and are implemented in a coordinated manner. • The creation of jobs will lead to improved quality of life. Labour intensive sectors of the economy such as tourism, agriculture including agro-processing, manufacturing and retail should be the focus of an economic strategy. • Rural development is dependent on hard and soft infrastructure provision and strong local government. • Rural development must be people centred, with the utilization of local indigenous knowledge. • Rural towns are critical for rural regional development and creation of rural-urban linkages. • The “pull factors” to rural areas include quality of life and environment, sense of belonging, unique culture and history, and a positive economic environment. Future research projects could include more detailed research on the study area and provision of assistance to the relevant local municipalities. A possible rural development matrix will be developed for the evaluation of the level of development and gaps in the development of a rural region. These 'chunks of money' enable them to protect against emergency risks for it acts as a crisis-coping mechanism by building up the asset base in its physical, financial, human, and social sense. The accumulation of an asset base is not only critical in fighting risks ahead of time, but also enables poor clients to protect against losses afterwards . Thus the saving services provided by these institutions are essential in improving their clients' capacity to build up and manage their assets.

Microcredits: a success or a fairytale? : A study of Grameen Bank in Bangladesh by using secondary data

The global economy celebrates microcredit as poverty alleviation for the individual and as a way to boost a country’s economic growth. This study examines if results from previous research on Grameen Bank’s microcredits are supported by statistics. By using Exploratory Sequential Mixed Method, five themes was conducted from the qualitative findings and then analyzed from capability approach theory and Schumpeterian growth theory. Results indicates that poverty have declined in Bangladesh, but it also shows that income share for the poorest has not increased nor the female employment rate.  Both the consumption and the GDP for Bangladesh have increased, but the conclusion of this study suggest that microcredits are convoluted and needs further studies that are comprehensive with both qualitative and statistical research that are more detailed and profound. Since the available statistics are inadequate further research generally about microcredits are needed, especially if banks and organizations worldwide are going to use it as poverty alleviation.

The impact of a development centre approach on poverty alleviation in Region A of the City of Johannesburg

One of the most important issues facing the South African democracy is that of breaking the grip of poverty on a substantial portion of its citizens. In South Africa, Non-Profit Organisations (NPOs) play a major role in the development of assistance for the poor and in reducing poverty. As an NPO, the Greater Midrand Development Centre (GMDC) has played an important role in supporting and encouraging the development aspirations of Region A of the City of Johannesburg community in the areas of Agricultural projects, bakery, poultry and paper making. The aim of the study was to determine the impact of the Development Centre Approach (DCA) on poverty alleviation in the Region A of the City of Johannesburg community and to make recommendations on policy priorities and challenges that will fast track developmental social service delivery within a Development Centre Approach. The study focused on the GMDC poverty alleviation projects in five selected areas. The study followed a qualitative research approach. Data was collected by means of one-on-one interviews and focus groups by means of semi-structured interview schedules. The participants of the focus groups involved both those beneficiaries who were still attending the GMDC poverty alleviation projects, and those who have exited the development centre poverty alleviation projects. The one-on-one interviews involved five project leaders, members of the board, staff members, and officials from the Department of Social Development. The findings indicated that the GMDC has played a crucial role in terms of poverty alleviation of the beneficiaries. From the study it was concluded that the poverty alleviation projects of the GMDC appear to be alleviating the poverty of the beneficiaries by addressing some of their basic needs to a certain extent by improving a livelihood, but nonetheless still not reducing their poverty levels. The study recommends the development of a clear exit strategy which is understood and supported by beneficiaries. The impact of the land restitution programme on poverty

The state of poverty in South Africa dictates how social policies should intervene to make an impact on poverty alleviation. Government formulated the three pillars of Land Reform Programme i.e. the Land Restitution Programme, Land Redistribution Programme and the Security of Tenure Programme. The Land Restitution Programme was utilised, through which people were given the opportunity to choose their preferred option ranging from original land, alternative land, financial compensation and involvement in development projects. The Programme aimed to reduce the unequal distribution of land amongst the racial groups of South Africa and alleviating poverty. During the process of land restitution the subjective impacts were debated more than the objective impacts, which were exacerbated by the experience of Zimbabwe as one of South Africa’s neighbouring countries. To date, little empirical evidence exists concerning the actual objective and subjective impact of the Land Restitution Programme. The aim of the study was to evaluate the objective and subjective impacts of the Land Restitution Programme on poverty. A quantitative research approach was used to conduct an impact evaluation study. Data was gathered by means of self-administered questionnaires. Respondents included land restitution applicants, namely: the claimants who were dismissed because they did not meet the acceptance criteria, the claimants who rejected the offer of financial compensation and the claimants who accepted the land restitution offer of financial compensation and eventually became the beneficiaries of the Land Restitution Programme. The research findings revealed that the Land Restitution Programme has both objective and subjective impacts on poverty. The subjective and objective impacts have both positive and negative impacts. The positive objective impacts were revealed to include the improvement in the aspects of quality of life as individuals and as communities, reconciliation at an individual, family and community level, and personal development such as improvement in community participation, empowerment and capacity building. The line, however, between the subjective and objective impacts was found to be very thin. The greatest impacts were amongst the accepted land restitution claimants and the least impact was amongst the dismissed and refused claimants in comparison with the accepted land restitution beneficiaries. The findings confirmed the hypothesis of the study, namely that if the poorest of the poor beneficiaries receive the land restitution compensation their levels of poverty decreases, compared to those that are refused or dismissed for land restitution compensation. The study revealed that the negative impact of the Land Restitution Programme is on its ability to acquire title to land. The claimants and beneficiaries of the Land Restitution Programme still regarded the programme as effective even though it has challenges in terms of addressing poverty alleviation. The study concluded that the Land Restitution Programme should be implemented within a Framework for Poverty Alleviation. Such a framework needs to go beyond the legalistic framework that is provided by the Land Restitution Act no 22 of 1994 which currently do not address approaches to poverty alleviation, strategies for alleviating poverty and aspects of quality of life that are measurable. The study recommended the implementation of a Land Restitution Programme Framework for Poverty Alleviation, which include elements of measuring poverty and aspects of quality of life and poverty alleviation approaches such as the livelihood approach, asset vulnerability approach, compulsory asset redistribution approach, and social development strategies. It is further recommended that the Land Restitution Programme Framework for Poverty Alleviation should be informed by the voices of the poor, professionals and international donor communities in order to comprehensively make an impact in graduating the poor from being poverty stricken to being self sufficient and self reliant. / Dissertation (MSD)--University of Pretoria, 2008. / Social Work and Criminology / unrestricted
