Real-time PPP (RT-PPP) is possible thanks to the availability of precise products, for orbits and clocks, provided by the International GNSS Service (IGS), as well as by its analysis centers such as CNES (Center National d'Etudes Spatiales). One of the remaining challenges on RT-PPP is the mitigation of atmospheric effects (troposphere and ionosphere) on GNSS signals. Thanks to recent improvements in atmospheric models, RT-PPP can be enhanced, allowing accuracy and centimeter initialization time, comparable to the current NRTK (Network Real-Time Kinematic) method. Such performance depends on topology of permanent stations networks and atmospheric conditions. The main objective of this project is to study the RT-PPP and the optimized infrastructure in terms of costs and benefits to realize the method using atmospheric corrections. Therefore, different configurations of a dense and regular GNSS network existing in France, the Orpheon network, are used. This network has about 160 sites and is owned by Geodata-Diffusion (Hexagon Geosystems). The work was divided into two main stages. Initially, ‘float PPP-RTK’ was evaluated, it corresponds to RT-PPP with improvements resulting from network corrections, although with ambiguities kept float. Further on, network corrections are applied to improve “PPP-RTK” where ambiguities are fixed to their integer values. For the float PPP-RTK, a modified version of the RTKLib 2.4.3 (beta) package is used to take into account for the network corrections. First-order ionospheric effects were eliminated by the iono-free combination and zenith tropospheric delay estimated. The corrections were applied by introducing a priori constrained tropospheric parameters. Periods with different tropospheric conditions were chosen to carry out the study. Adaptive modeling based on OFCs (Optimal Fitting Coefficients) has been developed to describe the behavior of the troposphere, using estimates of tropospheric delays for Orpheon stations. This solution allows one-way communication between the server and the user. The quality of tropospheric corrections is evaluated by comparison to external tropospheric products. The gains achieved in convergence time to 10 centimeters accuracy were statistically quantified. Network topology was assessed by reducing the number of reference stations (up to 75%) using a sparse Orpheon network configuration to perform tropospheric modeling. This did not degrade the tropospheric corrections and similar performances were obtained on the user side. In the second step, PPP-RTK is realized using the PPP-Wizard 1.3 software and CNES real-time products for orbits, clocks and phase biases of satellites. RT-IPPP (Real-Time Integer PPP) is performed with estimation of tropospheric and ionospheric delays. Ionospheric and tropospheric corrections are introduced as a priori parameters constrained to the PPP-RTK of the user. To generate ionospheric corrections, it was implemented a solution aligned with RTCM (Real-Time Maritime Services) conventions, regarding the transmission of ionospheric parameters SSR, which is a standard Inverse Distance Weighting (IDW) algorithm. The choice of the periods for this experiment was made mainly with respect to the ionospheric activity. The comparison of the atmospheric corrections with the external products and the evaluation of different network topologies (dense and sparse) were also carried out in this stage. Statistically, the standard RT-IPPP takes ~ 25 min to achieve a 10 cm horizontal accuracy, which is significantly improved by our method: 46% (convergence in 14 min) with dense network corrections and 24% (convergence in 19 min) with the sparse network. Nevertheless, vertical positioning sees its convergence time slightly increased, especially when corrections are used from a sparse network solution. However, improvements in horizontal positioning due to external SSR corrections from a (dense or sparse) network are promising and may be useful for applications that depend primarily on horizontal positioning. / O PPP (Precise Point Positioning) é um método de posicionamento pelo GNSS (Global Navigation Satellite Systems), baseado no conceito SSR (State Space Representation) o qual pode fornecer soluções de acurácia centimétrica. O PPP em tempo real (RT-PPP) é possível graças à disponibilidade de produtos precisos, para órbitas e relógios, fornecidos pelo IGS (International GNSS Service), bem como por seus centros de análise, como o CNES (Centre National d’Etudes Spatiales). Um dos desafios restantes no RT-PPP é a mitigação dos efeitos atmosféricos (troposfera e ionosfera) nos sinais GNSS. Graças às melhorias recentes nos modelos atmosféricos, o RT-PPP pode ser aprimorado, permitindo tempo de inicialização com acurácia centimétrica, comparável ao atual método NRTK (Network Real-Time Kinematic). Esse desempenho depende da topologia das redes de estações permanentes e das condições atmosféricas. O objetivo principal deste projeto é estudar o RT-PPP e a infraestrutura optimizada em termos de custos e benefícios para realizar o método usando correções atmosféricas. Portanto, são utilizadas diferentes configurações de uma rede GNSS densa e regular existente na França, a rede Orphéon. Esta rede tem cerca de 160 estações, sendo propriedade da Geodata-Diffusion (Hexagon Geosystems). O trabalho foi dividido em duas etapas principais. Inicialmente, foi avaliado o "float PPP-RTK", que corresponde ao RT-PPP com melhorias resultantes de correções de rede, embora mantendo as ambiguidades como float. Em um segundo momento, as correções de rede são aplicadas para aprimorar o "PPP-RTK", onde ambiguidades são fixadas para seus valores inteiros. Para o float PPP-RTK, uma versão modificada do software RTKLib 2.4.3 (beta) é empregada de modo a levar em consideração as correções de rede. Os efeitos ionosféricos de primeira ordem são eliminados pela combinação iono-free e atraso zenital troposférico é estimado. Les gains réalisés sur le temps de convergence pour obtenir un positionnement de 10 centimètres de précision ont été quantifiés statistiquement. La topologie du réseau a été évaluée, en réduisant le nombre de stations de référence (jusqu'à 75%), via une configuration de réseau Orphéon lâche pour effectuer la modélisation troposphérique. Cela n'a pas dégradé les corrections troposphériques et des performances similaires ont été obtenues du côté de l'utilisateur. Dans la deuxième étape, le PPP-RTK est réalisé grâce au logiciel PPP-Wizard 1.3 et avec les produits temps réel CNES pour les orbites, les horloges et les biais de phase des satellites. Le RT-IPPP (Real-Time Integer PPP) est réalisé avec estimation des délais troposphériques et ionosphériques. Les corrections ionosphériques et troposphériques sont introduites en tant que paramètres a priori contraints au PPP-RTK de l'utilisateur. Pour générer des corrections ionosphériques, il a été mis en place une solution alignée avec les conventions RTCM (Real-Time Maritime Services) pour la transmission des paramètres ionosphériques SSR, un algorithme standard d'interpolation à distance inversée (IDW – Inverse Distance Weighting). Le choix des périodes pour cette expérience a été fait principalement en regard de l'activité ionosphérique. La comparaison des corrections atmosphériques avec les produits externes et l'évaluation de différentes topologies de réseau (dense et lâche) ont également été effectuées dans cette étape. Statistiquement le RT-IPPP standard prend ~25 min pour atteindre une précision horizontale de 10 cm, ce que nous améliorons significativement par notre méthode : 46% (convergence en 14 min) avec le réseau dense et 24% (convergence en 19 min) avec le réseau restreint. Néanmoins le positionnement vertical voit son temps de convergence légèrement augmenté, en particulier lorsque l'on utilise des corrections à partir d'une solution de réseau lâche. Cependant, les améliorations apportées au positionnement horizontal dues aux corrections atmosphériques SSR externes provenant d’un réseau (dense ou lâche) sont prometteuses et peuvent être utiles pour les applications qui dépendent principalement du positionnement horizontal. / CNPq: 229828/2013-2

Samverkan mellan kommun och näringsliv : en fallstudie av Växtkraft Kinda

Den här uppsatsen syftar till att undersöka hur kommunal samverkan med det lokala näringslivet utformas utifrån teorier kring governance, policynätverk samt public-private partnerships. Detta genomförs utifrån en fallstudie av projektet ”Växtkraft och företagarutveckling” som är en del av den ekonomiska föreningen Växtkraft Kinda. I uppsatsen undersöks faktorer som gemensamma mål, resursutbyte, ömsesidigt beroende samt förtroende och vilken betydelse dessa har för samverkan. Dessutom granskas hur kontakterna mellan aktörerna är utformade samt vilken betydelse inflytande och konkurrens har i samarbetet. I uppsatsen kommer jag fram till att det existerar gemensamt formulerade mål även om de till viss del varierar mellan aktörerna. De resurser som utbyts är förutom de ekonomiska även tid, kunskap, kontakter samt lokaler. Kommunens representanter menar att resursutbytet främst sker i informella miljöer medan näringslivsrepresentanterna anser att resursutbytet äger rum i formella miljöer. Tre av de fem intervjuade anser att det finns ett ömsesidigt beroende mellan kommun och näringsliv samt att det är en omständighet som verkar som en drivande- och positiv kraft i samarbetet. Samtliga intervjuade uppger att förtroende är en viktig komponent i projektet men förtroendet är något mindre bland näringslivsrepresentanterna. De intervjuade uppger även att det finns en viss konkurrens mellan aktörerna inom projektet men att samarbete dominerar. Det finns dock vissa skillnader mellan kommunens och det lokala näringslivets uppfattningar om samarbetet. Kommunens representanter beskriver samarbetet i formella termer medan näringslivsrepresentanterna anser att det skall betraktas som en formell organisation. Dessutom menar kommunen att aktörernas inflytande beror på engagemang och kompetens medan näringslivet anser att storlek och position är avgörande faktorer.

Parcerias público-privadas no setor de infraestrutura em saneamento : uma análise da relação entre o estado e a iniciativa privada

O presente estudo tem por objetivo analisar os principais aspectos relativos à formatação de contratos das Parcerias Público-Privadas (PPP), entre o Estado e a iniciativa privada sob a ótica econômica, com foco no setor de saneamento básico, para melhoria dos resultados dos serviços prestados à população. Os instrumentos de análise são as experiências internacionais mais desenvolvidas e a base teórica disponível na literatura internacional, e também, os elementos essenciais considerados nas formatações das parcerias, indicadas por organismos internacionais. É apresentada a evolução das PPPs ao longo da história, os fundamentos teóricos dessas modalidades de atendimento à infraestrutura e provisão de serviços. Os principais modelos de parcerias desenvolvidas e as diferentes formatações das mesmas são expostos, apontando aplicação dessa tecnologia em diferentes áreas ao redor do mundo. Situam-se as principais demandas, dificuldades e oportunidades em saneamento básico no Brasil, no estado do Rio Grande do Sul, na cidade de Porto Alegre, onde a formatação de PPPs é uma alternativa para acessibilidade aos serviços e ao desenvolvimento das infraestruturas demandadas pela sociedade, em um ambiente de restrição de recursos governamentais, em conjunto de normas legais e aspectos regulatórios existentes. Pontuam-se os principais tópicos a serem considerados na constituição, desenvolvimento e implementação de uma PPP, tanto sob a ótica do Estado quanto do operador privado e da sociedade, sendo o norte principal os instrumentos utilizados em diferentes países com sucesso na utilização da tecnologia e as bases dos programas incentivados por organismos como World Bank, Fundo Monetário Internacional e United Nations. Considera o ferramental de análise usado durante as diferentes fases do processo e da efetividade e da eficiência de uma PPP para todos os agentes envolvidos. Do conjunto de informações coletadas e analisadas, percebe-se a grande oportunidade para o Brasil e seus entes federados utilizar a tecnologia para resolver os problemas existentes no setor de saneamento, em especial, embora haja limitação de informações, para a formatação e constituição de PPPs. / This dissertation aims to evaluate the main aspects concerning the format of contracts for public-private partnerships between state and private initiative, under the economic perspective, focusing on the basic sanitation sector, and whose results are to improve services population. The analytical tools are the most developed international experiences and the theoretical basis presented by the international literature, as well as the essential elements to be considered in the formatting of the partnerships listed by international agencies. It shows the evolution of PPPs throughout history, as well as the theoretical foundation behind this type of service infrastructure and service provision. The main partnership models developed and the different formats of them are exposed, pointing application of this technology in different areas around the globe. It presents the main demands, challenges and opportunities in basic sanitation in Brazil, in state of Rio Grande do Sul, in Porto Alegre city, where the formatting of PPP is an alternative to accessibility to services and infrastructure development demands by society, in an environment of restricted resources of government, together with the legal and regulatory issues exist. It punctuates the main topics to be considered in the creation, development and implementation of a PPP, both from the perspective of the state, the private operator and society, with the northern main tools used in different countries with successful use of technology and the bases of the programs encouraged by bodies like the World Bank, International Monetary Fund and United Nations. It exposes analysis tools during different phases of the process and the effectiveness and efficiency of a PPP for all stakeholders. The set of information submitted, we find the greatest opportunity for Brazil and its federal entities to use technology to solve existing problems in the sanitation sector in particular, although there is limited data for formatting and setting up PPPs.

O presente trabalho tem por objetivo apresentar ao leitor as diversas formas de garantia que poderão ser oferecidas ao particular, pelo Estado, como forma de atraí-lo à contratação de parcerias público-privadas, instituídas em âmbito federal pela lei nº. 11.079, de 30 de dezembro de 2004. A escassez de recursos públicos, culminando com a incapacidade estatal de investir em áreas de sua responsabilidade, fez com que se buscassem novas formas de interação entre os setores público e privado. Contudo, o histórico de mau pagador da Administração Pública brasileira implicou na necessidade de oferecimento de garantias àqueles que irão contratar com o poder público, sem as quais talvez poucos ousassem investir seu capital em atividades nem sempre certamente rentáveis. A proposta é analisar as diversas modalidades de garantias, apontando suas fragilidades e seus aspectos favoráveis, sempre no intuito de mostrá-las viáveis e eficientes. Por fim, algumas sugestões de novas espécies serão apresentadas, aumentando a gama de opções que o administrador terá ao seu alcance quando pretender levar a efeito uma contratação desta natureza. / The present work aims at presenting the reader a wide range of guarantees which can be offered to private companies by the State, so as to attract them to contracting public-private partnerships, instituted in federal extent under law number 11.079, dated December 30, 2004. The shortage in public resources, culminating with the incapacity of the State to invest in sectors of its own responsibility, has brought about the pursuit of new ways of interaction between the public and private sectors. Notwithstanding, the fact that Brazilian Public Administration has a history of being a bad payer has implied the need for guarantees to those who will hire the Public Power, taking into consideration that perhaps only a few people will be willing to invest their funds in doubtfully profitable activities. The purpose of this paper is to analyze the various forms of guarantees, pointing out weaknesses and favorable aspects, always targeting on turning them viable and efficient. At last, some other new suggestions will be introduced, enhancing the range of options the administrator may have at reach whenever one intends to put into practice such kind of hiring.

Impact of the private sector initiative on the job satisfaction of hospital pharmacists in Lagos state

Master of Public Health - MPH / Background: Hospital pharmacy practice is an important aspect of healthcare, as drugs are a key component of patient treatment in hospitals. In Lagos state, Nigeria, provision of healthcare services, including drugs, was at one time entirely free but in the face of ever dwindling resources and increasing government responsibility, the health sector has to compete with other sectors for scarce public funds. Therefore, in 2002, a private sector initiative (PSI) in hospital pharmacy was implemented in seven hospitals in Lagos state as an alternative financing system for managing drug procurement and supply to fee-paying patients. Each of these seven hospitals now has two pharmacies, one providing free drugs to certain categories of patients entitled to this service and the second providing services to all other patients. Aim: This study aimed to explore and describe the impact of this private sector initiative on the job satisfaction of the pharmacists working in these hospitals from the viewpoint of the hospital pharmacists and relevant stakeholders, and to suggest ways of improving the job satisfaction of hospital pharmacists in Lagos state. Study Design: The study utilized a qualitative research design to explore the perceptions and experiences of government-employed pharmacists and key stakeholders on the impact of the private sector initiative. Study Population and Sampling: Individual interviews were conducted with three key informants and two focus group discussions were carried out, one with hospital pharmacists from the fee-paying pharmacies and the second with pharmacists from the free pharmacies from the seven hospitals in Lagos state where the private sector initiative was in operation. Data Collection and Analysis: The audio-taped interviews and focus group discussions were transcribed and analysed to identify the key categories and themes raised by the participants. Results: The study found that most pharmacists felt that the PSI has met the main objective for which it was set up, that is, improving availability of drugs in the hospital but there were some attendant factors like inadequate funding of the free health unit, increased workload of the fee-paying unit and poor working conditions, which affect the job satisfaction of pharmacists. The study however showed that the introduction of the PSI has led to improved performance of roles and recognition of the pharmacists and better working relationships between pharmacists and other healthcare workers which have impacted positively on the job satisfaction of pharmacists. Recommendations: The study recommended that the working conditions should be improved and issues of staffing and workloads should be addressed. Also, alternative but effective means of drug financing should be sought to ensure availability of drugs to all categories of patients.

This study sought to highlight the concept of Black Economic Empowerment (BEE) as it applies to South Africa. BEE as a new concept in South Africa is likely to be faced with a number of challenges. Of note is how a number of pieces of legislation were generated to help create an environment for the implementation of BEE policy. What was illuminated in the study is the fact that in spite of the many policies having been generated, there seems to be a lack of understanding in terms of how these policies should be implemented. Self-evident in this study is the perception embraced by a number of stakeholders with regard to the implementation of BEE through public-private partnership. The perceived differences of opinion are not only reflected among-policy makers from different political parties, but also within the wider spectrum of South African society and workers’ movements. Differing views in terms of the actual implementation of the policy became evident in this study. The differing views seem to be premised around what can be portrayed as the niche that the concept of BEE occupies in the society at large. At the centre of this debate is the recycling of beneficiaries of BEE, which is seen to be consistent and invariable and may be perceived to be defeating the purpose of BEE through PPP. A number of questions were raised in this regard, which provided justification for the researcher to put the past and the present practices in juxtaposition. The study found that procurement processes and procedures were central to the discussion of BEE through PPP. Against this backdrop, the supply chain management system played a dominant role. The introduction of policy frameworks such as Preferential Procurement Policy Framework Act, 2000; Public Financial Management Act, 1999; the Constitution, 1996 and the Broad Based Black Economic Empowerment Act, 2003 provide an enabling environment for BEE through PPP to be a reality. The dominant discourse on BEE has been whether it indeed achieves what it set out to achieve, i.e. poverty alleviation. It is interesting that this discourse as addressed in this study seems to place in perspective the difference between economic growth and economic development, which seemed to have not yielded similar outcomes. Against this backdrop, the effect of BEE has been placed under scrutiny, with reference to the generally accepted determiners of economic growth such as gross domestic product (GDP). The study further focused on the effect of BEE in the rural areas in the midst of the perceived levels of illiteracy. Though the effect of BEE on women and youth was looked at, this has not been done in isolation from the realities facing this sector, such as a lack of skills perceived to have stemmed from the past policies of institutionalised segregation. The researcher has however argued that perhaps a new empowerment strategy had to be found based on poverty alleviation for the poor irrespective of the colour of their skin, political affiliation or gender; namely an empowerment strategy that looks into the future. The good policies referred to earlier are likely to fall prey to rampant greed as referred to by former president, Mbeki (2006). It appears the new measures will have to be put in place to curb the scourge of greed currently experienced, often masqueraded under affirmative action, affirmative acquisition or even affirmative discrimination and discrimination against the poor. Public assets financing in Nigeria : the imperatives for legal reforms to unlock domestic financial resources and foreign capital for infrastructure development

Infrastructure is one of the main parameters of economic growth and a country‘s competitiveness depends on the provision and maintenance of efficient and productive infrastructure assets. However, Nigeria, like most countries in Sub-Saharan Africa has the lowest quantity and poorest quality of stocks of infrastructure assets in the world and this phenomenally poor infrastructure has remained an impediment to development in the country. Decades of sub-optimal investment, poor maintenance culture and the fact that the required infrastructure investments could not be accommodated within the available fiscal space as a result of budgetary constraints have all contributed to the Nigeria‘s infrastructure deficit. The immediate outcome of this however is that the available infrastructure assets across the Nigerian landscape are in decrepit state and absurdly inadequate. Besides, the present demand for basic infrastructure services has grown astronomically out-stripping the supply capacity of the existing ones. Closing the infrastructure financing gap will however require increased investment by private investors through creative financing in an enabling legal and financial environment. Outside the budgetary constraints, the absence of efficient maintenance and management of infrastructure assets and quality service delivery by the public sector are some of the reasons why procurement of public infrastructure stocks by government through the traditional approach is no longer plausible and hence, the general appeal of the public-private partnership framework. However, despite all the potentials, the public private partnership technique in Nigeria has not made an appreciable impact in closing the infrastructure gaps due to lack of access to long-term financing. It is against this back-drop that this study has sought to investigate how reforms of the legal and financial infrastructure could widen access to financing through innovative financial resource mobilization in scaling-up infrastructure development and service delivery to the teeming Nigeria population. Therefore, the central thesis of this study is that the inadequacy of appropriate laws and inefficient financial system are partly responsible for the huge financing gaps in the Nigeria‘s infrastructure market and with the legal and financial reforms, an enabling legal and financial environment that would open up space for resource mobilization through innovative financing techniques and sources will be created thereby widening access to long-term financing and increasing the appetite for private investment in the nation‘s public infrastructure assets and services. So, the overarching objective of this thesis is to explore how legal and financial system reforms can facilitate the development of financial models and instruments that can help mobilize financial resources to fund infrastructure and bridge the huge infrastructure financing gaps in Nigeria in a sustainable fashion. Given the infrastructure poverty that constrains economic growth and development in Nigeria, the outcomes of this proposed study would help inform the need for the legal and financial system reforms to unlock resources in addressing the problems of financing gaps in infrastructure projects development in Nigeria. Besides, such outcomes based on the Nigerian experience in infrastructure financing and development may be turned into valuable knowledge for policy –making and further research in Nigeria.
