Public participation in town planning : towards a pro-active participatory process / Barbara Raubenheimer

This dissertation sets out to describe a pro-active process of public participation in urban planning, motivated by a lack of planning theory and also available South African legislation to describe how pro-active public participation is achieved in planning practice. Communicative planning theory advises on and describes public participation as being meaningful focussing on consensus between stakeholders. Empirical evidence of such public participation is however scarce, and also a critique against communicative planning theory. South African legislation supports and uses the concept of pro-active public participation but has few practical guidelines to facilitate such a public participation process in planning. The context of public participation in South Africa, in specifically two communities (Khuma and Stilfontein) in the North-West Province was the primary focus in describing a pro-active process of public participation. These two communities that had participated in a previous project where public participation was conducted and most importantly documented were specifically chosen because they represent two different community contexts, with Stilfontein being a community primarily consisting of retired mineworkers and Khuma a community that came into being as a result of forceful removals during the apartheid era. Furthermore the process of public participation that was followed was unique in this project as methods from community psychology were applied to guide communication. The importance of context and communication were identified as the most important aspects when conducting public participation pro-actively. The importance of communication and context should be considered if a pro- active process of public participation is to be conducted. It is a timeous process to consider the context of community members when conducting public participation, but it must be considered by spatial planners. The possibility of multidisciplinary teams facilitating public participation processes in planning should be considered. In this way planners can be assisted when conducting public participation processes. This article presents an analysis of the pro active social behavior construct based on the sociallearning theory. Self efficacy is briefly reviewed and discussed in the context of Bandura' s conceptual work. Reference is made to cognitive variables such as values and beliefs, as fundamental principies in the development of the pro active social behavior. I examine che distinctions between fears of failure, success, and rejection as they relate to the process of self sabotage. Comments are made on the transformation of meaning and its benefits on fear extinction. Finally, I briefly describe the principies of the associative neurophysiological conditioning as a therapeutic program for the management of emocional states by the individual. / Este artículo presenta un análisis del Comportamiento Social Pro Activo utilizando como modelo la teoría del aprendizaje social. Se revisa el concepto de autoeficacia, originalmente propuesto por Bandura, y se hace referencia a variables de tipo cognitivo tales como los sistemas de valores y creencias. Se examinan las distinciones entre el temor al fracaso, al éxito, al rechazo, y su relación con el proceso de autosabotaje. Asimismo se discute la importancia de la transformación del significado y sus beneficios en la extinción del temor. Se presenta un modelo conceptual del control de los estados emocionales y sus implicancias en el proceso de la acción. Finalmente, se describen las premisas fundamentales del Condicionamiento Neurofisiológico Asociativo como un programa terapéutico que facilita el manejo de los estados emocionales de la persona.

Les innovations technologiques pullulent dans le milieu policier depuis quelques années. Devant cette abondance de choix technologiques, et dans une conjoncture de ralentissement économique, la police doit s’assurer de faire une sélection favorisant le meilleur retour sur investissement. L’évaluation des technologies est la meilleure méthode permettant d’atteindre cet objectif. Ce projet de recherche analyse les différentes stratégies d’évaluation des technologies des corps policiers fédéraux et provinciaux du Canada en se basant sur le domaine baromètre de l’identité judiciaire. Cette étude s’appuie sur plusieurs données qualitatives : 1) observation participative à la Sûreté du Québec; 2) entrevues semi-directives (n=11) avec des membres de l’Ontario Provincial Police et de la Gendarmerie Royale du Canada. L’analyse intégrée des données colligées permet de mieux comprendre la dynamique de l’évaluation technologique dans la police. Même si une évolution est perceptible, certaines améliorations pourraient accroître l’efficacité du mini-PTA (Police Technology Assessment) dans un contexte où l’opérationnel et le théorique doivent cohabiter en parfaite harmonie afin de faciliter le travail des utilisateurs. Le mini-PTA est un outil facilitant l’adaptation de l’évaluation des technologies aux réalités régionales, mais ne peut en aucun cas remplacer unilatéralement le PTA fait par les grosses organisations d’évaluation des technologies policières. / Law enforcement has seen a proliferation of technological innovation in recent years. At the same time, the global recession has reduced the fiscal resources available to purchase and deploy new technological solutions. Thus, it is imperative that police forces select the technologies that offer a high return on investment. The technology assessment is the best method for achieving this goal. This research project analyzes different strategies of technology assessment employed by Forensic Identification units in federal and provincial police forces of Canada. This qualitative study is based on: 1) participant observations at the Surete du Quebec and 2) semi-structured interviews (n=11) with members of the Ontario Provincial Police and the Royal Canadian Mounted Police. An integrated analysis of the study data offers new insight into the dynamics of technology assessment as currently employed in the police force. The current practices strive to maximize return on investment. Nevertheless, there are refinements that will increase the efficiency of mini-PTA (Police Technology Assessment) and harmonize the operational and theoretical needs required to facilitate the end users' job functions. Even with improvement, the mini-PTA is best suited for smaller, regional police forces. It cannot replace unilaterally the process of PTA conducted by large police technology assessment agencies.

Participative Leadership and Employee Innovative Behaviour : Moderated by pro-active and risk-taking work climate

Innovation is crucial for the long-term survival of MNEs. Especially, in small nations like the Netherlands, innovation is important to be competitive in the international market. The innovative capacity of MNEs dependents on each employee’s ability to act in an innovative type of way, which makes it essential to enhance employee innovative behaviour. A participative leadership style is one way of enhancing employee innovative behaviour. This relationship could be strengthened by different work climates. This thesis investigates a pro-active and risk-taking work climate because those climates have similar characteristics as a participative leadership style. The purpose of this thesis is to explain the relationship between participative leadership and employee innovative behaviour, and how this relationship is contingent on a risk-taking and pro-active work climate in the context of Dutch MNEs. The research is done through a quantitative method by sending a survey to five Dutch MNEs, active in different branches. The results show a positive significant relationship between participative leadership and employee innovative behaviour, and a positive significant moderating effect of a pro-active work climate on this relationship. Besides, only when certain departments are selected, a positive significant moderating effect of a risk-taking work climate is found. This thesis contributes to the literature by showing a positive significant direct effect of participative leadership on employee innovative behaviour. Moreover, this thesis investigated a pro-active and risk- taking work climate as moderating variables on this relationship which has not been done before.

Measurements of optimism, locus of control and self-esteem have been used as mediat-ing factors. Data is collected from Indonesia and Sweden through questionnaires.BackgroundGlobal warming problems are today one of the most important missions politicians together with scientists have to resolve, and this includes an economic division of re-sponsibility worldwide. Psychology has a huge role in order to understand and change individuals' attitudes toward global warming issues.ObjectiveOur purpose with the study is to explore cultural differences in attitudes regarding global warming, specifically regarding the importance of global warming issues and regarding modification of behaviors in order to mitigate problems.MethodWith the use of questionnaires a quantitative study was conducted in the two cultures Indonesia and Sweden. Measurements of individualism/collectivism, Locus of control, Optimism and Self-esteem were used as mediating variables between culture and attitudes regarding global warming.ResultIndonesian respondents found global warming issues to be more important, than Swedish respondents. Swedish respondents were more willing to modify their behavior in order to mitigate global warming problems, than Indonesian respondents.

Real-time pro-active safety in construction

Collisions between personnel on foot and heavy equipment or materials on a construction site can be characterized as a contact collision. These types of incidents are a common occurrence on a work site. Technology is needed to improve work zone safety by alerting workers that are in danger of collisions pro-actively and in real-time. Developing this technology may assist in collecting previously un-recorded data on "near-misses" (close-calls). An approach is presented in this paper that is based on wireless radio frequency technology to alert workers in real-time when they are in danger. Various experiments are described that have been conducted in order to gain better understanding of the technology's potential, including measuring equipment blind spots and alert (or safety) zones. Blind spots areas are measured for six common construction vehicles to help determine the required (or minimum) alert distance (safety zone) for the equipment. A computer program was developed in-house to automatically calculate the percentage of blind spots on 2-dimensional planes and in the overall 3-dimensional volume. The blind spots results directly indicate the necessary safety zones for the equipment. The proximity device results show that technology demonstrated the capability of collecting important safety data while pro-actively detecting hazardous situations and warning workers and equipment operators during imminent potential hazardous events. Furthermore, the presented research can lead to improve the overall safety performance in construction and elsewhere through improved learning and education by providing relevant information to decision makers at all levels.

Enhancing storage performance in virtualized environments: a pro-active approach

Efficient storage and retrieval of data is critical in today's computing environments and storage systems need to keep up with the pace of evolution of other system components like CPU, memory etc., for building an overall efficient system. With virtualization becoming pervasive in enterprise and cloud-based infrastructures, it becomes vital to build I/O systems that better account for the changes in scenario in virtualized systems. However, the evolution of storage systems have been limited significantly due to adherence to legacy interface standards between the operating system and storage subsystem. Even though storage systems have become more powerful in the recent times hosting large processors and memory, thin interface to file system leads to wastage of vital information contained in the storage system from being used by higher layers. Virtualization compounds this problem with addition of new indirection layers that makes underlying storage systems even more opaque to the operating system. This dissertation addresses the problem of inefficient use of disk information by identifying storage-level opportunities and developing pro-active techniques to storage management. We present a new class of storage systems called pro-active storage systems (PaSS), which in addition to being compatible with existing I/O interface, exerts a limit degree of control over the file system policies by leveraging it's internal information. In this dissertation, we present our PaSS framework that includes two new I/O interfaces called push and pull, both in the context of traditional systems and virtualized systems. We demonstrate the usefulness of our PaSS framework by a series of case studies that exploit the information available in underlying storage system layer, for overall improvement in IO performance. We also built a framework to evaluate performance and energy of modern storage systems by implementing a novel I/O trace replay tool and an analytical model for measuring performance and energy of complex storage systems. We believe that our PaSS framework and the suite of evaluation tools helps in better understanding of modern storage system behavior and thereby implement efficient policies in the higher layers for better performance, data reliability and energy efficiency by making use of the new interfaces in our framework.
