Qual é o ganho social na gestão por competências? A percepção dos funcionários de uma universidade pública brasileira / What is the social gain in management skills? The perception of employees of a Brazilian public university

As organizações públicas têm sentido a necessidade de melhorar a qualidade de seus serviços e processos em função da crescente demanda da sociedade. Ao mesmo tempo, o modelo de gestão pública brasileira passa atualmente por um período de transformações em direção à práticas mais democráticas. Nesse contexto, as práticas de gestão de pessoas ganham importância e apresentam-se como fator chave para aumentar a flexibilidade e modernidade às instituições públicas. Após a reforma gerencial de 1995, seguindo os princípios do management, diversas organizações públicas optaram por adotar sistemas de gestão de pessoas baseados no conceito de competência. Assim, tendo em vista o grande potencial da utilização estratégica de recursos humanos na modernização das instituições públicas, reforçando-se os princípios de empowerment e participação da Gestão Democrática, esta dissertação investiga os fatores que influenciam a percepção de ganho social dos funcionários de uma organização que adotou o modelo de gestão de pessoas por competências. É um trabalho quantitativo com metodologia de levantamento (survey). A amostra é composta de 422 funcionários de uma universidade pública brasileira que implantou o modelo por competências em 2011 e já realizou duas movimentações de carreira (com impacto salarial). O questionário disponibilizado em ambiente virtual utilizou as dimensões desenvolvidas por Sarsur (2007). Foram analisadas por meio de técnicas estatísticas não paramétricas as relações entre ações de educação corporativa, movimentação salarial, movimentação na carreira, existência de cargos de gestão, local de trabalho e tempo de serviço (variáveis independentes) com a percepção de ganho social dos funcionários (variáveis dependentes). Os resultados indicam que a percepção de ganhos sociais com o modelo por competências por parte dos funcionários possui caráter prioritariamente utilitarista, ou seja, apenas os servidores beneficiados apontaram rankings superiores de percepção em relação a nova proposta. Além das movimentações com impacto financeiro, apenas as iniciativas de Educação Corporativa de longa duração (MBA) implementadas pela universidade apresentaram evidências de estar relacionada positivamente com a percepção de ganhos sociais em algumas variáveis do estudo. Por fim, a análise dos campos de comentários demonstrou que a subjetividade no processo de avaliação característica do modelo de gestão de pessoas por competência acabou por proporcionar ampla percepção de injustiça de procedimento entre os funcionários da organização. / Public organizations have felt the need to improve the quality of its services and processes because of the growing demand of society. At the same time, the Brazilian public management model is currently undergoing a period of transformation towards more democratic practices. In this context, people management practices gain importance and are presented as a key factor to increase the flexibility and modernity to institutions. After the management reform 1995, following the principles of management, various public organizations have chosen to adopt Competency-Based Human Resources Management. Thus, in view of the great potential of strategic use of people management practices in the modernization of public institutions, strengthening the principles of empowerment and participation of the Democratic Management, this paper investigates the factors that influence the perception of social gain in an organization that has adopted the model of Competency-Based Human Resources Management. It is a quantitative research and use a survey methodology. The sample consists of 422 employees of a Brazilian public university that implemented the model of Competency Based Human Resources Management in 2011 and has held two career moves (with salary increase). The questionnaire made available in virtual environment uses the dimensions developed in Sarsur (2007). Data were analyzed using nonparametric statistical techniques looking for relations between variables: corporate education, salary movement, movement in the career, manager position, workplace and service time (independent variables) with the perception of social gains of employees (dependent variables). The results indicate that the perception of social gains by employees has a utilitarian character, i.e. only employees who get any salary increase pointed top rankings of perception of the new of skill-based management. In addition to the transactions with financial impact, just the Corporate Education initiatives of long duration (MBA) implemented by the university presented evidence to be positively related to the perception of social gains in some study variables. Finally, the analysis of the comment\'s space showed that subjectivity in the evaluation process characteristic of skill based personnel management model turned out to provide widespread perception of procedural injustice among employees.

Procedural Justice for All: Community Participation within Flood Risk Management in New Orleans, Louisiana

Traditional grey infrastructure in New Orleans, Louisiana has become increasingly less efficient and adaptable to changing flood risks in the face of climate change and increasing development of flood-prone areas. City planners and decision-makers are beginning to use integrated flood risk management as a tool to increase community flood resiliency, however inequalities between communities’ representation still exist. The extent and methods of community participation within the decision-making of flood risk management requires more research. Thus, this study aims to examine methods of community participation within three city plans and to investigate if they are procedurally just for socially vulnerable populations. Based on existing research regarding city planning, this study will attempt to answer the following question: how are socially vulnerable populations being incorporated into the flood risk management decision-making of New Orleans’ city plans? Social vulnerability, in this context, is defined as the attributes of individuals or communities that create challenges in preparation for, protection from, and restoration from flood events.  In-depth content analyses of three New Orleans city plans involving flood risk mitigation were accomplished using coding an grouping related to the study’s research aim. This method was combined with conducting semi-structured interviews of key individuals involved in the analyzed city plans. This study shows the implications of incorporating socially vulnerable populations into community participation within flood risk planning in New Orleans. While it seems that there is an increased use and awareness of community participation methods within flood risk management planning in New Orleans, procedurally just methods and socially vulnerable populations’ engagement are lacking and left unassessed. Further research is needed to establish greater legitimacy of the importance for city government to prevent further marginalization of communities that are unequally engaging with flood risk planning.

Syftet med föreliggande studie var att undersöka arbetstagares upplevelser av organisatorisk osäkerhet, procedural rättvisa och organisationsidentitet vid en potentiell organisationsförändring. Den potentiella organisationsförändringen skulle innebära en separering av ett affärsområde från resterande koncernen. Studien baserades på en kvalitativ metod med deduktiv ansats. Datainsamling bestod av semistrukturerade intervjuer med sju anställda från det affärsområde som eventuellt skulle beröras av organisationsförändringen. Det insamlade materialet analyserades genom en deduktiv tematisk analys med utgångspunkt i fyra förutbestämda teman; organisatorisk osäkerhet, procedural rättvisa, emotionell organisationsidentitet och kognitiv organisationsidentitet. Respondenterna uppvisade olika uppfattningar av organisatorisk osäkerhet utifrån olika upplevelser av aspekter relaterade till procedural rättvisa som informationstillgång, inflytande i beslutsprocessen samt möjligheter att uttrycka tankar och känslor avseende förändringsprocessen. Respondenterna gav vidare ambivalenta uttryck för organisatorisk stolthet, anseende samt engagemang gällande deras emotionella organisationsidentitet. De gav uttryck för en tydlig identifikation med organisationen men däremot en mer ambivalent assimilering och inkorporering med/av organisationen gällande deras kognitiva organisationsidentitet. / The aim of the present study was to examine employees’ perceptions of organizational uncertainty, procedural justice and organizational identity in the event of a potential organizational change. The potential organizational change would result in a separation of a business area from the remaining company. The study was based on a qualitative method with a deductive approach. The data collection consisted of semi-structured interviews with seven employees from the business area who might be affected by the organizational change. The collected material was analyzed through a deductive thematic analysis based on four predetermined themes; organizational uncertainty, procedural justice, emotional organizational identity and cognitive organizational identity. The respondents expressed different perceptions of organizational uncertainty based on different experiences of aspects related to procedural justice such as information access, influence in the decision-making process and opportunities to express thoughts and feelings about the change process. The respondents also expressed ambivalent expressions of organizational pride, esteem and affective commitment regarded their emotional organizational identity. They expressed a distinct identification with the organization but a more ambivalent assimilation and incorporation with the organization regarding their cognitive organizational identity.

The influence of compensation and incentive models on Social Acceptance of wind power development in Sweden

The necessity of increasing the generation of renewable energy is extensively recognized, however its expansion requires social and political acceptance. Wind power is seen as a promising and vital source of energy, and with new technology, it is expected to grow significantly. However, empirical experience indicates that the number of decisions to apporve wind power applications has declined, and resistance is expected to be the cause. The aim of this research study is to analyze and evaluate to what extent economic compensation or economic incentives could influence social acceptance of wind power in Sweden through the lens of the theoretical framework of energy justice. The study uses a mixed method approach while examining the principles of distributional and procedural justice. The quantitative method using surveys and a qualitative method using semi-structured interviews provided the base for the outcomes. The results demonstrate that communities often resist wind power projects, and compensation is likley to influence acceptance of wind power and is thus seen as vastly important and a requirement for future development. The injustice of current compensation systems and low involvement in the decision-making process among local residents are further considered issues for the development of wind power. This further indicates attention to energy justice using distributional and procedural justice as a framework to integarte wind power into a social context to avoid unfairness between the burden and benefits of those affected by wind power.

Syftet med denna studie har varit att undersöka hur supportrar upplever mötet med polisen under fotbollsmatcher i Allsvenskan. Mötet med medborgare är en viktig del av polisens förtroendeskapande arbete och upplevelsen medborgare får kan ha konsekvenser för bilden av polismyndighetens legitimitet. Studien har en teoretisk ram bestående av processuell rättvisa och subkulturteori. Åtta semistrukturerade intervjuer har utförts för att fånga supportrarnas upplevelser av mötet med polisen. En tematisk analys av intervjuerna utfördes efter att de transkriberats. Samtliga intervjupersoner beskriver en eller flera situationer då bemötandet av polisen uppfattas som negativt. Vissa anser att polisens närvaro vid matcherna ligger på en lagom nivå medan andra anser att polisen borde lägga resurserna på annat som anses vara viktigare. Supportrarna menar att för många poliser kan trigga supportrar och skapa en aggressiv stämning. Vissa supportrar har uppfattat ett onödigt våldsanvändande från polisens sida. En bättre dialog mellan supportrar och polisen tros kunna leda till bättre förståelse parterna emellan och är därmed också en nyckel till att minska den existerande konflikten mellan dem. / The purpose of this study has been to investigate how supporters experience the encounter with the police during football matches in the Allsvenskan. The meeting with citizens is an important part of the police's trust-building work, and the experience citizens get can have consequences for the image of the police legitimacy. The study has a theoretical framework consisting of procedural justice and subculture theory. Eight semi-structured interviews have been conducted to capture the supporters' experiences of the encounter with the police. A thematic analysis of the interviews was performed after they were transcribed. All interviewees describe one or more situations where the treatment of the police is perceived as negative. Some believe that the police presence at the matches is at an adequate level, while others believe that the police should spend their resources on other things that are considered more important. The supporters believe that too many police officers can trigger supporters and create an aggressive atmosphere. Some supporters have perceived an unnecessary use of force by the police. A better dialogue between supporters and the police is believed to lead to better understanding between the parties and is therefore also a key to reducing the existing conflict between them.

Creating Trust : A Study of the Swedish Police Methods inFostering Public Trust and Democratic Stability

The Swedish police task is to ensure the legal certainty and security of the individual whilesimultaneously upholding democratic principles and ensuring all citisens’ rights and liberties.During the 2000s, in Gothenburg and Easter 2022, riots occurred when the public tried toexpress opinions but ended with violent outcomes. Even though events of this magnitudeoccurred 20 years apart, police methods became part of the public debate and investigation.Two theories emphasise trust towards the police as crucial for the police to fulfil their role inprotecting democratic values. In this paper, we address the police methods when approachingcrowds through semi-structured interviews with Swedish police officers. The findings showthat the methods can be understood through the theoretical framework where the Swedish policecreate trust through clear communication and establishing relationships with groups andindividuals. These methods can reduce and minimise conflicts between police and the public,which also benefits a democratic society.

Wind Power Development in Economical Forest in Lower Saxony, Germany - Mapping Challenges and Opportunities using a Constellation Analysis

Forests provide ecosystem services, whereby near-natural forests offer mainly cultural as well as regulating services, and economical forests offer mainly provisional services. Even though wind resources above forests show a strong wind shear and veer as well as high turbulence intensity, the development of tall and low-wind-speed-adapted turbines led to the feasibility of wind power development in economical forests, adding a new land use. Nonetheless, wind power in economical forests is still a new concept for Germany. So far, only eight of the 16 federal states enable this by forest law and spatial planning programs driven by land-use pressure and the goal of climate neutrality. Lower Saxony is currently amending its spatial planning program to open economical forests for wind power. The thesis aims to improve the understanding of the actors’ perspectives and federal-state-specific circumstances in Lower Saxony regarding this policy shift supported by a constellation analysis. A constellation analysis helps to perceive multiple perspectives by creating a diagram and textually describing the situation to identify, present, and elaborate relevant constellation elements and their relation to each other. The constellation analysis highlights that the development should add a local value to impacted municipalities and communities by following the principles of distributive and procedural justice. This facilitates local acceptance. However, environmental and landscape impacts are the main driver for local opposition in a forest context. Thus, the development shall strive for nature compatibility.
