An Analysis of the Impact of Private Funding on Selected Texas Public Institutions of Higher Education

The purpose of this study was to determine the impact of private funds on selected Texas public institutions of higher education by identifying and comparing the specific ways these institutions are affected by private funds. Conclusions: 1. Private contributions to institutions of higher education will continue to increase in the immediate future. 2. Private contributions to public institutions of higher education come from a variety of sources. 3. Private contributions make a greater impact on programs and projects involving people rather than on buildings and equipment in public institutions of higher education. 4. Future uses of private money in public institutions of higher education also appear to be related to people rather than to capital spending. 5. Public institutions of higher education in Texas will depend upon private funds to a greater extent in the foreseeable future.

The difference in BIM component data requirements between prescriptive representations and actual practices

Utilizing Building Information Modeling (BIM) for Facility Management (FM) can reduce interoperability costs during the Operations and Maintenance (OandM) phase by improving data management. However, there are technological, process related, and organizational barriers to successful implementation of BIM integrated FM (BIM-FM), and process related barriers might be solved by the use of BIM integrated FM (BIM-FM) guidelines. However, the guidelines need to be updated with lessons learned from actual practices in order to maintain their validity. In order to diagnose current practices and identify key differences between prescriptive representations and actual practices, this exploratory research compares BIM component data requirements between guidelines and actual practices at public higher education institutions in Virginia. The gap in BIM component data requirements between the guidelines and the actual practices may prevent successful implementation of BIM-FM. This research is composed of three parts: a synthesis of prescriptive representations, determination of actual data requirements in practice, and comparison of differences between guidelines and practices. Document analysis and case study via document analysis and in-person interviews were conducted to collect data. Then, direct comparison was conducted to test the research question. Though the researcher disapproved the established hypothesis of 'There would be some differences in BIM component data requirements between prescriptive representations and actual practices' due to the difference in level of information and details between prescriptive representations and actual practices, this exploratory research provides useful information. / Master of Science

Tal objetivo foi buscado através da análise dos planos elaborados pela Instituição e seu desdobramento a cargo dos campi de Camboriú e Santa Rosa do Sul. Também foram entrevistados servidores lotados nessas unidades e oferecido um questionário a todos os colaboradores da Reitoria e dos campi participantes da pesquisa. As conclusões da pesquisa apontam para um nível de sucesso apenas razoável, em muito provocado pelo desconhecimento, por parte da grande maioria dos servidores, das metas e estratégicas contidas nos planos, que impactou negativamente nas respostas. Outras limitações do processo de planejamento estratégico foram a baixa participação dos colaboradores no processo de formulação das estratégias e também a falta de formulação de indicadores de controle do andamento do plano. Por outro lado, a pesquisa indicou que a introdução do planejamento estratégico no IFC teve uma dimensão positiva, pois muitas etapas alcançaram o resultado esperado, mostrando que foi importante a adoção dessa ferramenta de gestão. A partir do diagnóstico a que se chegou na análise dos dados coletados, apresentam-se sugestões de mudanças quanto aos procedimentos a serem adotados nos planejamentos futuros, com a necessária mudança de paradigmas, como mostram as sugestões de melhoria do processo apresentadas. / Based on the scientific thinking focused on strategic planning in public institutions of higher education, and its potential to contribute to the improvement of its managerial processes, this research turned its attention to the Instituto Federal Catarinense, in order to verify if the process of implanting the managerial model based on the strategic planning in the institution was being successful. This objective was sought through the analysis of the plans elaborated by the Institution and its deployment by Camboriú and Santa Rosa do Sul campuses. We also interviewed employees in these units and offered a questionnaire to all employees of the Rectory and the campuses participating in the research. The conclusions of the research point to a level of success that is only reasonable, largely due to the lack of knowledge, by the great majority of the servers, about the goals and strategies contained in the plans, which had a negative impact on the answers. Other limitations of the strategic planning process were the low participation of employees in the strategy formulation process and also the lack of formulation of indicators to control the progress of the plan. On the other hand, the research indicated that the introduction of strategic planning in IFC had a positive dimension, since many steps reached the expected result, showing that it was important to adopt this management tool. Based on the analysis of the collected data, suggestions are presented for changes in the procedures to be adopted in future planning, with the necessary paradigm shift, as shown by the suggestions for improvement presented.

Para tal, utilizou o Modelo Teórico de QVT de Walton e a Teoria dos Dois Fatores de Herzberg, no intuito de definir categorias conceituais aderentes a esse tipo de avaliação, bem como entrevistas estruturadas para coletar dados com os servidores das 8 (oito) secretarias departamentais do Centro de Artes e Comunicação (CAC) da Universidade Federal de Pernambuco (UFPE), com vistas a examinar empiricamente a validade dessas categorias conceituais inicialmente estabelecidas, e a técnica não-métrica e multidimensional SSA (Similarity Structure Analysis) para interpretá-los. As evidências empíricas confirmaram a quase totalidade das categorias inicialmente propostas como hipóteses, demonstrando a consistência do procedimento conceitual proposto. / This research takes into account the focus of the Facet Theory with the aim of proposing a conceptual procedure for the assessment of Quality of Working Life (QWL) in public higher education institutions in the perspective of staff. For this purpose, Walton´s QWL theoretical model and Herzberg´s Two-Factor Theory have been used in this work in order to define conceptual categories related to this type of assessment. Structured interviews with members of staff from the eight department secretariats of the Center of Arts and Communication at the Federal University of Pernambuco have been conducted for data collection, in order to empirically examine the validity of these conceptual categories, initially established as well as the nonmetric and multidimensional SSA (Similarity Structure Analysis) technique for the interpretation of the data. Empirical evidence has confirmed almost all categories initially proposed as hypotheses, demonstrating the consistency of the proposed conceptual procedure.

The study identifies how different stakeholders perceive service quality improvement initiatives in public higher education institutions in Ethiopia. For this purpose, a mixed research methodology was employed. Furthermore, secondary data were collected from a variety of literature and primary data were collected from academic staff and final year students at public higher education institutions using the SERVQUAL scale and through focus group interviews. The collected data were analysed using both descriptive and inferential statistics. The research findings indicated that all dimensions of the service quality improvement initiatives were perceived by academic staff and studentsto be verypoor. The reasons for these poor or low perceptions were: the high expectationsof the stakeholders, the government’s intention to expand, lack of adequate knowledge regarding the implementation of the BPR process, the lack of motivation by service providers, poor management and the lack of good governance by the universities, inexperienced workers, non-empowered and task specific frontline employees, the low quality of the infrastructure, non-value adding hierarchical structures and approval systems, ethical problems with some service providers, the high staff turnoverand the lack of experienced staff. In addition, at all new universities, construction is underway and as a result,there are problems such as the poor state of the dormitories, classes,bathrooms, recreation areas, lounges, TV rooms, sport fields and internet connectivity, while the libraries are not well stocked with books and periodicals either. This study has recommended that the institutions should have standardised instruments that can be used to measure the status of service quality improvement and deliveryperiodically and to identify the areas that have the highest perceived performance gap scores in order to redeploy some of the resources. It also needs to be pointed out that the service providers lack sufficient knowledge and skillsconcerning the implementation of BPR, thus training is recommended in this regard.It is further recommended that for effective implementation of the BPR process, the importance of the provision of different guiding documents, continuous monitoring of activities and top management support should be kept in mind. / Educational Leadership and Management / D. Towards institutional success : an assessment of the practices and challenges of performance management systems in public universities in Ethiopia

With the aim of identifying the challenges and determining the extent of the effect of these challenges on the effectiveness of the performance management systems, the performance management practices of selected public universities in Ethiopia were assessed. This assessment informed the identification of workable, customised balanced scorecard measurement variables that would ensure effective implementation of performance management systems and promote institutional success in the selected public universities in Ethiopia. An exploratory sequential mixed-methods design was adopted. First, literature was reviewed to learn about major concepts and theories on performance management systems and to establish the laws and directives that regulate performance management at public universities in Ethiopia. Qualitative interviews and quantitative questionnaires were used to collect data on the practices and the challenges experienced in implementing performance management systems in public universities in Ethiopia. The main practices and challenges identified include exclusion of employees from planning activities, management bias, supervisors’ failure to give feedback on performance appraisals, lack of experience among many of the professionals in the execution of performance management systems, and high employee turnover. The study presents and recommends a hexagonal hybrid balanced scorecard measurement model (the newly added variables being leadership and stakeholders) to make Ethiopian higher education institutions effective and efficient in measuring their overall performance. / Met die oog daarop om die uitdagings te identifiseer en die omvang van die uitwerking daarvan op die doeltreffendheid van die prestasiebestuurstelsels te bepaal, is die prestasiebestuurspraktyke van uitgesoekte openbare universiteite in Etiopië geassesseer. Hierdie assessering gee aanleiding tot die identifisering van werkbare, doelgemaakte veranderlikes van gebalanseerdetelkaart-meting, wat doeltreffende implementering van prestasiebestuurstelsels sal verseker en institusionele sukses in die uitgesoekte openbare universiteite in Etiopië sal bevorder. ʼn Verkennende sekwensiële gemengdemetodeontwerp is gebruik. Eerstens is literatuur bestudeer om meer te wete te kom oor deurslaggewende konsepte en teorieë rakende prestasiebestuurstelsels, en om te bepaal watter wette en voorskrifte prestasiebestuur by openbare universiteite in Etiopië reguleer. Kwalitatiewe onderhoude en kwantitatiewe vraelyste is gebruik om data in te samel oor die uitdagings en praktyke in die implementering van prestasiebestuurstelsels by openbare universiteite in Etiopië. Die grootste uitdagings en praktyke wat geïdentifiseer is behels uitsluiting van werknemers by beplanningsaktiwiteite, bestuursvooroordeel, toesighouers wat nie terugvoer gee oor prestasiebeoordelings nie, gebrek aan ondervinding by baie van die praktisyns in die implementering van prestasiebestuurstelsels, en hoë werknemeromset.
