The role of the discretionary grant in the dynamics of capability creation and exploitation in a public research organization : a case study of the CSIRChikwamba, R.K. (Rachel Kerina) 16 February 2013 (has links)
Public research institutions (PRIs) are tasked with generating new knowledge, as well as adding value to existing knowledge in order to come up with innovations that can contribute to national competitiveness. To this end, government provides discretionary or parliamentary grants to allow the public research institutions to execute their mandates by carrying out exploratory activities and exploitative activities in research and development.The study aimed to establish the role of the parliamentary grant in supporting the research and development endeavours of a public research institute, with a particular focus on the management of exploration and exploitation tensions in investing the parliamentary grant. The sustainability of the PRI was sus assessed using operating profits as a proxy. The relationships between levels of investment in exploratory and exploitative actives were assessed, as was the role of the innovation system in influencing the sustainability of the PRI. We use the Council for Scientific and Industrial Research (CSIR) the largest scientific research entity in South Africa, and its operational units as a case study.Consistent with information that is available in the literature, the data from this study shows that the discretionary grant plays a critical role as a funding stream for public research institutes, contributing to the effective execution of research and development activities of the entity. The discretionary grant is key in seeding new national competencies, and is a key initial investment in enabling the PRI to establish itself, generate outputs and outcomes that herald its competencies and thus position itself to earn other forms of income.The discretionary grant is invested for exploratory and exploitive activities. Exploratory activities generate new knowledge, which is necessary for competitiveness. Exploitative activities utilise existing knowledge to provide innovations that find utility in industries and the public sector. The manner in which the investment is split between exploration and exploitation was shown to be critical to the long term sustainability of the enterprise. Skewing investment in either exploration or exploitation alone is detrimental to sustainability.The optimal split of the discretionary grant between exploration and exploitation was found to be dependent on several factors, to include, the technology bases of the industries in which the entity operates and the connectivity and paths of knowledge flow in the innovation systems nationally and globally.Inability to earn other forms of income is in itself a threat to the long term sustainability, particularly in fiscally constrained environments that are typical of emerging economies. The ability to earn external income provides options for investment of the PG in building its capability base. Notable here is the fact that the absorptive capacity of the industry sector in the first place, the innovation system in which the entity operates and the connectedness of the entity within the system appear to have important influences on ability to earn other forms of income. Environmental Change and Adaptation in Kentucky Emerging Research Institution Sponsored Programs Offices: A Multiple Case StudyNiles, Scott 01 January 2016 (has links)
The decline in funding allocations to state-supported institutions of higher education (IHEs) in Kentucky has compelled these universities to secure alternate forms of funding to support their capacity to meet public expectations. These other funding streams include increasing enrollment numbers, securing philanthropic support, and acquiring sponsored funding for research projects and programs. While smaller statesupported IHEs face resource and credibility challenges in their pursuit to expand external funding activity, these Emerging Research Institutions (ERIs) continue to strategically bolster their respective research enterprises amid shrinking budgets and increased competition for external funds. Research administration offices are the institutional units responsible for facilitating and supporting the pursuit of sponsored research and are integral to the research missions of these ERIs as an essential structure that enhances the capacity to secure externally sponsored funding. This study explores how external and internal environmental changes influenced adaptive responses, including reconfiguring institutional policies, modifying the role of research administrators, and restructuring offices of sponsored programs to increase the amount of ERI federal research productivity and procurement.
This research employs qualitative methods to gain an understanding of how ERIs adapt to a decline in state appropriations and reconfigure organizational structures and roles to facilitate adaptation. The chief research officer (CRO) and staff of sponsored programs offices (SPOs) at three purposefully selected state-supported ERIs in Kentucky were given pre-surveys and interviewed. Next numerous documents related to each site’s research enterprise were collected and analyzed to understand how sponsored program offices are structured, how duties are officially codified and delineated, and what policies are in place to govern research activity.
Key findings in the study support the importance of upper-administrative knowledge building and leadership in expanding the ERI research enterprise. Additionally, strategic resource allocation, organizational restructuring, a strong policy base and a focus on research development activities are critical elements in bolstering competitive external funding procurement.

has traditionally been produced, stored and disseminated. Drawing
on this information, the appropriateness of the historical typologies

The dissertation deals with the issue of the corporate identity of the Academy of Sciences of the CR (ASCR). Through secondary and primary qualitative and quantitative research projects, the corporate identity of the ASCR is analysed in the internal and external milieus of the institution, in the European Area generally and also in comparison with Great Britain. The main aim of the dissertation is the proposal of a model of the corporate identity of the Academy of Sciences of the Czech Republic with a focus on the area of science popularisation and communication, namely for the purpose of improving the image of the ASCR and increasing the awareness of the general beneficial effect of science and research among the lay and specialised public in the Czech Republic. The proposal of the model is elaborated on its theoretical bases utilising background materials arising from the research projects conducted. The enrichment of the Czech scientific milieu by a deeper view into the general issue and an investigation of corporate identity in the CR and globally can be considered as the contribution of the dissertation in the area of the theory of marketing. The theoretical contribution of the work is also the proposal of a model of corporate identity for the ASCR and the other scientific-research institutions with a similar focus. The practical contribution of the dissertation is the possible utilisation of the proposed model of the corporate identity of the ASCR at the Academy of Sciences of the CR, at the scientific workplaces of the ASCR and at the other scientific-research institutions of a similar focus in the CR and around the world.

Dynamics of Concealed Disabilities among Students at a Major Research University in a Rural AreaKing, James Michael 12 May 2004 (has links)
This research explores the experiences and attitudes of nine full-time students with disabilities at Virginia Tech who choose to conceal their identity as individuals with disabilities in various contexts. The definition of disability is expanded to include those individuals who perceive themselves to be disabled, with or without meeting diagnostic or legal criteria, since many of those who conceal their differences may choose not to pursue such forms of official classification and identification. In a series of interviews, participants provide insight into their experiences, labels and discourse that have shaped those experiences, and outcomes of identification as individuals with disabilities. A variety of themes emerging from the interviews, under the categories of experiences, labels and discourse, and outcomes of disability, are analyzed and discussed. This research aims to explore and develop a greater understanding of these individuals and what their stories have to offer through an emic perspective. / Ph. D.

This research intends to both point out the possibilities of this material as a resource for recovering old records and to understand how a determined step of its evolution as an institution turned to scientific production, took place. / Análise do processo de produção do conhecimento científico praticado no Instituto Nacional de Pesquisas da Amazônia - INPA, no período de 1954 a 1975, destacando sua contribuição para a institucionalização das ciências naturais na região Amazônica, por meio dos relatórios anuais das atividades desenvolvidas no Instituto que se tornaram registros fundamentais dos compromissos do governo e os dos seus diretores, e dos relatórios das excursões científicas. Essa pesquisa tenciona, de uma parte, apontar as possibilidades deste material como recurso de recuperação da memória institucional, e de outra, compreender como se deu uma determinada etapa de sua evolução como instituição voltada para a produção científica.

Conjunto de ações para implementação de sistema de gestão da qualidade em laboratório de ensaio e calibração de instituições de ensino superior, de acordo com a norma ABNT NBR ISO/IEC 17025Grochau, Inês Hexsel January 2017 (has links)
A acreditação de laboratórios de instituições de ensino superior (IES) contribui para a inserção do país no comércio exterior e para a melhoria de suas condições socioeconômicas. Esta tese propõe um conjunto de ações, em diversos âmbitos, para viabilizar a obtenção e a manutenção da acreditação, de acordo com a norma ABNT NBR ISO/IEC 17025, em laboratórios de ensaio ou calibração de IES no Brasil. A tese apresenta inicialmente uma revisão bibliográfica sobre sistemas de gestão da qualidade (SGQ) em geral e em laboratórios de IES. Com o mapeamento do cenário da acreditação de laboratórios no continente americano, realizado através de consulta em sites de organismos de acreditação signatários do ILAC, foram identificados os países com as maiores percentagens de laboratórios de IES acreditados. A partir da análise das respostas dos questionários enviados a estes laboratórios, da revisão bibliográfica e da experiência profissional da autora, foi obtida uma compilação das principais dificuldades e problemas encontrados no processo de acreditação e foram propostas ações para mitigá-las. O estudo desenvolvido nesta tese permitiu concluir que, de modo geral, a percentagem de laboratórios de IES em relação ao total, na maior parte dos países estudados, ainda é baixa. Além disso, a adoção generalizada de um conjunto predeterminado de ações não é viável, devido à diversidade de instituições e de laboratórios. Porém, o conjunto de ações proposto nesta tese serve como instrumento de consulta para que os laboratórios, as instituições e os demais agentes que atuam no processo de implantação de SGQ e acreditação, possam montar planos de ação individualizados, adequados às suas características e necessidades individuais. Adicionalmente, este trabalho pode ser usado para o aprofundamento do tema por outros pesquisadores e para estimular uma discussão sobre a acreditação de laboratórios em IES. / Laboratory accreditation in Higher Education Institutions (HEI) contributes to the country's insertion in international trade and to the improvement of its socioeconomic conditions. This thesis proposes a set of actions to aid laboratories of Brazilian HEIs in obtaining and maintaining accreditation, according to the ISO/IEC 17025 standard. This thesis begins with a literature review on quality management systems (QMS) in general and in HEI laboratories. Next, the current landscape of laboratory accreditation in the American Continent is presented, obtained by surveying the websites of accreditation bodies signatories to the International Laboratory Accreditation Cooperation Mutual Recognition Arrangement. This allowed the identification of countries with highest percentages of accredited HEI laboratories. A complementary survey was conducted through questionnaires sent to these laboratories. Based on the literature review, the survey of accredited HEI laboratories, and the author's personal experience, the main difficulties and problems that occur in the accreditation process were compiled, and actions to mitigate them were proposed. The study conducted in this thesis leads to the conclusion that, in general, the percentage of accredited laboratories that belong to HEI is still small in American countries. Furthermore, the widespread adoption of a predefined set of actions is not feasible, given the diversity of institutions and laboratories. On the other hand, the set of actions proposed in this thesis may support the development of individual plans for laboratories, institutions and other agents involved in the QMS implementation and accreditation processes, adapted to their own needs and characteristics. In addition, this work affords informations for further studies by other researchers, and stimulates a discussion on HEI laboratory accreditation.

進入「知識經濟」時代,無論國家或企業對於研發的重要性無不越來越重視,而研發創新所產生的知識是否能發揮幾何級數的力量,則取決於知識是否能被有效的分享。學者們雖然對於知識分享的重要性都抱持著肯定的態度,也承認必須採取某些機制來促進組織成員的知識分享,但是對於知識分享機制相關的概念,到目前為止學界卻依然沒有發展出一致的看法,這引起了學生研究的興趣。
本論文的研究目的為探討知識分享機制的概念及其構成要素,藉由分析知識分享機制構成要素間的關係,建構一個整合性知識分享機制的架構。並透過此整合性知識分享機制的架構,對知識分享機制及其他相關變項與研發人員之間知識分享行為之關連性獲得更清楚的認知。
由於知識分享為一較新的研究領域,相關的研究與定義皆尚未成熟,概念間的關係也還沒有完全被了解,因此本研究定位在進行探索性的研究,故研究方法兼採較適合進行探索性研究的文獻分析及個案研究研究方法。
本研究文獻分析的內容,首先針對知識管理的相關文獻進行回顧,透過學者對知識內涵、類型以及知識管理的相關研究,以求獲得對於知識管理較為清楚的認識,並同時了解知識分享在知識管理中所扮演的角色。其次本研究同時對知識分享的相關文獻進行分析,以了解學者對於知識分享的不同看法,並進一步的討論知識分享機制的內涵。本研究亦針對研發人員特徵與研發專案類型相關的文獻進行討論,以了解以上因素與知識分享機制與研發人員知識分享行為的關聯性。
經過文獻分析建構理論上的知識分享機制架構後,本研究透過個案研究了解並補充此理論架構不足之處。在個案研究選擇的個案方面,由於工研院對我國產業發展的重要性及組織中研發人員的密集性,故本研究經考慮後選擇工研院光電所之研發團隊作為研究對象。
經過文獻分析與個案研究的過程並進行分析後,本研究有以下的發現:
一、知識的類型的不同會導致研發人員出現不同的知識分享行為。
二、知識分享機制可分為六個不同之構成要素,分別為建立知識市集、建立成員間的工作關係、促進知識的具體化、領導者知識分享角色的扮演、知識分享評估與獎勵制度的運作以及資訊科技環境的建構。以上的六個構成要素型塑了組織的知識市場,並改變了知識類型與知識分享行為間的關係。
本論文最末根據研究發現,對工研院之知識分享機制提出了實務上可行的建議並呈請工研院相關人士參考,希望透過這些建議,能對此一國家級研發機構之知識分享機制發揮些許正面的影響,進而使工研院研發人員的知識產生更高的價值及貢獻。
