Neste trabalho estudamos algumas características das álgebras de Koszul, como por exemplo, a maneira como elas se relacionam com suas respectivas álgebras de Yoneda. Descrevemos a álgebra de Yoneda de uma álgebra monomial e como aplicação construímos uma família de álgebras: as chamadas homologicamente auto-duais. Uma álgebra de Koszul pode ser definida a partir da existência de resoluções lineares dos módulos simples. Por isso faz-se necessário a dedicação de parte de nossa atenção ao estudo destas resoluções. Além disso, achamos interessante estudar métodos para a construção de resoluções projetivas de módulos sobre quocientes de álgebras de caminhos. Para tal construção usamos essencialmente a teoria de bases de Gröbner não comutativas. Finalmente, para o caso de módulos lineares sobre álgebras de Koszul, veremos que é possível modicar essa construção de modo que a resolução resultante seja linear. / In this work we study some features of Koszul algebras as, for example, the way that they are related with their Yoneda algebras. We describe the Yoneda algebra of a monomial algebra and as an application we construct a family of algebras: the so called homologically self-dual algebras. A Koszul algebra can be dened as an algebra for which there are linear resolutions of their simple modules. Because of this we dedicate part of our attention to the study of projective resolutions. The study of methods for the construction of projectives resolutions of modules over quotients of path algebras, has an of interest its own. For the study of projective resolutions we used the theory of noncommutative, Gröbner bases. Finally, for the case of linear modules over Koszul algebras, we will see that it is possible to modify the general construction described here, so that the resulting resolution is linear.

L'interprétation et le contrôle de la légalité des résolutions du Conseil de sécuritéSaihi, Majouba 04 1900 (has links)
"Mémoire présenté à la Faculté des études supérieures En vue de l'obtention du grade de Maître en droit (L.L.M)" / L'interprétation est un domaine du droit très complexe, dont l'intérêt est de définir ou de
déterminer le sens et la portée des règles de droit en vigueur. L'interprétation va ainsi
clarifier un texte juridique. Là où l'obscur réside, l'interprétation, telle une lanterne, vient
éclaircir l'acte juridique. L'interprète aura alors recours à une argumentation pour
convaincre son auditoire. Certains États interpréteront de manière extensive les textes
juridiques. Ce phénomène se constate notamment au moment de l'interprétation des
résolutions du Conseil de sécurité. Face au pouvoir discrétionnaire des États, la mise en
place d'un régime juridique donné éviterait toutes interprétations abusives.
La première partie de cette étude aura pour objet d'étudier les différentes règles en matière
d'interprétation, telles précisées dans la Convention de Vienne sur le droit des traités de
1969.
La deuxième partie sera consacrée d'une part à un historique des résolutions du Conseil de
sécurité et d'autre part à l'application des règles d'interprétation à deux études de cas.
L'historique retracera l'évolution des résolutions avec comme césure la fin de la Guerre
Froide. Ensuite, nous verrons à travers deux exemples, comment les États peuvent
interpréter de manière extensive, voir abusive les résolutions du Conseil de sécurité. Ces
études de cas nous conduiront à étudier la pertinence de l'argumentaire utilisé par les États
pour justifier leur interprétation. Ceci aura pour intérêt de montrer le rôle stratégique du
phénomène interprétatif pour la mise en oeuvre des intérêts étatiques.
Cela permettra d'ouvrir une réflexion sur le contrôle de la légalité des résolutions du
Conseil de sécurité, ce dernier devenant nécessaire face à la liberté dont jouie le Conseil.
Ce contrôle permettrait d'une part de rétablir un équilibre organique au sein du système
onusien, et il permettrait d'autre part de redorer le blason du Conseil de sécurité en lui
conférant une certaine légitimité. / Interpretation is a very complex dimension of law whose relevance lies in defining or
determining the meaning and the scope of the legal mIes. In this respect, interpretation
elucidates a judicial text. Where obscurity lies, interpretation -like a lantem- brings light
to the judicial act. The interpreter will thus resort to argumentation in order to convince the
« interpretative community ». Sorne States will not hesitate to interpret judicial texts in a
broad manner. This phenomenon can better be observed in the interpretation of Security
Council resolutions. Faced with the discretionary powers of States, the creation of a judicial
framework would bring to an end most instances of abusive interpretations.
Part 1 studies the several mIes in of interpretation as established by the 1969 Vienna
Convention on the Rights of Treaties. Part II will focus on both the history of the Security
Council resolutions of and the application of the interpretation mIes of the Vienna
Convention in light of two cases. The historical overview will retrieve the evolution of the
resolutions until the end of the Cold War. Following this, we will see through the examples
of the Kosovo and Iraq conflicts, how broadly, and even abusively, States can interpret
Security Council resolutions. The two case studies will lead us to an analysis of the
pertinence of the argumentation used by the States to justify their interpretation. This will
show the strategie role that the interpretative phenomena play in the carrying out of State
interests. It will lead to a reflection on the control of the legality of Security Council
resolutions, a control necessary considering the liberty that the Council currently enjoys.
On the one hand, this control would allow to reestablish an organic equilibrium within the
UN. On the other hand, it would enhance the Security Council's image by conferring on it a
certain legitimacy.

The role and the effect of Alternative Dispute Resolution mechanism (mediation and arbitration) in administrative contracts : a comparative study between the United Kingdom and JordanAl-Shibli, Farouq January 2015 (has links)
In the past, governments were directly responsible for carrying out projects concerning the construction of public utilities and for delivering public services to people in many areas of social and economic life. However, the budget deficits of governments in countries such as Jordan have required them to seek partners to assist in carrying out these functions. In other words, delivering services to people nowadays often involves contracts being concluded with private sector companies who fund and deliver governmental projects and have the skills and experience to carry out the projects efficiently. When private sector investors decide to enter into contracts with governments, they want to ensure that their investments are protected in case of a dispute with the host government. In this regard, the option to resolve disputes, including the disputes of government contracts, by alternatives to traditional judicial means has increasingly become one of the main incentives for private sector investors considering whether to enter into contracts with governments. This is because Alternative Dispute Resolution (ADR) is more informal, cheaper, faster and easier than the formal procedures which must be adhered to in the court litigation system. Jordan is considered a poor country which has to rely on the private sector to fund its projects but, because ADR is not used in this context, investors may avoid entering into contracts with the Jordanian government, believing that their investments will not be safe. Unlike in Jordan, the use of ADR has been evident in developed countries such as the UK.This thesis argues that Jordan, as a developing country in this area, should look to other countries such as the UK which have more advanced legal systems and legislation, in order to learn from their experience. Therefore, this is a comparative study which will discuss the doctrine of legal transplant and assess whether importing ADR rules and regulations from the UK to Jordan will be an effective way of improving Jordanian laws. Accordingly, this thesis discusses (i) why ADR is not used in government contracts in Jordan and (ii) the role of ADR in settling the disputes of government contracts in the UK. It also (iii) provides solutions and makes recommendations designed to encourage the use of ADR in Jordan, including on whether or not the experience of the UK can be applied in Jordan in this regard.

A orientação pedagógica como campo de atuação profissional no contexto brasileiro se constitui como um processo cuja concepção, de alguma forma, confunde-se com a estruturação e consolidação do sistema educacional no Brasil. É possível encontrar, desde a educação jesuítica, a presença de um conjunto de ações administrativo-pedagógicas que indicam a necessidade de procedimentos articulados e distribuídos entre os diferentes níveis das hierarquias institucionais, sem os quais os propósitos organizacionais não seriam atingidos (FRANCA, 1952; AZEVEDO, 1976; CHAGAS, 1970; PRZYBYLSKI, 1982; 1985; SPERB, 1976). Diante desse cenário, questionam-se, no contexto atual, as funções e atribuições do orientador pedagógico. Assim, o presente estudo, utilizando-se de pesquisa descritiva-documental, investiga os elementos que caracterizam a orientação pedagógica nos pareceres e resoluções emanados pelos Conselhos de Educação. Busca-se, também, mapear os processos de definição das atribuições que compõem as funções orientadoras do ensino e revelar indicadores a partir dos quais se possa pensar a atuação e a formação dos orientadores. A análise de Pareceres e Resoluções permite perceber que as áreas explicitadas compõem a totalidade da escola para a organização efetiva do funcionamento pedagógico, no sentido de cumprir normas e manter a coerência entre os princípios e as finalidades da educação. Também revela o modo pelo qual a orientação pedagógica se insere no contexto da gestão democrática e da docência. / In the Brazilian context, Education Advising has been established as a professional field in such a way that it is hardly dissociated from the creation and consolidation of the educational system itself. Since the time of Jesuit education it has been possible to find a series of both administrative and pedagogical decisions that indicate that the organizational purposes would not be achieved without procedures which are articulated and distributed among the various levels of the hierarchical institutions (FRANCA, 1952; AZEVEDO, 1976; CHAGAS, 1970; PRZYBYLSKI, 1982; 1985; SPERB, 1976). Nowadays, education advisors functions and tasks are being questioned. Therefore, the present study, based on documentary and descriptive research, investigates the main features of advising in the official opinions and resolutions of the Education Boards. It also aims at mapping the processes by which education advising tasks have been defined and at showing some indicators to help reflection on advisors formation and work. The analysis of opinions and resolutions sheds light on the component areas of schools and their effective organization to ensure the pedagogical work with regulations and coherence between educational principles and objectives. It also reveals how education advising is in the context of democratic management and teaching.

Modelling Vegetation Cover Types Using Multiseasonal Remotely Sensed Data to Compare Ecotones at Multiple Spatial and Spectral ResolutionsPatraw, Kimberly 01 May 1997 (has links)
The Army National Guard Bureau has implemented a cooperative project with Utah State University to help with the use, display, and evaluation of environmental data for maintaining land condition. Camp Grayling, Michigan, is comprised of deciduous and evergreen forest types. Use of remote sensing for classification has been limited in this region due to the difficulty of species-level classification using single-date remote-sensing techniques . Also, remote sensing has traditionally focused on mapping homogenous zones rather than vegetation boundaries, while one of the concerns for land managers is the nature of vegetation edges (ecotones).
This study analyzed each season and band from multiseasonal satellite imagery for their contribution to separating vegetation type and density classes. Then spectral reflectance values for each vegetation and density class were used in discriminant models that define vegetation cover types and densities. These models were then tested against points within 200 m of vegetation boundaries to determine the performance of the models at edges of vegetation types . The reflectance values for vegetation types on Landsat Thematic Mapper (TM), Landsat MultiSpectral Sensor (MSS), and Advanced Very High Resolution Radiometer (AVHRR) imagery were used.
Single-band separability decreased with decreasing resolution of the remote sensing data, and the number of spectral bands that could separate means of vegetation and density cover classes was much greater than expected . Winter bands provided more separability than expected for density classes . A VHRR data were shown to provide very little separation and were not included in the discriminant analysis. In the evaluation of the discriminant models, both resubstitution and crossvalidation tests showed that TM and MSS were nearly equal in their ability to discriminate cover types and densities.
At the vegetation boundary zones, classification accuracy increased with increasing distance from the edge. These results are encouraging for future classification and monitoring of ecotones using satellite imagery, as picture elements (pixels) of ecotones generally exhibit the characteristics of a mixing of the boundary vegetation types. Further investigation into fuzzy set classification and ecotone classification and monitoring appears warranted.

Boij-Söderberg Decompositions, Cellular Resolutions, and PolytopesSturgeon, Stephen 01 January 2014 (has links)
Boij-Söderberg theory shows that the Betti table of a graded module can be written as a linear combination of pure diagrams with integer coefficients. In chapter 2 using Ferrers hypergraphs and simplicial polytopes, we provide interpretations of these coefficients for ideals with a d-linear resolution, their quotient rings, and for Gorenstein rings whose resolution has essentially at most two linear strands. We also establish a structural result on the decomposition in the case of quasi-Gorenstein modules. These results are published in the Journal of Algebra, see [25].
In chapter 3 we provide some further results about Boij-Söderberg decompositions. We show how truncation of a pure diagram impacts the decomposition. We also prove constructively that every integer multiple of a pure diagram of codimension 2 can be realized as the Betti table of a module.
In chapter 4 we introduce the idea of a c-polar self-dual polytope. We prove that in dimension 2 only the odd n-gons have an embedding which is polar self-dual. We also define the family of Ferrers polytopes. We prove that the Ferrers polytope in dimension d is d-polar self-dual hence establishing a nontrivial example of a polar self-dual polytope in all dimension. Finally we prove that the Ferrers polytope in dimension d supports a cellular resolution of the Stanley-Reisner ring of the (d+3)-gon.

Processos Administrativos Disciplinares (PAD), processos de sindic?ncias, atas de reuni?es do Conselho Universit?rio, editais de concurso com recursos e desdobramentos previstos e coincidentes com o per?odo da pesquisa e outros documentos institucionais constitu?ram a fonte de pesquisa deste estudo para identifica??o das dificuldades ou lacunas existentes entre as resolu??es espec?ficas e a execu??o dos procedimentos na realiza??o dos concursos. Diamantina, MG, starting from the normative resolutions that guide the procedures for the entrance in the career of the Superior Teaching in this institution. Disciplinary Administrative Procedures (ADP), processes of inquiries, University Council meeting minutes, public edicts of contests for teaching that demands resources and its developments (40 papers) and other institutional documents constituted the source of research of this study in order to identify the difficulties or existent gaps between the specific resolutions and the execution of the procedures in the accomplishment of the contests. F?vero (2006); Santos; Cerqueira (2009); Saviani (2008); Amaral (2008), Fowler (2011) and others were the basis of theoretical discussions about the peculiarities of the administration of the superior education, in the context of the administrative and education reforms in Brazil. The period considered for this research were the years 2011 to 2015. The motivation for the theme arose because of the constant doubts from the users of this institution with regard to the high frequency of interference of administrative and judicial resources, annulment of contests and commencement of ADP and, in consequence, the stagnation and lack of commitment with the educational process due to the non use of the educational vacancy. This research was performed starting from a qualitative approach, of basic nature, with exploratory and descriptive objective, specifically, a case study, of bibliographical and documental analysis. Indispensable and preventive procedures are pointed for the effectiveness of the actions during whole the process as results of this analysis: attention to the verification of the public edicts that are received by the collegiate courses for assessment with the constant criteria between the documents; dissemination of the information; technical and professional capacitation of the involved in public tender by the responsible organ; establishment of information management policies accessible to all users. The relevance of this work is justified by the contribution possibility and opportunity of reflections for the practices of administration of UFVJM, longing for the strenghtening and growth of the institution.
