O modelo de financiamento do sistema previdenciário brasileiro é o de repartição simples, bastante sensível a mudanças estruturais de caráter econômico. Algumas dessas mudanças estruturais que afetaram a previdência, tiveram origem na Constituição de 1988, no crescente envelhecimento da população, no aumento da informalidade de vínculo trabalhista e em problemas políticos e administrativos no regime de previdência. Tais mudanças levaram a previdência a apresentar déficits elevados a partir de meados dos anos 90. Verificou-se que alguns princípios previdenciários como solidariedade, redistribuição e eqüidade não foram respeitados. Observou-se a existência de distorções no valor de aposentadorias e pensões, privilegiando poucos e evidenciando a existência de problemas no modelo de repartição simples. Este trabalho teve como objetivo principal verificar se o rendimento das aposentadorias e pensões contribuiu para aumentar a desigualdade da distribuição de renda no Brasil. Utilizou-se a metodologia de decomposição do índice de Gini, que consiste em determinar a contribuição de cada parcela do rendimento para a desigualdade total, utilizando-se os dados da Pesquisa Nacional de Amostras Domiciliares (PNAD) de 1981 a 2001. Através dos estratos de rendimento domiciliar per capita agregados, verifica-se que a participação do estrato no rendimento de aposentadorias e pensões é, em geral, maior do que a sua participação no rendimento de todos os trabalhos. Nota-se também que a razão de concentração de aposentadorias e pensões, ao longo do período analisado, é superior à razão de concentração do rendimento do trabalho principal em nove dos dezesseis anos analisados. No período de 1998 a 2001 a razão de concentração de aposentadorias e pensões é superior ao índice de Gini e à razão de concentração do rendimento de trabalho principal. Observou-se que, ao longo do período analisado, aumentou a participação de aposentadorias e pensões na renda total, e a sua razão de concentração cresceu. O rendimento de aposentadorias e pensões contribuiu com a segunda maior parcela na formação do índice de Gini. Essa participação teve significativo aumento a partir de 1993. Os resultados permitem concluir que a parcela de rendimento das aposentadorias e pensões contribuiu para aumentar a desigualdade da distribuição da renda no Brasil em seis dos dezesseis anos analisados. Observa-se que de 1998 a 2001 essa contribuição tem-se intensificado. A persistência dessa situação é insustentável para o país, porque inviabilizará a Previdência Social, devido ao déficit crescente que onera as contas públicas e também porque não é justificável que rendimentos diretamente controlados pelo Estado, como as aposentadorias e pensões, contribuam para aumentar a desigualdade da distribuição da renda no país. Isso mostra que existe necessidade de reforma do sistema previdenciário brasileiro. / The financing model of the Brazilian social security system is that of simple partition, quite sensitive to economic structural changes. Some of the structural changes which affected social security were originated in the 1988 Constitution, in the increasing population aging, in the rise of employment relationship informality, and in political as well as administrative problems concerning the social security system. Such changes led social security to present high deficits from middle 1990s on. It was verified that some principles for social security, such as solidarity, re-distribution, and equality, were not respected. The existence of distortions in retirement and pension values were observed, giving privilege to few people and evidencing the existence of problems in the model of simple partition. The present work aimed primarily at verifying whether the retirement pension income contributed to increase the inequality in the income distribution in Brazil. The methodology employed was that of decomposition of Gini's index, which consists in determining the contribution of each income part to the total inequality, using data provided by Household Samples of National Research from 1981 until 2001. By means of aggregated per capita household income layers it was verified that the participation of the layer in the pension income is, in general, higher than its participation in the income of all works. It may be observed that the retirement and pension concentration ratio, along the period analyzed, is higher than the main work income concentration ratio in nine of the sixteen years under analysis. In the period that ranges from 1998 until 2001, the retirement and pension concentration ratio is higher than Gini's index and the main work concentration ratio. It was observed that, along the period analyzed, the participation of pensions in the total income increased, and its concentration ratio had a rise. The retirement pension income was the second highest part in the formation of Gini's index. Such participation had a significant raise from 1993 on. Based on the results, the conclusion drawn is that the retirement pension income part contributed to increase the inequality of income distribution in Brazil in six of the sixteen years analyzed. The persistence of such situation is unsustainable for the country, since it will make Social Security unfeasible due to the increasing deficit which burdens public accounts and also because it is unjustifiable that incomes that are directly controlled by the Sate, like retirements and pensions, may contribute to the increase of inequality in the income distribution in the country. This shows that there is a need for change in the Brazilian social security system.

Studien har genom en kvalitativ fallstudie på Karlstads kommuns projekt om att starta sitt employer branding beskrivit hur employer branding kan bedrivas i projektform. Employer branding handlar om hur företag och offentliga organisationer kan arbeta med sitt varumärke som arbetsgivare gentemot sina nuvarande och framtida anställda. Genom sex halvstrukturerade intervjuer med projektbeställare, projektledare och projektdeltagare framkom att projektets resultat har varit lyckat. Vi har genom denna studie kommit fram till följande slutsatser: 1. Att arbetet skedde i projektform signalerade att uppgiften var viktig för organisationen, vilket skapade effektivitet i arbetet och underlättade för enhetssamarbete. Inga nackdelar med att arbeta i projektform kunde hittas. 2. Projektarbetsformen kan ha varit en förutsättning för att Karlstads kommuns employer branding skulle lyckas och få spridning ut i organisationen. Genom att de lyckades få förankring visade man inför hela organisationen att employer branding är ett viktigt område att arbeta aktivt med, men förankringen bidrar också till att förändringen inte går för fort. 3. Utifrån projektet skapades inte bara en enhetlig kommunikation utan också en känsla av ett vi. Detta genom att nya arbetssätt och rutiner infördes. Projektgruppen skapade ett vi genom materialet de tog fram i projektet. Sättet de tog fram materialet på, bidrog också till ett vi eftersom employer branding även går ut på att utveckla en gemenskap för organisationen och medarbetarna i den.

This diploma work deals with the pastoral care of seniors in Czech Republic. It is divided into two parts {--} theoretical and practical one. I try to explain the conception of pastoral care in the first part of this work by using different opinions of several authors and then I also describe various stories of seniors´ life. In the end of this part there is also a refer to the usefulness of older generation and clues on how to keep ourselves in repair even in advanced years. I proof or refutate two hypotheses in practice in the second part {--} the first one is about bigger extention of pastoral care in houses established by the church and the second one about bigger seniors´ interest in pastoral care in houses established by the church.

Generationsväxling i offentlig sektor : En kvalitativ studie om det kommunala arbetet medpensionsavgångar / : Retirements in the public sector

Denna studie syftar till att undersöka hur en medelstor kommun kan arbeta strategiskt med problematiken gällande kompetensförlust samt att vara en attraktiv arbetsgivare inför kommande pensionsavgångar. Vidare syftar studien till att, utifrån resultatet, arbeta fram ett förslag till HR-strategi för den problematik de förestående pensionsavgångarna för med sig. För att få svar på våra undersökningsfrågor har vi utfört en fallstudie i Falu kommun och för denna använt oss av semistrukturerade intervjuer med fyra personer i chefsposition och en mångfaldskommunikatör, samt en fokusgrupp bestående av fyra medarbetare från HR-avdelningen. Detta gav oss flera perspektiv på problematiken, vilket vi anser stärker tillförlitligheten i resultatet. I efterhand kan vi dock se att ett större antal intervjupersoner hade varit att föredra, detta för att få fler medarbetares tankar och åsikter om ämnet. Emellertid var detta inte möjligt då chefer i kommunen var svåra att få kontakt med.Resultatet visar att uppfattningen om pensionsavgångar är varierande då en av respondenterna menar att det inte är något att oroa sig över, medan övriga respondenter anser att det är en stor utmaning kommunen har framför sig. Resultatet visar även att Falu kommun i dagsläget arbetar strategiskt med ett flertal olika åtgärder för att stärka sitt arbetsgivarmärke externt såsom exempelvis ambassadörskap och talent management, vilket tidigare forskning visar är en nödvändighet för en organisations konkurrenskraft och således attrahera samt behålla medarbetare. Gällande kompetensöverföring visar resultatet att det idag finns en medvetenhet om riskerna för kompetensförluster. Dock utförs ett begränsat arbete för att överföra viktiga kompetenser, åtminstone med syfte att hantera den risk för kompetensförlust som väntas i och med den förestående generationsväxlingen. Tidigare forskning inom området pensionsavgångar visar dock att förlusten av viktiga kompetenser är det största hotet.Vår slutsats av denna studie är att Falu kommun är på rätt väg att hantera den problematik som förväntas uppstå, dock behöver kommunen öka medvetenheten genom kommunikation och intern marknadsföring samt arbeta samman en gemensam syn på pensionsavgångarna i alla förvaltningar. Vi menar även att det är av stor vikt att se över kompetenserna i organisationen och börja agera för att inte mista viktiga kompetenser i och med de förestående pensionsavgångarna. Detta är områden som behandlas i det förslag till HR-strategi vi har arbetat fram. / This study aims to examine how a medium-sized municipality can work strategically with problems concerning loss of skills and to be an attractive employer for future retirements. Furthermore, the study aims to, based on the results, prepare a draft HR strategy for the problems the impending retirement brings. To get answers to our research questions, we conducted a case study of the Municipality of Falun, and this made use of semi-structured interviews with four people in managerial positions and a variety communicator, and a focus group of four employees from the HR department. This gave us more perspective on the problem, which we believe strengthen the reliability of the results. In retrospect, we can see that a larger number of interviewees would have been preferable, in order to get more employees thoughts and opinions on the subject. However, this was not possible as managers in the municipality were difficult to contact.The results show that the perception of retirement is different when one of the respondents believe that there is nothing to worry about, while other respondents think it is a great challenge municipality has in front of him. The result also shows that the Municipality of Falun in the current situation is working strategically with a variety of measures to strengthen its employer brand externally such as diplomacy and talent management, as previous research indicates is a necessity for an organization's competitiveness and thus attract and retain employees. Regarding the transfer of skills shows the result that today there is an awareness of the risks of skill losses. However, conducted a limited effort to transfer critical skills, at least in order to manage the risk of loss of skills expected in the forthcoming generation change. Previous research in the field of retirements shows that the loss of key skills is the biggest threat.Our conclusion from this study is that Falun municipality are right on track to deal with the problems that are expected to arise, however, requires the municipality to raise awareness through communication and internal marketing as well as working together a common vision of retirements in all administrations. Furthermore, we believe that it is crucial to review the competencies in the organization and start acting so as not to lose important skills in and with the impending retirements. These are areas addressed in the draft HR strategy we have developed.

The study chronological landmarks are delimited between the creation of Charity Society in 1891 and the 1930âs, when start to be felt the effects of the Eloy Chaves Law, promulgated in 1923, that created the Account of Retirements and Pensions, inaugurating the social security promoted by the State in Brazil.

Residents of retirements homes in region of Zlín in point of demographic view Abstract Presented work introduces the law no. 108/2006 on social services that determines retirements homes as one of the facilities providing social services. The capacity of these facilities in the Zlín region is evaluated with the help of availability indices and facility normatives. More detailed attention was drawn to an analysis of age, gender, former permanent address and dependence degree of residents in selected retirement homes. This part of the research is based on data provided by five retirement homes in Zlín region. Obtained data was evaluated with the Kaplan-Meier method in order to estimate surviving function for these clients. The resemblance was tested employing the determination of the null hypothesis by log-rank test or Wilcoxon test.
