The thesis deals with the topic of building orders are how they are managed by contracting authority or client. It presents building order as a project, and describes the way in which this project is organized, prepared and implemented. It also highlights all the factors that have impact on how building orders are managed. And since the most important of these factors is construction costs, the thesis provides an analysis of one particular building order from this perspective, listing all the things that are involved in the construction costs and pointing out in what way. The accuracy of the expected costs is then compared with construction engineering price indicators.

The master's thesis is the development of the methodology for the formation of the financial result of the transport and logistics company, based on the specifics of the company's activities. Objectives of this work, which have already done was explored the features of the formation of financial results of transport and logistics companies, considered the economic activities of the transport and logistics company, suggested measures to increase the competitiveness of the transport and logistics company, considered the impact of changes in the cost structure of the transport logistics company on financial results, developed a methodology for the formation and reflection of the results of the activities of a transport and logistics company in a specialized program. The provisions of the scientific novelty of this study the factors promoting increase of competitiveness in the market of transport-logistical services and expansion of client base, in particular, due to participation in tenders are determined the influence of creation of large transport and logistics complexes on the cost structure of companies in the sphere of small business was revealed, the methodology for accounting and forming an internal report on financial results in a specialized program of transport and logistics companies was developed, which makes it possible to increase the information content of reporting for the adoption of managerial decisions. / Главной целью магистерской диссертации является разработка методологии формирования финансового результата транспортно-логистической компании на основе специфики деятельности компании. В данной работе были изучены особенности формирования финансовых результатов транспортных и логистических компаний, рассмотрена экономическая деятельность транспортно-логистической компании, предложены меры по повышению конкурентоспособности транспортно-логистической компании, рассмотрено влияние изменений в структуре затрат транспортной логистической компании на финансовые результаты, разработана методология формирования и отражения результатов деятельности транспортно-логистической компании в специализированной программе. Положения научной новинки этого исследования являются факторами, способствующими повышению конкурентоспособности на рынке транспортно-логистических услуг и расширением клиентской базы, в частности, за счет участия в тендерах, определяются влияние создания крупных транспортных и логистических комплексов на структуру затрат компаний в сфере малого бизнеса, разработана методология учета и формирования внутреннего отчета о финансовых результатах в специализированной программе транспортно-логистических компаний, что позволяет увеличить информативность отчетности для принятия управленческих решений.

Evaluating the potential of truck electrification and its implementation from user and agency perspectives

<p>  </p> <p>The trucking industry seems to be resistant to electrification, even though truck electrification can lead to large societal as well as user benefits. This dissertation develops a framework to inform policy making and enhance electric vehicle (EV) preparedness in the trucking industry through the study of two interrelated elements: (a) the adoption of electric trucks and (b) the appropriate implementation of electric truck technology. These two elements cover the user perspective, which is not adequately studied, and the agency perspective, which is pivotal in the decision-making process. Specifically, this study addressed the following research questions: (i) which factors affect the purchase decisions of truck fleet managers or owners for electric trucks? (ii) what is the ranking of and interrelationships between the barriers to the adoption of electric trucks? (iii) which location criteria should be considered for the strategic implementation of dynamic wireless charging (DWC) in a freight transportation network and where should this technology be located based on these criteria, and (iv) what is the impact of electric truck adoption on highway revenue and potential of alternative funding mechanisms to recover the revenue loss?</p> <p>For the adoption of electric trucks, a stated preference survey was designed and distributed online to truck fleet managers/owners in the U.S., gathering 200 completed responses. Statistical and multi-criteria decision-making approaches were employed to identify the factors that affect the purchase intentions of truck fleet managers and explore the barriers to electric truck adoption. The results showed that the purchase intentions of truck fleet managers are affected by trucking firm and truck fleet characteristics, behavioral factors/opinions regarding electric trucks, and awareness of innovative charging technologies. Furthermore, electric truck adoption would be accelerated if stakeholders focused on the barriers related to the business model, product availability, and charging time. Additionally, electric truck adopters and non-adopters may not be viewed as one homogenous group, since differences were found in the ranking and interrelationships of barriers to electric truck adoption between these two groups. </p> <p>The implementation of electric truck technology was examined based on the truck fleet managers’ survey, secondary data sources and the case of Indiana, U.S. A multi-criteria decision-making spatial approach was proposed to identify the candidate locations for the deployment of DWC. It was concluded that the most suitable locations for DWC lanes were on interstates, near airports and ports and away from EV charging stations. A data-driven framework was also developed to quantify the impact of electric truck adoption and estimate the optimal fee for each truck to recover the revenue loss. Using the market penetration levels estimated based on the survey data collected, the average annual fuel tax revenue loss for Indiana was approximately $349M. To maintain the same tax revenue per vehicle, annual fees ranging from $969 (in 2021) to $1,243 (in 2035) for single-unit trucks and $6,192 to $7,321 for combination trucks would be needed. To address public relations problems of EV fee implementation, this study also discussed alternative mitigation measures: a vehicle-miles-traveled fee and a pay-as-you-charge fee.</p> <p>In summary, this dissertation contributes to the body of literature by providing significant insights regarding the perspectives of truck fleet managers for electric trucks as well as a comprehensive list of all the location criteria for DWC. The proposed frameworks and study findings can be used by policymakers and other major stakeholders of the EV ecosystem to frame certain strategies to accelerate electric truck adoption, identify the most suitable locations for charging infrastructure, better understand the impact of electric trucks on the highway revenue, and provide the groundwork for developing EV roadmaps.</p>

Protection of petroleum resources in Africa : a comparative analysis of oil and gas laws of selected African States

The resource curse is a defining feature of the African content. Despite vast resource wealth, Africa remains the poorest and most underdeveloped continent in the world. The aim of this study is to conduct a comparative analysis of the primary laws regulating of oil and gas exploration and product activities in Angola, Nigeria and South Africa in order to determine their effectiveness in protecting the continent's depleting petroleum resources. Different regulatory models apply to Angola, following the Norwegian carried-interest model, Nigeria, where a British discretionary model has been retained, an a South africa, where a unique model has been developed. The comparison is conducted by analysing and comparing these different regulatory systems in terms of legal frameworks; the legal nature of the regulatory systems; ownership of the oil and gas resources; legal nature of licenses; organisational or institutional structures; fiscal systems; local communities benefits from these proceeds of oil and gas resources; local content; state/government participation arrangements; and environmental challenges. The study evaluates the effectiveness of these regimes by examining the extent to which they recognise and enforce state ownership of he oil and gas resourcs in situ; recognise and enforce the doctrine of Permanent Sovereignty over Natural Resources (PSNR); protect the environment; how they provide for institutional capacities for the management of resources; and the protection of local communities from exploitation and abuse by recognising their rights to benefit from revenues derived from these resources. An overall assessment of the three systems reveals that there is no ideal model for oil and gas regulation in Africa. The Norwegian model might well be considered an ideal model if it was applied with care and correctly in Angola. The study hopes to gain practical importance for the proper regulationof the oil and gas industries' upstream activities in Africa and assist governments of the selected jurisdictions in their policy revisions, as some recommendations are made. / Public, Constitutional and International Law / LL. 1999年地方制度法施行以來,地方極力爭取自主權,中央與地方自治團體間衍生多次衝突,爭議之層面涵括地方財政權、立法權及人事權等地方自治核心領域。針對中央地方衝突,司法院大法官作出多號解釋,惟並未定紛止爭,突顯出建立中央地方衝突解決機制之必要性。 本論文選擇五個衝突個案,分別是財政衝突的統籌分配稅款及地方積欠健保政府補助款;立法衝突之行動電話基地台自治條例牴觸案及台北市里長延選案;人事權衝突之縣市警察局長任免案。先以府際關係理論進行鉅觀分析,分析其府際關係網絡圖,突顯其網絡利害關係人,如何進行聯合或對抗。次以賽局理分論析中央地方之賽局策略選擇過程,進而賽局及報酬模擬分析。 期望透過各類型中央地方府際衝突個案研究,提出解決下列問題。一、釐清中央地方府際衝突之影響因素?二、究竟何為中央地方權限爭議解決機制?三、台灣府際衝突之關係網絡圖像為何?四、府際衝突賽局中之博奕過程模式為何? 本研究提出四項結論。一、法律與制度變遷與府際衝突交互運作影響;二、政黨對立為府際係衝突最關鍵影響因素;三、建立多元之協調解決機制,為解決府際衝突之有效措施。四、提出全觀型府際賽局理論,以詮釋我國府際關係衝突現象。 本研究並提出五項建議,有助於未來我國府際關係正向發展,一、釐清府際衝突深層網絡關係結構,二、擴大跨域合作府際關係,三、追求中央與地方府際之最適效益,四、邁向多層次之地方治理,五、體認「地方自治為憲法制度性保障」之真諦。 / Since the Local Government Act enacted in 1999, local governments strive for local autonomy; therefore some supervisory conflicts aroused between central and local government. Those conflicts related to law autonomous enactment, finance autonomous rights and personnel rights. Despite Judicial Interpretation No.550 and 553 had review above conflicts, disputes still remained unsolved, which proclaimed the importance of constructing the reconciliatory mechanism of conflicts. This study tries to analyze five conflict cases including tax redistribution fund, premium of National Health Insurance, cellular phone base management local act, the prolonged election of Taipei li-chairman and incumbency of police bureau chief. Four conclusions are drawn as below, first, legal and system change will affect the IGR conflicts mutually. Second, parties antagonism is a crucial factor for IGR conflicts. Third, multi reconciliatory mechanism of conflicts would be efficient, a holistic game theory could interpret those conflicts. The last chapter proposes recommendations such as to clarify the IGR networks structure, broaden the cross-boundary cooperation, pursuit the optimal payoffs, work towards a multi-level governance and comprehend the core meaning of “local autonomy as a system assurance”.
