The construction industry is in third place concerning the number of yearly accidents and in secondplace concerning accidents with deadly outcomes in Sweden according to statistics (Arbetsmiljöverket2017a). This is an issue that Skanska, NCC, PEAB, Sveriges Byggindustrier and Byggnads isdetermined to work on to improve. A work procedure to identify and address safety risks during theplanning- and projection phase of a construction project has been developed with support from SBUF(Holm, Lidgren, Montecinos 2013). The work procedure is designed to first identify the safety risksthat is present for the current project with the help from a checklist. Then if the risks can’t beeliminated in the projection phase the risk will be highlighted on the construction drawings. A problemthat was discovered during the implementation of the work procedure in a construction project wasthat too many and not relevant risks was highlighted on the construction drawings. The purpose ofthis report is to produce underlying instructions to the planners of the construction project so thatthey can make use of the work procedure in the most appropriate manner. This report is written bystudents from Högskolan I Halmstad in co-operation with Skanska Teknik in Gothenburg. This reportis limited to new office and housing construction projects.To produce a result, we have conducted two comprehensive interviews as well as surveys answered byproduction managers. These interviews and surveys led to the conclusion that for the work procedureto succeed it’s important to have a good composition in the group that will work together with thechecklist and the identification of safety risks. The group is recommended to be composed of planners,project managers, safety representatives and if possible experienced workers. Another important aspectto make the work procedure successful is to make the checklist reflect the conditions of theconstruction projects that are being processed. Two construction project is almost never the sameconditions which doesn’t lend itself well to making a work procedure that handles all different casesof projects. The results also reveal that construction engineers and planners lack knowledge andeducation concerning work environment on construction sites. The results we have produced will alsohelp planners of construction projects that will use this specific work procedure to know which of thesafety risks are relevant to be highlighted on the construction drawings. We have also proposed someareas that needs more researched to make the work procedure more complete. / Byggbranschen ligger på tredje plats i statistiken över mest olyckor per år och på andra plats gällandeolyckor med dödlig utgång i Sverige (Arbetsmiljöverket 2017a). Detta är något som Skanska, NCC,PEAB, Sveriges Byggindustrier och Byggnads anser måste förbättras. Ett arbetssätt för att identifieraoch projektera bort risker under projekteringen av ett byggprojekt togs fram i samarbete med SBUF(Holm, Lidgren, Montecinos 2013).Arbetssättet går ut på att identifiera säkerhetsrisker med hjälp av en checklista, för att sedan markeraut identifierade risker på arbetsritningarna. Ett problem som upptäcktes när arbetssättetimplementerades i projekt var att det var oväsentliga och för många risker som markerades ut påritningarna. Syftet med rapporten är att ta fram ett underlag till projektörer så de kan användaarbetssättet på bästa sätt. Rapporten skrivs på Högskolan i Halmstad i samarbete med Skanska Tekniki Göteborg. Rapporten är avgränsad mot nybyggnation av kontor och bostäder.För att få fram resultatet har det genomförts två omfattande intervjuer samt enkäter medproduktionschefer. Dessa intervjuer och enkäter resulterade i slutsatsen att det är viktigt att ha en brasammansättning på gruppen som ska arbeta med checklistan samt att identifiera säkerhetsriskerna. Detär bra om gruppen har en samansättning på både projektörer, projektledare ochskyddsombud/yrkesarbetare för att komplettera varandra. Det visade sig också att det var viktigt attgöra checklistan projektspecifik. Inget byggprojekt är det andra likt och därför behöver checklistanriktas mot just det projekt som ska genomföras. Det framkommer även i resultaten att projektörerbehöver mer utbildning gällande arbetsmiljö och arbetet i byggproduktionen ute på byggarbetsplatsen.Resultaten kommer att kunna underlätta för projektörer att kunna veta vilka risker som ska sättasut/inte sättas ut på ritningar. Det har även uppkommit fler områden att undersöka djupare för att fåett ännu mer komplett arbetssätt.

Zvýšení bezpečnosti vnějšího perimetru / Increasing the safety of the outside perimeter

This thesis deals with increasing the safety of the external perimeter. The theoretical part describes the parameters of areas exhibiting an increased safety risk. For these spaces, relevant safety hazards and corresponding elimination methods are determined. Then, the term "drone" is analyzed in the context of its applicability. The practical section characterizes the process of building and configuring unmanned aircraft to guard the perimeter and the designing and fabrication of an automatic charging station for the aircraft. The final part of the thesis is a brief manual describing correct handling of the created system.

ANALYTICAL METHODS TO QUANTIFY RISK OF HARM FOR ALERT-OVERRIDDEN HIGH-RISK INTRAVENOUS MEDICATION INFUSIONS

<p>The medication errors associated with intravenous (IV) administration may cause severe patient harm. To address this issue, smart infusion pumps now include a built-in dose error reduction system (DERS) to help ensure the safety of IV administration in clinical settings. However, a drug limit alert triggered by DERS may be overridden by the practitioners which can potentially cause patient harm, especially for high-risk medications. Most analytical measures used to estimate the associated risk of harm are frequency-based and only consider the overall drug performance rather than the severity impact from individual alerts. Unlike these other measures, the IV medication harm index attempts to quantify risk of harm for individual alerts. However, it is not known how well these measures describe the risk associated with alert-overridden scenarios. The goal of this research was (1) to quantitatively measure the risk for simulated individual alert-overridden infusions, (2) to compare these assessments against the risk scores obtained among four different analytical methods, and (3) to propose better risk quantification methods with a higher correlation to risk benchmarks than traditional measures, such as the IV Harm index. </p> <p>In this study, 25 domain experts (20 pharmacists and 5 nurses) were recruited to assess the risk (adjusted for risk benchmarks) for representative scenarios created based on hospital alert data. Four analytical methods were applied to quantify risk for the scenarios: the linear mixed models (Method A), the IV harm index (Method B), Huang and Moh’s matrix-based ranking method matrix-based method (Method C), and the analytical hierarchy process method, adjusted by linear mixed models (Method D). Method A used seven alert factors (identified as key risk factors) to build models for risk prediction, and Methods B and C used two out of seven factors to obtain risk scores. Method D used pairwise comparison surveys to calculate the risk priorities. The quantified scores from the four methods were evaluated in comparison to the risk benchmarks.</p> <p>Risk assessment results from the domain experts indicated that overdosing scenarios with continuous and bolus dose field limit types had significantly higher risks than those of bolus dose rate type. About the soft limit type, the expected risk in the group with a large soft maximum limit was significantly higher than the group with a small soft maximum limit. This significant difference could be found in the adult intensive care unit (AICU), but not in adult medical/surgical care unit (AMSU). The comparisons between four analytical methods and risk benchmarks showed that the risk scores from Method A (<i>ρ</i> = 0.94) and Method D (<i>ρ </i>= 0.87) were highly correlated to the risk benchmarks. The risk scores derived from Method B and Method C did not have a positive correlation with the benchmarks.</p> <p>This study demonstrated that the traditional IV harm index should include more risk factors, along with their interaction effects, for increased correlation with risk benchmarks. Furthermore, the linear mixed models and the adjusted AHP method allow for better risk quantification methods where the quantified scores most correlated with the benchmarks. These methods can provide risk-based analytical support to evaluate alert overrides of four high-risk medications, propofol, morphine, insulin, and heparin in the settings of adult intensive care unit (AICU) and adult medical/surgical care unit (AMSU). We believe that healthcare systems can use these analytical methods to efficiently identify the riskiest medication-care unit combinations (e.g. propofol in AICU), and reduce medication error/harm associated with infusions to enhance patient safety.</p> <p> </p>

Further focuses on the construction cast-in-place reinforced concrete structures. It prepares the technological prescription for cast-in place reinforced structures, inspection and test plan and the plan of safety risks and measures. Part of the project is also the construction budget and the mechanical assembly plan.

Cybersäkerhet : Distansarbetets påverkan på cybersäkerhet inom företag

Digitaliseringen och den konstanta utvecklingen av teknologi i vårt samhälle har medfört många förändringar de senaste åren. I olika områden inom yrkeslivet har rutiner och system behövt uppdaterats för att hålla jämna steg med digitaliseringen. Idag är det inte ovanligt för anställda att arbeta på distans, vanligtvis från sina egna hem. Utöver detta, har Covid-19-pandemin som drabbade världen under 2020, endast utökat och påskyndat processen där företag behöver anpassa sig till denna typ av arbete. Trots att möjligheten att kunna jobba hemifrån reflekterar en modern arbetsplats såväl som ett modernt samhälle, öppnar det även upp frågan om potentiella cyberhot. På grund av detta undersöker nuvarande studie forskningsfrågan: Hur har cybersäkerhet inom företag påverkats av utökat distansarbete? Som avgränsning fokuserar studien specifikt på den finansiella sektorn. Forskningsmetoden som valts ut för studien har varit kvalitativ, i form av primär datainsamling genom semistrukturerade intervjuer som sedan analyserats med hjälp av tematisk analys. Samtliga respondenter arbetar med och har erfarenhet av cybersäkerhet samt har en koppling till finanssektorn. Vidare fokuserar dessa intervjuer på olika aspekter av hur säkerheten inom företag har påverkats av det ökade distansarbetet hemifrån. För att kunna besvara detta, ställdes en rad specifika frågor angående förändringar, kommunikation, cyberhot och utmaningar på grund av distansarbete till respondenterna. Det insamlade och analyserade resultatet visar på att majoriteten av respondenterna anser att jobba hemifrån betyder en ökad mängd förändringar i form av hantering av information, inloggningsrutiner, behörigheter, utrustning och ibland även förändring av IT-infrastrukturen i företagen. Resultaten visar även på hot och utmaningar som kan uppstå vid distansarbete. En slutsats som därmed kan dras från studien är att företagens cybersäkerhet påverkas och hanteras på olika sätt när det kommer till det ökade distansarbetet. Dessa bemöts enligt respondenterna med olika strategier, rutiner och riskminimering. För att vidare minimera cyberhoten vid arbete hemifrån i framtiden, är den generella uppfattningen i studien att företag behöver arbeta förebyggande och utbilda personal i frågan om cybersäkerhet när man inte befinner sig på ordinarie arbetsplats. Trots att respondenterna tillsammans med föregående studier anser att cyberhoten har ökat de senaste åren, håller de med varandra om svårigheten att fastställa om det är ett faktum att de har ökat på grund av just ökat distansarbete. Eftersom det inte alltid rapporteras om hoten som finns mot finanssektorn på grund av anseende- och trovärdighetsskäl, har det varit en utmaning att få tillräckliga svar i de i utförda intervjuerna. / The digitalization and constant development of technology in our society has brought many changes over the last few years. In various areas of the work field, routines and systems have been updated to keep up with the digitalization. Nowadays it is not unusual for employees to be teleworking, most commonly to work from their own homes. On top of that, the global Covid-19-pandemic that hit the world in 2020, has only increased and speeded up the process for companies to adjust to this type of work. Even though being able to work from home reflects a modern workplace as well as society, it does open the question about possible online threats. Therefore, this current study examines the question: How does the increasing teleworking trend affect cybersecurity in organizations? As a demarcation, the study specifically focuses on the financial sector. The research method selected for the study has been of qualitative nature, during which primary data was collected through semi-structured interviews which further were analyzed using thematic analysis. The respondents are all employees and have experience within cybersecurity, related to the financial sector. Furthermore, these interviews focus on different aspects of how the cybersecurity of companies has been affected by the recent increase in teleworking from home. To shed light on the matter, the respondents were asked a specific set of questions regarding changes in; communication, cyber threats and challenges all due to telework. The results gathered and analyzed do show that the majority of the respondents believe that working from home does mean an increased amount of changes in ways of handling information, login-routines, competence, equipment and sometimes even the infrastructure of their IT-systems. Additionally, the results also show threats and challenges that may occur due to increased teleworking, such as larger attack surfaces. Therefore, a conclusion that can be drawn from the study is that there are different ways in which the cybersecurity of companies can be affected by the increasing teleworking trend. According to the respondents, these challenges are met with different strategies, routines and risk minimization. To further minimize future cyberthreats when working from home, the general perception drawn from the study is that companies have to work preventively and as well as educate staff on threats and risks associated with increased teleworking. However, while the respondents and previous studies believe that threats have increased over the last couple of years, they do agree on the difficulty of determining whether it is in fact due to the increased amount of telework. Since the cyberthreats against the financial sector are not always spoken about or reported for reasons of reputation and credibility, there were also respondents who have been hersistant in providing full answers to the interviews.

Analyse d’implantation d’un système de gestion intégrée en environnement et en santé et sécurité du travail

Les systèmes de gestion intégrée en environnement et en santé et sécurité du travail (SGI) sont un nouveau paradigme de gestion dans les organisations modernes. Ces systèmes sont construits à partir des normes ISO 14001 et d’OHSAS 18001, basées sur la prévention des risques et le principe de précaution. La littérature sur les SGI témoigne d’un marasme conceptuel prédominant depuis plus de 10 ans; elle insiste sur l’urgence d’un consensus taxinomique et conceptuel afin de définir les systèmes de gestion intégrée et de différencier le mécanisme d’intégration de celui de l’implantation. Cette lacune conceptuelle enlise les connaissances dans un fossé épistémologique, retardant ainsi le débat dans ce nouveau champ d’études. Les rares connaissances dont nous disposons dans ce domaine proviennent de quelques études théoriques et de six études empiriques, toutes préoccupées par la compatibilité des multiples systèmes et des avantages économiques de leur intégration. Les évidences engendrées par ces études sont insuffisantes pour appréhender la dynamique du nouveau paradigme dont les effets demeurent peu connus. Cette situation révèle l’urgence d’agir dans un contexte où l’utilisation des SGI se multiplie, et où leur tendance à minimiser l’importance des risques devient de plus en plus préoccupante. Aucune étude ne s’est encore penchée sur l’implantation d’un SGI en environnement et en santé et sécurité du travail construit uniquement à partir des normes ISO 14001 et d’OHSAS 18001. Cette connaissance est importante pour expliquer les effets de tels systèmes. C’est dans cette perspective que nous avons réalisé cette première étude empirique d’un SGI selon les normes ISO 14001 et d’OHSAS 18001. Nos questions de recherche portent sur le mode, le degré d’implantation, les effets du SGI, ainsi que sur les facteurs contextuels qui interviennent pour expliquer les variations dans le degré d’implantation et les effets du SGI. Il s’agit d’une recherche à prélèvement qualitatif qui repose sur un devis d’étude de cas, avec des niveaux d’analyse imbriqués, et comportant une double visée descriptive et explicative. Notre échantillon, de type raisonné, regroupait trente-cinq intervenants provenant de différentes instances hiérarchiques ; il incluait également des représentants syndicaux. Notre échantillon était composé de 7 usines, accréditées aux normes ISO 14001, OHSAS 18001, et dispersées dans différentes villes du Québec. Ces usines différaient tant par leur technologie, leur âge, leur taille, et leurs types de production. Nos données ont été recueillies en 2004; elles sont basées sur des entrevues semi dirigées, sur des observations directes lors de la visite des lieux; elles s’appuient aussi sur des consultations de documents internes et sur des outils électroniques implantés. La transcription des entrevues effectuée, le contenu des discours a été catégorisé selon les cinq dimensions du SGI: engagement, planification, mise en opération, contrôle et revue de la direction. Une condensation horizontale avait précédé l’analyse de chaque cas et l’analyse transversale des cas selon une approche à la fois inductive et déductive. Les résultats de notre recherche ont révélé deux modes d’implantation : le mode d’enrichissement et le mode de fusion. Ces modes dépendaient de la nature des structures fonctionnelles en place. La visée d’amélioration continue à la base du SGI n’avait pas réussi à concilier les approches traditionnelles bottom up et top down qui ont dominé cette implantation; son mécanisme était guidé par 4 types de stratégies : l’économie des ressources, le contrôle des forces d’influences, la stratégie des fruits faciles à cueillir et la stratégie à petits pas. Pour analyser le degré d’implantation, nous avons tenu compte de l’effort de structuration du SGI et de la force d’utilisation des processus implantés à chacune des cinq dimensions du SGI. Les résultats de notre recherche révèlent une variabilité certaine du degré d’implantation entre les usines d’une part, et entre les processus associés aux cinq dimensions du SGI d’autre part. L’analyse des discours a permis de produire cinq hypothèses qui soutiennent l’effort de structuration et la force d’utilisation du SGI: (i) l’hypothèse de la force de cohésion, (ii) l’hypothèse de la spécificité du processus, (iii) l’hypothèse de la portée du processus, (iv) l’hypothèse de la capacité organisationnelle, (v) l’hypothèse de l’acceptation du changement. L’implantation du SGI était soumise à l’influence de multiples facteurs; ils étaient de nature politique, structurelle et organisationnelle. Ces facteurs avaient agi sur le processus d’implantation en amorçant une cascade d’interactions au cours desquelles leurs forces d’influences se renforçaient, se neutralisaient ou s’additionnaient pour affecter le degré d’implantation. Les facteurs facilitant touchaient surtout l’effort de structuration ; ils incluaient : l’expérience des systèmes de gestion, l’implication de la direction, celle du syndicat ou du CSS, la structure organisationnelle, le niveau d’éducation, l’âge et la taille de l’usine. Quant aux facteurs contraignants, ils agissaient sur la force d’utilisation ; ils incluaient : la lourdeur procédurale, le manque de temps, le manque de formation, le manque de ressources, la culture organisationnelle, la structure organisationnelle, le fossé intergénérationnel, l’absence du syndicat et l’âge de l’usine. Trois effets proximaux escomptés par l’entreprise ont été observés. (i) La rigueur de la gestion était associée à l’application des exigences du SGI; elle touchait la gouvernance en environnement et en santé et sécurité du travail, les mécanismes de gestion et les procédés de production. (ii) La standardisation était reliée au mode d’implantation du SGI; elle concernait les pratiques, les outils, les méthodes de travail et l’organisation des ressources. (iii) La rupture des silos est un effet relié au mode d’implantation du SGI; elle touchait les structures départementales, les frontières professionnelles, les relations et climat de travail. Ces effets proximaux avaient provoqué plusieurs effets émergents, plus distaux: une augmentation du pouvoir de contrôle syndical, un renforcement de la légitimité des recommandations soumises par les spécialistes professionnels, la création de réseaux inter organisationnels et le transfert du savoir. L’implantation du SGI avait transformé la gouvernance et les pratiques en environnement et en santé et sécurité du travail dans les sept usines. Toutefois, elle ne semblait pas garantir l’immunité du processus de gestion des risques à l’environnement ni à la santé et sécurité du travail. Sa capacité à diluer les risques devait retenir l’attention des politiques de santé publiques et des programmes de prévention des risques à l’environnement et à la santé et sécurité du travail. L’amélioration de la gestion des risques demeurait un effet attendu non observé et soumis à des facteurs contextuels qui pourraient l’empêcher de se concrétiser. À cet égard, le transfert du savoir, renforcé par l’émergence des réseaux inter organisationnels, semblait offrir une avenue beaucoup plus prometteuse et accessible. C’est l’une des contributions de cette recherche. Elle a aussi (i) proposé une typologie des modes d’implantation et des effets du SGI (ii) préconisé une méthode détaillée d’une meilleure appréciation du degré d’implantation (iii) précisé le rôle des facteurs contextuels dans l’explication des variations du degré d’implantation et dans la production des effets, (iv) proposé des hypothèses sur la structuration et l’utilisation du SGI (v) offert une perspective plurielle et approfondie de la dynamique de l’implantation du SGI grâce à la variété de l’échantillon des répondants et des usines. Il s’agit de la première étude de terrain dans le domaine. À notre connaissance, aucune autre étude n’a eu de tels résultats. These systems are built mainly from the ISO 14001 and OHSAS 18001 norms, which are based on risk prevention and the precautionary principles. For the past ten years, the literature on IMS has been governed by a conceptual stagnation, which is now begging for a taxonomic consensus in order to define IMS, clarify both integration and implementation processes, and to move beyond structures to address processes. As a result, the knowledge about IMS has been embroiled in an epistemological ditch, thus delaying debates in this emerging field of study. Scarce publications about IMS come from a few theoretical papers and six empirical investigations, all preoccupied by systems compatibility and the economic advantages of management systems integration. Evidence generated by these studies is not sufficient to apprehend the dynamics of the new paradigm, whose effects remain little known about until now. This situation is becoming alarming in a context where the use of integrated environmental health and safety management systems is increasing and where these IMS are raising concerns about their capacity to minimize risk in one domain or another. So far, no study has investigated the implementation of integrated environmental health and safety management systems built from ISO 14001 and OHSAS 18001 norms. Such knowledge is cardinal to help explain the effects of such IMS. It is in this perspective that we have undertaken this first empirical study of an IMS built from ISO 14001 and OHSAS 18001. Our research questions address the mode of implementation, the degree of implementation and the effects of the IMS, as well as the contextual factors whose influence on the implementation help explain the variations in the degree of implementation and the effects of the IMS. This qualitative inquiry uses a single case study with multiple levels of analysis. Our purposeful sample of thirty five participants was drawn from different levels of hierarchy, including union executives and representatives. Our purposeful sample of plants consisted of seven ISO 14001 and OHSAS 18001 certified plants located in different cities in Quebec, Canada. These plants differed by their technology, their age, their size and their types of production. Our data were collected in 2004 from semi-directed interviews, direct observation during site visits, and consultation of documentation and assessment of functionalities of implemented management tools. Interviews were transcribed verbatim and their content was categorized based on the five dimensions of the IMS: commitment policy, planning, deployment, control and management review. Horizontal condensation preceded within case and transversal analysis, using both inductive and deductive approaches. Our results indicate two implementation modes: the enrichment mode and the fusion mode, both related to the functional structures in place. Despite its aim of continuous improvement, the IMS was unable to reconcile the two traditional approaches of top down and bottom up, which have dominated this implementation which was supported by four strategies: economy of resources, control of influence, low hanging fruits and the small steps strategy. In order to analyze the degree of the IMS implementation, we have taken into consideration two aspects of the process: The effort of structuring the IMS and the scope of utilization of the implemented processes. Our results showed evidence of variation in the degree of IMS implementation; this variation was observed among the plants as well as among the processes implemented at each one of the five IMS steps. The analysis of discourses has allowed the production of five hypotheses that support IMS structuring and utilization (i) Cohesion forces hypothesis (ii) Process specificity hypothesis (iii) Scope of process hypothesis (iv) Organizational readiness hypothesis (v) Acceptance of change hypothesis. IMS implementation was influenced by political, structural and organizational factors. These factors have played their influence by catalyzing non -linear interactions, during which their influence could be neutralized, added or reinforced, hence generating variations in the degree of implementation. Facilitating factors have affected the effort of IMS structuring and included: experience working with management system, upper management commitment, implication of union or of health and safety committee representatives, organizational structure, level of education, plant age and plant size. Inhibiting factors have affected mainly the utilization of implemented processes. These factors included: procedural heaviness, lack of time, lack of training, lack of resource, organizational culture, organizational structure, intergeneration gap and lack of union implication. Three proximal effects anticipated by the organization under study were observed. (i) Increase in the rigor of management is an effect which was associated with the application of IMS requirements. It implied EHS governance, integrated management mechanisms and production processes (ii) Standardization is an effect which was associated rather with the implementation mode. It implied EHS practices, tools, work methods and organization of resources. (iii) Rupture of departmental silo is an effect associated with the mode of implementation. It involved organizational structures, professional boundaries and the working relations and climate. These proximal effects have induced several emerging effects, which were more distal. These were: increased control power of the union; increased legitimacy of recommendations by EHS professionals; creation of inter-organizational network and knowledge transfer. The implementation of an integrated management system in environment, occupational health and safety has transformed EHS governance and practice in all seven plants. However, this was not sufficient to grant immunity to EHS risk management processes. The potential of IMS to dilute risks should be of concern to public health policies, as well as to risk prevention programs on environment and on occupational health and safety. Improvement of EHS risk management was an expected effect but was not observed at the moment of our study. Several contextual factors may have intervened to alter its occurrence. To this regard, knowledge transfer, reinforced by the emergence of intra-organizational networks, seem to offer a very promising and affordable alternative. This is one of the contributions of our study research, which, in addition has (i) proposed a nomenclature to classify the modes of implementation and effects of IMS (ii) proposed a detailed method to appreciate the degree of implementation (iii) stated the roles played by contextual factors in explaining variations in the degree of IMS implementation and in the production of effects (iv) proposed a hypothesis on IMS structuring and utilization (v) through the diversity of our sample, offered a plural and sound perspective on the dynamics of IMS implementation. This is the first field study of this new paradigm. To our knowledge, no other study has produced such results. Analyse d’implantation d’un système de gestion intégrée en environnement et en santé et sécurité du travail

Les systèmes de gestion intégrée en environnement et en santé et sécurité du travail (SGI) sont un nouveau paradigme de gestion dans les organisations modernes. Ces systèmes sont construits à partir des normes ISO 14001 et d’OHSAS 18001, basées sur la prévention des risques et le principe de précaution. La littérature sur les SGI témoigne d’un marasme conceptuel prédominant depuis plus de 10 ans; elle insiste sur l’urgence d’un consensus taxinomique et conceptuel afin de définir les systèmes de gestion intégrée et de différencier le mécanisme d’intégration de celui de l’implantation. Cette lacune conceptuelle enlise les connaissances dans un fossé épistémologique, retardant ainsi le débat dans ce nouveau champ d’études. Les rares connaissances dont nous disposons dans ce domaine proviennent de quelques études théoriques et de six études empiriques, toutes préoccupées par la compatibilité des multiples systèmes et des avantages économiques de leur intégration. Les évidences engendrées par ces études sont insuffisantes pour appréhender la dynamique du nouveau paradigme dont les effets demeurent peu connus. Cette situation révèle l’urgence d’agir dans un contexte où l’utilisation des SGI se multiplie, et où leur tendance à minimiser l’importance des risques devient de plus en plus préoccupante. Aucune étude ne s’est encore penchée sur l’implantation d’un SGI en environnement et en santé et sécurité du travail construit uniquement à partir des normes ISO 14001 et d’OHSAS 18001. Cette connaissance est importante pour expliquer les effets de tels systèmes. C’est dans cette perspective que nous avons réalisé cette première étude empirique d’un SGI selon les normes ISO 14001 et d’OHSAS 18001. Nos questions de recherche portent sur le mode, le degré d’implantation, les effets du SGI, ainsi que sur les facteurs contextuels qui interviennent pour expliquer les variations dans le degré d’implantation et les effets du SGI. Il s’agit d’une recherche à prélèvement qualitatif qui repose sur un devis d’étude de cas, avec des niveaux d’analyse imbriqués, et comportant une double visée descriptive et explicative. Notre échantillon, de type raisonné, regroupait trente-cinq intervenants provenant de différentes instances hiérarchiques ; il incluait également des représentants syndicaux. Notre échantillon était composé de 7 usines, accréditées aux normes ISO 14001, OHSAS 18001, et dispersées dans différentes villes du Québec. Ces usines différaient tant par leur technologie, leur âge, leur taille, et leurs types de production. Nos données ont été recueillies en 2004; elles sont basées sur des entrevues semi dirigées, sur des observations directes lors de la visite des lieux; elles s’appuient aussi sur des consultations de documents internes et sur des outils électroniques implantés. La transcription des entrevues effectuée, le contenu des discours a été catégorisé selon les cinq dimensions du SGI: engagement, planification, mise en opération, contrôle et revue de la direction. Une condensation horizontale avait précédé l’analyse de chaque cas et l’analyse transversale des cas selon une approche à la fois inductive et déductive. Les résultats de notre recherche ont révélé deux modes d’implantation : le mode d’enrichissement et le mode de fusion. Ces modes dépendaient de la nature des structures fonctionnelles en place. La visée d’amélioration continue à la base du SGI n’avait pas réussi à concilier les approches traditionnelles bottom up et top down qui ont dominé cette implantation; son mécanisme était guidé par 4 types de stratégies : l’économie des ressources, le contrôle des forces d’influences, la stratégie des fruits faciles à cueillir et la stratégie à petits pas. Pour analyser le degré d’implantation, nous avons tenu compte de l’effort de structuration du SGI et de la force d’utilisation des processus implantés à chacune des cinq dimensions du SGI. Les résultats de notre recherche révèlent une variabilité certaine du degré d’implantation entre les usines d’une part, et entre les processus associés aux cinq dimensions du SGI d’autre part. L’analyse des discours a permis de produire cinq hypothèses qui soutiennent l’effort de structuration et la force d’utilisation du SGI: (i) l’hypothèse de la force de cohésion, (ii) l’hypothèse de la spécificité du processus, (iii) l’hypothèse de la portée du processus, (iv) l’hypothèse de la capacité organisationnelle, (v) l’hypothèse de l’acceptation du changement. L’implantation du SGI était soumise à l’influence de multiples facteurs; ils étaient de nature politique, structurelle et organisationnelle. Ces facteurs avaient agi sur le processus d’implantation en amorçant une cascade d’interactions au cours desquelles leurs forces d’influences se renforçaient, se neutralisaient ou s’additionnaient pour affecter le degré d’implantation. Les facteurs facilitant touchaient surtout l’effort de structuration ; ils incluaient : l’expérience des systèmes de gestion, l’implication de la direction, celle du syndicat ou du CSS, la structure organisationnelle, le niveau d’éducation, l’âge et la taille de l’usine. Quant aux facteurs contraignants, ils agissaient sur la force d’utilisation ; ils incluaient : la lourdeur procédurale, le manque de temps, le manque de formation, le manque de ressources, la culture organisationnelle, la structure organisationnelle, le fossé intergénérationnel, l’absence du syndicat et l’âge de l’usine. Trois effets proximaux escomptés par l’entreprise ont été observés. (i) La rigueur de la gestion était associée à l’application des exigences du SGI; elle touchait la gouvernance en environnement et en santé et sécurité du travail, les mécanismes de gestion et les procédés de production. (ii) La standardisation était reliée au mode d’implantation du SGI; elle concernait les pratiques, les outils, les méthodes de travail et l’organisation des ressources. (iii) La rupture des silos est un effet relié au mode d’implantation du SGI; elle touchait les structures départementales, les frontières professionnelles, les relations et climat de travail. Ces effets proximaux avaient provoqué plusieurs effets émergents, plus distaux: une augmentation du pouvoir de contrôle syndical, un renforcement de la légitimité des recommandations soumises par les spécialistes professionnels, la création de réseaux inter organisationnels et le transfert du savoir. L’implantation du SGI avait transformé la gouvernance et les pratiques en environnement et en santé et sécurité du travail dans les sept usines. Toutefois, elle ne semblait pas garantir l’immunité du processus de gestion des risques à l’environnement ni à la santé et sécurité du travail. Sa capacité à diluer les risques devait retenir l’attention des politiques de santé publiques et des programmes de prévention des risques à l’environnement et à la santé et sécurité du travail. L’amélioration de la gestion des risques demeurait un effet attendu non observé et soumis à des facteurs contextuels qui pourraient l’empêcher de se concrétiser. À cet égard, le transfert du savoir, renforcé par l’émergence des réseaux inter organisationnels, semblait offrir une avenue beaucoup plus prometteuse et accessible. C’est l’une des contributions de cette recherche. Elle a aussi (i) proposé une typologie des modes d’implantation et des effets du SGI (ii) préconisé une méthode détaillée d’une meilleure appréciation du degré d’implantation (iii) précisé le rôle des facteurs contextuels dans l’explication des variations du degré d’implantation et dans la production des effets, (iv) proposé des hypothèses sur la structuration et l’utilisation du SGI (v) offert une perspective plurielle et approfondie de la dynamique de l’implantation du SGI grâce à la variété de l’échantillon des répondants et des usines. Il s’agit de la première étude de terrain dans le domaine. À notre connaissance, aucune autre étude n’a eu de tels résultats. These systems are built mainly from the ISO 14001 and OHSAS 18001 norms, which are based on risk prevention and the precautionary principles. For the past ten years, the literature on IMS has been governed by a conceptual stagnation, which is now begging for a taxonomic consensus in order to define IMS, clarify both integration and implementation processes, and to move beyond structures to address processes. As a result, the knowledge about IMS has been embroiled in an epistemological ditch, thus delaying debates in this emerging field of study. Scarce publications about IMS come from a few theoretical papers and six empirical investigations, all preoccupied by systems compatibility and the economic advantages of management systems integration. Evidence generated by these studies is not sufficient to apprehend the dynamics of the new paradigm, whose effects remain little known about until now. This situation is becoming alarming in a context where the use of integrated environmental health and safety management systems is increasing and where these IMS are raising concerns about their capacity to minimize risk in one domain or another. So far, no study has investigated the implementation of integrated environmental health and safety management systems built from ISO 14001 and OHSAS 18001 norms. Such knowledge is cardinal to help explain the effects of such IMS. It is in this perspective that we have undertaken this first empirical study of an IMS built from ISO 14001 and OHSAS 18001. Our research questions address the mode of implementation, the degree of implementation and the effects of the IMS, as well as the contextual factors whose influence on the implementation help explain the variations in the degree of implementation and the effects of the IMS. This qualitative inquiry uses a single case study with multiple levels of analysis. Our purposeful sample of thirty five participants was drawn from different levels of hierarchy, including union executives and representatives. Our purposeful sample of plants consisted of seven ISO 14001 and OHSAS 18001 certified plants located in different cities in Quebec, Canada. These plants differed by their technology, their age, their size and their types of production. Our data were collected in 2004 from semi-directed interviews, direct observation during site visits, and consultation of documentation and assessment of functionalities of implemented management tools. Interviews were transcribed verbatim and their content was categorized based on the five dimensions of the IMS: commitment policy, planning, deployment, control and management review. Horizontal condensation preceded within case and transversal analysis, using both inductive and deductive approaches. Our results indicate two implementation modes: the enrichment mode and the fusion mode, both related to the functional structures in place. Despite its aim of continuous improvement, the IMS was unable to reconcile the two traditional approaches of top down and bottom up, which have dominated this implementation which was supported by four strategies: economy of resources, control of influence, low hanging fruits and the small steps strategy. In order to analyze the degree of the IMS implementation, we have taken into consideration two aspects of the process: The effort of structuring the IMS and the scope of utilization of the implemented processes. Our results showed evidence of variation in the degree of IMS implementation; this variation was observed among the plants as well as among the processes implemented at each one of the five IMS steps. The analysis of discourses has allowed the production of five hypotheses that support IMS structuring and utilization (i) Cohesion forces hypothesis (ii) Process specificity hypothesis (iii) Scope of process hypothesis (iv) Organizational readiness hypothesis (v) Acceptance of change hypothesis. IMS implementation was influenced by political, structural and organizational factors. These factors have played their influence by catalyzing non -linear interactions, during which their influence could be neutralized, added or reinforced, hence generating variations in the degree of implementation. Facilitating factors have affected the effort of IMS structuring and included: experience working with management system, upper management commitment, implication of union or of health and safety committee representatives, organizational structure, level of education, plant age and plant size. Inhibiting factors have affected mainly the utilization of implemented processes. The topic of this master´s thesis deals with a structural and technological preparation of implementation of apartment building in Jihlava. The Apartment building is designed as a building including garages and dwelling units. In the lower part of the building is constructed of reinforced concrete combined system, which is from the 2.PP to 2.NP. The building is designed as a brick system with concrete ceilings on the upper floors. The lower 3 floors are designed as parking garage and a remaining six floors are designed as apartments. The project deals with the entire construction of buildings from technological processes, time and financial plan to safety during construction.

Health and safety risks among the Thulamela Municipality waste handlers in the Limpopo Province, South Africa

Employees in general across industries are faced with various health and safety risks. Epidemiological research has shown consistently that waste handlers are mostly exposed to various risks and hazards during their work as compared to other professions globally. This study focused on waste handlers employed by the Thulamela Municipality in the Limpopo Province, South Africa. The study employed qualitative explorative design and targeted all municipal waste handlers. Municipal waste handlers were sampled using non probability purposive sampling. In-depth interviews, using an interview guide, were conducted by the researcher and a voice recorder was used to record data from the participants after obtaining permission from them. The sample size comprised of 18 participants and was determined by data saturation. A thematically analysis technique was used to analyse data. Data from the participants were clustered into main theme, categories and sub-categories. The following themes emerged from data analysis: physical hazards, psychological hazard, biological hazards and chemical hazard. The study revealed that the municipal waste handlers are exposed to various occupational risks and are experiencing shortage of personal protective equipment, ranging from hand gloves, safety helmets, rain coats, overall uniforms, safety jackets and boots, to keep themselves safe from health problems and occupational injury when collecting waste. It is recommended that the Thulamela municipality should prioritise the working conditions for municipal waste handlers, by distributing suitable personal protective equipment such as hands gloves, safety helmet, rain coats, safety jackets and boots) and overalls / NRF
