O objetivo desta dissertação é analisar os diálogos e disputas travadas por Darcy Ribeiro para compreender a sua atuação como Senador. O trabalho foi baseado na compreensão de que as ações de Darcy Ribeiro estavam inseridas em um contexto sócio-histórico específico, concebido de modo ampliado e considerando aspectos como valores e temas em disputa na época. Inicialmente, foi construído um quadro de referência do contexto, abrangendo o período de 1990, ano da candidatura de Darcy Ribeiro ao Senado, até 1997, ano da sua morte. A partir desta interpretação, operou-se a análise do recorte do corpus empírico, compreendido por alguns discursos e apartes proferidos pelo Senador no Plenário, textos da Revista Carta – Falas, Reflexões, Memórias publicada pelo seu Gabinete, material de campanha eleitoral e artigos veiculados na imprensa. As ideias e projetos de Ribeiro analisados na dissertação demonstram a atualidade e permanência de suas realizações. O trabalho foi um resgate inacabado sobre a atuação de Darcy Ribeiro no Senado Federal e necessita ser aprofundado. Do mesmo modo, a abordagem teórico-metodológica da presente dissertação, que aproxima o referencial da Hermenêutica da Profundidade ao Contextualismo Linguístico, precisa ser debatida e aperfeiçoada, restando como sugestão para estudos futuros. / The objective of this dissertation is to analyze conversations and disputes that took place by Darcy Ribeiro to better understand his role as Senator. The Ribeiro´s ideas and projects discussed in this dissertation demonstrate the relevance and permanence of his achievements. The on-going work was a rescue on the performance of Darcy in the Senate and needs to be deepened. Similarly, the theoretical and methodological framework of this dissertation, which approximates the reference Hermeneutics of the Depth and Linguistic Contextualism, must be debated and refined, remaining as future research.

Entretanto, um grande número de países adota o sistema bicameral na organização do seu processo legislativo. Inclusive esse tipo de organização do legislativo está presente em nove países da América Latina. Esse projeto visa analisar os sistemas bicamerais dos três países latino-americanos que adotam essa organização dos trabalhos legislativos conjuntamente a um sistema federativo, a dizer: Argentina, Brasil e México. Buscamos analisar esses bicameralismos tendo em vista o papel de ponto de veto dos Senados no processo legislativo. Procuramos compreender como os elementos dos regimes institucionais, entendido como os diversos traços institucionais que sistematicamente influenciam o comportamento dos atores políticos, de cada um desses países contribuem para o fortalecimento ou enfraquecimento desse papel das suas respectivas Câmaras Altas, uma vez que os elementos que compõem os regimes institucionais dos países são essenciais na definição do perfil e das capacidades dessas Câmaras de agirem como pontos de veto. Em outras palavras, analisaremos o impacto que os elementos que constituem os regimes institucionais - os poderes de presidente, o grau de descentralização territorial da política, a composição partidária e a organização do processo legislativo - têm sobre as Câmaras Altas, privilegiando a questão do impacto da centralização desses elementos no processo decisório, tendo em mente que esse fenômeno está associado a uma diminuição do papel dos Senados nesse processo / Abstract: Most part of the studies of the Legislative concentrates on how lower chamber behaviors work. However, a large number of countries adopts the bicameral legislature on theirs legislative organization. This type of legislative organization is present in nine Latin American countries. This study aims to analyze bicameral systems in three Latin Americans countries, which system joins legislative and federal process. They are: Argentina, Brazil and Mexico. We will analyze bicameralisms on the behalf of Senate veto points in legislatives process. We try to comprehend how the institutional regimes elements, understood as various institutional traces that systematically influence the political actors behaviors, in each of the three countries, contributes for the fortification or impairment paper on each of respective Upper Chamber, once the elements that compose the institutional country regimes are essential for the definition of the profile and capabilities of these Chambers to work with veto points. In other words, we will analyze the elements impacts on the composition of the Institutional regimes constitution - the powers of the President, the degree of the decentralization territorial politics, the partisan composition and the legislative process organization - have on Upper Chambers, privileging the impact of the elements of centralization decision, having in mind that this phenomenon is associate to the decrease of the Senate paper in this process / Doutorado / Ciencia Politica / Doutor em Ciência Política

Determinados ramos desta Escola de Pensamento afirmam que os políticos trocam votos entre si buscando apoio futuro para seus projetos. Utilizando a metodologia de Análise de Redes Sociais, buscamos primeiramente mapear a atuação e os contatos dos Senadores da República Federativa do Brasil dentro das comissões fixas desta casa de leis no período compreendido pela 52ª Legislatura. Após este mapeamento procuramos criar meios de análise para responder à questão proposta pelos ramos da escola citada, ou seja, desejamos responder a questão teórica da existência ou não do logrolling no Senado Brasileiro. Anteriormente a análise empírica e resposta aos problemas propostos, apresentaremos a devida introdução teórica compreendida por uma revisão de literatura sobre os temas pertinentes, sejam eles puramente teóricos a respeito da troca de apoio, sejam eles analíticos a respeito do sistema público brasileiro / In this masters’ dissertation we deeply analyzed a common feature of democratic regimes as proposed by the Public Choice School. Some branches of this School claim that congressmen exchange votes among themselves seeking support for future projects of their own. A process called logrolling. By using social network analysis, firstly we mapped the activities and contacts of Brazilian Senators holding seats in standing committees during the 52nd Legislature. After this mapping process we will be able to answer the question posed, i.e.: Does logrolling exist in the Brazilian Senate? Previously to the empirical analysis we will introduce the problem and review the literature on relevant subjects, whether they are purely theoretical with respect to the exchange of votes, or analytical about the Brazilian political system

Aborda, especificamente, a presença e atuação de senadoras e deputadas da 52ª Legislatura (2003-2006), ressaltando fatores presentes no perfil e trajetória política das congressistas que podem ter reflexo sobre suas práticas legislativas. Para tanto, além da coleta de informações biográficas e de trajetória política, foi realizado um levantamento sobre a produção legislativa e participação de senadoras e deputadas nas comissões, que permitisse apreender as similitudes e diferenças sobre suas formas de atuação legislativa. _______________________________________________________________________________ ABSTRACT / The following research focuses on the analysis of gender relations in the scope of the institutional structure, pointing elements of domination and subordination that occurs in the private sphere that influences under the feminine parliamentary action in the National Congress. It approaches, specifically, the presence and the action of parliamentary women of the Senate and of the Chamber of Representatives in Brazil on the 52nd Legislature (2003-2006), standing out factors in the profile and in the politic trajectory of theses women which can influence on their legislative practical. For that, beyond the collection of biographical data, it has been made a survey on the legislative production and participation of women in the commissions of the Senate and the Chamber of Representatives, which made possible to apprehend the similitude and differences under their legislative actions.

Por ser um assunto pouco estudado nos âmbitos da Ciência da Informação e da pesquisa acadêmica, optou-se por um estudo de caso. A CPI dos Correios foi transmitida pela TV Senado sem edição e interferência diferenciada, em relação às mídias comerciais. A comissão foi realizada de junho de 2005 a abril de 2006, e teve origem em denúncias de corrupção envolvendo os Correios. O assunto chamou a atenção de todo o país e foi divulgado por todas as mídias. A CPI dos Correios ampliou a visibilidade da TV Senado. A emissora superou a audiência de outras emissoras comerciais e registrou a maior audiência dos seus dez anos de história, completados em fevereiro de 2006. As transmissões das sessões na íntegra, ao vivo ou reprisadas, deram, ao telespectador, a oportunidade de acompanhar os trabalhos parlamentares de maneira detalhada. A pesquisa, de caráter exploratório e descritivo, utilizou-se de um levantamento de opiniões com base em questionário com alternativas pré-escolhidas e espaço para comentários ou alternativa não mencionada (semi-aberto), foi feita com estudantes de jornalismo da Uniderp – MS. Buscou-se verificar as reações (opiniões políticas e intenções de voto) dos estudantes sobre os parlamentares e sobre política a partir das informações obtidas nas transmissões da TV Senado. O pré-teste para testar o instrumento de coleta de dados foi feito com alunos do 1°, 2° e 3° anos de jornalismo. A versão final do questionário, auto-administrado, com perguntas semi-abertas, foi aplicada em sala de aula, uma única vez, com a presença do professor, com os 28 alunos do sétimo semestre. Mas doze por terem assistido “de alguma forma ou em algum momento à transmissão da CPI dos Correios” pela TV Senado foram os respondentes finais desta pesquisa. A avaliação do questionário mostrou que, no grupo analisado, a transmissão pode interferir nas opiniões e decisões políticas dos estudantes. Por fim, são apontadas direções e recomendações para a realização de novas pesquisas. __________________________________________________________________________________ ABSTRACT / The present research had as objective to describe the influence of the information transmitted for the TV Senate on the Mixing Commission Parliamentarian of Inquiry of the Post offices, "CPI dos Correios", in the formation of the journalism students´ politics opinion. As the subject is little studied in the scopes of the Science of the Information and the academic research, a case study was opted . The CPI of the Post offices was transmitted by the TV Senate without edition and no differentiated interference, in relation to the other commercial medias. The commission was realized from June of 2005 until the April of 2006, and had origin from denunciations of corruption involving the Post offices. The subject called the attention through all the country and was divulged by all the medias. The CPI of the Post offices extended the visibility of the TV Senate. The Senate TV surpassed the hearing of other commercial senders and registered the biggest hearing of its ten years of history, completed in February of 2006. The transmissions of the complete sessions, live or showed, had given, to the viewer, the chance to follow the parliamentary works in a detailed way. The research with a explorative and descriptive character, used a survey of opinions with alternatives chosen questionnaires based on daily experiences and space for commentaries or alternative not mentioned (half-open), was made with students of journalism of the Uniderp - MS. The searched tried to verify the reactions (opinions politics and intentions of vote) of the students about the parliamentarians and the politics with the information gotten in the transmissions of the TV Senate. The daily pay-test to test the instrument of collection of data was made with sutdents of 1°, 2° and 3° years of journalism. The final version of the questionnaire, auto-managed, with half-open questions, was applied in classroom, only once, with the presence of the teacher, with 28 students of the seventh semester. But twelve, because of having attended “of some form or at some moment the transmission of the CPI of the Post offices” for the TV Senate had been the final respondents of this research. The analysis of the questionnaire showed that, with the analyzed group, the transmission can interfere in the opinions and politics decisions of the students. Finally, directions and recommendations are pointed to the accomplishment of new research.
