Towards a tripartite partnership for sustainable development in the Rustenburg platinum region / Michelle Boehme

Development has always been problematic especially in the mining sector where it often takes place at a rapid pace. Not only is the physical environment influenced but other aspects such as legislation and the relationship between role players are also influenced. The focus of this thesis is tripartite partnership formation between business, local government and the community for sustainable development in the Rustenburg platinum region. In essence the study was about answering the broad question of "how can one improve the chances of setting up a sound foundation, that in turn can lead to a successful, integrated, cooperative and unified partnership in the Rustenburg platinum region?" In an attempt to answer the above, both a theoretical and practical approach was used. Functionalism and the exchange theory were used to set up practical guidelines for successful partnership formation. The thesis also investigated how appropriate these two theories are for the mining industry in South Africa today, i.e. they were validated against the data obtained from the study. In addition, other existing case studies in the mining industry were studied in order to validate the guidelines formulated from the two theories. At a methodological level, expanded qualitative data analyses were applied in a comprehensive manner to ensure a close relationship between empirical data and theory. The empirical data was gathered both by desk research and by in-depth personal interviews. The results of the study produced some models of how a partnership could be structured to function optimally. As part of the results an "ideal" model for the partnership in the Rustenburg platinum region was created and the set of guidelines was ranked according to its importance in the Rustenburg platinum region. Should these guidelines and this model be used the chances of setting up a successful, integrated, cooperative and unified partnership in the Rustenburg platinum region could be significantly increased. / Thesis (Ph.D. (Sociology))--North-West University, Potchefstroom Campus, 2006.

Ce mémoire est une étude de cas dans le domaine des politiques publiques, et porte sur la lutte à la pauvreté et à l’exclusion sociale en Irlande. L’Irlande a réussi l’exploit de diminuer de façon spectaculaire la pauvreté et l’exclusion sociale durant la décennie 1997-2006 et bien que son développement économique fut sans doute tout aussi spectaculaire, celui-ci n’explique pas entièrement ce résultat, tout comme il ne rend pas compte de l’engagement politique qui a amené le gouvernement irlandais à faire de la réduction de la pauvreté un objectif important. Le mémoire cherche à définir et à identifier les facteurs qui ont contribué à l’émergence de cette orientation politique. Comme il s’agit d’une étude de cas, la démarche de recherche se situe dans l’horizon des méthodes qualitatives. La variable dépendante est donc la conception et la mise en œuvre d’un nouvel ensemble de politiques sociales, centrées sur la réduction de la pauvreté. L’explication proposée met l’accent sur les idées, les intérêts et les institutions. / This master thesis is a case study in the field of public policies and deals with policies to fight against the poverty and social exclusion. Ireland succeeded in diminishing poverty and social exclusion during the 1997-2006 decade and even though if economic development was also spectacular, it did not explain completely this result, neither could it explain the political engagement that brought the Irish government to make the reduction of the poverty a major objective. This thesis tries to define and identify the factors that have contributed to the emergence of this political orientation. As it is a case study, the research mostly qualitative. The dependant variable is then the conception and the implementation of a new set of social policies, centered on poverty reduction. The proposed explanation places the emphasis on ideas, interests and institutions.

Sustainable development is a big goal of the whole the society. The big challenge is to promote this growth and change with sustainability without damaging the economic, social and environmental conditions. But the current scenario in these three dimensions is worrying, featuring a sustainability crisis in which the representative sectors of society take part: governments, private organizations and civil society and over which everybody has responsibility of action. In the companies the co-responsibility ethics and the participation posture in public interest issues gave origin to the corporate social responsibility, understood as an indicator of their legitimacy and relevance in their segment and regions of act. In this view, corporate social responsibility is a business development corporate strategy associated with the development of the communities where the company acts, within the concept that there are no strong companies in needy societies and in societies with no conditions to consume. The more, the practice of corporate social responsibility is linked to public policies, to guarantee scale and wide-ranging action, the stronger its contribution to the sustainable development and its return on private social investment will be. Concrete results will be more significant provided that global initiatives exist among the three sectors of society, on an integrated action of shared responsibility and partnership. Social partnership is a privileged alternative to the corporate social investment management, by articulating views, competences and resources, focusing on global acts towards public interest issues and on reaching results which are relative to the problem to be solved and the work to be done. The objective of this work is to study the practice of social partnerships as effective strategies for companies, governments and social civil organizations which are willing to work together and to build cultural change and new interactive and complementary dynamics among them, cooperating towards the positive transformation of the sustainable development indicators / O tema deste estudo é o papel das empresas no desenvolvimento sustentável: a gestão da responsabilidade social corporativa por meio de parcerias sociais. Desenvolvimento sustentável é um grande objetivo de todo o conjunto da sociedade. O desafio é promover este crescimento e mudança com sustentabilidade, sem prejuízo das condições econômicas, sociais e ambientais. Mas o atual cenário nestas três dimensões é preocupante, caracterizando uma crise de sustentabilidade na qual participam os setores representativos da sociedade, governos, empresas privadas e sociedade civil, e sobre a qual todos têm responsabilidade de ação. Nas empresas, a ética da co-responsabilidade e a postura de participação nas questões de interesse público originou a prática da responsabilidade social corporativa, entendida como um indicador de sua legitimidade e relevância em seu segmento e regiões de atuação. Nesta ótica, responsabilidade social corporativa é uma estratégia empresarial de desenvolvimento dos negócios associado ao desenvolvimento das comunidades em que a empresa atua, dentro da lógica de que não há como existir uma empresa forte em uma sociedade carente e sem condições de consumir. Therefore, a literature review of the evolution of the CSR concept was conducted, considering the second half of the 20th century until nowadays, together with a review of main CSR concepts and models available in the academic literature. A literature review was also conducted for social partnerships, presenting its main typologies. The proposed relational model aims to relate what is the most adequate type of social partnership to each main type of CSR that a company might adopt. In order to test the model, the case study of Nestle in Brazil is conducted. As a conclusion, what can be observed is that companies might not always profit from all existing opportunities in engaging in social partnerships. Also, companies might not use the best types of partnerships to maximize the results expected for its CSR strategy. / O presente trabalho tem como objetivo desenvolver o tema da Responsabilidade Social Empresarial bem como o uso das Parcerias Sociais como prática de atuação social das organizações, visando formular um modelo relacional entre as duas questões. Para isso, foi realizada uma revisão bibliográfica da evolução do conceito de RSE da segunda metade do século XX até os dias de hoje, uma revisão dos principais conceitos e modelos de RSE utilizados na literatura acadêmica. Foi realizada também uma revisão da literatura em torno das Parcerias Sociais e de suas principais tipologias. O Modelo Relacional proposto visa relacionar quais são os principais tipos de RSE que uma empresa pode adotar e quais os tipos de parceria que melhor se relacionariam para os determinados tipos de RSE. Para testar o modelo, um estudo de caso com a empresa Nestlé no Brasil foi conduzido. Como conclusão, o que se pode observar a partir do estudo de caso é que nem sempre as organizações visualizam as oportunidades existentes na realização de parcerias sociais, e que elas nem sempre se utilizam dos tipos de parcerias sociais que melhor se relacionam com a estratégia de RSE adotada.

La mobilisation sociale dans un contexte de gouvernance au Québec et en Irlande : le rôle des organismes communautaires dans l'élaboration des politiques pour lutter contre la pauvreté

Cette thèse porte sur le rôle des organismes communautaires entre 1994 et 2002 dans l’élaboration de politiques pour lutter contre la pauvreté au Québec et en Irlande et ce, dans un contexte de gouvernance. Au cours de années 1980 et 1990, des gouvernements, dont ceux du Québec et de l’Irlande, ont fait appel à des organismes communautaires pour que ceux-ci participent à la gestion des services sociaux ainsi qu’à la formulation des politiques sociales. Cette participation s’est inscrite dans le cadre de nouveaux arrangements politiques, soit des nouvelles formes de gouvernance alors que les gouvernements éprouvaient des difficultés à remédier à l’accroissement des inégalités sociales. Cependant, il demeure difficile de discerner en quoi l’établissement de ces nouvelles formes de gouvernance a façonné le rôle des organismes communautaires dans l’élaboration des politiques pour lutter contre la pauvreté. De plus, les partenariats sociaux en Irlande relèvent d’un processus davantage institué que la concertation au Québec, ce qui a entraîné des différences au plan des mobilisations sociales. L’objectif de cette thèse est donc celui de mieux cerner le lien entre les nouvelles formes de gouvernance et la mobilisation sociale des organismes communautaires dans l’élaboration de politiques pour lutter contre la pauvreté. L’hypothèse mise en avant est que l’efficacité de l’action collective dépend de la manière dont les organismes communautaires s’y prennent pour pallier l’incertitude qui caractérise les modes de gouvernance. Sur le plan théorique, cette thèse mise sur les interactions entre acteurs et, plus particulièrement, sur la formation de réseaux de politiques publiques. Cela implique plus précisément de cerner comment les acteurs coordonnent des activités entre eux et se rallient autour d’un même thème, comme celui de la lutte contre la pauvreté. Lorsque la coordination des activités est forte et que le ralliement autour d’un même thème est important, on parle de coalition de cause. La nécessité de former une coalition se produit dans le contexte d’un champ institutionnel incertain, comme c’est le cas pour les mécanismes de concertation au Québec. Mais le caractère incertain du champ institutionnel entraîne aussi des divergences à l’intérieur de la coalition instaurée à cette occasion, ayant pour effet d’affaiblir la mobilisation sociale. Ainsi, l’interprétation que font les organismes communautaires des nouvelles formes de gouvernance façonne la manière dont ces organismes vont définir la lutte contre la pauvreté et élaborer leurs stratégies. Sur le plan méthodologique, le choix des cas de l’Irlande et du Québec repose dans les différences qui existent en termes de gouvernance et ce, alors qu’ils partagent de fortes similarités. Tant l’Irlande que le Québec sont caractérisés par des économies de marché ouvertes, des régimes d’État-providence de type libéral ainsi que l’emprise, par le passé, de l’Église catholique dans les services sociaux. Cependant, ces deux cas diffèrent en ce qui concerne le rôle de l’État, le système électoral, le statut juridico-politique, le caractère de leur économie et la place occupée par le milieu communautaire par rapport à l’État. Ces différences permettent de rendre compte du moins en ce qui concerne le Québec et l’Irlande, de la manière dont l’action collective découle de la relation entre les stratégies des acteurs et le contexte dans lequel ils se situent. Cette thèse montre comment, dans un processus davantage institué, comme c’est le cas des partenariats sociaux en Irlande, la mobilisation sociale s’avère plus efficace que lorsqu’elle se situe dans le cadre d’un processus moins institué, comme ce qu’on peut observer avec la concertation au Québec. En Irlande, bien que les organismes communautaires ont dû faire face à des contraintes qui rendaient difficiles la formation d’une coalition, ceux-ci ont pu néanmoins se mobiliser autrement, notamment en raison de liens formés avec des fonctionnaires dans le cadre des ententes partenariales. / This dissertation concentrates on the role community organisations played between 1994 and 2002 in the development of anti-poverty policies in Québec and in Ireland. The elaboration of these policies took place within a context characterized by new forms of governance, that is new political arrangements designed to include non-governmental actors in the policy process. Indeed, since the 1980s and 1990s, community organizations have been called upon by their governments to take part in the delivery of social services and, in particular, in the development of anti-poverty policies. This comes at a time when governments are having difficulty addressing social inequalities. But despite greater inclusion of community organizations into the policy process, the extent of their role in social policy development remains difficult to ascertain. This is made all the more difficult on account of institutional differences, like those that exist between social partnerships in Ireland and cooperation-based initiatives (« la concertation ») in Québec. The objective of this dissertation is therefore to understand how new forms of governance shaped community organizations’ efforts to mobilize around the fight against poverty. The hypothesis put forth in this dissertation is that collective action is shaped by the way in which community organizations compose with the uncertainty which characterizes new modes of governance. The theoretical framework focuses on the way in which actors interact in the course of the development of anti-poverty policies. These interactions are characterized by the formation of policy networks. Their cohesion depends on the extent to which actors coordinate their activities and also rally around a similar theme, like that of fighting against poverty and social exclusion. When a policy network is highly cohesive, it resembles an advocacy coalition. This happens when actors’ mobilization efforts take place within a less institutionalized process. Because such a process is marked by uncertainty, it becomes necessary for actors such as community organizations to form a coalition. However, with that uncertainty differences emerge over strategy within such a coalition. As a result, the formation of a coalition does not, in and of itself, guarantee a strong mobilization. Put simply, community organizations’ efforts depend on the way in which they interpret the new forms of governance in which they participate. From a methodological standpoint, the choice to study Québec and Ireland on a comparative basis lies in the fact that although the two cases share strong similarities, they differ sharply when it comes to governance. Both are small open economies, have liberal welfare states and have, in the past, been characterized by the Catholic Church’s predominance in social services. However, these cases differ in terms of the role of the state, their electoral systems, their judicial and political status, the nature of their economies and the role of the community sector in public policy. Such a comparison renders it possible to better understand in what way actors’ strategies are related to the wider context in which they find themselves. This dissertation has found that while social mobilization may, in the context of an institutionalized process, seem weak, it is more effective in enabling community organizations to exert influence in the development of anti-poverty policies. This was the case in Ireland. Indeed, while the social partnership process constrained community organizations in forming a coalition, it also enabled them to form ties with key civil servants. This gave community organizations the opportunity to tailor their demands in an effective manner. Such a margin of manoeuver did not exist for community organizations in Québec. Moreover, the need to form a coalition resulted in community organizations diverging over strategy. Their divergences stemmed from the uncertain form « la concertation » took in the development of Bill 112, the anti-poverty bill. While community organizations did form a coalition, the Collective to Eliminate Poverty, disagreements over strategy took over, thus weakening mobilization efforts.

This is made all the more difficult on account of institutional differences, like those that exist between social partnerships in Ireland and cooperation-based initiatives (« la concertation ») in Québec. The objective of this dissertation is therefore to understand how new forms of governance shaped community organizations’ efforts to mobilize around the fight against poverty. The hypothesis put forth in this dissertation is that collective action is shaped by the way in which community organizations compose with the uncertainty which characterizes new modes of governance. The theoretical framework focuses on the way in which actors interact in the course of the development of anti-poverty policies. These interactions are characterized by the formation of policy networks. Their cohesion depends on the extent to which actors coordinate their activities and also rally around a similar theme, like that of fighting against poverty and social exclusion. When a policy network is highly cohesive, it resembles an advocacy coalition. This happens when actors’ mobilization efforts take place within a less institutionalized process. Because such a process is marked by uncertainty, it becomes necessary for actors such as community organizations to form a coalition. However, with that uncertainty differences emerge over strategy within such a coalition. As a result, the formation of a coalition does not, in and of itself, guarantee a strong mobilization. Put simply, community organizations’ efforts depend on the way in which they interpret the new forms of governance in which they participate. From a methodological standpoint, the choice to study Québec and Ireland on a comparative basis lies in the fact that although the two cases share strong similarities, they differ sharply when it comes to governance. Both are small open economies, have liberal welfare states and have, in the past, been characterized by the Catholic Church’s predominance in social services. However, these cases differ in terms of the role of the state, their electoral systems, their judicial and political status, the nature of their economies and the role of the community sector in public policy. Such a comparison renders it possible to better understand in what way actors’ strategies are related to the wider context in which they find themselves. This dissertation has found that while social mobilization may, in the context of an institutionalized process, seem weak, it is more effective in enabling community organizations to exert influence in the development of anti-poverty policies. This was the case in Ireland. Indeed, while the social partnership process constrained community organizations in forming a coalition, it also enabled them to form ties with key civil servants. This gave community organizations the opportunity to tailor their demands in an effective manner. Such a margin of manoeuver did not exist for community organizations in Québec. Moreover, the need to form a coalition resulted in community organizations diverging over strategy. Their divergences stemmed from the uncertain form « la concertation » took in the development of Bill 112, the anti-poverty bill. While community organizations did form a coalition, the Collective to Eliminate Poverty, disagreements over strategy took over, thus weakening mobilization efforts.
