Assessing good governance in procurement at the Lejweleputswa District Municipality

Thesis (MPA (School of Public Management and Planning))--University of Stellenbosch, 2009. / The thesis evaluates the extent to which good governance has influenced the procurement process at the Lejweleputswa District Municipality. Under good governance, the manner in which goods are procured or disposed of, is supposed to be unproblematic and conducted with the highest integrity, taking into account both the costs involved in the process and the benefits of the delivery of the services. Good governance should act as a “decontaminator or antiseptic in a germ infested area” (Cloete 2006:6–19). To extend the analogy further, this process of disinfecting the wound definitely requires some form of expertise and knowledge, as well as the participation of different role players, such as doctors and nurses; in addition, certain utensils to clean and cover the wound would be needed. In the same way, the procurement process needs experts to handle and enforce correct procedure. The values of good governance alone are meaningless unless there are people who are willing and have the capacity to manage the required processes and procedures. In South Africa, a new procurement process was adopted in the public sector in 1994. To date it has been interpreted and implemented in favour of historically disadvantaged individuals, like black people, women and disabled people through a legislative framework, the Preferential Procurement Policy Framework Act, 2000 (RSA, Act 5 of 2000) and the Broad Based Black Economic Empowerment Act, 2003 (RSA, Act 53 of 2003). It is crucial to point out, however, that the definitions given by these laws about black people differ or contradict each other. Challenges like this have turned the procurement process upside down. In an effort to attain uniformity in the procurement process in the local sphere of government, both National and Provincial Treasury Departments have instituted legislation and guidelines to steer the process. Despite all these efforts, municipalities are still associated with allegations of corruption and nepotism when awarding tenders to service providers. The Lejweleputswa District Municipality has not been spared from such accusations, as shown by the spate of riots that occurred in the Free State (Mail and Guardian 2007:6–12). This research has therefore been undertaken with the general objective of determining whether the values of good governance have managed to sustain a good procurement process in the municipality or whether the values are being ignored leading to procurement processes which do not fulfil the aims of the legislation and guidelines and remain open to allegations of corruption and maladministration. The specific objectives for the research were to investigate good governance in procurement in the municipality context and to make recommendations, if appropriate, on how to promote good governance in municipal procurement.

Sensemaking in turbulence : an analysis of the merger of the Central University of Technology from a sensemaking perspective

Thesis (MPhil)--Stellenbosch University, 2008. / ENGLISH ABSTRACT: This study takes as starting point the observation in sensemaking theory that autonomic arousal is accompanied by a loss of existing frames and cues and the consequential cognitive implosion. Situations such as these are marked by a crisis in identity construction and the resultant loss of sense being made. The aim of the study was to find out to what extent this phenomenon is at play during a merger between two organizations. Specifically to what extent this phenomenon did manifest itself among the employees of the Central University of Technology in Welkom after the merger of the former Welkom Campus of Vista University and the Technikon Free State. The study starts with an overview of the literature on corporate mergers; focusing on research on effects with regards to (i) how the different gender groups of employees were affected by these interruptions, (ii) how employees with diverse levels of experience were affected, (iii) to what extent the qualifications of employees was a factor regarding the impact of this autonomic arousal and (iv) whether race was a factor in determining the extent of autonomic arousal. The above is followed by an explanation of the sensemaking perspective and the nature of and moment for autonomic arousal. It is argued that organizational mergers represent an interruption in the ongoing flow of sensemaking that could lead to autonomic arousal. Using sensemaking theory and autonomic arousal as a theoretical starting point, interviews were conducted with key figures in the specific merger between the Vista University Welkom Campus and the Technikon Free State. The respondents were selected using the snowballing sampling technique. The idea behind the interviews was to demonstrate how staff members were emotionally affected by the interruption of the merger and how it had an impact on their perceptions about their work. It was found that the flow of experience was interrupted and as cues and frames were reduced, the employees focussed more on personal issues. / AFRIKAANSE OPSOMMING: Hierdie studie neem as vertrekpunt die observasie van singewingsteorie dat outonomiese aktivering gepaard gaan met 'n verlies aan bestaande raamwerke en aanduidings en die gevolglike kognitiewe implosie. Sulke situasies word gekenmerk deur 'n krisis in identiteitskonstruksie en gevolglike verlies aan sin. Die doel van hierdie studie was om uit te vind tot watter mate hierdie fenomeen plaasvind tydens 'n samesmelting van organisasies, en spesifiek hoe dit manifesteer onder die werknemers van die Sentrale Universiteit van Tegnologie in Welkom na die samesmelting van die Welkom-kampus van Vista Universiteit en die Technikon Vrystaat. Die studie begin met 'n oorsig van die literatuur oor korporatiewe samesmeltings en oomames, spesifiek oor daardie studies wat die effekte bestudeer met betrekking tot (i) hoe verskillend mans en vroue geraak is, (ii) die impak van verskillende vlakke van ervaring onder werknemers se persepsies oor die samesmelting, (iii) die mate waartoe die kwalifikasievlak van werknemers, asook (iv) ras 'n rol gespeel het in die vlak van outonomiese aktivering wat deur werknemers ervaar is. Exploring practices determining the effectiveness and improvement of secondary schools in the Free State Province

Globally, there are numerous debates on what constitutes an effective school. Parents strive to choose what they regard as the best school for the education of their children. Historically, school effectiveness is a phenomenon associated with learner attainment. Yet, school effectiveness is measured and conceptualized differently throughout the world. The aim of this research was to determine and define the factors contributing to the effectiveness of secondary schools in the Free State Province of South Africa. A case study was conducted on six schools selected in the Free State Province. Data were collected qualitatively by means of semi-structured and focus-group interviews with principals, SMTs, teachers, SGBs, learning facilitators and school-management and -governance developers. A documentary analysis was carried out to triangulate data from interviews. The data collected were triangulated and supported by an extensive literature review on school effectiveness and improvement. In particular, the literature review encompassed the policy context of school effectiveness in South Africa, definitions of the concept of school effectiveness, models of school effectiveness, methods of evaluating school effectiveness, the relationship between school effectiveness and school improvement, change and school improvement, approaches to school improvement and the characteristics of effective schools. The legislative framework for both teacher and school evaluations is highlighted and their effectiveness critically reviewed with reference to current investigations in the field. These empirical investigations, which, form part of this larger qualitative research project, show that effective schools exhibited high learner attainment, effective teaching and learning, as well as a highly effective leadership and management. Management, leadership and administration, curriculum, school governance and VI school support structures were confirmed as very instrumental as far as school effectiveness and improvement are concerned. Furthermore the study indicates that the current policies are not enhancing school effectiveness and improvement, thus the study recommends the index of school effectiveness and improvement (ISE&I). The Index of School Effectiveness and Improvement, which is a document that schools can use to review and enhance their effectiveness, is a model developed in the course of this study to assist schools in improving their effectiveness. Unlike the WSE review, which takes place every five years, the index suggests a continuous and regular review process by schools carried out by all stakeholders. In conclusion, an overview of the challenges identified by this research project, as well as the aspects in need of further research, is highlighted. / Educational Leadership and Management / D. Ed. Exploring teachers' enactment of the Curriculum and Assessment Policy Statement (CAPS) in selected Free State Province schools

The study serves to explore teachers’ enactment of the Curriculum and Assessment Policy Statement (CAPS) in selected Free State Province schools. The data was collected by means of semi-structured individual interviews. The respondents were grade 11 teachers whose schools were chosen by the researcher because all the respondents had undergone a week long CAPS training. The study adopted a qualitative approach therefore a purposive non-probability sampling strategy was used to select the sample. The collected data from the respondents was analysed qualitatively and recommendations based on the research findings were made. In a nutshell, the teachers’ enactment of CAPS still remains a tall order for the South African teacher but with sufficient support and encouragement to the teacher from all stakeholders it can become a success story. / Curriculum and Instructional Studies / M. The role of instructional leadership in ensuring quality assessment practices in primary schools in the Free State Province

The role of the principal can no longer be viewed as merely being a manager and administrator but rather as learning-expert and lifelong learner. Principals are expected to establish appropriate preconditions for effective teaching, learning and assessment, and flow through with interactions aimed at improving teaching and leaning. The problem statement for this study was based on the researcher’s opinion that the lack of knowledge of effective assessment practices by principals as instructional leaders seemed to have a negative influence on teacher’s perceptions of the implementation of quality assessment practices in their respective classrooms. The reason for this challenge is because principals are not involved in the classroom assessment practices, to revise, support and manage the quality of assessment by indentifying teacher’s assessment to them. The purpose of this study was to design a proposed instructional leadership model/ framework to ensure effective and quality assessment practices at school level. This ILQA framework/model was designed from the literature review, findings and personal experience as a principal. The aim of this ILQA framework/model was to support principals understand their roles in the teaching and learning environment in ensuring quality assessment practices at school level. This study investigates how principals execute their roles as instructional leaders in ensuring effective and the implementation of quality assessment practices using structured questionnaire from a sample of 250 respondents and semi structured interviews with five primary school principals in the Free State Department of Basic Education. It was found that to ensure quality assessment practices, principals should understand their role in assessment for learning, assessment of learning and assessment as learning and integrate them into classroom instruction as an important component of quality teaching and learning. In summary the researcher further hopes that when the findings and the recommendations of this study are implemented, it will add value to the school principals’ instructional leadership roles in ensuring quality assessment practices at school level. / Curriculum and Instructional Studies / D. A model for budget management in the Free State provincial government

Tech.) - Central University of Technology, Free State, 2005 / The primary objective of this research has been to undertake a critical investigation of the application of the budget process and the achievement of budget objectives in the Free State Provincial Government. The emphasis has been specifically on the planning and control functions of management. The justification for the research is the continuous demand for unlimited public services and the limited availability of the state‟s financial resources. The undertaking proceeded from the hypothetical viewpoint that a budget is designed to assure that public resources are spent according to the preferences of the taxpayer and the legislature. A budget promotes consistency in the process of resource allocation, and its implementation should be enforced by constant evaluation and monitoring. The research includes the following aspects: - The problems encountered by the Free State Provincial Government in its endeavors to optimize the effectiveness and efficiency of the implementation of the budget. - The fundamental principles of budget management in general, and in particular various types of budget and budget management techniques. - The evaluation of budgets as a basis for reporting on performance and the importance of such performance reports. The research methodology followed relies both on a survey of relevant literature and on empirical data. The former consists of a discussion regarding the extent to which the present budget system promotes effective and efficient budget control management and the achievement of budget objectives. As part of the empirical research an “ex post facto” analysis was undertaken of external audit reports and appropriation accounts over a period of fourteen years. In addition the fishbone or root-cause analysis approach was followed to identify core symptoms. The theoretical and empirical research yielded the following results: - The partial disturbance of the input/output relationship means that performance cannot be measured against profit as in the private sector. To compensate for this deficiency management should focus on financial statements and on audit and performance reports to measure performance. - Management needs to have an unimpeded access to budget information on the financial management system right from the beginning of each new financial year. - Estimates of expenditure (projections) should be captured on a monthly basis in the financial management system. With the implementation of the Medium Term Expenditure Framework, budget projections must be regarded as compulsory. - Press reports and reports of the Auditor-General indicated that shortcomings relating to audit committees still exist both on national and provincial levels. This deficiency has a negative effect on the effectiveness of the internal audit function. - An annual percentage deviation in various departments between voted amounts and expenditure was substantial. In some instances the deviation - Losses should be monitored constantly, and management should be aware of the impact of losses and claims on financial resources. Their prevention should be part of each department‟s financial strategy. - Budget manipulation reduces the budget‟s effectiveness and efficiency as a means of performance measurement. The first possible solution to solve the problems associated with the budget is privatization of the service or function. The second possibility is the implementation of a quality control program. Its objective would be to reverse poor performance. To be successful, the quality control program should rely on clear accountabilities, effective partnerships and devoted leadership. A third recommendation might be the implementation of a quality assurance and quality control division for each department. The first component would gather all the necessary documentation to assure quality while the second would monitor effective application. The first requirement in measuring performance will be the motivation of all staff to be committed to the improvement of service delivery. The second challenge will be to train them accordingly. The third challenge will be the development of a performance report procedure for each department. A further recommendation is the analysis and reduction of underspending. Finally, accounting officers must implement effective and transparent processes of financial and risk management. Broadly viewed, the integration of budget and strategic planning initiatives of the National Treasury are a slow process that cannot be implemented overnight. National departments and provinces are, however, requested by National Treasury to improve on the outputs and the development of robust output performance measures and service delivery indicators. This viewpoint supports the proposed budget-management model aimed at effective objective achievement or sustainable development of the Free State. In future the budget management process could be based on this model to improve service delivery.

Challenges and training needs of promoted school managers in Xhariep district secondary schools : Free State Province

This exposes the school managers to stressful working conditions such as being unaware of the school policies and procedures. The overall aim of this study is to explore challenges faced by promoted school managers in Xhariep secondary schools and identify the type of training they would require. The objectives of the study were to identify challenges that promoted school managers in Xhariep secondary schools face and also identify the type of training needs that promoted school managers require. This descriptive study is quantitative in nature because it collects mostly numeric data and employs mainly quantitative techniques in analysing the data. The population under investigation consists of secondary, and high school principals, deputy principals, and heads of departments in Xhariep District in FSDoe in South Africa. The FSDoe Xhariep district office keep a database of schools under their jurisdiction . From this database, a purposeful sampling method was used to select 80 promoted school managers from the 23 listed schools in Xhariep District. Purposeful sampling method was used in order to prevent under or non-representation of parts of the population (Brynard & Hanekom, 2006:56; Scheaffer, Mendenhall & Ott, 2006). A structured, Likert-scaled questionnaire with closed ended questions was used to collect information from the respondents. Part one of the questionnaire was used to collect demographic data, part two focused on induction, part three questioned about the role of the mentor and part four zoomed in on nature of support offered by FSDoe. The results of the study showed that the majority of the respondents (97%) urgently needed induction. There was also a feeling that induction instilled a feeling of belonging by 67% of the respondents. The study also revealed that promoted school managers are offered very little support.

Although discipline has addressed in many schools, putting it through in the classroom is always another story. To address the issue of discipline, this article examines the factors that influence poor discipline in schools, in the Free State province and sought to suggest strategies that may be implemented to improve poor discipline in schools and sustain positive nation of discipline. Questionnaires were administered to educators and information gathered from responses. Both the literature study and empirical research revealed that there were factors which negatively influenced discipline in schools. Finally, several recommendations were made to rectify the current situation.

Die gevolg is dat hulle deur 'n proses van akkulturasie 'n lewenswyse van hulle eie geskep het, wat in sekere opsigte baie van die Basoeto se ou tradisionele lewenswyse verskil. Die eintlike doel van die studie is dan om meer lig te werp op hierdie besondere lewenswyse van die plaasarbeiders.
