O caso de gestão a ser estudado irá discutir sobre as possibilidades de atuação da Pró-Reitoria de Assistência Estudantil e Educação Inclusiva (PROAE) da Universidade Federal de Juiz de Fora (UFJF) a partir de uma visão mais ampla da política de assistência ao estudante frente à redução das diferentes formas de desigualdade social, visto que os gestores que assumiram o setor em agosto de 2014 se propuseram a ressignificar o apoio estudantil para uma relação com os alunos que vá além do suporte financeiro, simplesmente. O objetivo definido para este estudo foi o de conhecer a percepção dos alunos em relação à Política de Assistência Estudantil na UFJF. Assumimos como hipótese que existe uma cultura na UFJF em que a assistência estudantil vem, há muito tempo, mantendo seu foco principal de atividade em ações que visam o suporte material por meio de bolsas e auxílios financeiros em detrimento das demais ações desenvolvidas pela equipe, também previstas no Decreto 7.234/2010. Foram utilizadas como metodologias a pesquisa qualitativa e o estudo de caso e como instrumento entrevista semiestruturada. Foi possível confirmar que, realmente, existe um equívoco, tanto por parte da instituição quanto por parte dos alunos, em relação ao conceito de Assistência Estudantil. Portanto, foram propostas ações com intuito de ressignificá-la e torna-la mais proativa em situações de evasão e retenção. / The present dissertation is developed under the Professional Master in Management and Evaluation of Education (PPGP) of the Center for Public Policies and Education Evaluation of the Federal University of Juiz de Fora (CAEd / UFJF). The management case to be studied will discuss the possibilities of the Pro-Rectory of Student Assistance and Inclusive Education (PROAE) of the Federal University of Juiz de Fora (UFJF) from a broader view of the student assistance policy In view of the reduction of the different forms of social inequality, since the managers who took over the sector in August 2014 proposed to re-signify student support for a relationship with students that goes beyond financial support, simply. The objective defined for this study was to know the students perception regarding the Student Assistance Policy at UFJF. We assume as a hypothesis that there is a culture in the UFJF in which student assistance has long maintained its main focus of activity in actions that aim at material support through grants and financial aid in detriment of other actions developed by the team, Provided for in Decree 7.234 / 2010. The qualitative research and the case study were used as methodologies and as a semistructured interview instrument. It was possible to confirm that, in fact, there is a misunderstanding, both on the part of the institution and on the part of the students, regarding the concept and purpose of the Student Assistance. Therefore, actions were proposed in order to re-signify it and make it more proactive in situations of evasion and retention.

Compondo uma das áreas, destacamos a educação superior, que tem nos documentos produzidos pelo Banco Mundial as principais diretrizes norteadoras. Juntamente com estas orientações, em âmbito nacional, transformações sociais, politicas e econômicas criaram condições para a reestruturação do ensino superior brasileiro em vieses distintos. Uma dessas frentes esteve voltada para a reestruturação do ensino superior público federal que teve no Programa de Apoio à Planos de Reestruturação das Universidades Federais (REUNI) a principal forma de concretização. Este Programa apresenta como um de seus objetivos a ampliação do acesso e permanência estudantil. Instituído em 2006, possibilitou a criação de outros programas para que seus objetivos fossem alcançados. Durante esse processo, movimentos e organizações sociais que sempre lutaram e lutam em prol do direito à educação, realizaram reivindicações e apresentaram suas demandas. Diante dessa situação e das diretrizes da política nacional, as demandas desses movimentos foram reeditadas e consolidadas numa perspectiva que atendesse à lógica contrarreformista. Nesse contexto, foram criados pelo governo federal programas voltados para a ampliação do acesso nas universidades públicas federais e para a permanência estudantil, dos quais destacamos o Programa Nacional de Assistência Estudantil (PNAEs) Recuperando essas questões, tendo como campo de estudo a UFJF, as reflexões deste estudo evidenciam que, no período estudado, os recursos da política de assistência estudantil não cresceram na mesma proporção das políticas de acesso. Isso significa que os recursos para as ações de permanência estudantil são desproporcionais e insuficientes para atender o crescimento da demanda, o leque de ações que o PNAEs apresenta, bem como os desdobramentos dos programas de expansão do ensino superior. Além disso, identificamos que o formato atual da política de assistência estudantil possui funcionalidades com a política de expansão do acesso no contexto de contrarreforma do ensino superior nos anos 2000. / We show that since the 1990s the capital international organizations have been developing guidance documents for the public policies of countries with peripheral capitalism. Composing one of the areas, we highlight the higher education which has in the documents produced by the BM the main guiding directives. Together with these guidelines at the national level, social, political, and economic transformations have created the conditions for Brazilian Hight education restructuring in different biases. One of these fronts was focused on the public higher education restructuring that had REUNI as the main implementation way. This Program presents as one of its objectives the expansion of student access and permanence. Established in 2006, it enabled the creation of other programs to achieve its objectives. During this process, different movements and social organizations that have always fought and fight for the right to education performing claims and presenting their demands. Faced with this situation and the directives of national politics, the demands of these movements were re-edited and consolidated in a perspective that complied with counterreformist logic. In this context, programs were created by the Federal Government aiming to increase the access to federal public universities and for student permanence, among which we highlight the National Program of Student Assistance. Recovering these questions, having as field of study the UFJF, the reflections of this study show that there is no proportionality between the access policies and student permanence. The resources for student permanence ctions are disproportionate and insufficient to meet the demand growth, the range of actions that the PNAEs presents and the development of programs for the expansion of higher education. Additionally, we identified that in the current format of the student assistance policy it has functionalities with the policy of access expansion in the context of counterreform of higher education in the years 2000.

Retomando a trajetória da Assistência Estudantil, verifica-se que esta evolui muito lentamente desde o início de sua oferta na década de 1930. Com o processo de expansão e reestruturação universitária realizado nos anos 2000, a oferta de assistência estudantil ganha espaço e uma regulamentação que formaliza sua dotação orçamentária. A formalização da Assistência Estudantil possuía certo caráter funcional para o êxito do programa de expansão universitária. Esta sua utilidade, contraditoriamente, abriu espaço para a aprovação do programa nacional, atendendo a uma luta histórica por Assistência Estudantil. Sendo assim, tanto o REUNI quanto o PNAES vão atender a dois diferentes projetos: o da classe dominante e o da classe trabalhadora. Considerando que o Estado tem por essência de sua gênese a manutenção da condição de dominação da classe hegemônica, este vai criar mecanismos para manter a legitimidade em torno da ordem vigente, requerendo para tanto realizar concessões à classe trabalhadora. Para tanto, vale-se da racionalização burocrática, igualmente instrumento de dominação, mas que vai proporcionar a concretização de certos elementos que podem democratizar o acesso a direitos, tais como a condição de impessoalidade e de publicidade. Nosso argumento se baseia na tese de Souza Filho e Gurgel (2016), ao demonstrarem que, na ordem vigente, a racionalização burocrática exerce importante papel no aprofundamento de direitos quando exercida em aproveitamento da relativa autonomia da administração pública. A gestão é uma dimensão da intervenção social que pode ser direcionada a finalidades democráticas e no campo da luta de classes a mesma poderá utilizar seus recursos de modo a tendenciar ao projeto da classe trabalhadora. Situamos a Assistência Estudantil neste campo de contradições e, portanto, de possibilidades. Identificamos, na UFJF, uma organização burocrática que tem sinalizado no sentido da democratização de direitos e no esforço em utilizar seus recursos humanos e financeiros a partir de um entendimento amplo da política de Assistência Estudantil, apesar da necessária constância quanto a reflexão crítica que a política requer. / The present study sought to investigate the organization of Student Assistance at the Federal University of Juiz de Fora (UFJF), starting from the framework of the formalization of the PNAES-Ordinance No. 39/2007- and, later, the Presidential Decree No. 7.234/2010. Taking up the Student Assistance trajectory, it has been observed that it has evolved very slowly since its beginning in the 1930s. With the process of university expansion and restructuring of the 2000s, the offer of student assistance has gained space and a regulation that have formalized its budget allocation. The formalization of the Student Assistance had a certain functional character for the success of university expansion. This utility, contradictorily, made room to the approval of the national program, living up to a historic fight for Student Assistance. Thus, both REUNI and PNAES go towards two contradictory projects, that of the hegemonic class and that of the working class. Considering that the essence of the Government is its maintenance of the domination condition of the hegemonic class, it will create mechanisms to maintain legitimacy around the existing order, which requires making concessions to the working class. For that, it uses bureaucratic rationalization, which is also an instrument of domination, but which will provide certain elements that can democratize access to rights, such as the condition of impersonality and publicity. The argumentation here is based on the thesis of Souza Filho and Gurgel (2016), who showed that in the current order - bureaucratic rationalization - plays an important role in the deepening of rights when exercised in the use of the relative autonomy of public administration. Management is a dimension of social intervention that can be directed to democratic ends and, in the field of class struggle, it can use its resources in order to incline to the project of the working class. Student Assistance is placed here in this field of contradictions and, therefore, of possibilities. Thus, UFJF appears to be a bureaucratic organization that has promoted the democratization of rights and makes an effort to use its human and financial resources due to its broad understanding of student assistance policies. However, it lacks the necessary constancy regarding the critical reflection that policies requires.

Guidelines for designing a school guidance programme for senior primary school pupils

The need for personal guidance was identified amongst senior primary school pupils within a specific environment but no applicable programme was found and a programme needed to be designed. A literature study investigated the development of senior primary children, the field of guidance and five need areas to include in a guidance programme. Guidelines for designing a programme were also identified. An empirical study examined guidance needs of the pupils through a questionnaire administered to them, their parents, teachers, and older pupils_. Senior primary pupils were not able to provide clear information as to their needs. Older pupils and parents did identify certain need areas. Based on this, and on the literature, plans . to draw up a guidance programme to include all five need areas could continue. The effect of the student success skills small group counseling intervention on factors associated with dropout potential in high school

The focus of this study is to add to the outcome research on effective school counseling interventions and to specifically evaluate the effectiveness of the Student Success Skills (SSS) small group intervention with students identified as having drop out potential in the 9th grade. This study analyzed two years of pre-existing, non-identifiable student data (N = 167) collected by school counselors at one high school in South Florida. An Analysis of Covariance (ANCOVA) was used to determine differences in academic grades, standardized test scores, and absences between the students who did participate in the SSS small group intervention when compared to those students who did not participate. Statistically significant differences were found between groups in all three dropout potential factors (GPA, test scores, and absences) supporting the use of SSS small group school counseling intervention with students at risk for dropping out. A investigação mostra aproximações com o campo da História Cultural, por meio de teóricos como Jacques Le Goff e Peter Burke, e, ainda, inspira-se no pensamento de Michel Foucault. A análise do material de pesquisa permitiu inferir que: a) As políticas de assistência relacionam-se diretamente com a permanência dos alunos na escola, porém não são o fator preponderante; b) Os estudantes bolsistas vivenciam o espaço escolar como prolongamento de suas casas, como local de trabalho, estudo, e alguns passam mais tempo na escola do que com suas famílias; c) As relações de poder são assimétricas e baseadas na disciplina, na hierarquia e na separação; d) No decorrer do processo de análise das narrativas dos bolsistas, percebe-se que há um tensionamento entre o discurso oficial e o discurso dos discentes. / The study presented in this thesis aimed to understand , through the speeches of the students, the processes of subjectification of students , said on condition of social vulnerability in a context of production of meanings and meanings related to student assistance policies between 2009 and 2013 ; examine whether there is a relationship between the benefits of policies to support and retain its fellows Work Initiation in schooling ; understand how these subjects are constituted through power relations that traverse ; and analyze how students experience the school environment from its place on the market condition . As a backdrop to this analysis, we chose the policy of student assistance from the Federal Institute of Piauí - Teresina Central Campus, understood based on the National Student Assistance Plan (PNAES). The empirical material was collected through questionnaires and subsequently recorded and transcribed interviews with students entered into the Scholarship Program Work Initiation, as well as the Federal Institute of servers Piauí - Teresina Central Campus, the time frame 2009/2013. Research shows approaches to the field of Cultural History, by theorists such as Jacques Le Goff and Peter Burke, and also draws on Michel Foucault. The analysis of the research material obtained showed that: a) The assistance policies relate directly to students staying in school, but are not the dominant factor; b) Fellows students experience the school environment as an extension of their homes as a place of work, study, and spend some more time in school than with their families; c) Power relations are asymmetric and based on discipline, hierarchy and separation; d) During the analysis of the narratives of the stock process , you realize that there is a tension between the official discourse and the discourse of students.

Perceptions about schooling and substance abuse treatment success from court mandated adolescent males

Many youth are able to be successful in the traditional school setting. Large numbers are not successful. Dropout rates are alarming. There is little research that examines the drop out problem from the perspective of the youth. Traditionally programs that are designed to help have been designed by adults. This qualitative study focused on the voices of youth. Participants in this study were male clients aged fifteen to seventeen who were adjudicated and court mandated to receive treatment in a drug treatment center. All of the participants had a history of delinquency and poor academic achievement. They had dropped out of school prior to entering the treatment program. This qualitative study addressed two questions: 1. What are the factors that prevent at-risk youth from being successful in school? 2. What can schools do to help these youth be successful at school? This study provided information about what schools could have done to help these youth be more successful. It also looked at their current academic success in the treatment program as a possible model to help other youth. Five youth volunteered to participate in the study. All interviews were confidential. Interviews were also conducted with a probation officer, program administrator, teacher, and a parent that had a youth in the program in order to triangulate results. The voices of students supported the literature with respect to the factors that contribute to students being at risk for delinquency and dropping out of school. Some of these factors include issues surrounding anger management, academic issues, nurturing at school, family situations, school at a treatment center, hiring teachers, childhood experiences, drug use, obtaining drugs, crime and drugs, treatment programs, dual diagnosis, communication and issues surrounding success and failure. The strength of this qualitative research project lies in the fact that the real voices of students did support the quantitative literature in this field. / Graduation date: 2004

Supporting independence : a collective case study of foster alumni in community and technical colleges

The purpose of this study was to examine the experiences of foster alumni in community and technical colleges, with a focus on Washington State, using a qualitative research approach. Foster alumni may be considered a sub-set of first generation students, yet they have needs that extend beyond those of other first-generation students (e.g., housing). Examination of this issue is timely. Funding designated for foster alumni in higher education has increased in recent years, leading to a variety of support structures and levels of service at the colleges. Yet in the current budget climate, with state support diminishing, the two-year colleges face increasing challenges in providing support not only for foster alumni but for all students. Foster alumni moving into adulthood and through the state colleges represent the quintessential case of in loco parentis, yet their emerging status as adults needs to be supported with appropriate services, not forced dependency. This dissertation consists of three major manuscripts: a summary of the literature and two research reports, one focused on overall findings and the second focused on moving from the findings to considerations for practice. All three manuscripts utilized the critical social science or social justice perspective. The research manuscripts report the findings of a qualitative study using a collective case study design. Two colleges that serve foster alumni were identified and both staff and foster alumni students at the sites were interviewed, for a total of 10 students and 4 staff members. Participant selection utilized both purposive and convenience sampling methods. The study focused on three themes relevant to college participation which were identified based upon the review of the literature: Academic preparedness, psycho-social factors, and meeting basic needs. Interviews were recorded and transcribed verbatim; staff interviews served as both triangulation of the student data as well as a source of additional information on college services to foster alumni. Responses were analyzed for direct responses to interview questions as well as for emerging themes. In addition, case records (e.g., transcripts) were reviewed as an additional method of data triangulation. Findings of the study were reported through individual case summaries in manuscript two as well as cross-case analysis in both manuscripts. While the participants in this study had high rates of high school completion and many had shown signs of "early promise" for academic achievement, all needed pre-college level course remediation in at least one area. A majority of participants indicated having felt depressed, yet only one participant had a diagnosis of depression; most seemed to consider some level of depression to be a natural outcome in their situation. Indications of resilience and internal locus of control were evident. Many continued to struggle to meet basic needs while in college, and eight of the ten student participants reported having experienced periods of homelessness since leaving foster care. Based upon the findings of this study, foster alumni share certain characteristics with other first-generation students, yet their needs in particular areas necessitate additional on-campus services and/or stronger connections with community partners. Considerations for enhancing support services in the community and technical colleges in seven different areas are given, including designating staff contacts, building community partnerships to support housing, arranging for priority registration and financial aid processing to avoid enrollment gaps, and providing optional (not mandatory) mentoring relationships. / Graduation date: 2012 / Access restricted to the OSU Community at author's request from Dec. 7, 2011 - Dec. 7, 2012

This study investigated the Vocational Training Assistance Program at the Federal Institute of Education, Science and Technology of Tocantins - IFTO - Campus Palmas, inserted in the search line School Practices and Public Policy Master in Education of the Federal University of Santa Maria (UFSM) . The objective was to analyze the possible contributions of the Vocational Training Assistance for the realization of objectives of the National Student Assistance Program, which deal with the expansion of conditions of stay of young people in education. The approach used was qualitative research and data collection performed by three sources: observation, analysis of documents of the social service sector IFTO - Campus Palmas and semistructured interviews. The eight research subjects were fellows of integrated high school mode of the program. Data analysis was based on historical and dialectical materialist present. For theoretical background, we used Almeida (2000), Boneti (2006), Teixeira (2002), Silva (2002), Mauriel (2010), Guimarães-Iosif (2009), Gimeno Sacristán (2002), Faleiros (2008) Mota (1995), Romanelli (2009), among others, in addition to the Basic Guidelines of Education Act, n. 9.394 (BRAZIL, 1996) and the National Program of Student assistance, Decree n. 7234/2010 (BRAZIL, 2010), which deal with the rights and the expansion of the permanence of young people in education. It is hoped, through research, contribute to the success in the sense of permanence and social inclusion perspective, the education of scholars living in a reality permeated by social inequalities. The survey results showed that students who were awarded the Vocational Training Assistance obtained significant improvements such as increased family income, reducing social inequalities in schools, increased frequency and school grades, social inclusion, permanence and success in completion of their courses. / Este estudo investigou o Programa Auxílio de Formação Profissional no Instituto Federal de Educação, Ciência e Tecnologia do Tocantins - IFTO - Campus Palmas, inserido na linha de pesquisa Práticas Escolares e Políticas Públicas do Mestrado em Educação da Universidade Federal de Santa Maria (UFSM). O objetivo foi compreender as possíveis contribuições do Auxílio de Formação Profissional para a efetivação dos objetivos do Programa Nacional de Assistência Estudantil, os quais tratam da ampliação das condições de permanência dos jovens na educação. A abordagem da pesquisa utilizada foi qualitativa e a coleta de dados executada por meio de três fontes: observação, análise de documentos do setor de serviço social do IFTO - Campus Palmas e entrevista semiestruturada. Os oito sujeitos de pesquisa foram os bolsistas da modalidade de ensino médio integrado do referido programa. A análise de dados foi fundamentada na vertente materialista histórico-dialética. Para embasamento teórico, utilizou-se Almeida (2000), Boneti (2006), Teixeira (2002), Silva (2002), Mauriel (2010), Guimarães-Iosif (2009), Gimeno Sacristán (2002), Faleiros (2008), Mota (1995), Romanelli (2009), dentre outros, além da Lei de Diretrizes Básicas da Educação, n. 9.394 (BRASIL, 1996) e do Programa Nacional de Assistência Estudantil, Decreto n. 7.234/2010 (BRASIL, 2010), os quais tratam dos direitos e da ampliação da permanência dos jovens na educação. Espera-se, por meio da pesquisa, contribuir para o êxito, no sentido de permanência e na perspectiva de inclusão social, da educação dos bolsistas que vivem em uma realidade permeada pelas desigualdades sociais. O resultado da pesquisa mostrou que os estudantes os quais foram contemplados com o Auxílio de Formação Profissional obtiveram melhoras significativas como: aumento da renda familiar, redução das desigualdades sociais no âmbito escolar, aumento da frequência e notas escolares, inclusão social, permanência e sucesso na conclusão de seus cursos.
