Ação supervisora nas escolas do programa ensino integral da rede estadual de São Paulo

Esta pesquisa visou compreender o papel que o Supervisor de Ensino, em sua atuação, desempenha nas escolas públicas da rede estadual que aderiram ao Programa Ensino Integral (PEI) da Secretaria de Estado da Educação de São Paulo (SEE/SP). Com a utilização dos referenciais que fundamentaram a construção da pesquisa realizou-se uma retrospectiva histórica da ação supervisora na educação brasileira, em especial a trajetória do Supervisor de Ensino no estado de São Paulo Numa abordagem qualitativa, o presente estudo constituiu-se de uma pesquisa de natureza básica, descritiva e exploratória. Como procedimento de coleta de dados foi utilizado questionário e entrevista, além de análise documental. Foram sujeitos do estudo Supervisores de Ensino que possuem em seu setor de trabalho escola estadual pertencente ao PEI, que atuam numa Diretoria de Ensino localizada no Vale do Paraíba e que se encontra inserida no macro contexto organizacional da SEE/SP. Os dados coletados foram submetidos à análise de conteúdo de Bardin (2012) e interpretados à luz das teorias que tratam do desenvolvimento humano e das políticas de gestão pública educacional. Os resultados obtidos apontam que o trabalho de acompanhamento realizado pelo Supervisor de Ensino nessas escolas integrais possui alguns diferenciais quanto ao realizado nas escolas regulares de tempo parcial da rede estadual paulista, pois além do acompanhamento de rotina previsto em legislação feito em todas as escolas estaduais paulistas, o supervisor responsável por uma escola do PEI também realiza Ciclos Formativos de Acompanhamento, com ações de monitoramento e intervenção, num trabalho conjunto com a equipe escolar, de acordo com as necessidades da escola, principalmente nos ciclos formativos, que acontecem por meio da metodologia PDCA, além dos instrumentos de gestão que são utilizados, em especial a agenda bimestral que norteia o acompanhamento do Supervisor. O que indica uma ação supervisora diferenciada em prol do desenvolvimento da política pública de extensão da permanência na escola para uma formação integral que concorra para a melhoria da educação pública. / This research aimed to understand the role that the Education Supervisor in his acting, plays in the public schools of the state that have joined the Integral Education Program (IEP) of the Ministry of Education of São Paulo (SEE / SP). With the use of benchmarks that underlie the construction of the research took place a historical retrospective of the supervisory action in Brazilian education, especially the trajectory of Teaching Supervisor in São Paulo In a qualitative approach, this study consisted of a survey basic, descriptive and exploratory nature. Data collection procedure was used questionnaires and interviews, and document analysis. Were subjects of the Teaching Supervisors study that have in their state school work sector belonging to PEI who work in Educational Board located in the Paraíba Valley and which is inserted into the macro organizational context of SEE / SP. The collected data were submitted to Bardin content analysis (2012) and interpreted in the light of the theories that deal with human development and educational public management policies. The results suggest that the monitoring work of the Education Advisor in these whole schools have some differences regarding performed in mainstream schools part-time the state public network, because besides the routine monitoring provided for in made law in all São Paulo state schools the supervisor responsible for a PEI school also conducts Formative Cycles Monitoring with monitoring actions and intervention, in a joint effort with the school staff, according to the schools needs, especially in the formative cycles, which take place through the methodology PDCA, in addition to management tools that are used, especially the bimonthly schedule that guides the monitoring supervisor. This indicates a different supervisory action on behalf of the public policy of extension of stay in the school development for an integral formation which contributes to the improvement of public education.

Culminar los proyectos de obras públicas sin cumplir lo programado en tiempo y costo y con muchas modificaciones al alcance se está convirtiendo en costumbre por muchos de los constructores a cargo. Frente a esto el trabajo del supervisor es esencial y hasta determinante para concretar dichos proyectos, pues su función principal es velar porque se respete el alcance y ante situaciones adversas, en coordinación con el residente de obra, proponer soluciones proactivas que impacten en el presupuesto y cronograma que puedan generar reclamos por parte de la ciudadanía como un interesado del proyecto. Aportando a este objetivo, el Estado Peruano ha implementado la inclusión obligatoria de un plan de gestión de riesgos al expediente técnico para la etapa de ejecución de la obra encabezada por el supervisor de obra, a fin de anticiparse con planes de acción a riesgos previsibles, y de esta forma minimizar el impacto negativo al proyecto. El presente trabajo de investigación propone un sistema de gestión de riesgos para un proyecto concerniente a una obra de agua potable y alcantarillado, tomando como referencia los estándares del Project Management Institute y las disposiciones reglamentarias del Estado, consiguiéndose la identificación y análisis de más de cincuenta riesgos, donde se resalta al tiempo como el objetivo más vulnerable, la consideración de una reserva para contingencias en el proyecto y un plan de respuesta para cada riesgo. / Completing public works projects without meeting schedule in time and cost and with many modifications within the scope is becoming the custom for many of the builders in charge. Faced with this, the work of the supervisor is essential and even decisive to specify these projects, since its main function is to ensure that the scope is respected and in the event of adverse situations, in coordination with the work resident, propose proactive solutions that impact the budget and schedule that may generate complaints from citizens as a stakeholder in the project. Contributing to this objective, the Peruvian State has implemented the mandatory inclusion of a risk management plan in the technical file for the execution stage of the work headed by the work supervisor, in order to anticipate action plans for foreseeable risks, and in this way minimize the negative impact on the project. This research work proposes a risk management system for a project concerning a drinking water and sewerage work, taking as a reference the standards of the Project Management Institute and the regulatory provisions of the State, achieving the identification and analysis of more than fifty risks, where the consideration of a reserve for contingencies in the project and a response plan for each risk is highlighted as the most vulnerable objective. / Trabajo de investigación

Personality was measured with the 16-Personality Factor Questionnaire (16PF) and supervisor success through a performance measuring system. A literature study was done to verify the relationship between personality and work success. The sample consisted of 74 supervisors, mainly white males, working at a dairy factory. The relationship between the 16PF results and supervisor success has been statistically established through Pearson and Spearman's Product-moment correlation method, standard and stepwise multiple regression analysis and T-tests for independent groups. The results show that factors B, C, L, 0, Q4 and the second order factor QII of the 16PF has a meaningful relationship with supervisor success. It was found that age, qualifications and experience do not influence the relationship between personality and supervisor success. Feedback and Innovative Work Behavior among Local Government Employees in Korea: The Roles of Trust in Supervisor, Affective Commitment, and Risk-Taking Climate

The purpose of this study is to explore the mechanisms of how feedback from supervisor affects innovative work behavior among local government employees in Korea. Another purpose of this study is to explore the mediating roles of trust in supervisor and affective commitment, and the moderating role of risk-taking climate, using various theories, such as organizational support theory, social exchange theory, intrinsic motivation theory, and psychological climate theory. The results from a cross-sectional study based on a sample of 1,699 local government employees from 65 local governments find that feedback from supervisor has a significant direct effect on innovative work behavior. Trust in supervisor and affective commitment significantly mediate the relationship between feedback from supervisor and innovative work behavior. Feedback from supervisor has an indirect effect on innovative work behavior through its influence on trust in supervisor and affective commitment in serial. Risk-taking climate significantly moderates the relationship between affective commitment and innovative work behavior. Lastly, the results of moderated mediation model find that the conditional effects are significant at high levels of the moderator (at one standard deviation above the mean) and at the mean, while the conditional effect was not significant at low levels of moderator (at one standard deviation below the mean) for both two indirect effect paths (feedback from supervisor --> affective commitment --> innovative work behavior, and feedback from supervisor --> trust in supervisor --> affective commitment --> innovative work behavior).

The effects of Person-Supervisor Fit and Person-Workgroup Fit on role performance, job satisfaction and perceived support: The Airline crew

Previous researches about the Person-Environment Fit were mainly based on the points of view of Person-Organization Fit and Person-Job Fit. Researches based on the points of view of Person-Supervisor Fit (P-S Fit) and Person-Workgroup Fit (P-G Fit) was less made. But nowadays, more and more companies adopt team approach for the organization of the main mold of operation. How to establish a harmonious group and enhance group¡¦s and individual performance becomes an important issue. The main purpose of this research is base on Fit Theory to examine Person-Supervisor Fit and Person-Workgroup Fit between crew, their supervisor and their coworker in every flight. In this study, Person-Supervisor Fit and Person-Workgroup Fit were defined as independent variables; role performance, job satisfaction and perceived support were defined as dependent variables. The relationship between independent and dependent variable are deeply discussed. There are 136 pairs of questionnaires surveyed by employees and their supervisors. Supervisor Leadership Profile (SLP) and Workgroup Characteristics Profile (WCP) were reduced to 16 of 25 statements as Q ranking items, and Q methodology was applied for measuring P-S Fit and P-W Fit. Regression analysis was used to further explore the dependent variable on the independent variable's influence. The result indicate that¡GFirst, employee with high P-G Fit, has more job satisfaction, the correlation between P-G Fit and job satisfaction is significant; second, employee with high P-S Fit, has more perceived supervisor support, the correlation between P-S Fit and perceived supervisor support is significant; third, employee with high P-G Fit, has more perceived coworker support, the correlation between P-G Fit and perceived coworker support is weak significant. This research further represents the direction of future research and practical meaning of management.

誰會被主管排擠? 主管之部屬能力及威脅感知覺之探討 / Who Will Be Ostraized by Supervisor?The Study of Supervisors’ perception of Subordinates’ Competence and Threat

本研究旨在探討主管排擠部屬行為的前因,以部屬能力與威脅感作為解釋之機制,部屬能力可藉由威脅感對主管排擠產生影響。並以集體認同、知覺相似性作為部屬能力與威脅感間關係的調節變項;最後則探討主管排擠對於部屬幸福感與部屬主管承諾的影響。 本研究採用便利性取樣,使用對偶方式進行資料收集,研究對象為一般私人企業之員工,共發出紙本問卷328套,回收234套,回收率為71%,有效問卷為207套,有效回收率為63%。藉由SPSS 20與Lisrel 8.8等統計軟體進行資料分析,本研究結果顯示,部屬能力會透過威脅感對主管排擠產生正向的間接效果;當部屬越知覺主管對自己有排擠行為時,部屬之主管承諾越低;部屬知覺主管排擠對部屬幸福感則不具影響;而不論是集體認同或是知覺相似性,對於部屬能力與威脅感間的關係,皆無預期之調節效果。最後,針對本研究之結果進行討論,並說明理論貢獻、管理意涵、研究限制與未來研究建議。 / This study aimed at investigating the antecedents of supervisor ostracism. We used subordinates’ competence and threat from subordinates as mechanisms to illustrate the antecedents of supervisor ostracism. We hope to explore the indirect effect of subordinates’ competence on supervisor ostracism via threat from subordinates. Moreover, we proposed that collective identity and perceived supervisor-subordinate similarity can moderate the relationship between subordinates’ competence and threat from subordinates. We further explore the direct effect of supervisor ostracism on supervisor commitment and well-being. The sample of this study is selected using convenience sampling, and the data is dyad-level data. Totally 328 questionnaires were issued and 234 were returned. The response rate is 71%. Among returned questionnaires, there were 207 effective questionnaires with the effective rate of 63%. The collected data was analyzed by SPSS 20 and Lisrel 8.8. The result indicated that subordinates’ competence has positive indirect effect on supervisor ostracism via threat from subordinates. Although subordinate perceived supervisor ostracism has negative effect on supervisor commitment, it had no effect on well-being. Supervisor collective identity and perceived supervisor-subordinate similarity did not moderate the relationship between subordinates’ competence and threat from subordinates. Finally, theoretical and managerial implications of these findings are discussed.

O estudo baseou-se no método do materialismo histórico dialético, com abordagem qualitativa; utilizou-se a pesquisa bibliográfica para fundamentar o conhecimento teórico e embasar a análise dos dados, e a pesquisa de campo com vistas a aproximar a pesquisadora da realidade social estudada. Os resultados mostram que as condições de trabalho influem diretamente no desenvolvimento e na qualidade da atuação profissional, na supervisão de campo e na formação profissional do discente, inclusive determinando o início da aproximação do estagiário com a atuação do assistente social, podendo atribuir experiências significativas ou fragilizadas para o mesmo, contudo, por meio das categorias empíricas alguns elementos mostraram-se determinantes nesse processo, tais como: a formação continuada, a horizontalidade e o compromisso dos(as) supervisores(as) com a profissão, com a formação e com a futura atuação profissional do(a) estagiário(a).

Para tanto, tomou-se como base empírica as ações desenvolvidas em um município paulista no período de 1999 a 2006. Destaca-se, ainda, a progressiva alteração no recrutamento destes servidores públicos no quadro do magistério, tendo em vista que no estado de São Paulo isto se materializa por meio de concurso de provas e títulos. O objetivo central foi compreender como que neste município se organizou a seleção de supervisores e diretores de escola. Para tanto, recorreu-se a um conjunto de sujeitos que participaram, de algum modo, destas escolhas e que por isso puderam fornecer as informações essenciais para o desenvolvimento deste estudo. Introduction: Study supervision in the mother tongue aims to support newly arrived and multilingual students in primary and secondary school, where study supervisors and teachers work together for the learning and development of newly arrived and multilingual students. Despite the importance of study supervision, collaboration between study supervisors and teachers was described as not functioning in several researches. That study focuses on investigating which basic mechanisms explain the collaboration between study supervisors and teachers. Purpose: The purpose of the study is, by using critical realism as an approach, to explain the collaboration between study supervisors and teachers in the teaching of multilingual Arabic-speaking students in 5 municipalities from the perspective of study supervisors, to explain which mechanisms make the cooperation possible. Method: The study used a qualitative method based on qualitative interviews. The analysis used qualitative content analysis with critical realism as an approach. Results: The results of the study constitute the following mechanisms for cooperation between study supervisors and teachers, structuring and organization of study supervision, 1)- The study supervisor's experience with teachers' planning, 2)- Experience and knowledge of study supervision, and 3)- Time and place. These results can be helpful in practice to improve cooperation between study supervisors and teachers, by structuring and organizing study supervision via school, study supervisors and teachers get better conditions in cooperation around multilingual students, and provide the opportunity to improve communication between study supervisors and teachers where both work in the same place, as well as making time for continuous collaboration. / Inledning: Studiehandledning på modersmål syftar till att stödja nyanlända och flerspråkiga elever i grundskolan och gymnasiet, där samverkar studiehandledare och lärare för nyanlända och flerspråkiga elevers lärande och utveckling. Trots vikten av studiehandledning beskrevs samverkan mellan studiehandledare och lärare icke fungerande i flera forskningar. Den studien har fokus att undersöka vilka grundläggande mekanismer som karaktäriserar samverkan mellan studiehandledare och lärare. Syfte: Studiens syfte är genom att använda kritisk realism som ansats förklarar samverkan mellan studiehandledare och lärare i undervisningen för flerspråkiga arabisktalande elever i fem kommuner utifrån studiehandledares perspektiv, för att förklara vilka mekanismer som gör samverkan möjlig. Metod: I studien användes kvalitativ metod som baserade på kvalitativa intervjuer. I analysen användes kvalitativ innehållsanalys med kritiska realism som ansats. Resultat: I studiens resultat konstituerar följande tre mekanismer samverkan mellan studiehandledare och lärare 1) Strukturering och organisering av studiehandledning, 2) Studiehandledarens uppfattning om lärares planering, erfarenhet och kunskap kring studiehandledning, 3) Studiehandledarens kännedom om eleverna, tid och plats. Dessa resultat kan vara till hjälp i praktiken för att förbättra samverkan mellan studiehandledare och lärare, genom att strukturera och organisera studiehandledning via skola får studiehandledare och lärare bättre förutsättning i samverkan kring flerspråkiga elever, och ger möjlighet att förbättra kommunikationen mellan studiehandledare och lärare där arbetar båda på samma plats, samt att lägga tid för kontinuerlig samverkan. / <p>Godkännande datum: 2022-08-29</p>
