Real-Time High Resolution Digital Video for Range and Training Applications

The training system used to instruct and qualify operators for this type of mission critical application should be capable of recording RGB video data to a fine level of detail. Similarly, ground stations for Research, Development, Test and Evaluation (RDT&E) and Operational Test & Evaluation (OT&E) applications often utilize high-resolution workstation screens to display critical test data. And often, these workstation screens are located in mobile vans, on aircraft, or are otherwise remote from test conductors who need access to the same screen data. This paper presents a solution for the efficient digitization, storage, replay, and transmission of the data displayed on the high-resolution workstation screens commonly found in these types of training system applications.

ADAPTIVE FAST BLIND FEHER EQUALIZERS (FE) FOR FQPSK

International Telemetering Conference Proceedings / October 25-28, 1999 / Riviera Hotel and Convention Center, Las Vegas, Nevada / The performance of novel experimental blind equalizers suitable for a large class of applications including telemetry systems and other wireless applications is described. Experimental hardware research of these adaptive patent pending Feher Equalizers (FE) confirms computer simulated data [1]. A two-ray RF selective faded telemetry channel has been simulated. A dynamically changing channel environment with a selective fade rate in the 1Hz to 50Hz range has been constructed by laboratory hardware. The Test and Evaluation (T&E) setup had RF frequency selective dynamic notch depth variations in the Power Spectral Density (PSD) within the band of the signal of up to 15dB. As an illustrative example of the adaptive equalizer capability we used a 1Mb/s rate Feher patented FQPSK [1] Commercially Of The Shelf (COTS) product. Both hardware experimental results as well as simulation indicate substantial performance improvement with the utilization of the FE. It is demonstrated that the FE improves for a large class of frequency selective faded systems the Bit Error Rate(BER) from 10^-2 to 10^-6. Similar performance improvements are presented for the Block Error Rate (BLER).

Analyzing and sharing data for surface combat weapons systems

Approved for public release, distribution is unlimited / Test and evaluation of system performance has been a critical part of the acceptance of combat weapon systems for the Department of Defense. As combat weapon systems have become more complex, evaluation of system performance has relied more heavily on recorded test data. As part of the on-going transformation of the Defense department, Commercial-Off- The-Shelf (COTS) technology is being integrated into the acquisition of combat weapon systems. An Analysis Control Board (ACB) was created in response to these factors to support the AEGIS Weapon System Program Office. The focus of this ACB was to investigate and provide potential solutions to Data Dictionary, Data Recording and Data Reduction (R2D2) issues to the AEGIS Program Manager. This thesis discusses the history of the R2D2 ACB and its past, present and future directions. Additionally, this thesis examines how the R2D2 ACB concept could be applied to the DD(X) Next Generation Destroyer program. / Civilian, United States Navy

A complexidade para operacionalizar o método de dimensionamento de profissionais de enfermagem, diante das inúmeras variáveis relativas à identificação da carga de trabalho, do tempo efetivo de trabalho dos profissionais e do Índice de Segurança Técnica (IST), evidenciou a necessidade de desenvolver um software, denominado: Dimensionamento Informatizado de Profissionais de Enfermagem (DIPE). Este estudo teve como objetivos avaliar a qualidade técnica e o desempenho funcional do software Dimensionamento Informatizado de Profissionais de Enfermagem (DIPE) e construir e avaliar o manual de acesso ao software. Tratou-se de estudo exploratório descritivo. Participaram como sujeitos da pesquisa dezoito avaliadores, sendo dez enfermeiros docentes, enfermeiros gerentes de unidades de saúde hospitalar e oito especialistas em informática em saúde. Para avaliação do software foi considerada apresentação geral e as características funcionalidade, confiabilidade, usabilidade, eficiência e manutensibilidade segundo a norma NBR ISO/IEC 9126-1. O manual do usuário foi avaliado quanto às informações disponíveis quanto; acesso ao site; cadastro dos usuários; cadastro das unidades; cadastro da instituição; operação de dimensionamento; operação de consulta e publicações. O resultado, em valores percentuais, possibilitou a decisão quanto à aceitação ou rejeição das características avaliadas. A avaliação do software obteve resultados positivos e com concordância entre os avaliadores para a apresentação geral, funcionalidade, confiabilidade, usabilidade, eficiência e manutensibilidade. A avaliação do manual do usuário obteve resultados positivos e com concordância entre os avaliadores, foram sugeridas informações detalhadas sobre a produtividade, IST, classificação das UTIs, cenário, tempo de cuidado e tipo unidade. As sugestões relatadas serão importantes para a proposição de melhorias e aprimoramento do software DIPE bem como do manual do usuário. / The complexity to operationalize measuring nursing professionals, given the numerous variables relating to the identification of the workload of the effective work of professionals and the Technical Security Index (STI), need to develop a software called: Computerized Measuring of Professional Nursing (DIPE). This study aimed to evaluate the technical quality and functional performance of software Computerized Measuring Professional Nursing (DIPE) and construct and evaluation the manual to access the software. This was an exploratory descriptive study. The subjects of the research eighteen specialists ten nursing teachers, nurses, managers of health facilities and eight hospital specialists in health informatics.To evaluate the software was considered overall presentation and functionality features, reliability, usability, efficiency and manutensibily according to the standard ISO / IEC 9126-1. The user manual was evaluated based on evaluation information about, access to the site, users register, records of units, registration of the institution; scaling operation, operation consulting and publications. The result in percentage terms allowed to decide on the acceptance or rejection of those characteristics. Objective. The Cochrane risk of bias tool (CRoB) is one of the most widely used tools for assessing the risk of bias of clinical trials. However, it was criticized for its poor inter-rater reliability, lack of clear and detailed guidelines for its application, and no clear distinguishing between reporting quality from real quality in implementation. This study aims to develop a framework (or improved CRoB, iCRoB) so as to improve the inter-rater reliability of the CRoB in its first 4 domains: sequence generation, allocation concealment, blinding of participants and personnel, and blinding of outcome assessment, through providing: i) a structured pathway for assessing risk of bias assessment; and ii) a comprehensive dictionary of scenarios for each domain. / Methods. The study is consisted of 4 steps: / i) Step 1: Develop a step-by-step structured pathway for assessing the risk of bias. / ii) Step 2: Identify and summarize possible scenarios that are used in literature to describe a domain in clinical trials by using a qualitative content analysis approach. A random sample of 100 Cochrane systematic reviews (SRs) was taken from the Cochrane Database of Systematic Reviews. Each review was carefully scrutinized for this purpose. / iii) Step 3: Merge the scenarios identified from the sample with those already provided in the CRoB. The combined list of scenarios extends the current coverage of the CRoB and forms a more comprehensive dictionary of scenarios for use in the future. The bias assessment pathway and the new dictionary of scenarios in combination are the new components added or contribution to the CRoB to form the iCRoB. / v) Step 4: Conduct a randomized controlled study that allocated at random 8 raters equally into either using the CRoB or our new iCRoB. 150 clinical trials were randomly selected from the fore-mentioned 100 SRs for the inter-rater reliability comparison. Both inter-rater reliability among individual raters (measured with Fleiss’ κ) and that across rater pairs (measured with weighted Cohen’s κ) were computed. Data analyses were conducted by using STATA version 13.0. / Results. A structured pathway for systematically assessing bias was designed, which helps classify a study into one of 5 categories for each risk of bias domain based on the information provided in the report of a trial: Category A: a trial reports in details how a bias reduction method was conducted and it is also deemed by the assessor to be conducted adequately; Category B: a trial reports in details how a bias reduction method was conducted but it is deemed by the assessor to be conducted inadequately; Category C: a trial reports that a bias reduction method was conducted but no detailed description was given which can be used to judge whether it was done adequately; Category D: a trial reports that a bias reduction method was not conducted; Category E: a trial does not mention at all whether or not a bias reduction method was conducted. / A total of 34, 36, 26 and 20 scenarios were generated for sequence generation, allocation concealment, blinding of participants and personnel, and blinding of outcome assessment, respectively. We extended the current CRoB list of scenarios by a number of 20, 23, 26 and 20 respectively for the 4 bias reduction domains. / Our trial results showed that the iCRoB had a higher inter-rater reliability across rater pairs than the original CRoB for every bias reduction domain. The weighted κ was 0.71 and 0.81 for sequence generation respectively for CRoB and iCRoB; 0.53 and 0.61 for allocation concealment respectively for CRoB and iCRoB; 0.56 for blinding of participants and personnel in CRoB, 0.68 for blinding of participants and 0.70 for blinding of personnel ini CRoB; and 0.19 and 0.43 for blinding of outcome assessment respectively for CRoB and iCRoB. / Conclusion. We developed the iCRoB including a standard pathway and extended substantively the dictionary of scenarios for making the judgement on risk of bias in the reports of clinical trials. Our iCRoB showed a higher reliability than the current CRoB in all the domains examined. Tests are run daily and the results are evaluated by testers. Whenerrors or abnormalities are found, the testers write trouble reports and thedescribed problems are handed over to designers whose task is to fix them.In order to save time, Ericsson wished to improve the efficiency.This study has focused on a specific part of the process of the developmentof 3Gsim, namely the process of evaluating test results. The goal has beento investigate if and how the process of evaluating 3Gsim test results can bemade more efficient.The daily work of the testers has been studied at close hand by the author.The testers answered a questionnaire with questions about their work andtheir opinions about the tools being used. The answers were evaluated andfocus was laid on the main problems.It was found that a lot of time is wasted on searching for trouble reports.A big part of the test result evaluation process consists of going throughsummary logs with error print-outs. Unfortunately no mapping betweenerror print-outs and trouble reports is performed. When going through thesummary logs the testers have to determine which errors have already beenreported and which ones that haven’t. Another major problem is the factthat most tests fail. On the webpage where the test results are displayed,this is indicated by a coloured field showing red. This is believed to have anegative effect on the work attitude.A lot of time can be saved by mapping error print-outs to trouble reportsand automatically comparing new error print-outs with old ones. The mappingwill also help preventing the creation of duplicated trouble reports. Thissolution will have the greatest impact on the improvement of the efficiency.Another way to enhance the efficiency is to develop a more advanced colourcoding scheme than the one used today. This coding scheme will help thetesters making the right priorities when processing the test results. Furthermore,these two solutions will have a positive effect on the work attitude. Aprototype implementing the first solution has been created. This prototypegives Ericsson AB the possibility to test the solution idea in practice.</p>

The requirements, design characteristics, and status of the joint-service Communications, Navigation, Identification Simulator (CNIS) developments will be covered along with their relationships with the Air Force’s Avionics Test and Integration Complex (ATIC) and the Navy’s Air Combat Environment Test and Evaluation Facility (ACETEF) ISTFs. These developments provide the services an interactive spatially, temporally, and tactically coherent signal environment for development and operational test and evaluation. The Joint Communications Simulator (JCS) and Joint Data Link Simulator (JDLS) capabilities, integration aspects, and development schedules (2000 IOC) will also be addressed. Finally, installed system test and evaluation concepts, both Air Force and Navy, using the simulators will be previewed to assist upcoming development programs in identifying potential applications.

Common-Event Network Test-Instrumentation System (CENTS) Program Status Review

International Telemetering Conference Proceedings / October 22-25, 2001 / Riviera Hotel and Convention Center, Las Vegas, Nevada / The CENTS Program is a Central Test and Evaluation Investment Program (CTEIP) effort conducted by the 46th Test Wing at Eglin Air Force Base, Florida. This project uses advanced internetworking technology to collect data unobtrusively from multiple Line Replaceable Units (LRU's) within an aircraft without the expense of running new wiring. The data is transported to a master network controller using the existing aircraft powerlines at a raw data rate of over 10 Mbits/s. Sensors are integrated into the shells of the LRU's data bus connectors to minimize the number of aircraft modifications required for a test. CENTS began in January 2000 as an OSD CTEIP Sponsored Test Technology Development and Demonstration (TTD&D) project and is currently in Phase 2 of the effort. Phase 1 saw the successful demonstration of the use of MIL-STD-704 power busses to establish a virtual network for data transport. This paper reviews the current status and past achievements of the CENTS TTD&D program as well as describing some immediate potential pay- offs for the Test and Evaluation community in the near-term.
