This diploma thesis deals with the political systems and its tuition at elementary school. In the theoretical part of the text, the historical development of the idea of democracy in ancient Greece and Rome, the development of parliamentarism in the UK and the expansion of political rights in Europe are announced to the reader. The importance of this development is considerable, as it forms the basis of democratic political institutions that are the core of this thesis. The rest of the theoretical part is dedicated to the undemocratic regimes. It deals with the development of these regimes and its theoretical definition against the democratical one. All of these undemocratic regimes are presented on examples of existing or collapsed states. The practical part of my thesis is dedicated to the tuition of political systems in Framework Educational Program which is presented in the subject Education on Citizenship and the cross-cutting theme Education of Democratic Citizen. The all theoretical knowledge is used in the draft of four tuition blocks. During these classes, students are gradually acquainted with democratic institutions on example of non-profit organisation, municipal and state level. Funding higher education and training in South Africa: a comparative study of tax incentive measures, in conjunction with a dedicated tax

Higher education and training in South Africa in the post-Apartheid era has never been more volatile than it is currently, some two decades into democracy. Despite the many advances and achievements of higher education, the student protests of 2015 and 2016 have given expression to underlying fault-lines, including increasing student expectations and frustrations with regard to access and funding. This research was undertaken to document the underlying historical issues and models pertaining to funding within the higher education and training sector as well as the existing higher education and training taxation policies and incentives enacted in South Africa and selected international jurisdictions. This was done with a view to providing a framework for higher education and training tax policy formation in South Africa to assist in meeting its higher education and training “access and affordability” targets as set out in the National Plan on Higher Education and the Higher Education White Paper, while at the same time not hindering economic growth. A doctrinal research methodology was adopted in this study as it mainly analysed and interpreted legislation and policy documents and therefore the approach was qualitative in nature. An extensive literature survey was done in order to document the various internationally selected legislated higher education and training tax policies and incentives. The literature indicated that there are widespread funding perspectives and initiates, and that international tax policies enacted with the aim of ensuring that higher education and training is more accessible and affordable to the public, is stable and effective in certain jurisdictions. It is submitted that while a higher education dedicated tax may not be sufficiently effective in South Africa, a combination of broad-based tax incentives will help to promote the change to a more affordable and stable higher education funding system, whilst not preventing growth through sustainable development.

The topic of this master thesis is focused on the financing of the tertiary education. Tertiary education is considered to be one of the best investments. This has resulted in a growing demand for it across the whole society. This is one of the reasons why the theme of financing of the tertiary education is often discussed. The main goal of this master thesis is to analyze opinions of the university students on various forms of tuition fees at public universities. The thesis is divided into two essentials parts - a theoretical and practical one. The theoretical part defines the Czech educational system, expose its weaknesses and trends, then describes the system of financing of tertiary education. The practical part is implemented to achieve the objectives of the thesis and it is focused on empirical research. The conclusion summarizes the results that were achieved during the processing of this thesis.

Aanbevelings word gemaak vir die samestelling van 'n ideale beginnersboek wat met sukses vir alle klavierleerders gebruik sal kan word. Die toegevoegde waarde van prelees, duetpartye, nabootsspel, improvisasie en illustrasies vir beginnersboeke is ondersoek. Huvudsyftet med denna studien var att granska hur kommuner informerar om modersmål i förskoleklassen på finska. Tio kommuner valdes för att studera detta, fem s.k. förvaltningskommuner för finska, fem som inte var det. Studien visar att det är vanligare att kommunerna informerar om modersmål och förskoleklass på finska om kommunen ingår i förvaltningsområdet för det finska språket. För att sprida information på finska använder kommunerna både finskspråkiga myndighetstexter och automatiska översättningsprogram. Kommunernas finskspråkiga texter visade sig vara vaga och mångtydiga. De automatiska översättningarna motsvarade inte det förväntade innehållet. Denna kvalitativa studie tar sin teoretiska utgångspunkt i nationell lagstiftning ur ett språk- och minoritetspolitiskt synsätt. Huvudmaterialet består av de valda kommunernas internetsidor som samlades in under oktober 2019 och analyserades med hjälp av kritisk diskursanalys. / The aim of this study was to examine how municipalities inform about mother tongue in the pre-school class in Finnish. Ten municipalities were chosen to study this, five so-called administrative areas for Finnish, five that were not. The study shows that it is more common for municipalities to provide information about mother tongue and pre-school class in Finnish if the municipality is included in the administrative area for Finnish language. To disseminate information in Finnish, the municipalities use both government texts in Finnish and automatic translation programs. The language texts of the municipalities in Finnish proved to be vague and ambiguous. The automatic translations did not match the expected content. This qualitative study takes its theoretical point of departure in national legislation from the perspective of a language and minority policy. The main material consists of ten municipalities' internet pages which were collected in October 2019 and analysed using critical discourse analysis.

Prodlužování studia na vysokých školách v ČR a vliv poplatků za prodlužování studia / Duration of university studies in the Czech Republic and the effect of fees for excessive study duration

Topic of the thesis is the duration of studies at universities in the Czech Republic and the effect of fees for excessive study duration on the duration of studies. It focuses on undergraduate programs at public universities, for which the fees are applicable. Author exploits data from the national student register and data on the amount of fees from most Czech universities to build a regression model. Awareness of students on the fees policy was determined by questionnaire for participants of a widely used admission test (National Comparative Test Scio). It has been found, that at the average, 41% of students extended nominal length of study program before completing it, with highest share observed in humanities. About 10% of students extended the nominal length of study by more than one year. Fees apply to one-fifth of the students, half of them because their unsuccessful studies had been attributed to their actual length of study. The results show that time to degree is only insignificantly related to the potential amount of the fee; only in the case of students of one public university we have found mild relationship and CZK 1,000 fee increase should shorten time to degree by 6 days. Influence on the length of unsuccessful studies is more pronounced and represents 10 to 90 days per CZK 1,000. Low effect...

Federal Funding and the Rise of University Tuition Costs

Access to education is a central part of federal higher education policy, and federal grant and loan programs are in place to make college degrees more attainable for students. However, there is still controversy about whether there are unintended consequences of implementing and maintaining these programs, and whether they are effectively achieving the goal of increased accessibility. In order to answer questions about whether three specific types of federal aid cause higher tuition rates and whether these programs increase graduation rates, four ordinary least squares regression models were estimated. They include changes in both in-state and out-of-state tuition sticker prices, graduation rates, as well as changes in three types of federal aid, and other variables indicative of the value of a degree for four-year public universities in Arizona, California, Georgia, and Florida for years 2001-2011. The regressions indicate a positive effect of Pell Grants on in-state and out-of-state tuition and fees, a positive effect of disbursed subsidized federal loans on the change in number of degrees awarded, and a positive effect of Pell Grants on graduation rates.
