Urban residential density and public transport use: a case study of Sydney

For at least thirty years urban growth management policies in Australian cities have focused on increasing residential densities as a method of addressing environmental issues. This view has been supported by a number of researchers who hypothesise that to achieve reductions in transport emissions individuals need to be encouraged to use public transport, and the most appropriate method of increasing public transport use occurs predominately from building residential areas at high densities around public transport nodes. This notion is integral to recent urban growth management policies in Sydney, which have sought to increase residential densities under the rubric of urban consolidation. There are a number of researchers who have promoted the benefit of increasing urban densities as a way of increasing public transport use. In Australia, the most cited research in this area is that of Newman and Kenworthy. Nonetheless, there are a number of commentators who have criticised the emphasis of density in increasing public transport use. These commentators assert that factors other than density, particularly socio-economic factors, are more important in influencing public transport use. Nevertheless, a major gap within this concept is that the research is conducted at the macro-level with minimal analysis at the meso or micro level. This thesis attempts to fill a gap in our knowledge by assessing the relationship between urban density and public transport use, particularly trains, at the macro, meso and micro level. The analyses used data across the Sydney metropolitan area and by geographical location to assess the implications of the density-public transport debate, and its articulation in urban consolidation policies. Such an analysis also has implications for other Australian cities who have promoted urban consolidation. The study concludes that residential density is not as important as socio-economic factors in influencing one form of public transport use, namely trains. Variables such as car ownership, country of origin, housing tenure, and the type and location of employment are more important in influencing train use than density. The study concludes that at the macro level the notion of increasing densities increases public transport use is plausible, yet at the micro level the relationship between high density housing and public transport use (in this case train use) is more complex. This suggests that the promotion of urban consolidation policies as a means to increase public transport use needs to be re-assessed. Importantly, there is still much research to be conducted to fully comprehend the relationships between housing and transport in order to better inform urban growth management policies in cities, including Sydney.

Freight Transport in the Car-Free City : Towards a more sustainable urban freight sector / Godstransporter in den bilfria staden : Mot en mer hållbar godssektor

Freight transport of goods is an indispensable part of everyday life. Without it there would be no delivery of products such as food, water, construction material, technology, furniture, clothes and society, as we know it today, would collapse.  However, there are more and less sustainable ways of transporting goods. Today, the number of freight transport vehicles in cities is increasing steadily which contributes to traffic congestion, unsafety, insecurity, air pollution, noise pollution and climate change. Moreover, as the e-commerce flows are increasing, the importance of sustainable last-mile deliveries increases as well.   The research methods used were literature study and interviews. Firstly, the literature study was realized before two pre-knowledge interviews were conducted. Finally, ten semi structured interviews were conducted with experts, strategists, logisticians,  project managers and consultants.   The data suggests that sustainable urban freight transport can be accomplished with UCCs in combination with cargo bikes to reduce cars in the city. This can be done with the help of four ideas - collaboration, incentives, research and developed bicycle infrastructure.  UCCs are not a new concept but there are few centers that endure due to several factors; flawed business models, lack of expertise or research, subvention dependency and stakeholders’ various engagement and involvement levels. Also, a certain percent of freight that is transported by trucks can be substituted by cargo bicycles but in order to enhance the development of utilizing cargo bicycles as a last-mile delivery option, research and knowledge gap need to be addressed. The conclusion indicates that collaboration between stakeholders, specifically between the private and public sector, is integral. The results also highlight that off-peak deliveries and sustainable last-mile deliveries are feasible solutions. There are knowledge gaps in how UCCs and cargo bikes operate which are potential opportunities for areas of improvement and development. Lastly, policies and regulations set by the local authorities play an integral role to guide the freight industry development towards a more sustainable freight transport. / Godstransport av varor är avgörande i vardagen. Utan fungerande godstransporter skulle det inte finnas leveranser av produkter såsom mat, vatten, byggmaterial, teknik, möbler och kläder, och samhället, som vi är vana vid idag, skulle kollapsa.  Det finns emellertid mer och mindre hållbara sätt att transportera varor på. Idag ökar antalet godstransportfordon i stadskärnor stadigt vilket bidrar till trafikträngsel, osäkerhet, otrygghet, luftföroreningar, buller och klimatförändringar. Dessutom ökar e-handelns flöde i rask fart vilket leder till att betydelsen av hållbara last-mile leveranser ökar likaså. Forskningsmetoderna som användes var en litteraturstudie och intervjuer. Först genomfördes litteraturstudien, följt av två intervjuer för att få en förståelse och en gedigen bakgrund i ämnet. Slutligen genomfördes tio semistrukturerade intervjuer med experter, strateger, logistiker, projektledare och konsulter för att få en fördjupad kunskap om bl.a. problem och utvecklingsmöjligheter inom ämnesområdet.  Resultaten antyder att godstransporter kan utföras med hjälp av samlastningscentraler (UCC) i kombination med lastcyklar för att minska antalet bilar i staden. Effektiva samlastningscentraler ställer krav på väl utvecklat samarbete, incitament, forskning och cykelinfrastruktur. UCC är inget nytt koncept, men det finns få center som överlever på grund av flera faktorer: bristfälliga affärsmodeller, brist på expertis eller forskning, subventionsberoende samt olika nivåer av engagemang och deltagande från intressenter. En viss andel av godstransporterna som utförs med lastbilar kan ersättas av lastcyklar. För att främja utvecklingen av användningen av lastcyklar som last-mile lösning krävs dock forskning och ökad kunskap.  Slutsatsen pekar på att samarbete mellan intressenter, särskilt mellan privata och offentliga sektorer, är avgörande. Resultaten belyser också att off-peak leveranser lågtrafikperioder och hållbara last-mile lösningar är genomförbara alternativ. Det finns kunskapsluckor när det gäller drift av UCC och lastcyklar, vilket kan ses som en möjlighet till förbättring och utveckling. Slutligen spelar lokala myndigheters policys och regler en viktig roll för att styra godstransportindustrins utveckling mot en mer hållbar transport av gods.

Barriers to Sustainable UCC-Cooperation and Coopetition in Municipality Goods Distribution in Swedish Mid-Sized Cities : A Cross-Case Analysis

Purpose: The purpose of this thesis is to investigate the barriers for and their impact cooperation and coopetition for sustainable distribution of Municipality goods in three selected cities. Design/Methodology/Approach: This thesis is based on a qualitative approach using a multiple case study as data collection strategy. The population building up three cases consists of ten Swedish mid-sized cities with an urban consolidation center. Of these are the three cities Växjö, Kalmar and Borlänge sampled and both the municipality and two locally active freight forwarders (one RFP-winner and one non-RFP-winner) per city are interviewed. These interviews aimed at identifying barriers to cooperation between municipalities and freight forwarders and barriers to coopetition between private freight forwarders for a sustainable distribution of municipality goods. The secondary data is based upon three literature streams: Sustainability, Distribution in Urban Environments and, Cooperation and Coopetition. Findings: The results indicate that the main barriers to cooperation from a freight forwarder perspective are incorrect or missing data in the RFP, price for municipality goods distribution and prohibition of goods consolidation. The main barrier to cooperation, fossil fuel free trucks, is a potential future barrier. The main barriers to coopetition are higher costs, lack of trust and price. These barriers have mainly an impact on the economical sustainability but can, and in some cases, will have effects on the other TBL-aspects. Research Limitations/Implications: The findings of this thesis provide the municipality with knowledge about barriers from the perspective of the freight forwarders which can aid construction of future RFPs. It also provides both municipality and freight forwarders with knowledge of the potential future barriers which could affect ongoing cooperation. Lastly it provides involved actors with knowledge of barriers hindering a coopetition approach in distribution, enabling the next step of solving the barriers. The value of this thesis is the knowledge of the implications as well as the combination of the three chosen literature streams which have not been researched in this context previously

La gestion coordonnée de la logistique en contexte urbain est complexe. La mutualisation est une pratique considérée par les parties prenantes comme potentiellement source de performance de la logistique urbaine. Plusieurs expériences de mutualisation urbaine ont néanmoins échoué. Ce travail de thèse vise à appréhender les antécédents à l’adoption de la mutualisation urbaine en tant que facteurs explicatifs.La première partie propose une revue de la littérature sur le champ de recherche. Le chapitre 1 présente les problématiques de la logistique urbaine et de la mutualisation urbaine. Le chapitre 2 définit la notion de mutualisation urbaine en tant qu’innovation interorganisationnelle qui mène à la formulation de trois propositions de recherche. Le chapitre 3 porte sur l’identification et la mesure de l’influence des antécédents à l’adoption d’une innovation interorganisationnelle. Le recours à la théorie de la diffusion des innovations appliqué à l’adoption de l’innovation organisationnelle et interorganisationnelle mène à la formulation de dix propositions de recherche. La seconde partie porte sur l’étude empirique. La démarche méthodologique est développée dans le chapitre 4. Le chapitre 5 présente les cinq études de cas multiples réalisées sur des centres de consolidation urbains. Le chapitre 6 présente les principaux résultats obtenus au travers des entretiens exploratoires. Neuf antécédents à l’adoption de la mutualisation urbaine ont été validés : l’avantage relatif, la compatibilité, la possibilité de tester, l’observabilité, le caractère volontaire de l’utilisation, le risque perçu, la confiance, le pouvoir des partenaires et l’influence des acteurs publics. / The coordinated management of logistics in an urban context is complex. Pooling is a practice considered by stakeholders as a potential source of urban logistics performance. Several experiences of urban pooling have failed. This research aims to understand the antecedents to the adoption of urban pooling as explanatory factors.The first part of the thesis proposes a literature review of the research fields. Chapter 1 highlights the challenges and issues of urban logistics and urban pooling. Chapter 2 defines the notion of urban pooling as an inter-organizational innovation. This leads to the formulation of three research proposals. Chapter 3 presents the identification and measurement of the antecedents’ influence on the adoption of an inter-organizational innovation. The use of the Diffusion of Innovations Theory applied to the adoption of organizational and inter-organizational innovations leads to the formulation of ten research proposals. The second part presents the empirical study. The methodology approach is developed in Chapter 4. Chapter 5 shows the five multiple case studies of urban consolidation centers. Nine antecedents to the adoption of urban pooling are validated: relative advantage, compatibility, testability, observability, voluntariness of use, perceived risk, trust, power of partners and public stakeholders’ influence.

Urban freight consolidation platforms as a means of decreasing costs and enhancing performance of urban logistics chains within the framework of a market economy: Application to Brussels-Capital

Les centres de consolidation urbaine sont une mesure populaire dans la logistique urbaine visant à rationaliser les trajets liés aux livraisons en ville. Cependant, bien que les avantages environnementaux de ce type de dispositifs ont été largement abordés et documentés, un nombre important de cas d’implémentation n’ont pas parvenu à atteindre une participation suffisante et démontrer un modèle de fonctionnement viable. Les principaux obstacles liés à leur mise en œuvre relèvent des préoccupations financières et de l’acceptation de la part des acteurs de la logistique urbaine. Par conséquent, le succès de ces schémas logistiques est souvent conditionné par un fort soutien réglementaire et financier des pouvoirs publics. Récemment, de nouveaux types de modèles d'exploitation des centres de consolidation urbaine, proposant une gamme d'activités à valeur ajoutée, sont apparus, permettant une meilleure intégration de ces plateformes dans la chaîne d'approvisionnement. En outre, un grand nombre d'expériences récentes se concentrent sur la consolidation de fret à petite échelle, ce qui permet un assouplissement des besoins en ressources matérielles et humaines. L'objectif de cette thèse est d'étudier le potentiel des plates-formes de consolidation de fret urbaines de diminuer les coûts et d'améliorer les performances des chaînes logistiques urbaines. En particulier, la thèse traitera des facteurs qui influent sur la viabilité de ces schémas logistiques dans le cadre d'une économie de marché.La thèse est structurée autour de trois questions de recherche qui portent sur (1) la viabilité du modèle traditionnel du centre de consolidation urbain basé sur les activités de transbordement et de consolidation, (2) les impacts des mesures qui visent à soutenir la mise en œuvre des schémas de consolidation et le niveau d’approbation des acteurs de la logistique urbaine qui en découle, (3) l’impact des nouvelles approches dans le domaine de plates-formes de consolidation de marchandises en ville et en particulier des nouveaux modèles d’exploitation de centres de consolidation urbains et des plates-formes de micro-consolidation. En abordant ces aspects, la thèse démontre que le modèle du centre de consolidation urbain traditionnel peut présenter une alternative viable, mais que le succès de ces schémas logistiques est soumis à un grand nombre de conditions qui sont difficiles à satisfaire en pratique. La thèse identifie les mesures d'accompagnement qui peuvent à la fois accroître la participation dans le schéma de consolidation et l'acceptation des acteurs, ainsi que celles qui rencontrent une réponse plus mitigée de la part des acteurs. Enfin, la thèse identifie les avantages potentiels des nouveaux modèles d’exploitation de centres de consolidation ainsi que les avantages de la consolidation à petite échelle. / Urban consolidation centres are a popular measure in city logistics, which aims at rationalizing delivery trips in an urban area. However, although their environmental benefits have been extensively addressed and documented, many of the implementation cases fail to reach sufficient participation and demonstrate a viable business model. Some of the main barriers linked to their implementation are the financial concerns and the stakeholder acceptance. Consequently, the success of these schemes has often been subject to a strong regulatory and financial support from public authorities. Recently, new forms of urban consolidation centre operating models offering a range of value-added activities have appeared, allowing a better integration of these facilities in the overall supply chain. Furthermore, a large number of recent experiments focus on small-scale freight consolidation, relaxing the requirements for material and human resources. The objective of this thesis is to investigate the potential of urban freight consolidation platforms to decrease the costs and improve the performance of urban logistics chains. In particular, the thesis will address factors that influence the viability of these schemes in a framework of market economy.The thesis is structured around three research questions that address (1) the viability of the traditional urban consolidation centre model based on transhipment and consolidation activities (2) the impact of market-based accompanying measures for urban consolidation centre project implementation and the resulting level of stakeholder support and (3) the impact of new approaches in urban freight consolidation platforms and in particular those of new urban consolidation centres operating models and micro-consolidation platforms. By tackling these aspects, the thesis demonstrates that the traditional urban consolidation centre model can present a viable alternative but that the success of the scheme is subject to a large number of requirements that are often difficult to meet in practice. The thesis highlights accompanying measures that can both increase the expected participation in the consolidation scheme as well as the stakeholder acceptance of the scheme, and those that meet a less positive stakeholder response. Investigating Cologistics Hubs: Business Models, Added Values, Flows, Perceptions and Scalability / Undersökning av kologistikhubbar: Affärsmodeller, mervärden, flöden, uppfattningar och skalbarhet

Multi-service transport hubs provide a potential opportunity to achieve sustainability and emission goals and have been in contemporary research and policy discussions, however, mostly in the passenger transport sector. In Urban logistics, the delivery vehicles leaving a warehouse or a consolidation centre entering the city to deliver goods are usually filled to a certain capacity during their onward journey and when the goods are delivered, they return mostly empty during their return journey. In Urban waste management, the waste collection vehicles leaving from a waste collection centre into the city are almost empty during the onward journey and are filled to a certain capacity during their return journey, which is the opposite. To address this underutilized capacity issue, in 2017, in the city of Stockholm, a new type of Urban logistics hub was created through the Älskade Stad initiative which combined the urban logistics flows with the urban waste management flows reducing the number of vehicles required and reducing the empty space in the vehicles during both the onward and return journeys. This type of hub consolidates deliveries acting as an urban consolidation centre and also consolidates wastes, acting as a waste management centre. Due to the central nature of the hub, it can also include other services. The study coins a new term called ‘Cologistics Hub’ for this type of hub and investigates the scenarios in which Cologistics hubs are required and then builds the business models suitable for these scenarios and for maximum scalability. It identifies different types of stakeholders that can be part of the Cologistics hub ecosystem. Along with this, the study analyses different types of flows involved in a Cologistics hub, maps the business ecosystem, and identifies added values for all types of identified stakeholders in the ecosystem. In addition to this, this study analyses the perception of Cologistics hubs among the identified stakeholders and compares how the stakeholders perceive their current business-as-usual solution for urban logistics and waste management versus the Cologistics hub solution. In the end, the study provides a step-by-step strategy to follow using different conceptual frameworks used in this research for implementing a scalable Cologistics hub solution.

La planification des parcs et espaces verts dans un contexte de densification urbaine : le point de vue de professionnels sur les outils à leur disposition dans les municipalités québécoises

Alors que les bienfaits des parcs et espaces verts sont largement démontrés dans la littérature, la pandémie de COVID-19 a mis en lumière la nécessité de ces espaces auprès de la population, notamment en milieux urbains denses. Malgré cela, des recherches indiquent que dans les villes où la densité est importante, ces dernières peinent à offrir une quantité suffisante de ces espaces à leurs citoyens. Des recherches illustrent le rôle clé des outils d’aménagement et d’urbanisme pour planifier l’offre en parcs et espaces verts dans un contexte de densification urbaine, mais sans offrir de réponse complète quant aux façons dont les municipalités devraient utiliser ou combiner ces outils. Alors que le Québec a planifié la consolidation des municipalités déjà développées pour accueillir la croissance démographique anticipée, les outils qu’il met à la disposition des municipalités et la façon dont elles les utilisent pourront-ils lui permettre de planifier adéquatement l’offre en parcs et espaces verts dans ces milieux à densifier ? En s’appuyant sur la perspective de 15 professionnels de l’aménagement œuvrant pour des municipalités québécoises, cette recherche approfondit l’utilisation et l’influence des outils d’aménagement et d’urbanisme sur la planification de l’offre en parcs et espaces verts dans les milieux à consolider. La recherche a pour objectif de comprendre de quelles façons ces espaces sont planifiés, quels sont les outils utilisés, les pratiques porteuses et les facteurs de succès. Les résultats suggèrent que les outils québécois peuvent permettre aux municipalités de planifier adéquatement les parcs et espaces verts de leurs citoyens s’ils sont utilisés en synergie, en support à la négociation, et de manière concertée et innovante. Toutefois, les défis pour y arriver demeurent nombreux. Cette recherche contribue à l’avancée des connaissances en documentant la création de parcs et espaces verts dans un contexte de consolidation et de densification d’espaces urbains au Québec. Elle permet également de conscientiser les acteurs à l’importance et aux enjeux des parcs et espaces verts et aux spécificités des outils et des pratiques existantes en amont de la consolidation urbaine à venir. / While the benefits of parks and greenspaces are widely demonstrated in the literature, the COVID-19 pandemic has highlighted the need for these spaces among the population, particularly in dense urban environments. Despite this, research indicates that cities with high densities struggle to provide adequate amounts of these spaces to their citizens. Research illustrates the key role of planning and development tools in planning the supply of parks and greenspaces in the context of urban densification but does not provide a comprehensive answer as to how municipalities should use or combine these tools. While Quebec has planned the consolidation of already developed municipalities to accommodate anticipated population growth, will the tools it makes available to municipalities and the way they use them allow it to adequately plan the supply of parks and green spaces in these densifying environments? Based on the perspective of 15 planning professionals working for Quebec municipalities, this research examines the use and influence of planning tools on the planning of parks and green spaces in areas to be consolidated. The objective of the research is to understand how these spaces are planned, what tools are used, what practices are effective and what factors contribute to their success. The results suggest that Quebec's tools can enable municipalities to adequately plan parks and greenspaces if they are used in synergy, in support of negotiation, and in a concerted and innovative manner. However, the challenges to achieve this remain numerous. This research contributes to the advancement of knowledge by documenting the creation of parks and greenspaces in a context of consolidation and densification of urban spaces in Quebec. It also allows us to raise awareness of the importance of parks and greenspaces and the specificities of the existing tools and practices upstream of the urban consolidation to be carried out.

This study is a part of the HITS-project at the Integrated Transport Research Lab at KTH. The demand for urban freight transportation has continued to grow during the last decades due to increased urbanization. Road-based freight transport contributes to air pollution, traffic congestion and noise pollution. The dependency of these services and because of their emissions of greenhouse gases there is a need for new sustainable initiatives.  To investigate the possibility of consolidating the delivery of parcels and collection of recycling materials, a pilot initiative called Älskade Stad has been implemented in Stockholm. Traditionally, similar initiatives have encountered problems when municipalities have stopped the funding and it has also been difficult to convince companies to cooperate. Therefore, the aim of this study is to investigate what values that are being created from an urban consolidation center (UCC), as these could be seen as incentives for joining. Furthermore, it will identify what value propositions that are being offered for the city and the involved companies and how these companies capture these values.  The thesis is conducted as a qualitative case study and uses the business model approach as a conceptual framework. The result from the study shows that four key resources and activities were related to value creation: a smaller truck which increased the filling rates, exemptions received from the municipality, new garage space utilization, and goods and waste flow consolidation. Furthermore, sustainable value propositions are offered to the companies and the city, such as, more attractive streets, higher profitability on trucks, increased publicity, improved work environment and finally green transportation solutions. This has entailed changes to the value capturing for the involved companies. Changes that are related to savings, revenue, and cost streams. The analysis from the study showed that the implementation of an UCC can help the city when facing urbanization challenges, and lead to a cleaner, safer, and more attractive city. / Denna studie är en del av HITS-projektet vid Integrated Transport Research Lab vid KTH. Efterfrågan på urbana varutransporter har fortsatt att öka under de senaste årtiondena på grund av en ökad urbanisering. Vägbaserad varutransport bidrar till luftföroreningar, köbildning och ljudföroreningar. Vikten av dess tjänster i kombination med dess stora utsläpp av växthusgaser skapar ett behov av nya hållbara initiativ.  För att utforska en lösning som konsoliderar varuleveranser och upphämtning av returmaterial, har en pilotstudie med namnet Älskade Stad genomförts i Stockholm. Historiskt sett har liknande initiativ mött problem när finansiering från offentlig sektor tagit slut och dessutom har det varit svårt att övertyga företag att delta i samarbeten. Därför ämnar denna studie att kartlägga vilka värden som faktiskt skapas med hjälp av en urban samlastningscentral, vilket skulle kunna ses som möjliga incitament. Vidare syftar denna studie till att kartlägga vilka värden som erbjuds för staden samt involverade företag och hur dessa värden fångas av företagen.  Denna uppsats är genomförd i form av en kvalitativ fallstudie och använder ett affärsmodellsperspektiv som teoretiskt ramverk. Genom semistrukturerade intervjuer med experter som är involverade i initiativet samt forskare insamlades data. Resultaten från studien påvisar fyra huvudsakliga aktiviteter och resurser kopplat till värdeskapande: en mindre lastbil som ökade fyllnadsgraden, dispenser utdelat från stadsförvaltningen, ny garageanvändning samt godskonsolidering. Utöver detta så uppstår ett hållbart värdeerbjudande till företagen och staden i form av en mer attraktiv gatumiljö, högre lönsamhet på sopbilar, ökad publicitet, förbättrad arbetsmiljö och en grön transportlösning. Detta har medfört förändringar när det gäller företagens värdefångst, förändringar kopplade till besparingar, intäkts- och kostnadsflöden. Analysen från studien visat att en implementering av en urban samlastningscentral kan hjälpa staden att bemöta urbaniseringsutmaningar och bidra till en renare, säkrare och attraktivare stadsmiljö.
