In 1982, the International Monetary Fund (IMF) led structural adjustment of the Moroccan state; the culmination of prolonged war in the Western Sahara, unstable agricultural productivity and unstable debt inflation. Since then, deep political economic reorganization has transformed the institutional, practical and physical articulation of urban management in the state. This study situates managerial shifts within an urban globalization context, with specific reference to Tangier. While Tangier?s urban development parallels many studies from the developing and less-developed world, its place-specific formation diverges because globalizing urban management is undertaken within the context of historically and geographically specific socio-economic development initiatives and constraints. My work provides a conceptual overview of globalizing management since Moroccan independence in 1956. Then, a spatially sensitive political economic lens is employed to analyze new urban managerial transformations emerging since 1983 adjustments. Finally, I take an in-depth case study of Tangier City Center project to question how Tangier?s current globalization effectively responds to both state and local urban social and economic development.

The purpose of this study has been to examine how Swedish municipalities use place marketing and what place-specific qualities municipalities choose to highlight in their place marketing. The study also aims to describe how municipalities involve the inhabitants in their place marketing. The study is based out of a geographical perspective with ”place” as the fundamental approach, the study has focused on how place marketing is used in practice, its emergance as well as its effects on a place and the people who live there. This has been examined by studying place marketing in Northern Sweden's three largest university municipalities.The purpose of the study is not to prove the positive or negative effects of placemarketing and from that conclude if place marketing as a "good" or "bad" strategy. Rather, this study aims to create an understanding of municipal place marketing as a phenomenon with a perspective from the place and its inhabitants. The study shows that the municipalities describe place marketing as very important for economic growth and further development. The study's results also show that there are several similarities regarding what qualities the municipalities choose to highlight and how they position themselves in their place marketing. The study explains how municipalities mainly describe themselves based on the characteristics of the people who live there. The study also shows that the interest in involving the inhabitants in placemarketing varies and that some municipalities focus on that more than others. Involving citizens is highlighted as important in research, but nevertheless, they are primarily ”used” to legitimize the placebrand and give it credibility.

Therefore, it was necessary to explore the history of the city, the concept of identity, the formation of "city-goods" and urban entrepreneurialism. To carry out the semi-structured interviews were used icons (pictures) for the location and identification of witnesses in relation to the changes experienced by the central public space of Guarulhos city / O objetivo deste estudo é verificar se a população da cidade de Guarulhos, no Estado de São Paulo, está identificada com o projeto de revitalização do centro da cidade iniciado pela Prefeitura na década de 2.000. Rooted in the theories of urban entrepreneurialism, this dissertation employs a political economy framework as a means of analyzing urban governance and economic development in the contemporary US city. This case study of Orlando adds to our understanding of how entrepreneurial narratives are being applied to transportation infrastructure projects in pursuit of local economic development. The empirical case study explores the relationship between planning narratives, urban governance and economic development in the establishment of the SunRail commuter rail system in central Florida. I present the political history of economic development and the role of local boosters in shaping the sociospatial distribution of urban infrastructure and public investment in Central Florida. Utilizing a qualitative research methodology, the case study is based on a series of extended interviews with transportation planners, urban policymakers and community leaders in the Orlando area. The empirical data was complemented with official documents and archival records concerning the planning of transit-oriented developments along the SunRail system. This research presents the current efforts of Central Florida boosters to apply governance approaches to reshape the urban form and to direct the ensuing flows of capital investment through the restructuring of the region’s transportation infrastructure and employing planning narratives that draw heavily on creating amenity growth strategies. Local boosters expect that by providing dense development corridors through the region, including transit-oriented development centers, the city will have met the pre-conditions for attracting private capital investment. Specifically, local leaders are seeking to attract investment by the type of firms that will provide high-wage jobs to the region to balance the glut of low-wage service sectors jobs found in the region’s theme park industry. In the case of Central Florida, early private investment in SunRail adjacent property has come from local firms that tend to have a high level of local fixity and existing investments in the Orlando market.

Este trabalho discute as transformações no modo de intervenção do Estado na produção do espaço urbano no capitalismo contemporâneo a partir de uma reflexão sobre as políticas de revitalização de centros urbanos e os conflitos de natureza distributiva relacionados a esses projetos. Situando-se no campo do direito econômico, o trabalho explora as relações entre a acumulação capitalista e os padrões de intervenção do Estado sobre o espaço urbano a partir de diferentes níveis de análise, articulando elementos teóricos, jurídico-institucionais e empíricos. O processo de reestruturação do capitalismo que se iniciou nos anos 1970 teve desdobramentos relevantes no campo da regulação urbanística, desencadeando mudanças que atingiram suas funções e formas, e que perpassam diversas escalas geográficas. A ordem social e econômica que se configurou no capitalismo contemporâneo, marcada pela difusão de uma agenda política neoliberal e pela emergência de um regime de acumulação com dominância financeira, tem seus desdobramentos específicos na escala das cidades. Nesse contexto, as políticas urbanas passaram a ser progressivamente norteadas por uma racionalidade pragmática e empresarial, fechando-se à influência de esferas democráticas e desviando-se da institucionalização de compromissos redistributivos. Essa mudança qualitativa é mediada por formas institucionais e arranjos regulatórios que não se limitam à escala urbana e ao direito urbanístico propriamente dito, perpassando normas que regulam o regime jurídico da propriedade imobiliária e suas conexões com a esfera financeira, os padrões de financiamento das políticas urbanas, entre outras. A partir de um estudo sobre o Projeto Porto Maravilha uma intervenção urbanística de grande porte, e amplamente conectada a fluxos econômicos globais, que está sendo implementada na cidade do Rio de Janeiro desde 2009 , desenvolvemos uma reflexão sobre alguns vetores de mudança no papel exercido pelo Estado nos processos de urbanização. Este trabalho apresenta duas hipóteses articuladas. A primeira é a de que os padrões de regulação urbanística que emergiram no capitalismo contemporâneo não são meros reflexos de transformações mais abrangentes, mas sim fatores constitutivos dessas mudanças. A segunda a é de que as políticas de revitalização de centros urbanos agem como vetores de aprofundamento das conexões entre dinâmicas locais e processos globais, e também como incubadoras de novos padrões de regulação urbanística. / This work discusses transformations in patterns of state intervention in the production of urban space in contemporary capitalism, based on reflection about policies of urban redevelopment in central areas and the redistributive struggles related to them. Departing from an economic law perspective, this work explores relations between capital accumulation and patterns of state intervention in urban space from different analytical levels; addressing theoretical, legal-institutional and empirical issues. The process of capitalist restructuring initiated in the 1970s has impacted upon urban regulation, leading to changes that have affected its form and function, and that permeate different geographical scales. The social and economic order that has emerged in contemporary capitalism, characterized by the spread of a neoliberal political agenda and by the rise of a financial led regime of accumulation, unfolds in specific manners at the urban scale. In this context, urban policies have been increasingly guided by a pragmatic and entrepreneurial rationale, turning away from the influence of democratic spheres and abandoning redistributive commitments. These qualitative changes are mediated by institutional forms and regulatory frameworks that are not confined to the urban scale and to urban regulations, comprising norms that regulate issues like property rights, the connection between real estate and finance, the fiscal basis of urban policies, amongst others. Based on a case study about Porto Maravilha a large scale urban redevelopment project broadly connected to global economic flows that is being implemented in the city of Rio de Janeiro since 2009 this work enquires into changes concerning the role the state within urban development processes. Two hypothesis are articulated . The first is that patterns of urban regulation arising in contemporary capitalism do not merely reflect broader changes, but are an active and constitutive dimension of them. The second is that urban redevelopment policies in central areas act as catalysts of deeper connections between local and global processes, as well as being incubators of new patterns of urban regulation.

O objetivo deste trabalho é a análise das práticas de planejamento urbano vigentes em Porto Alegre em sua relação com os grandes projetos urbanos (GPUs) associados à realização da Copa do Mundo 2014. Para tanto, foram abordados os conceitos de empresariamento, gerencialismo e marketing urbano com a finalidade de compreender o conceito de empreendedorismo urbano. Buscou-se compreender, também, as relações entre empreendedorismo urbano, práticas de planejamento, GPUs e megaeventos. A pesquisa, realizada com base em estudo de caso único, integrado por três unidades de análise (mobilidade, estádios e orla), envolveu o estudo de 18 projetos. As análises feitas exploraram as múltiplas dimensões de GPUs, buscando conhecer o contexto em que os projetos surgiram e como se justificaram, bem como identificar as práticas de planejamento, os atores envolvidos, possíveis desdobramentos socioambientais, bem como as fontes de recursos a eles associados. Por fim, analisou-se a relação entre o processo e estratégias típicas do empreendedorismo urbano, indicando seus vínculos com os grandes projetos. / This work aims to analyses the urban planning practices present in Porto Alegre, and its relation with large urban projects being articulated for the FIFA World Cup 2014 mega event. The concepts addressed are entrepreneurialism, managerialism and urban marketing in its original fields to comprehend how Harvey built the urban entrepreneurialism concept and its best translation to Portuguese. This work aims, as well, comprehend the relation between urban entrepreneurialism and urban planning practices, large urban projects and mega events. This is a case study research with 3 unities of analysis incorporated: 1) mobility; 2) stadia; 3) water front. Those unities, therefore, are constituted by 18 different projects related to the FIFA World Cup, in a direct or indirect fashion. Their analyses are built by exploring its multiple dimensions regarded to large urban projects, by understanding the context where those projects have been created and how they are justified, by describing the projects elaboration processes to identify the urban planning practices related and its social and environmental impacts associated, and by analyzing the relation between this process and the urban entrepreneurialism strategies assigned by Harvey, indicating which project belongs to each strategies.
